There is no defensible current answer to which country has the world’s most expensive gasoline in the available comparable data. The latest broad benchmark here is GlobalPetrolPrices’ reported global average for Octane-95: US$1.59 per litre on 28 September 2026. That figure is an average, not a country ranking. Recent energy-market gains also do not establish that retail gasoline prices are surging everywhere at once.
Where is gasoline most expensive?
A country can be named the leader only by comparing the same fuel grade, observation date, unit, currency basis and tax treatment across national averages. The available figures do not provide that complete, synchronized table, so they do not establish a current highest-priced country. It would be misleading to combine prices from different dates or fuel grades and present the result as a global ranking.
The best broad dated benchmark available is the GlobalPetrolPrices Octane-95 comparison: it reports a world average of US$1.59 per litre on 28 September 2026. Octane-95 is approximately mid-grade unleaded in the United States, but fuel specifications and the frequency of national updates vary. The site says some country series update weekly and others monthly, so a displayed comparison should be checked for each country’s date and definition.
What the current figures do—and do not—show
The World Bank reported that its energy price index rose 25.7% in September 2026, while crude oil increased 21.2%. These are commodity-index movements, not a measure of retail gasoline prices around the world. They cannot establish that pump prices rose by the same amount—or even rose—in every country.

The US Energy Information Administration recorded US all-grades retail gasoline at $4.496 per gallon for the week of 5 October 2026. That is a US-specific observation, includes taxes, and uses a different unit and grade basis from the global Octane-95 benchmark. It is not directly comparable without conversion and grade matching. In its October 2026 outlook, the EIA expected US retail gasoline to be about the same in October as September, then to decline gradually with crude oil prices; taxes and retail and distribution margins separate wholesale from retail prices.
Accordingly, “surging around the world” is too broad to treat as a verified description of synchronized retail gasoline prices. A sound claim about a surge needs to identify the country or countries, fuel grade, comparison period and retail-price series.

Why pump prices differ between countries
Crude oil is only one component of the price drivers face at the pump. Taxes and subsidies can substantially change what consumers pay, while refining, distribution and retail margins also separate crude or wholesale costs from the pump price. The EIA specifically notes the role of taxes and retail and distribution margins in US prices; the international price comparison points to differences in tax and subsidy policies as important sources of national variation.
A high price in a common currency is not the same thing as poor affordability. A price ranking says what a litre costs after currency conversion; it does not show how much of a household’s income must go toward fuel. That requires income or purchasing-power evidence alongside pump prices.

How to check a reliable country comparison
Different public sources answer different parts of the question. Their coverage and update schedules matter as much as the headline number.
- For broad international coverage: The IEA End-use Energy Prices data service covers end-user prices for 150 countries and 20 fuels. Availability and frequency differ by product and country; selected transport-fuel prices receive monthly updates. Check the country’s series date and definition rather than assuming all entries are synchronized.
- For EU countries: The European Commission’s Weekly Oil Bulletin reports consumer petroleum prices weekly, including values with and without taxes. The latest entry shown in the available listing was dated 1 October 2026. It is useful for an EU comparison, not a complete worldwide ranking.
- For a dated international Octane-95 snapshot: GlobalPetrolPrices reports the 28 September 2026 world average cited above, but country updates may be weekly or monthly. Verify the individual observation dates before ranking countries.
- For US context: The EIA’s weekly retail gasoline series reports US prices, including the 5 October 2026 all-grades figure. It does not by itself answer which country has the highest price.
The IEA’s Monthly Oil Price Statistics is another source for selected-country monthly transport-fuel prices; its listing was updated 10 September 2026. A monthly series should not be merged into a weekly ranking unless the dates and fuel definitions are reconciled.

What a fair “most expensive” ranking needs
Before treating any country as the leader, confirm that every entry represents a national average for the same observation date and gasoline grade. Then check whether prices include taxes, convert units consistently, and state the currency-conversion basis. If the question is about affordability rather than sticker price, add comparable income or purchasing-power data instead of interpreting a nominal-price ranking as a measure of burden.
Without those checks, a list can mix a capital-city price with national averages, one grade with another, or weekly observations with older monthly data. Such a list may look precise while answering no consistent question.
