An electric car can have one power figure for its motor and another for its official vehicle rating because they measure different things. A manufacturer’s peak motor figure usually describes the maximum output of one motor or drive unit under specified conditions. A government or type-approval figure may describe total vehicle-system power, calculated through a prescribed test, measurement point and averaging period.
UN Regulation No. 177 provides a clear example: its peak vehicle-system power is the highest two-second moving average recorded during a 10-second test, while sustained vehicle-system power is the average from seconds 8 through 10. Those definitions alone can produce different numbers without either figure being incorrect.

What the two power figures actually describe
“Peak motor power” and “government-rated power” are not interchangeable labels. Before comparing them, identify the object being measured, the time window and the test conditions.
Peak motor power is usually a component figure
A peak motor rating refers to an individual electric machine or drive unit. It is commonly expressed in kilowatts (kW) and represents the highest output that component can deliver under the maker’s stated conditions. In a dual-motor car, a quoted front-motor or rear-motor peak is not automatically the output of the complete vehicle.

The exact definition can vary by manufacturer. A published peak may be a short-duration maximum, a software-limited value, or a figure measured at a particular motor speed and operating temperature. Unless the specification says otherwise, do not assume it is a legal vehicle-system rating.
Government-rated power can be a vehicle-system figure
Type-approval rules may measure power at specified power-determination reference points for the complete drivetrain. The result can include the contribution of multiple propulsion energy converters and is intended to characterize the vehicle system rather than one motor in isolation. UN Regulation No. 177 says its vehicle-system power rating may be considered comparable to the engine power rating traditionally assigned to a conventional vehicle.
That is why a vehicle-level number can be lower than a motor brochure number, higher than one motor’s number, or split into separate peak and sustained results. The figures answer different questions.

How UN Regulation No. 177 separates peak and sustained power
UN Regulation No. 177, published in the EU Official Journal as 2025/1910 on September 26, 2025, defines two different outputs within the same maximum-power test.
Peak vehicle-system power
“Peak vehicle system power” means a 2-second ‘peak’ power that is the maximum value of a 2-second moving average filter applied for the 10-second measurement time.

In practical terms, the test looks at every two-second slice inside the 10-second run, calculates the average for that slice, and reports the highest one. A brief surge can therefore influence the official peak, but an isolated instant that lasts less than the averaging period is not reported as an instantaneous motor maximum.
Sustained vehicle-system power
“Sustained vehicle system power” means a ‘sustained’ power that defines the average power within the measurement time window from 8 s to 10 s.

This value deliberately focuses on the final two seconds of the test. It can be below the peak because the vehicle does not maintain its early output throughout the full measurement. Peak and sustained power are therefore different quantities, even though they come from one controlled run.
How the regulated test is performed
The regulation specifies a controlled procedure rather than asking a manufacturer to submit an arbitrary maximum. The main stages are:
- Select the required vehicle condition. The vehicle is placed in its power-rating mode, as defined for the approval test.
- Use a dynamometer. The vehicle runs on a dynamometer operated at the speed of maximum power for the tested drivetrain.
- Apply maximum accelerator command. The maximum command is maintained for at least 10 seconds, creating the measurement period used for the peak and sustained calculations.
- Repeat the runs. Results are calculated from repeated measurements rather than a single unverified burst.
- Check the declaration. For the submitted drivetrain, the declared peak or sustained system power is accepted when it falls within plus or minus 5 percent of the technical service’s measured result.
The ±5 percent provision is a tolerance between the declared value and the prescribed test result. It does not mean that any motor rating within a five-percent range can be substituted for another, nor does it make component and vehicle-system figures equivalent.

