There is no single date for eight-digit license plates. Plate formats are set by the agency that issues them, so the answer depends on which country, state, or vehicle class you mean. The official sources available to us do not show a U.S.-wide move to eight digits, and no national timeline exists for the United States. If you want a date for your own plate, it will come from your state or national registration authority.
Why there is no single date
A plate format is the pattern of letters, numbers, and spacing printed on the plate. Each issuing jurisdiction decides its own pattern. The Federal Highway Administration’s Travel Time Data Collection Handbook states that “Each state in the U.S. has established rules and guidelines for license plate fonts and syntax.” In other words, there is no federal rule that tells every state when to add digits.
The Federal Motor Carrier Safety Administration takes the same position on plates and stickers. Its web guidance says: “License plates and stickers are State matters, and you should contact your State vehicle registration office for the requirements.” That guidance was last updated April 3, 2014, so use it to identify the right office rather than as a current schedule.
Vehicle category adds a second layer. A single state can issue different formats for passenger cars, commercial trucks, buses, trailers, and specialty plates. A change that applies to one category does not mean the rest of the fleet will follow.

Eight digits versus eight characters
Most questions about “8-digit” plates are really about total length, but the two terms are not interchangeable:
- Eight digits means eight numerals only, with no letters.
- Eight characters means eight letters or numbers in any mix. Many registration formats combine both, so an eight-character plate may contain fewer than eight digits.
- FHWA’s handbook says “very few states issue plates with more than seven characters.” That is a qualitative description, not a count of states, and it does not identify which states those are.
Before comparing a plate to a published notice, confirm which of the two a notice is describing.

A documented example: South Korea
South Korea is the clearest documented case of a country moving to eight-digit numbers. The Ministry of Land, Infrastructure and Transport issued a notice, “자동차 등록번호판 등의 기준에 관한 고시” (Standards for Automobile Registration Number Plates, etc.), dated February 17, 2021. The notice describes the changes below.

The notice shows that the change was made class by class, and that capacity limits drove it. It is a dated policy example from one country, not a forecast for any other. Because the notice is from 2021, confirm with the ministry whether its rules have since been updated.

How to find the timeline for your plate
- Identify the issuing authority. In the United States, this is the state motor vehicle or vehicle registration office. USAGov maintains a directory of motor-vehicle services for states and territories, which can help you find the correct office.
- Identify your plate class. Passenger, commercial, bus, trailer, and specialty plates can follow different number rules, so use the class printed on your registration.
- Search the agency’s website for announcements. Look for terms such as “plate format,” “new plate series,” or “registration number format,” and check any news or notices section.
- Read the effective date and scope. Confirm whether the change applies to new issuance only or also to renewals and replacements, and whether it covers your plate class.
- Note the stated reason. Capacity limits, as in the Korean example, usually mean a change is set for a specific date, not that it is expected everywhere at once.
What the evidence does and does not establish
- Established: plate formats are set by each issuing jurisdiction, and U.S. states set their own syntax. South Korea has moved specific vehicle classes to eight-digit numbers, citing number capacity.
- Not established: a U.S.-wide date for eight-digit plates, a count of jurisdictions already using eight-digit formats, or any global transition plan.
- Dating: the FMCSA guidance was last updated April 3, 2014, and the Korean notice is dated February 17, 2021. Neither is a current schedule as of October 2026.
If you tell us your state or country, the answer can be narrowed to that authority’s current announcements.
