If a public EV charging session costs more than you expected, do not start with a chargeback or assume the operator overbilled you. First reconcile the receipt with the tariff and terms that applied when the session began. Separate the electricity charge from time, idle or occupancy fees, connection and session fees, roaming markups, parking and tax. Then preserve evidence, contact the company that issued the receipt, and escalate through local consumer, energy or payment-dispute channels only if the billing provider does not resolve the discrepancy.
The fastest way to get a useful answer is to identify one specific mismatch: the billed kWh does not match the energy your vehicle received, the session duration is wrong, an idle period was charged unexpectedly, the displayed price differs from the receipt, or the transaction is unknown or duplicated.

Why a charging bill can be higher than a kWh estimate
Many drivers estimate a session by multiplying energy received by a quoted price per kilowatt-hour. Public charging bills can include much more than that multiplication. Read the receipt as an itemized transaction rather than as a single energy price.

A low headline kWh rate can therefore produce a higher total than another station with a higher energy rate but no connection or occupancy fee. Subscription discounts, free-session allowances and account-specific tariffs can also change the calculation. Check whether the plan or allowance you expected was active at the time, rather than assuming it applied automatically.

Idle time is different from charging time
Some networks begin an occupancy or idle charge after the battery has stopped accepting power, even though the cable remains connected. A few minutes may be free, followed by a per-minute fee. The receipt should show the relevant duration or explain it in the tariff terms. Compare the charging-stop time in the vehicle or charger record with the time you disconnected.
Roaming can put another company between you and the charger
If you started the session with an e-mobility app, RFID card or other roaming service, that service may have issued the receipt and set the price you paid. The site operator may own the hardware but not control your tariff. ChargePoint’s public guidance, for example, says roaming terms, prices and receipts are handled by the e-mobility service provider. Contact the issuer named on the receipt first; it is usually the party able to amend the transaction.
Preserve evidence before you dispute the charge
Charging records can change when an app refreshes or a station’s display is no longer available. Save the evidence while you still have access to it. A strong case ties every item to one identifiable session.
- Receipt or invoice, including receipt or transaction ID, amount, currency, payment method, account and date.
- Station, site and charger ID, plus the connector used.
- Session start and end times and any separately shown charging-stop or idle time.
- A screenshot or photograph of the price screen, tariff page or app screen shown before starting, when possible.
- Vehicle dashboard or manufacturer-app evidence showing battery state before and after charging, or energy received.
- Photographs of the charger display, station label, warning message or session-completion screen.
- Any duplicate receipt, cancellation notice, failed-start message or notification that conflicts with the final bill.
Do not edit screenshots or crop out dates and station identifiers. Keep the originals and note when each photograph or screenshot was taken. Independent vehicle data does not by itself prove the operator’s meter is wrong, but it gives support staff a concrete comparison instead of a general complaint.

How to audit the session, step by step
- Identify who billed you. Open the receipt, bank entry and charging app. Record the legal or trading name, transaction ID and whether the session was direct or roaming. If two companies appear, start with the company that issued the receipt.
- Reconstruct the tariff. Write down the displayed per-kWh rate, per-minute or occupancy rate, fixed session or connection fee, roaming charge, parking amount and tax. Check the tariff’s effective date and any grace period.
- Compare the meter data. Put the billed kWh beside the vehicle’s energy or battery evidence. Then compare billed minutes with the actual start, charging-stop and unplug times. A difference may be legitimate if the vehicle’s battery estimate excludes charging losses, but a material unexplained discrepancy warrants review.
- Check the price path you used. A station can display one price for ad hoc payment and another for an account, subscription or roaming provider. Confirm which screen, QR-code flow, app or card initiated your session.
- Look for duplicate or unknown transactions. Match each receipt to a station, date and connector. A temporary payment authorisation can look like a second charge before it disappears; do not call it a duplicate until the final postings are clear.
- Prepare a one-page explanation. State the session ID, what the receipt says, what your contemporaneous evidence says and the exact correction you want. Attach the receipt and evidence in chronological order.
What to write to customer support
Send the complaint to the billing provider promptly through the channel printed on the receipt. Keep the case number and all replies. Avoid a vague statement such as “the charger was too expensive”; ask for an itemized calculation and identify the disputed line.
When the energy amount is the issue
Use the wording “The kWh billed doesn’t match what your vehicle received” or “The kWh seems higher than expected.” Include the vehicle’s recorded energy, battery percentages, charger ID and the session’s start and end times. Ask the provider to compare its meter record with the vehicle and station records and to correct or refund any confirmed difference.
When the time or fee is the issue
Say “The session duration looks incorrect” and identify the time shown on the receipt versus the times in your app, vehicle or charger photographs. If the disputed amount is an idle, connection, roaming or parking fee, name that component specifically and ask which tariff term authorised it.

Use “An unknown charge” and supply the payment date, amount, merchant descriptor and any station information visible in your account. If you received two receipts, state “You received duplicate receipts” and list both IDs. Ask whether one is a duplicate, a temporary authorisation or a separate completed session.