Why the advertised and official numbers diverge
They may measure different physical points
A motor-only figure is tied to one component. A vehicle-system result is taken at the reference points specified by the regulation. In a car with two drive units, the official result may reflect the approved combination, while a specification sheet may highlight the strongest individual motor. Adding motor figures yourself can also be misleading because the approval measurement is defined at system reference points, not simply as an arithmetic sum of labels.
They use different time windows
A component specification might identify a short maximum without using the 2-second moving average and 10-second test window in UN Regulation No. 177. The regulated peak is a two-second average, and the regulated sustained value is the average from 8 to 10 seconds. A number measured over a different interval is describing another property.
Peak and sustained output are intentionally separated
The first part of a maximum-power run can produce the highest two-second average, while the final two seconds produce a lower sustained result. Neither is a mistake: one records the approved short-duration peak and the other records output late in the defined test.
The operating mode is part of the result
The regulation requires the vehicle’s power-rating mode and a specified maximum-power condition. A road-car display, a manufacturer’s engineering test and a homologation dynamometer run may use different selectable modes or settings. Unless both figures were produced under the same mode and protocol, they should not be treated as like-for-like.
Approval context differs by market and model
Government ratings belong to a particular regulatory system, vehicle configuration and approval record. A model sold in two markets can have different labels or declared values if the applicable rules and certification documents differ. Model year, drivetrain variant and the number of propulsion converters also matter.

Is the government number always lower?
No. The relationship depends on what each number represents.

Without the named vehicle, model year, drivetrain and market, there is no defensible universal conversion between a quoted motor peak and an official rating.
What UN Regulation No. 177 does—and does not—cover
UN Regulation No. 177 is an important reference, but it is not a global definition for every electric car. Its stated scope covers specified hybrid vehicles and pure electric vehicles with more than one propulsion energy converter in certain M and N1 categories and within specified mass limits. Fuel-cell vehicles are excluded.
That limited scope means you should not describe the UN method as the government test used by every country for every EV. The source also does not establish how every jurisdiction labels single-motor vehicles. For a particular car, consult the approval documentation and the rules in the market where it is registered.

- Write down the exact label. Is it “motor peak,” “drive-unit maximum,” “peak system power,” “sustained system power” or another term?
- Identify the measurement object. Confirm whether the value applies to one motor, one axle or the complete vehicle system.
- Find the time definition. Look for an instantaneous value, a two-second average, a 10-second test or the specific 8–10-second sustained window.
- Check the reference point. Determine where in the power path the measurement was taken and whether losses or multiple converters are included by the applicable procedure.
- Check the operating state. Note the power mode and maximum-power condition used for the test.
- Match the approval context. Use the same market, model year, body configuration and drivetrain variant.
- Keep declared and measured values separate. Under UN Regulation No. 177, the declared result is accepted against the technical service’s result within ±5 percent; that tolerance is not a substitute for knowing the test definition.
Illustrative example: why three numbers can all be valid
Consider a hypothetical dual-motor vehicle. Its specification sheet might state 200 kW for the rear motor. The approved vehicle-system peak could be 230 kW because both propulsion units contribute at the regulated reference points. The same approval test could produce a 185 kW sustained value for the 8–10-second window.

Those figures would not be contradictory: 200 kW describes one component, 230 kW describes the highest two-second system average, and 185 kW describes the final two seconds of the regulated run. The example is illustrative only; it is not a rating for a named vehicle.
What the rating tells you about real-world performance
A regulated power figure is useful for comparing vehicles only when the definitions match. It can indicate how the approved drivetrain performed under the specified test, but it is not a promise that the car will deliver that number continuously in every situation. A motor peak, a vehicle-system peak and a sustained approval value each describe a different operating window.
For acceleration, also consider the vehicle’s mass, gearing or reduction ratio, traction and control strategy. For prolonged high-load use, the sustained figure is the more relevant of the two UN-defined values, but it still applies only to the regulation’s test conditions. Do not infer a universal cause—such as battery temperature, software limits or drivetrain losses—from a discrepancy unless the vehicle maker or approval record specifically identifies it.
Questions to ask when a specification is unclear
- Does the number belong to one motor or the entire vehicle?
- Is it a peak value or a sustained value?
- What averaging period and total test duration were used?
- Was the vehicle in a dedicated power-rating mode?
- Which authority and market approved the figure?
- Does the value apply to this exact drivetrain and model year?
Bottom line
An electric car’s advertised peak motor power differs from its government-rated power because the figures can describe different components, different measurement points and different time windows. Under UN Regulation No. 177, peak vehicle-system power is the maximum two-second moving average during a 10-second test, while sustained vehicle-system power is the average from seconds 8 to 10. Compare the definitions and approval context before judging either number, and treat the UN procedure as a specific regulatory method—not a universal rule for every EV market.
