Federal Trade Commission (FTC) guidance recommends confirming that the vehicle is actually available at the advertised price, identifying every discount condition, and checking the final contract against the written offer. Taxes, registration charges, and dealer-fee rules vary by location, so treat a generic advertisement as an invitation to verify—not as the final price.

What an advertised discount really promises
A dealer advertisement often shows a selling price after a rebate or discount. That number is not necessarily available to every shopper or applicable to every vehicle in the inventory.
The discount may be conditional
The FTC identifies restrictions that can affect eligibility, including being a current lessee, being a recent graduate, having military status, financing through a specified lender, or choosing one of the models covered by the promotion. An ad may display the maximum discount while placing the conditions in fine print.

Ask the dealer to name every rebate separately and answer three questions:
- What qualification is required for each rebate?
- Does the advertised price already include that rebate?
- What is the price if you do not qualify?
A discount that depends on lender financing is not the same as an unconditional reduction in the vehicle’s price. Keep that distinction visible when you compare offers.
The advertised vehicle may not be the vehicle you can buy
Confirm the stock number, model, trim, equipment, mileage, and color of the specific vehicle. The FTC warns that listings can draw shoppers to a dealership even when the advertised vehicle is unavailable at that price or is not physically on the lot. Get written confirmation that the quoted figure applies to the exact vehicle you intend to purchase.

What “out-the-door price” means
The out-the-door (OTD) price is the total price of the vehicle before financing, including taxes and fees. In its consumer guidance, the FTC describes it as “the total price of the car, before financing, including taxes and fees.” It is the number that lets you compare dealers without confusing the vehicle’s cost with the cost of borrowing.

Your written quote should identify the advertised selling price, each discount or rebate, taxes, government or title and registration charges, dealer or processing fees, and every optional product. It should also show the resulting OTD total. A down payment is a source of funds, not a reduction in the vehicle’s negotiated price; make sure the quote does not make a large down payment look like a discount.
Why the amount can rise between the ad and the total
Taxes and government charges are added later
Advertisements commonly emphasize a vehicle price rather than the complete transaction total. Sales or use tax, title, registration, and other government charges can change what you must pay. The exact treatment depends on the state and locality where you buy and register the vehicle, so request the actual amounts for your transaction rather than relying on a national rule.
Dealer and processing fees are not in the headline
A dealer may list a processing, documentation, or other dealer fee separately from the advertised price. FTC guidance urges shoppers to obtain an itemized written total, but it does not establish that every named fee is lawful or unlawful in every state. Ask what each fee covers and verify the rule that applies where you are purchasing.

Add-ons include optional products or services offered with the vehicle. FTC consumer tips state that add-ons are optional: you can decline them or negotiate their prices. Examples can include protection products, service contracts, accessories, or other packages. Ask the dealer to list every proposed add-on with its individual price and remove anything you did not request.

An add-on should not appear simply because it was installed or preselected. If you accept one, make sure its price is included in the written OTD calculation and that the contract describes what you agreed to buy.
A low monthly payment can hide the real increase
Dealers can make a transaction sound less expensive by quoting a monthly payment instead of the OTD price. The payment may assume a substantial down payment, a longer loan term, a particular lender, or a rate available only to qualified borrowers. Compare the vehicle total first. Only after that should you evaluate financing.
How to get a dependable written OTD quote
- Identify the exact vehicle. Request the stock number or vehicle identification number, trim, equipment, mileage, and availability. Ask whether it is physically on the lot and whether the advertised price applies to that specific unit.
- Request the price before financing. Use the words “out-the-door price before financing.” The FTC’s “Car Dealer Ads and Promotions: Know Before You Go” advises asking for this total in writing before leaving home.
- Require an itemized breakdown. The document should show the selling price, each discount or rebate, taxes, title and registration charges, dealer or processing fees, and each optional add-on.
- Verify eligibility. Have the dealer state the condition for every incentive—for example, current-lessee, recent-graduate, military, model-specific, or lender-specific requirements. Ask for the price without incentives you cannot claim.
- Confirm availability and expiration. Ask the dealer to confirm that the vehicle remains available at the quoted price and note when the quote or promotion expires.
- Compare totals, not headlines. Send the same request to other dealers for the same vehicle or equivalent equipment. Keep the written responses so you can identify differences.
- Discuss financing separately. Once the OTD price is settled, request the annual percentage rate (APR), loan term, amount financed, and total cost of credit. Do not let a payment quote replace the OTD figure.
How to compare two dealer offers
Comparison is meaningful only when the vehicles and included items match. Use a worksheet like this for each written quote:

