GST can change the tax included in a car’s ex-showroom price, but it does not automatically change every part of the on-road bill. In India, the revised general GST treatment took effect on 22 September 2025. Qualifying small cars are listed at 18% GST, while mid-size, large and qualifying utility vehicles are listed at 40%. Registration, state road tax, insurance, finance charges, accessories and discounts must be checked as separate quote lines.
What a GST change actually changes on a car purchase
Goods and Services Tax is charged on the classified vehicle supply. When the rate changes, the GST component included in the tax-inclusive ex-showroom price can change. The amount printed on a dealer quotation, however, is not determined by the tax rate alone. Manufacturer pricing, dealer pricing, discounts, the taxable value used for the vehicle and the timing of the supply all affect the final figure.

The Ministry of Finance’s PIB FAQ on the 56th GST Council decisions says the relevant revised rates generally took effect on 22 September 2025. It gives 18% GST for qualifying small cars and 40% for mid-size and large cars. Qualifying utility vehicles, including SUVs, MUVs, MPVs and XUVs, are also listed at 40% when they meet the stated engine-capacity, length and ground-clearance tests.

Current GST categories for cars
The following thresholds come from the Ministry of Finance FAQ published by the Press Information Bureau on 3 September 2025. A vehicle should not be assigned a rate from its marketing name alone; check its precise engine, dimensions, ground clearance and tariff classification.
| Vehicle category | Conditions stated in the FAQ | GST from 22 September 2025 | What the earlier treatment was |
|---|---|---|---|
| Small petrol, LPG or CNG car | Engine capacity up to 1,200 cc and length up to 4,000 mm | 18% | The FAQ says the rate on qualifying small cars was reduced from 28% to 18%. |
| Small diesel car | Engine capacity up to 1,500 cc and length up to 4,000 mm | 18% | The FAQ says the rate on qualifying small cars was reduced from 28% to 18%. |
| Mid-size or large car | Exceeds 1,500 cc or exceeds 4,000 mm, subject to checking the applicable classification | 40% | 28% GST plus 17–22% compensation cess, producing a stated combined incidence of 45–50%. |
| Qualifying utility vehicle | Engine exceeds 1,500 cc, length exceeds 4,000 mm and ground clearance is at least 170 mm; the FAQ includes SUVs, MUVs, MPVs and XUVs | 40%, with no compensation cess according to the FAQ | Not stated as one universal earlier rate in the cited FAQ; verify the vehicle’s prior classification if comparing old invoices. |
The wording matters. For a small car, both the engine-capacity and 4,000 mm length limits apply. For a utility vehicle, all three listed tests—engine, length and ground clearance—are relevant. A car that looks small or is marketed as an SUV does not automatically qualify for a particular rate.
Why the headline GST percentage is not the price change
GST is calculated on the taxable value, not on an abstract “car price” detached from the invoice. A simple illustration shows the effect without predicting the price of any particular model:

| ₹10,00,000 | 18% | ₹1,80,000 | ₹11,80,000 |
| ₹10,00,000 | 28% | ₹2,80,000 | ₹12,80,000 |
| ₹10,00,000 | 40% | ₹4,00,000 | ₹14,00,000 |
| ₹10,00,000 | 45% combined old incidence | ₹4,50,000 | ₹14,50,000 |
| ₹10,00,000 | 50% combined old incidence | ₹5,00,000 | ₹15,00,000 |
These figures are arithmetic examples only. A real invoice can use a different taxable value, include a discount, or show tax-inclusive pricing in a way that requires the dealer to disclose the tax split. The example also demonstrates why a 28%-to-40% comparison is misleading for mid-size and big cars: the old treatment included compensation cess of 17–22%, giving a combined incidence of 45–50%, while the FAQ describes the new treatment as 40% GST with no compensation cess.
Mid-size and big cars: compare GST plus cess, not GST alone
The official FAQ states: “The new GST rate on mid-size and big cars will be 40% with no compensation cess.” Under the earlier treatment described in the same FAQ, these cars carried 28% GST plus compensation cess ranging from 17% to 22%, or 45–50% overall.
Consequently, the revised 40% rate can represent a lower combined tax incidence than the former system even though the GST percentage by itself is higher than 28%. The actual rupee difference depends on the taxable value shown for the vehicle. Do not tell a buyer that a 40% GST rate necessarily means a higher total tax bill than the old 28% rate.

