If a public EV charger will not start, appears out of order, or its bay is blocked, do not force the connector or move another vehicle. Check the charger’s screen and the site, note the unit and port number, report the problem through the operator’s app or posted helpline, and reroute to a compatible charger only if your remaining range can safely reach it.
The key distinction is between an equipment fault and physical inaccessibility. A failed payment session or blank display needs operator support; a petrol or diesel car, delivery vehicle, barrier, or other object blocking the bay needs the charge-point operator, site owner, or parking authority. The exact enforcement process depends on the country and site.

Take these steps before doing anything else
- Read the live status. Check the network app, the charger display, and any sign at the site. An app can lag behind reality, so compare its status with what you can safely see in person. Look for messages such as unavailable, in use, reserved, out of order, or a specific error code.
- Identify the affected connector. Public stations often have several sockets. Record the site name, charger number, connector or port letter, and bay number. Do not assume that one failed port makes every port at the location unusable.
- Keep your hands off damaged equipment. Do not open a cabinet, reset a breaker, bypass a payment lock, pull a cable from another vehicle, or use a connector that is hot, cracked, wet, or visibly damaged. Move away and contact the operator or site staff if there is a safety concern.
- Capture useful evidence. Note the time, the exact on-screen wording, the payment or authentication step that failed, and whether the cable is locked in the vehicle or charger. A photograph can help if it is safe and permitted at the site; avoid photographing people or registration plates unnecessarily.
- Report the problem. Use the network’s app, the telephone number printed on the charger, or the site’s customer-service contact. Give the port identifier and a concise description rather than reporting only that “the charger is broken.”
- Decide whether to wait or reroute. Check your usable battery range, traffic, weather, elevation, connector compatibility, payment method, and the alternative station’s access hours. Do not drive to a backup that your vehicle may not reach.
If the bay is physically blocked, skip attempts to start a session and report the obstruction instead. Never confront or move another driver’s vehicle yourself.

Work out what “unavailable” means
Different failures call for different reports. UK government operator guidance separates software unavailability, hardware faults, and physical blockage. The labels below describe that UK framework; networks in other countries may use different wording.

Signs of a hardware or cable problem
Stop using a port if you see a cracked plug, exposed conductors, scorch marks, water ingress, a damaged screen, a cable that will not release after the session has ended, or repeated charging interruptions. A connector that is merely difficult to insert may be misaligned, contaminated, or incompatible; do not force it. If the vehicle reports a charging-system warning, follow the vehicle manufacturer’s instructions and contact roadside assistance if necessary.
Signs of an authentication or software problem
A session may fail because the app has not completed payment verification, the RFID card is not recognised, the station has lost its network connection, or the vehicle and charger have not completed their handshake. End the failed session in the app before trying again, check that the selected port matches the cable you plugged in, and contact support if the charger continues to reject a valid payment or account.
How to report a broken charger so it can be fixed
Information to include
- Station address or site name, including the car park, fuel station, supermarket, or motorway location.
- Charger ID, socket number, and connector type if they are shown.
- Time and date of the failed attempt.
- Displayed error text, error code, or a description of what happened after you tapped, plugged in, or paid.
- Whether the cable is attached to the vehicle, locked in the charger, or unavailable.
- Any immediate safety issue, such as heat, smoke, fluid, exposed wiring, or a trip hazard.
Using an operator app
App layouts differ, but the usual path is to open the station, select the affected port, choose a problem category, describe the fault, and submit the report. Select the exact port rather than the site as a whole. Keep the confirmation number or screenshot until any pending payment is resolved. Some stations are independently owned and maintained, so the network shown in your app may route the case to a separate owner.

Using the number on the charger
Call the posted support number when the app will not load, the port cannot be selected, your account is locked, or there is a safety issue. Read the charger ID exactly as printed. Ask the adviser to confirm whether the port has been marked unavailable and whether any authorisation hold or failed transaction will be released. Do not give a caller your full payment-card number if the station’s published process does not require it.
How to handle a blocked charging bay
A blocked bay is not the same as a broken charger. A non-charging vehicle, a delivery truck, a fallen sign, a locked gate, snow, construction material, or another physical barrier can prevent access even when the equipment is working.
- Check signs for the charge-point operator, car-park manager, security desk, or parking-enforcement contact.
- Record the bay or charger number and the type of obstruction. Avoid arguments and do not attempt to move, tow, unlock, or unplug another vehicle.
- Report the obstruction through the operator’s app or helpline and to the site owner if a separate contact is displayed.
- Use the local parking authority only where its signs or published process cover that site. Lambeth Council, for example, accepts reports of a non-charging vehicle obstructing a charge point; that local practice is not a UK-wide guarantee.
- If the obstruction cannot be cleared promptly, choose another reachable station. Leave enough battery for the detour and an additional safety margin.
Choose a fallback charger without gambling on your range
When selecting an alternative, compare all five factors below at the moment you leave. A station that looks convenient on a map can be unusable because its connector, payment method, or opening hours do not suit your vehicle.

