What Harley-Davidson announced in 2019
On June 19, 2019, Harley-Davidson announced a collaboration with Zhejiang Qianjiang Motorcycle Company to co-develop a premium 338cc motorcycle. The plan was to produce it at a Qianjiang facility in China, sell it first through Harley-Davidson dealerships there, and then offer it in additional Asian markets. Harley-Davidson targeted China sales by the end of 2020. The announcement described the pictured bike as a prototype, said production features could vary, and made clear it was not yet for sale.
That distinction matters: the announcement confirmed a project and a target, not a retail launch or final model name. It did not call the motorcycle “338R.”
How the 338R name became attached to it
The name 338R appeared in subsequent coverage of the proposed small Harley and prototype imagery, rather than in Harley-Davidson’s original announcement. In 2020, Autocar India reported on a spy image and said the engine capacity was still unclear. In March 2022, the outlet interpreted a Qianjiang VIN-decoder filing as pointing to a 353cc liquid-cooled, fuel-injected parallel twin, while treating the model’s launch and market prospects as uncertain. That contemporary reporting is evidence of what was being reported at the time, not confirmation that a production bike would carry the 338R name.

What eventually appeared: the X350
The later model documented by Harley-Davidson and government records is the X350 and X350 RA. Harley-Davidson’s service portal provides a 2023 parts catalog for X350, X 350, and X350 RA models. The catalog establishes that the company had service documentation for those models. Separately, the NHTSA manufacturer database lists X350RA under Zhejiang Qianjiang Motorcycle Co., Ltd. That government listing confirms the model designation in the database, but it does not explain the development history.
Autohome reported that Harley-Davidson China launched the X350 on March 10, 2023, at a historical local-market price of 33,388 yuan, and described it as a QJMotor collaboration produced by Qianjiang with a 353cc parallel twin. The price is the reported launch price in China, not a current quote or evidence of present availability.

So, was the X350 the 338R?
The evidence supports a careful answer: the small-bike project announced in 2019 eventually has a related-looking retail outcome documented as the X350, but the sources do not prove that the X350 is exactly the 338R prototype or reveal the internal engineering and naming changes. The difference between the announced 338cc target and the reported 353cc X350, as well as the change in name, is clear; the reason for those changes is not documented in the cited sources.
It is therefore more accurate to say the planned small Harley reached production documentation and a reported China launch under the X350 name than to say a retail “338R” launched—or that the project was simply canceled. Neither a 338R-branded retail model nor a project-specific sales total is established by these records.