| Financing | APR, term, amount financed, and total borrowing cost, reviewed separately |
Do not compare one dealer’s discounted price with another dealer’s OTD total. Also do not compare a quote that includes an add-on with one that does not unless you deliberately want that product. A lower headline can produce a higher total once the components are made comparable.

Keep financing out of the vehicle-price negotiation
Why payment-focused negotiations are risky
A payment can fall because the loan lasts longer, the down payment is larger, or the lender applies a different rate—not because the vehicle became cheaper. Conversely, a dealer can preserve a high vehicle price while presenting an attractive payment over a longer term.
After agreeing on the OTD price, obtain the financing figures in writing. Compare APR, term, amount financed, and total cost of credit. If the advertised discount requires financing through a particular lender, calculate the effect of that condition rather than treating the incentive as cash savings.
What to ask before accepting a financing offer
- What is the APR and is it conditional on credit approval?
- What is the exact loan term in months?
- How much is the amount financed after the down payment and trade-in?
- What is the total amount you will repay?
- Does accepting this lender change any rebate, fee, or add-on?
Add-ons are optional, but the contract controls
The FTC’s “Understanding Car Add-ons – Consumer Tips” explains that buyers can decline or negotiate add-ons. Tell the salesperson which products, if any, you want. Ask for a revised written total after unwanted items are removed.

Before signing, compare the buyer’s order and financing contract with the written quote line by line. Check the vehicle price, every rebate, taxes, fees, add-ons, down payment, APR, term, and amount financed. If a product appears that you did not authorize, stop and ask for it to be removed. Do not sign until you understand every charge and financing term.

If the dealer changes the quote
The advertised vehicle is unavailable
Ask whether the dealer can provide the same written price on an equivalent vehicle, and request the reason the original unit is unavailable. If the advertised unit was never on the lot or cannot be sold at the stated price, you are not required to treat the replacement as the same deal. Compare another written offer instead of negotiating from a new monthly payment.
A new fee or market adjustment appears
Request an updated itemized OTD sheet and ask when the charge was disclosed. Compare it with the earlier written quote. The FTC and the State of Arizona alleged in an August 2024 alert that Coulter Motor Company dealerships advertised low prices and then charged some buyers thousands more, including surprise market adjustments and unwanted add-ons. Those are allegations in that enforcement matter, not a finding about every dealer, but they illustrate why a written total matters.
The contract does not match the quote
Pause the signing process and identify each difference. Ask the dealer to correct the paperwork or explain the change in writing. If the explanation is not acceptable, you can leave without signing. A quote is useful only if the final contract reflects the vehicle, charges, and terms you actually accepted.

The FTC’s “Buying a Used Car From a Dealer” guidance also recommends written OTD prices to verify discounts and identify add-ons. Used vehicles can vary more from unit to unit, so confirm the exact vehicle’s mileage, equipment, condition disclosures, and availability before comparing totals. The same rules apply: establish the vehicle price, itemize taxes and fees, decline unwanted optional products, and keep financing separate.
What this means for your purchase location
FTC guidance is general U.S. consumer advice, not a state-by-state fee determination or an individualized quote. Tax rates, registration charges, disclosure rules, and permitted dealer fees depend on where the purchase and registration occur. Use the written quote to identify questions, then check the applicable state or local requirements if a charge is disputed.
The practical test is simple: can you see the exact vehicle, every discount condition, every charge, and the OTD total before financing? If not, the advertised discount has not yet been converted into a reliable price.