Keep a safety margin
Use the vehicle’s remaining percentage and estimated distance, not percentage alone. Add distance for finding the entrance, queuing, or taking a signed diversion. In cold conditions, with heavy loads, high speeds, or a roof carrier, usable range can fall. If the route requires arriving at a charger with only a few miles indicated, call the operator or roadside service before committing to it.

A roaming arrangement can simplify payment across multiple networks through one app or RFID card. It does not make an incompatible connector work, reserve a port that is already occupied, or correct inaccurate status data. Check the tariff before starting. Some networks apply idle or overstay fees after charging finishes; follow the vehicle maker’s charging guidance and move the vehicle when the session is complete to avoid avoidable charges.
What UK drivers can expect from operators
For public charge points covered by the UK Public Charge Point Regulations 2023, the Department for Transport and Office for Zero Emission Vehicles guidance says a charge point operator must provide a free-to-use, staffed telephone helpline available 24 hours a day, 365 days a year, with the details displayed prominently at the site. Use that number when an app cannot resolve the problem, especially if a connector is locked or the equipment looks unsafe.

The same UK guidance expects operators to assist with issues within their control, such as software problems. It does not require an operator to repair an external electricity-grid outage or to provide recovery for a driver who has already run out of charge. Those limits make the range check before rerouting essential.
What the UK status terms mean in practice
“OUTOFORDER” is generally used for a hardware-related fault, while “INOPERATIVE” usually describes temporary software-related unavailability. “BLOCKED” is for evidenced physical inaccessibility, such as a vehicle or barrier directly preventing access. These are operational definitions for reporting and availability data, not permission for a driver to repair or override the equipment.

Before the vehicle stops
Reduce unnecessary consumption, follow the vehicle’s energy-saving guidance, and head toward the nearest confirmed compatible site only if the navigation estimate leaves a realistic reserve. Pull over legally if you need to make calls or check apps. Tell the operator that you may not reach another station and ask whether the fault is known; do not assume the operator can dispatch a recovery vehicle.

If the vehicle becomes immobilised
Move to a safe position if possible, switch on hazard lights, and follow local emergency and roadside-assistance procedures. Use your vehicle manufacturer’s roadside service or an independent EV-capable recovery provider. Tell the dispatcher that the vehicle is an EV, give its location, and explain whether it is in traffic, a live lane, a car park, or an unsafe charging bay. Do not improvise a tow or connect portable equipment unless it is approved for your vehicle and operated by a qualified provider.
Prepare before your next public-charging trip
- Install the apps or create accounts for the networks you expect to use, and test sign-in and payment while you still have a connection.
- Carry a payment card and, where useful, a roaming RFID card; do not rely on one app or one network.
- Save the vehicle’s connector type, maximum charging capability, and the manufacturer’s charging and towing guidance.
- Plan at least one alternate station along longer routes and check its opening hours and access restrictions.
- Know where the charger ID and support number are printed so you can find them at night or in poor weather.
- Keep roadside-assistance details accessible offline. A dead phone or weak signal should not remove your only way to call for help.
Common mistakes that make the situation worse
- Repeatedly retrying a failed payment: this can create multiple authorisation holds without starting a session. Check the app or card account and ask support to release duplicates.
- Trusting an “available” icon blindly: status data can lag. Verify the display and report the mismatch.
- Unplugging another vehicle: the cable may be locked, the session may be active, and interference can damage equipment or create a confrontation.
- Blocking the bay while troubleshooting: if you cannot charge, move to a legal parking position when safe so another driver can access working equipment.
- Driving past a reachable backup: conserving battery for a more distant, faster, or cheaper charger can leave you with no option if its status changes.
- Assuming enforcement is universal: a charge-only bay may be governed by private site rules, council parking rules, or no dedicated enforcement at all. Follow the signs for that location.
How common are failed arrivals?
A UK government impact assessment reported that 18% of EV drivers in an AA survey said they had arrived at a charge point and found it out of order during the preceding 12 months. The same assessment reported that 16% said they discovered a charger was faulty only when they tried to use it. The passage does not specify the survey year, and those figures are reported survey results rather than an independent test of every public charger. They nevertheless show why checking a backup and keeping a support contact available is sensible.