For a before-and-after check, request the dealer’s tax breakdown rather than trying to reverse-engineer the result from a headline ex-showroom number. Ask whether the quoted amount is before or after discount, which tax components are included, and whether any compensation cess remains on the invoice.
Which lines in an on-road quote can change
Vehicle price and GST
This is the line most directly affected. A rate change can alter the GST embedded in the vehicle’s ex-showroom price. The manufacturer or dealer may also change the base price, apply a discount, or issue a new price list, so the final movement need not equal the tax-rate movement.
Registration and state road tax
Registration fees and state motor-vehicle tax are separate from central GST. Keep them on their own lines when comparing on-road prices. Their amounts depend on the state, vehicle value, fuel or powertrain category, registration type and applicable local rules. The national figures were not established here, so no single India-wide road-tax percentage should be inferred from the GST revision.
A dealer may update a registration estimate at the same time as a new vehicle price, but that does not prove the GST change caused the state charge to change. Verify the current state authority schedule or the registration receipt separately.
Insurance
Insurance should be compared as a separate policy premium, including the insurer, coverage, deductible, add-ons and policy period. A change to the GST rate on the vehicle does not automatically establish a change to the insurance premium. The applicable tax treatment and insurer pricing need their own confirmation.
Financing
Loan principal, interest, processing fees, documentation charges and optional products are not automatically reset by a vehicle GST revision. A lower ex-showroom amount may reduce the amount financed if you borrow a fixed percentage of the purchase price, but the lender’s rate and fees remain separate variables. Compare the annual interest rate, total interest, one-time charges and the repayment schedule.

Accessories, service packages and dealer add-ons
Floor mats, paint protection, extended warranties, maintenance packages and other extras can be included in an on-road quotation. The cited government material does not establish that these items automatically move with the car’s GST classification. Require each item, quantity, tax and discount to be shown separately, and remove unwanted items before comparing totals.
Discounts and exchange adjustments
Cash discounts, corporate offers, exchange bonuses and scrappage-related adjustments can conceal the effect of a tax change. Compare the pre-discount vehicle value, each discount and the final taxable value on both quotations. A larger or smaller discount can make the final price move in the opposite direction from the tax component.
Does GST change registration, road tax or the on-road price?
Not automatically. GST can change the vehicle-tax component of the ex-showroom price. Registration, state road tax, insurance, finance, accessories and discounts require separate checks. Because on-road price is the sum of all those lines, the total can fall by less than the vehicle-tax saving, remain nearly unchanged or move for an unrelated reason.
Use this equation when reading a quote:
On-road total = tax-inclusive vehicle price + registration and state road tax + insurance + selected accessories or packages + financing charges − discounts and adjustments.
Only the first term is directly addressed by the central vehicle GST classification. The other terms must be verified independently for the buyer’s state and transaction.
Purchases that cross 22 September 2025: check the time of supply
The PIB FAQ points to the time-of-supply rules in section 14 of the Central GST Act for transactions around a rate change. A booking date alone may not settle which rate applies. Invoice timing, payment timing and the date on which the supply is treated as made can matter.

