The Netherlands Vehicle Authority (RDW) is the Dutch authority to contact for vehicle approval. It handles European type approval and individual approval, including self-built, newly imported and substantially modified vehicles. The European Union supplies the common technical and legal framework. A periodic roadworthiness test (the APK) is a separate, in-use inspection carried out by garages and inspection centres approved by RDW. EU law also separates market surveillance from approval; the sources available here do not establish which Dutch body currently has that specific market-surveillance designation.
Which authority should you contact?
For most questions about whether a vehicle can be admitted to Dutch roads, start with RDW (Netherlands Vehicle Authority). RDW is the Dutch vehicle authority that performs or administers vehicle approval. Its work covers European type approval for vehicle types and individual approval for a particular vehicle.

- Put a series-produced vehicle type on the EU market: the manufacturer seeks European type approval through an approval authority such as RDW.
- Put one unusual vehicle on the road: apply for individual approval from RDW. This is the usual route for a self-built vehicle, a vehicle that has never previously been registered in the EU, or a vehicle substantially modified after EU registration.
- Check a vehicle already in use: book an APK with a garage or inspection centre approved by RDW. APK is a periodic condition and emissions inspection, not a type-approval procedure.
The EU sets the shared requirements behind these decisions. Regulation (EU) 2018/858 establishes administrative and technical rules for type approval, placing covered vehicles and components on the market, and market surveillance. The EUR-Lex page identifies a consolidated text current on 2 August 2026.

What RDW does in the approval system
European type approval
Type approval is a prior assessment of a vehicle type rather than a one-off inspection of an individual owner’s car. It is intended for manufacturers producing vehicles in series and covers the vehicle and, where applicable, its systems, components and separate technical units. RDW describes itself as a European vehicle authority on its current type-approval information page.
Under the EU whole-vehicle type-approval system, a manufacturer can obtain approval in one EU country and market the approved vehicle type throughout the EU without repeating the same tests in every Member State. This mutual-market-access principle is explained by the European Commission in its technical harmonisation guidance. It is why a Dutch authority’s EU type approval can support sales in other EU countries, provided the vehicle remains within the approved specification and all applicable obligations are met.
RDW’s public English-language description says: “We provide ECE (Economic Commission for Europe), EU and national approvals for vehicles and vehicle parts.” That wording appears in a Government of the Netherlands/RDW brochure for the 2016 European Truck Platooning Challenge. It describes RDW’s institutional role, but it is not a current procedural timetable or fee schedule; use RDW’s present guidance for an application.

Individual approval
Individual approval asks whether one specified vehicle meets the requirements for admission to the road. The Government of the Netherlands explains the route in Applying for individual approval for a vehicle. You may need it when:
- you have built the vehicle yourself;
- the vehicle has not previously been registered in the European Union; or
- you made major modifications after the vehicle’s EU registration certificate was issued.
RDW performs the relevant admission or modification inspection and determines which technical requirements apply. Approval is not automatic merely because the vehicle passed an inspection in another context. Keep engineering descriptions, invoices, certificates and photographs that explain the vehicle’s construction or changes; RDW will tell you which documents and tests are required for your case.
How the three processes differ

Confusing these processes can lead to the wrong appointment. An APK cannot replace individual approval for a self-built vehicle, and an individual approval decision is not a substitute for keeping a registered vehicle’s periodic inspection current.

What the EU regulates—and what it does not decide for you
Regulation (EU) 2018/858 provides the harmonised framework for specified motor vehicles in categories M and N, trailers in category O, and their systems, components and separate technical units intended for public roads, subject to the regulation’s listed exclusions. It lays down technical and administrative obligations for approval and for making products available on the market.

The regulation distinguishes an approval authority from a market-surveillance authority. Approval authorities assess applications and issue, amend or withdraw approvals. Market-surveillance authorities check products already made available on the market and take action when they do not comply or could endanger public interests. A country can therefore have different bodies, powers and procedures for these roles.
The sources identified here establish RDW’s approval role but do not verify the current Dutch appointment of a market-surveillance authority under Regulation (EU) 2018/858. Do not assume that the body handling your approval application is automatically the authority for every market-surveillance complaint. For a suspected non-compliant product already being sold, confirm the designated Dutch body in a current official government or agency notice before filing.

What to do in common situations
You built a vehicle yourself
- Do not treat the project as road-legal merely because the engine, brakes or lights are individually certified.
- Contact RDW about individual approval before using the vehicle on public roads.
- Prepare the technical and ownership evidence RDW requests, including details of construction and installed components.
- Present the vehicle for the required RDW inspection or tests and complete any corrections RDW identifies.
- After approval and registration, observe the normal APK due date and other registration obligations.

You imported a car into the Netherlands
A Dutch resident importing a car should expect an RDW inspection as part of the registration process. The Government of the Netherlands’ import guidance, What do I need to do if I want to import a car into the Netherlands?, directs owners to arrange that inspection and bring the foreign registration certificate, identification and relevant supporting documents.

Importing is therefore more than an approval question: after the RDW step, you may still need registration, tax, number plates and insurance. Check each requirement for the vehicle’s origin, age and registration status rather than assuming that a foreign inspection transfers automatically.

You made major modifications to a registered vehicle
Examples can include structural or drivetrain changes that alter the vehicle from the specification on its EU registration certificate. Government.nl says a vehicle with major modifications after EU registration requires an RDW modification inspection. Ask RDW before carrying out work if the legal effect is uncertain; driving a materially changed vehicle without the required approval can create registration and insurance problems.
Your vehicle is due for its regular inspection
Use a garage or inspection centre that is approved by RDW for the APK. The inspection checks safety in use, roadworthiness and environmental compliance. The result is recorded on an inspection report; follow the due date stated there. An APK is a snapshot of the vehicle’s condition at the time of inspection. It does not certify a vehicle type for manufacture or grant individual approval to a previously unregistered or radically rebuilt vehicle.

After a failure
If you believe the vehicle should have passed, contact RDW immediately after the inspection, rather than waiting for the report’s due date or arranging unrelated repairs first. Government.nl provides the objection route and timing in Objecting to the result of a periodic technical vehicle inspection.
After a pass
If you believe a vehicle should not have passed, you can object in writing within one year. Keep the inspection report and explain the specific defect or procedural concern. This challenge concerns the APK decision; it is not an appeal against an RDW type-approval or individual-approval decision.
A practical decision checklist
- Is the question about a manufacturer’s vehicle type before sale? Start with European type approval and the EU requirements under Regulation (EU) 2018/858.
- Is it one self-built, newly imported-to-the-EU or heavily modified vehicle? Contact RDW about individual approval.
- Is the vehicle already registered and simply approaching its inspection date? Book an APK with an RDW-approved provider.
- Is the concern about a non-compliant product already on the market? Treat it as a market-surveillance issue and verify the currently designated Dutch authority; approval and surveillance are distinct functions.
- Is the vehicle imported? Gather the foreign registration certificate, identification and supporting documents, then check whether a separate APK is required in light of any valid EU or EFTA inspection report.
This separation of roles is the key to navigating Dutch vehicle regulation: the EU sets the common framework, RDW is the practical Dutch gateway for approval, and RDW-approved inspection businesses perform APK checks on vehicles already in service.
