The public record shows a changed proposal and a different outcome—not a permanent ban overturned overnight. Cadillac’s identity, GM’s commitment to become a power-unit supplier, and operational progress featured in the later agreement, but F1 has not disclosed one decisive reason for changing course.
What happened, and when?
The process involved separate steps: the FIA assessed the application’s sporting and technical merits, while Formula One Management (FOM) made the commercial decision that rejected the initial bid. The final Cadillac approval came only after further assessments by both the FIA and Formula 1.

- 2 February 2023: The FIA opened a call for expressions of interest, assessing prospective teams on technical capability and resources, funding, experience, and human resources. The FIA later reported seven expressions of interest; three were ruled out and four advanced to evaluation. FIA account of the process.
- 31 January 2024: FOM rejected the Andretti/Cadillac bid after its commercial assessment. The FIA’s retrospective account says FOM did not rule out future participation and indicated it could look differently at an application for 2028 with a GM power unit.
- November 2024: Formula 1 announced an agreement in principle with GM and TWG Global to bring a GM/Cadillac team onto the grid as the 11th team in 2026. It pointed to continued dialogue, operational milestones, a Cadillac branding commitment, and GM’s future role as an engine supplier. Formula 1’s November announcement.
- 7 March 2025: The FIA and Formula 1 jointly confirmed that their sporting, technical, and commercial assessments were complete and approved the application by GM and TWG Motorsports to bring a Cadillac team to the championship from 2026. This was final approval, not the November agreement in principle. Joint approval announcement.
- 23 April 2025: The FIA approved GM Performance Power Units LLC as a power-unit supplier starting in 2029. Cadillac is to use Ferrari power units until GM’s engines are homologated for racing. FIA power-unit decision.
Why did F1 reject Andretti, then approve Cadillac?
The clearest distinction is between the FIA’s application assessment and FOM’s commercial approval. The FIA said Andretti/Cadillac was the only applicant to meet the applicable criteria in all material respects and advance to F1’s commercial phase. That finding did not guarantee entry: FOM could still reject the bid commercially.

During discussions, it was presented as Cadillac rather than Andretti/Cadillac; GM committed to become an engine supplier at a later date; and Formula 1 cited operational milestones. The FIA’s account of the earlier decision also said a future application backed by a GM power unit could receive different consideration. Taken together, these facts support the interpretation that the manufacturer commitment, team identity, and readiness helped address concerns relevant to the commercial decision. They do not establish that any single change caused the reversal.

Formula 1’s November statement described the progress and commitments behind its agreement in principle. The FIA and F1’s March 2025 announcement then confirmed final approval after their respective assessments. Neither announcement provides a complete account of private negotiations or a definitive, single-factor explanation for the earlier rejection.
What will Cadillac bring to the grid?
A new team with a staged engine plan
Cadillac is set to enter in 2026 with Ferrari power units. GM’s own power-unit program is planned for 2029, subject to its engines being homologated for racing use. So Cadillac will not begin its F1 entry with a GM-built engine.

What the public record does—and does not—settle
- Established: The FIA’s process advanced Andretti/Cadillac to FOM’s commercial phase; FOM rejected that bid in January 2024; Formula 1 announced an agreement in principle with GM and TWG Global in November; and the FIA and F1 gave final approval in March 2025.
- Established: The approved entry is Cadillac-branded, with Ferrari power units planned for 2026 and a GM power-unit program planned from 2029.
- Not established: The official statements reviewed do not identify one decisive reason for the change, quantify the financial value of adding an 11th team, estimate any prize-money dilution, or measure fan demand for Cadillac’s entry.
Calling the sequence an F1 “180” captures the dramatic change in outcome, but obscures the process if taken literally. The initial bid was rejected; a revised, GM-backed Cadillac proposal advanced through further engagement and received final approval after the required assessments.
