Those figures were attributed media reports—not independently confirmed totals from Transport Canada—and a review did not establish that Tesla broke program rules.
What prompted the scrutiny?
On March 10, 2025, MobileSyrup reported that the Canadian Automobile Dealers Association had urged Transport Canada to investigate possible misuse after Tesla reported selling 8,600 vehicles across Canada in three days in January. MobileSyrup attributed the sales and rebate figures to Motor Illustrated and CTV News. It said the reported sales resulted in C$43 million in government rebates. The central question was whether each claim met iZEV’s eligibility rules. A high volume of claims over a short period can prompt closer review, but the reported concentration alone does not prove fraud, ineligible sales, or rule-breaking.
How the iZEV rebate worked
Transport Canada’s iZEV program was a federal point-of-sale incentive launched in May 2019. Eligible consumers could receive an incentive of up to C$5,000, subject to available funding. The maximum depended on vehicle type:

These were maximum amounts, not guaranteed payments for every vehicle or claim. Transport Canada’s iZEV program information says the program closed on March 31, 2025. The page is retained for reference and directs readers to the Electric Vehicle Affordability Program for current information.
What Tesla said about the timing
In an April 13, 2025 report, Autoblog said the government had frozen rebate payments while investigating the legitimacy of the claims. The article attributed to Tesla’s Canadian sales and service director, Fereshteh Zeineddin, an explanation that the vehicles had already been sold and staff were processing paperwork that had accumulated. That was Tesla’s reported account; it was not an official finding that the claims qualified.

Autoblog also quoted Transport Minister Chrystia Freeland as saying officials needed time “to fully examine each claim individually and determine whether all are eligible and valid.” Autoblog said it was told this statement had been made to the Toronto Star. It describes the review as reported at that time, not its present status. Autoblog’s April 13, 2025 report

The cited reporting and Transport Canada’s iZEV page do not establish that officials reached a final decision on these specific claims. They do not show whether the review was completed, whether the disputed claims were ultimately paid or withheld, or whether enforcement action followed. The program’s closure on March 31, 2025, does not by itself answer those questions.

So the defensible conclusion is limited: officials were reported to be reviewing whether a concentrated set of claims was eligible and valid. Scrutiny is not proof of wrongdoing, and the available sources do not document the review’s final outcome.