A concise complaint structure
- Subject: “Review requested — session [ID], [date], [station].” Show any variable session identifier only inside your own message to the provider.
- Opening: identify the account, station and amount charged.
- Discrepancy: quote the billed kWh, minutes or fee and the conflicting evidence.
- Request: ask for the itemized tariff calculation, meter and time records, and a correction or refund if the charge is unsupported.
- Attachments: receipt, price screen, vehicle record and station photographs.
Do not send payment-card numbers or unrelated personal information by ordinary email. Use the provider’s secure support channel when it offers one.
Rules that apply in specific jurisdictions
Public-charging protections are local. The following rules are not a universal refund policy and do not determine whether a particular bill is lawful outside the stated jurisdiction.
United Kingdom
UK Public Charge Point Regulations guidance requires the maximum consumer price to be displayed clearly in pence per kilowatt-hour or pounds per kilowatt-hour on the public charge point or an accessible separate device. The guidance states: “A charge point operator must ensure that the maximum price that a consumer could be charged during their charging session, is clearly displayed in pence per kilowatt hour (p/kWh) or pounds per kilowatt hour (£/kWh) on the public charge point or through a separate device.”

The maximum displayed price cannot be exceeded during the session. Fixed charging fees, including connection and transaction fees, and markups imposed by a roaming provider must be reflected in that displayed maximum price. A separate parking fee charged by a third party is treated differently, so check the car-park terms as well as the charging tariff. The guidance also describes a free staffed 24/7 helpline requirement for operators. Contactless-payment obligations depend on the charger’s power rating and deployment date; not every charger has identical payment requirements.

European Union
Regulation (EU) 2023/1804 requires clear advance price information at public charging points. For public points rated at least 50 kW, the ad hoc price is based on kWh, and an operator may also charge a per-minute occupancy fee. Both components must be displayed before the session. Mobility service providers must make the components of a planned session’s price available in advance, including e-roaming and other fees. These requirements apply within the EU under the regulation’s conditions; they are not a global standard.
Australia and other locations
Australian government consumer guidance warns that idle fees can apply, recommends checking signage and moving the vehicle after charging, and advises reporting problems promptly. It does not establish one nationwide refund entitlement or dispute deadline. Elsewhere, use the station’s exact tariff and your local consumer, energy and payment rules.

BC Hydro’s rate table effective April 1, 2026 illustrates how separate components change a total. Its published example lists Level 2 charging at $0.3083 per kWh before tax, fast charging rated at 25 kW or more at $0.3969 per kWh before tax, and an idle fee of $0.40 per minute. BC Hydro says the fast-charger idle fee begins after a five-minute grace period and that rates are based on the charger’s labelled maximum kW output.
Those figures are specific to that network, region and effective date, not typical EV prices. On that tariff, ten chargeable idle minutes would add $4 before tax, independently of the energy consumed. Recheck the current station tariff before using any dated example to assess your own session.

When the provider does not fix the problem
Escalation depends on your country, the payment method and the type of provider. There is no universal chargeback deadline, guaranteed refund rule or single regulator for every public charger.
- Send one documented follow-up that refers to the original case number and asks when a final response will be provided.
- Check the local consumer-protection or energy regulator responsible for public charging, metering or unfair billing. The correct body may differ between a utility-owned network, a private operator and a roaming service.
- Ask your card issuer or payment provider about its dispute process and deadline. Provide the merchant’s response and your evidence; do not claim fraud when the issue is a tariff disagreement.
- Keep copies of the receipt, correspondence, screenshots and regulator or payment-provider reference numbers.
A regulator or card issuer may decide only whether a process or payment rule was followed, not whether the charging network’s underlying meter is accurate. Continue to describe the precise line item and requested remedy.
Preventing surprises on the next session
- Open the station’s price screen before plugging in and save a screenshot or photograph.
- Confirm whether you are paying directly or through a roaming app or card.
- Read the lines covering per-minute, idle, connection, parking and tax charges.
- Set a reminder to return before any stated grace period expires.
- Save the session receipt and station ID immediately after unplugging.
- For a high-value or unfamiliar station, compare the tariff shown in the app with the tariff on the charger before authorising.
These steps do not guarantee a particular price, but they create a contemporaneous record that lets you test the final bill against the terms you accepted.

Decision checklist
- Only the total is surprising: itemize energy, time, idle, fixed, roaming, parking and tax charges.
- kWh is higher than the vehicle record: submit the vehicle evidence and request a meter comparison.
- Minutes are higher than expected: compare charging-stop, unplug and grace-period times.
- The wrong company is being contacted: use the receipt issuer for a roaming session.
- A duplicate or unknown charge appears: match transaction IDs and wait for temporary authorisations to settle before alleging duplication.
- Support refuses or does not respond: use the locally applicable regulator and payment-dispute route, observing its deadline.
