What’s next for robotaxis in 2024

Robotaxis made incremental commercial progress in 2024, but geofences, safety investigations, remote support and weak economics kept them far from replacing conventional taxis and rideshare vehicles.

Robotaxis entered 2024 as a real but tightly bounded transportation service. The important question was not whether autonomous cars could drive a demonstration route, but whether companies could expand paid, driverless operations without repeating the safety, regulatory and financial failures that had already damaged the industry.

The answer during 2024 was cautious expansion. Waymo added service areas and prepared new city launches, Zoox moved its purpose-built vehicle through increasingly difficult testing, China expanded commercial fleets, Tesla presented the Cybercab and Cruise lost the backing of General Motors. None of that amounted to nationwide, all-weather autonomous taxi service.

Waymo remained the clearest U.S. leader

Waymo started 2024 with the most mature commercial robotaxi network in the United States. Its Waymo One service was already carrying paying passengers without a human driver in parts of Phoenix and San Francisco, and the company said it planned to offer public rides in four cities during the year: Phoenix, San Francisco, Los Angeles and Austin.

Los Angeles was the most visible expansion. On March 14, Waymo began opening rides to selected members of the public in an initial 63-square-mile area stretching from Santa Monica to downtown Los Angeles. California regulators had approved an updated passenger safety plan in March, allowing the company to expand into Los Angeles and the San Francisco Peninsula.

The service did not cover all of Los Angeles or San Francisco. In August, Waymo added Daly City, Broadmoor and Colma to its San Francisco operating area. In Los Angeles, it expanded toward Marina del Rey, Mar Vista, Playa Vista and additional sections of Hollywood, Chinatown and Westwood.

These changes illustrate how robotaxi expansion actually works. Companies do not switch on autonomy across an entire metropolitan area at once. They enlarge an operating design domain: a defined combination of roads, speed limits, weather conditions, operating hours and geographic boundaries in which the system is authorized to drive.

Waymo also announced a partnership with Uber for Austin and Atlanta in September. The companies said public rides through Uber were planned for early 2025, with Uber handling fleet-management functions while Waymo remained responsible for the autonomous driving system and its operation. Those were future launches, not Uber robotaxi services operating during 2024.

“Driverless” also did not mean completely unsupported. Waymo vehicles could receive help from remote operations staff when they encountered an unusual road closure, confusing construction setup or difficult pickup location. Remote assistance is not the same as a person continuously driving the car, but it is still part of the commercial operating model.

Zoox was preparing for a public launch

Zoox spent 2024 validating its purpose-built robotaxi rather than offering a broad public service. Its vehicle has no steering wheel or pedals and is designed to carry passengers in facing seats rather than being a conventional car adapted for autonomous use.

In March, Zoox expanded its Las Vegas testing area to roughly five miles from its headquarters toward the southern Strip. The new routes included three-lane roads, required lane changes, unprotected right turns onto high-speed roads and double-turn lanes. Testing also expanded to speeds of up to 45 mph, nighttime driving and light rain.

In April, the company said its purpose-built vehicle had begun driving on public roads with employees as passengers. That was a meaningful engineering milestone, but it was not the same as carrying ordinary paying customers. Zoox also began testing in Austin and Miami in June, again as testing operations rather than public commercial service.

Zoox did not launch a general public robotaxi service in Las Vegas during 2024. Its public Las Vegas launch came later, in September 2025. That distinction matters because employee rides, demonstrations and validation trips are often reported as though they were ordinary taxi rides.

Cruise failed to regain its position

Cruise entered 2024 under the shadow of its October 2023 pedestrian collision in San Francisco. California had suspended the company’s driverless testing and deployment permits after determining that the vehicles posed an unreasonable public-safety risk and alleging that Cruise had not fully disclosed what happened after the collision.

Cruise resumed limited manual-driving operations on public roads in April 2024. That was a data-gathering and development step, not a return to driverless passenger service. General Motors also said in June that Cruise’s purpose-built Origin vehicle had been indefinitely delayed.

Federal scrutiny continued. In September, the National Highway Traffic Safety Administration ordered Cruise to pay a $1.5 million civil penalty for failing to provide a complete report about the pedestrian incident.

The decisive setback came on December 10, when GM said it would stop funding Cruise’s robotaxi development. GM planned to combine most Cruise and GM technical teams and redirect the work toward autonomous and assisted-driving technology for personal vehicles. In practical terms, that ended Cruise’s plan to continue expanding as an independent robotaxi operator.

Tesla showed a vehicle, not a robotaxi network

Tesla’s October 10 “We, Robot” event introduced the Cybercab, a purpose-built autonomous vehicle without a steering wheel or pedals. Tesla presented it as a future low-cost transportation product and argued that its cost per mile could undercut rideshare, personal-car ownership and public transit.

