Why Gas Prices Differ So Much Between Countries

The global oil market sets an important input, but taxes, subsidies, exchange rates, refining, transport and pricing rules determine the final gasoline price in each country.

Gasoline prices diverge internationally because the pump price is a bundle of costs and policies, not a quotation for crude oil alone. Refined-fuel prices, taxes, exchange rates, shipping, local distribution, refinery conditions, subsidies and price controls can leave two countries with very different prices even when they buy from the same global market.

What you pay at the pump is not the world oil price

Drivers buy gasoline (often called petrol outside the United States), a refined product. Crude oil is only the first input. A useful teaching model is:

Pump price ≈ international refined-fuel or crude-linked cost + refining and wholesale margin + freight, insurance and local distribution + taxes − subsidies or other price support.

This is not an accounting identity that applies identically in every country. Some governments set a maximum retail price, compensate fuel suppliers, or sell through state-owned companies. Tax may be included in the posted price in one market and reported separately in another. Nevertheless, the model explains why a change in crude does not produce the same price, or the same timing of a price change, everywhere.

Layer What it includes Why it varies by country
International input Crude oil and, more directly, regional wholesale prices for finished gasoline Countries buy different grades and from different trading hubs; regional supply and demand differ
Refining and wholesale Processing crude, blending, storage and the refiner or wholesaler margin Refinery capacity, outages, fuel specifications and demand change the margin
Import and domestic logistics Freight, insurance, terminals, pipelines, trucking and retail distribution Distance from supply, infrastructure, geography and market concentration affect delivered cost
Taxes Per-litre excise duties, value-added tax (VAT) and other charges Governments choose different rates and tax structures
Support or controls Subsidies, supplier compensation, price caps and administered prices Policy can absorb, delay or redistribute the cost of international fuel

The International Energy Agency (IEA) describes a related import-parity calculation for net importers: an international hub price adjusted for fuel quality, plus freight and insurance, internal distribution and marketing, and VAT where applicable. For net exporters, its export-parity benchmark subtracts outbound freight and insurance while retaining relevant domestic distribution and marketing costs and VAT. The IEA calculates local prices and converts them to US dollars at market exchange rates. That is a methodology for estimating price gaps and support, not a universal formula for every retail receipt.

Taxes are often the biggest deliberate difference

Fixed excise versus percentage VAT

Road-fuel taxes generally combine a quantity-based excise with a value-based tax such as VAT. An excise of a set amount per litre remains broadly the same when the wholesale price moves. VAT is calculated as a percentage of the taxable base, so the tax amount rises when the underlying fuel price rises and falls when it falls. The IEA finds that quantity-based excise duties are associated with a weaker wholesale-to-retail price link than value-based VAT.

As a result, two countries with similar pre-tax wholesale costs can show very different prices at the pump. A country that raises more revenue from fuel excise will have a higher baseline price but may see smaller percentage swings when crude changes. A country relying mainly on VAT can pass a larger share of a wholesale move through to consumers.

What fuel taxes are intended to do

Fuel taxes can fund general government spending, roads and public transport, or reflect environmental and social costs such as congestion, pollution and carbon emissions. The policy objective matters because a tax is not simply an unavoidable supply charge. The IEA’s historical 2020 analysis found taxation reached as much as 65% of the end-user gasoline price in some European countries. That is a maximum reported for some countries in that analysis, not a European average and not a current ranking.

Subsidies and controls can hide the international price

How support reaches the pump

A government can lower the observed retail price by paying suppliers, reimbursing refiners, reducing a tax, selling fuel through a state entity, or setting a price below the cost implied by imports. It can also cap prices and allow changes only at scheduled intervals. Consumers see a smoother or lower price, while the difference is paid from the public budget, a state-owned company’s finances, or another part of the fuel market.

Therefore, a cheap pump price does not prove that a country’s underlying supply cost is low. It may indicate that taxpayers or producers are carrying part of the cost. Controls can also create shortages, rationing, queues or incentives for smuggling when the administered price is far below the cost of obtaining fuel.

Why the timing of changes differs

In a freely adjusting market, retailers can change prices as wholesale replacement costs change. Under a control regime, a ministry may review prices monthly, set a band, or postpone an increase for political reasons. A global price shock can then appear immediately in one country, gradually in another and only after a policy decision in a third.

The World Bank’s Global Fuel Subsidies and Price Control Measures database records pricing regulation, subsidies, fuel-trade status, refining capacity and conditions such as rationing, smuggling and shortages. Its report describes monthly retail-price collection for several fuels through January 2025; that series should not be treated as current to 2026.

Currency, distance and infrastructure change the delivered cost

Exchange-rate effects

Oil and refined products are commonly quoted in major currencies, while motorists pay in local currency. If a country’s currency depreciates against the currency used for imports, the local-currency replacement cost can rise even when the international benchmark is unchanged. Conversely, a stronger currency can reduce the local price of an unchanged dollar-denominated cargo.

