Tesla has described a limited rollout of rides without an in-car safety monitor in Austin, while monitored vehicles remained in the fleet mix at launch. The practical answer depends on the service, city, vehicle and particular ride.
What Tesla says about the front seat
Tesla’s Robotaxi support page says: “Riders are prohibited from sitting in the front-left seat, which is typically a driver’s customary seating position.” The restriction concerns where a rider may sit. It does not say that a safety monitor, safety driver or other person is seated elsewhere in every Robotaxi.
Tesla identifies Model Y and Cybercab vehicles as part of its Robotaxi fleet. The front-left-seat rule is a seating instruction, not a fleet-wide disclosure of who is physically in the front of each vehicle.
Does every Tesla Robotaxi have a human in the front?
No available statement supports that universal claim. Tesla’s January 2026 quarterly update said it had begun testing driverless Robotaxis in Austin in December and began removing the safety monitor from customer rides in January “on a limited basis.” Tesla said the change would allow further expansion of the fleet and Austin-metro coverage. Tesla’s Q4 2025 update therefore describes a staged change, not the immediate removal of monitors from every car.

On January 22, 2026, TechCrunch reported that Elon Musk announced Austin Robotaxi drives with no safety monitor in the car. The publication also reported that monitor-free vehicles were mixed with the broader Austin fleet, which still included monitored vehicles, and that the unsupervised share was expected to grow over time. TechCrunch’s report does not establish the current fleet ratio. As of October 8, 2026, the sources cited here do not provide an updated count of monitored versus monitor-free Austin vehicles.
Robotaxi and L2 rideshare are different services
Tesla’s legal page separates its L2 rideshare service from Robotaxi. The L2 rideshare section describes vehicles using FSD (Supervised) at SAE Level 2 with a safety driver, and says Level 2 requires active driver supervision and readiness to take over. Tesla explicitly says that Level 2 does not mean the rideshare vehicle is autonomous. Tesla’s legal page should not be read as saying that every trip offered by Tesla is a Robotaxi ride.

In the same legal material, Tesla describes Robotaxi as a driverless service that includes Model Y Robotaxis and Cybercabs. Its terms also require riders to follow seat-belt and seating instructions. “Safety driver” in the L2 description and “safety monitor” in Robotaxi rollout reports refer to different service contexts; neither term should be casually used as proof that a person is in every Robotaxi.
What varies by city, vehicle and ride
Tesla’s support page lists limited Robotaxi availability in Miami, Orlando and Tampa, Florida, and Austin, Dallas and Houston, Texas. Availability is limited within those cities and may change. The page identifies Model Y and Cybercab as Robotaxi vehicles, but a city listing alone does not tell riders whether a particular vehicle will have an in-car monitor.

Cybercab rides and the regulatory question
The Associated Press reported that Tesla began offering Cybercab rides in Austin in September 2026 and that NHTSA opened an investigation into whether vehicles without steering wheels, mirrors and brake pedals complied with federal rules. An investigation is a question under review, not an agency finding that the vehicles violated the rules. The AP report concerns the Cybercab’s equipment and regulatory compliance; it does not establish who occupies the front of every Robotaxi.