That presentation was not a commercial launch. Tesla did not operate a public, driverless Cybercab ride-hailing network in 2024. The company’s existing Full Self-Driving product was also not equivalent to a regulator-approved Level 4 robotaxi service. A driver-assistance system used in privately owned cars has a different operating model, legal responsibility and level of service from a geofenced vehicle dispatched to passengers without a human driver.

Any claims that Tesla would soon operate a huge robotaxi fleet remained company projections rather than verified 2024 operating results. The next hurdles were production, regulatory approval, fleet management, remote support, insurance and reliable service—not simply demonstrating that the vehicle could move without pedals.

China continued to scale faster in selected cities

China’s robotaxi market made some of the most substantial commercial progress in 2024, particularly through Baidu’s Apollo Go and Pony.ai. The expansion was still city-specific and geofenced, but operators were building larger fleets and connecting autonomous rides to established transportation platforms.

Wuhan announced that Apollo Go had become the first commercial autonomous ride-hailing service operating across both sides of the Yangtze River. Baidu’s service also operated increasingly large driverless fleets and wider service zones in several Chinese cities.

Fleet size and ride volume should not be confused with profitability. Some trips were free or heavily discounted, utilization remained uneven and operators benefited from local support or subsidies. A report of millions of rides does not, by itself, show that the business is generating sustainable profit.

Pony.ai, Toyota China and GAC Toyota formed a joint venture in April 2024 with more than 1 billion yuan in combined investment. The venture planned an initial fleet of 1,000 bZ4X-based robotaxis for deployment in major Chinese cities. In October, Pony.ai also integrated its robotaxis into Amap’s ride-hailing platform, giving customers another way to book a vehicle.

China was therefore scaling more aggressively in some locations, but “China has solved robotaxis” would be an inaccurate conclusion. The vehicles still operated within approved zones and depended on local permits, fleet operations and responses to unusual situations.

The problems that still limited robotaxis

Stationary and unusual objects

In May 2024, NHTSA opened a preliminary evaluation of Waymo’s fifth-generation system after reports involving collisions or unexpected behavior around gates, chains, parked vehicles and other stationary or semi-stationary objects. The agency also cited incidents involving opposing lanes and construction zones.

These events highlight a difficult distinction: an autonomous system can perform well around moving traffic while still struggling with an object that does not behave like a normal road user. A chain, temporary barrier or partially obstructed lane may be obvious to a human but difficult to classify and navigate safely.

Construction and temporary traffic control

Construction zones change the road faster than a vehicle’s maps and assumptions may expect. Cones, barricades, temporary lane markings, police directions and shifted lanes can create a road layout that conflicts with permanent signs or the vehicle’s previous route data.

What happens after a collision

The Cruise incident showed that collision avoidance is only one part of the safety problem. After a person is struck, the vehicle must determine whether the person or another object is beneath or attached to it, stop appropriately and communicate accurate information to emergency responders. Failures in that chain can produce consequences far beyond the initial impact.

Rain, darkness and glare

Weather changes sensor performance, road visibility and the behavior of other drivers. Zoox’s decision to treat nighttime driving and light rain as explicit testing milestones shows why these conditions are not minor details. An operating area that works reliably in daylight and dry weather is not automatically ready for storms or poor visibility.

Pickup and drop-off

A robotaxi cannot necessarily stop wherever a human driver might pull over. The service may depend on approved pickup zones, safe curb access, airport rules and the vehicle’s ability to identify the correct passenger. A trip can be technically successful yet still frustrating if the car stops around the corner or cannot reach a blocked curb.

Remote assistance

Robotaxis may drive themselves while relying on remote personnel for guidance. A remote operator might help interpret a blocked road, an unusual police instruction or an inaccessible destination. That does not mean a human is manually piloting every mile, but it does mean the service requires more than the vehicle’s onboard software alone.

What came next after 2024

The practical forecast was therefore incremental rather than dramatic. Robotaxis were moving beyond laboratory demonstrations, but the next breakthrough was not autonomous cars driving everywhere without people. It was proving that a relatively small fleet could operate safely, legally and economically across progressively larger parts of a city.

FAQ

Did robotaxis become widely available in 2024?

No. Commercial service expanded in selected, geofenced areas, especially through Waymo in the United States and Apollo Go and other operators in China. Robotaxis did not become a nationwide or universal replacement for taxis and rideshare cars.

Did Tesla launch the Cybercab in 2024?

No. Tesla unveiled the Cybercab at its October 2024 event, but it did not operate a public, driverless Cybercab ride-hailing network that year.

Did Cruise return to driverless service in 2024?

The Bottom Line

2024 was a scaling and scrutiny year for robotaxis, not the year autonomous taxis went mainstream. Waymo expanded the strongest U.S. commercial operation, Zoox advanced toward launch, Chinese companies enlarged selected city fleets, Tesla introduced a future product and Cruise effectively exited the robotaxi race. The industry’s real test remained whether geofenced services could handle unusual roads, bad weather, emergency situations and the economics of running a fleet.