If a purchase, invoice or payment straddles the effective date, ask the dealer to state in writing:
- the date treated as the time of supply;
- the invoice date and delivery date;
- the rate and any cess applied;
- the taxable value, discounts and tax amounts; and
- the reason for applying a different rate from an earlier quotation.
Do not rely on a verbal promise that a booking made before a rate change locks in the old or new price. Have the dealer reconcile the invoice with the applicable time-of-supply rule; seek professional tax advice if the dates or documents conflict.
How to compare two dealer quotations correctly
- Match the vehicle. Use the same model, variant, fuel or powertrain, transmission and factory equipment. Confirm engine capacity, overall length and, where relevant, ground clearance.
- Match the location and buyer category. Keep the state, registration location, private or commercial registration and any special registration category the same.
- Date both quotations. Record the quote date, expected invoice date, payment date and delivery date. This is essential when a rate-change date is involved.
- Separate the vehicle tax. Request the ex-showroom or taxable value, GST rate, GST amount and any compensation cess as distinct entries.
- Check the state charges. Require registration fees and road tax to be listed separately. Do not multiply an old road-tax figure by the GST percentage.
- Audit insurance. Compare insurer, insured-declared value, coverage, deductibles, add-ons and policy duration rather than only the premium total.
- Remove optional extras. Mark accessories, protection products, service plans and warranties as accepted or declined so a dealer cannot bury them in the on-road total.
- Reconcile discounts. List cash discount, exchange benefit, corporate offer and any other adjustment separately, including eligibility conditions and expiry dates.
- Check finance independently. Compare loan amount, interest rate, processing fee, documentation charges, tenure, monthly payment and total repayment.
- Compare final totals only after the lines match. If the totals differ, identify the exact line responsible instead of attributing the whole difference to GST.
How to determine the rate for a particular car
Start with the vehicle’s official specification sheet and invoice classification. For a petrol, LPG or CNG car, check whether engine capacity is no more than 1,200 cc and length no more than 4,000 mm. For a diesel car, check whether engine capacity is no more than 1,500 cc and length no more than 4,000 mm. Both limits must be satisfied for the small-car description in the FAQ.
For a mid-size or large car, the FAQ describes the category as exceeding 1,500 cc or exceeding 4,000 mm. Because model specifications and tariff classifications can be nuanced, confirm the current official notification and the precise variant details before publishing or relying on a model-level conclusion.
For a qualifying utility vehicle, verify all of the FAQ’s stated conditions: engine capacity above 1,500 cc, length above 4,000 mm and ground clearance of at least 170 mm. The category includes SUVs, MUVs, MPVs and XUVs in the FAQ, but the badge or body style alone is not enough.

Therefore, do not promise a lower fuel cost because a car’s purchase GST changed. Estimate fuel expenditure using the buyer’s state, fuel type, current pump price and expected usage. Keep that calculation outside the purchase-price comparison.
Common mistakes and how to correct them
- Applying one GST rate to every car: Use the engine, length and utility-vehicle criteria instead of a generic “car rate.”
- Comparing 28% with 40% and ignoring cess: For mid-size and big cars, compare the former 45–50% combined incidence with the revised 40% GST and no compensation cess.
- Calling the GST percentage the on-road saving: Registration, road tax, insurance, finance, accessories and discounts are separate lines.
- Assuming a booking date decides the rate: Check section 14 time-of-supply rules and the invoice, payment and supply dates.
- Using a national road-tax estimate: State charges differ and must be verified for the registration location.
- Comparing different quotes: A change in variant, insurance cover, add-ons or discount can be larger than the tax difference.
- Inferring fuel savings: Petrol and diesel taxes are separate from GST on the vehicle and vary geographically.
Buyer’s document checklist
Before paying a booking amount or accepting a revised quote, retain:
- the dated quotation showing model, variant and location;
- the vehicle’s engine, length and, if relevant, ground-clearance specifications;
- the taxable value, GST rate, GST amount and cess entry;
- the state registration and road-tax calculation;
- the insurance proposal and final policy schedule;
- the list and price of every accessory or package;
- all discounts and eligibility conditions;
- the finance sanction, fee schedule and repayment total; and
- the invoice and delivery documents showing the dates used for the tax treatment.
This record makes it possible to identify whether a price difference came from GST, a state charge, a dealer discount, an optional product or a financing change.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhat the official information establishes—and what it does not
The Ministry of Finance FAQ establishes the effective date stated above, the 18% rate for qualifying small cars, the 40% rate for mid-size and large cars, and the 40% treatment with no compensation cess for qualifying utility vehicles. It also provides the former 28% GST plus 17–22% cess comparison for mid-size and big cars.
It does not provide one national registration or road-tax amount, a guaranteed rupee reduction for every model, an insurer-specific premium, a lender’s finance rate or a universal rule for dealer discounts. Those figures must come from the buyer’s state authority, insurer, lender and dated dealer quote. Treat the headline GST rate as one component of the purchase calculation, not as the on-road price.