Comparing prices in US dollars can therefore change the apparent ranking without changing what local drivers pay. A comparison should state both the observation date and the exchange-rate date or convention.

Freight and the route to market

Imported fuel incurs ocean or overland freight, insurance, terminal handling and storage costs before it reaches a station. Island markets, remote regions and countries dependent on long supply routes can face higher delivered costs than a market next to refineries or pipelines. Domestic trucking distances, port congestion and limited storage can add further costs.

Market structure and local distribution

Retail competition, the number of wholesalers, station density and land costs influence marketing margins. A highly concentrated supply chain may behave differently from a market with many importers and independent retailers. These costs are small relative to taxes in some countries but decisive in remote or infrastructure-constrained markets.

Refining means gasoline does not track crude one-for-one

Refineries turn crude into gasoline, diesel and other products. Drivers purchase the finished gasoline specification required by local law, not a barrel of crude. Refinery outages, seasonal demand, inventories and the relative value of gasoline versus other products can make refined gasoline prices rise or fall independently of crude.

The IEA calls the difference between a refined-product price and its crude input the crack spread. It is an indicator of the margin available for converting crude into fuels. A refinery shortage can widen that spread and lift gasoline prices even if crude is stable. Weak gasoline demand or ample refining capacity can narrow it, limiting a pump-price increase despite firm crude prices.

Fuel specifications also matter. Octane requirements, sulfur limits, emissions rules and seasonal blends differ by jurisdiction. A comparison of regular gasoline with premium gasoline, or of different octane grades, is not a like-for-like comparison.

International prices pass through at different speeds

IEA analysis using GlobalPetrolPrices data found that, from January 2022 through May 2025, the average demand-weighted correlation between global gasoline wholesale prices and retail prices was 77% in OECD member countries and 39% in other economies. For diesel, the corresponding figures were 77% and 38%.

A correlation is not the percentage of a pump price caused by crude, a tax rate or a guarantee about a particular country. It measures how closely two price series moved together during that defined period. The IEA associates the weaker relationship in many emerging and developing economies with price controls and state subsidies.

A separate IEA commentary reports illustrative weekly correlations for longer, country-specific windows: in the United States, gasoline and diesel wholesale-to-pump correlations averaged 97% from January 2015 to February 2026. In Japan, the averages were 83% for gasoline and 80% for diesel over 2015–2026. The IEA links the difference partly to lower US excise taxes and Japanese price controls, and says Japan’s relationship weakened after a state-support package introduced in March. These are time-window-specific examples, not permanent national characteristics.

How to compare two countries without drawing the wrong conclusion

  1. Match the product. Compare regular with regular, the same octane grade and the same seasonal specification. Do not mix gasoline and diesel.
  2. Match the unit. Convert litres and US gallons consistently, and state the conversion used.
  3. Match the date. Prices and exchange rates can change daily or weekly. A monthly average and a single station price answer different questions.
  4. Check tax treatment. Confirm whether the figures include VAT and excise. A pre-tax wholesale figure is not comparable with a tax-included pump price.
  5. Identify the pricing regime. Note subsidies, caps, scheduled adjustments, rationing or shortages. A controlled price may not represent the current replacement cost.
  6. Separate price from affordability. A US-dollar price says little about the burden on residents without income, wages or purchasing-power context.

The IEA End-use Energy Prices database covers 150 countries and, where applicable, provides OECD tax detail. Its page showed a September 2026 update, with separate monthly, quarterly and annual update schedules. The database is appropriate for consistent cross-country end-use comparisons, but no single decomposition is universally available for every country.

What a lower price can—and cannot—tell you

  • It may indicate lower taxes: the pre-tax supply cost could be similar to a neighboring country’s while the government collects less per litre.
  • It may indicate support: a subsidy or cap can move the cost to taxpayers, a state company or future budgets.
  • It may reflect local supply: domestic refining, short transport routes or a temporarily low refining margin can reduce the delivered cost.
  • It may be temporary: exchange rates, refinery outages, seasonal blends and policy reviews can change the ranking quickly.
  • It may not improve household welfare: a low posted price can coexist with shortages, rationing or smuggling when controls suppress supply incentives.

The practical answer for drivers

When prices rise, the speed and size of the increase depend on the country’s tax mix and pricing rules as much as on the global benchmark. A fixed excise can cushion a percentage increase; VAT can amplify the cash amount collected as prices rise; subsidies can delay the change; and currency depreciation can raise local costs without a new crude-oil shock. Refining margins and transport then determine how much of the international movement reaches the station.

That is why there is no single “world gasoline price” that every motorist should pay. There is a global market for crude and refined products, but each country adds its own fiscal choices, exchange rate, logistics, infrastructure and rules before a litre reaches a vehicle.
