Read the notice, confirm the vehicle’s state, model year, fuel type and registration event, then follow the inspection route the notice specifies. In California, gasoline-powered vehicles from model year 1975 and older are exempt under current DMV and Bureau of Automotive Repair (BAR) guidance. Newer collector cars may qualify for a special Referee inspection, and a 2026 law is changing exemptions for some 1976–1985 vehicles. If the notice appears wrong, have DMV and BAR correct or explain the record before missing the deadline.
Start with the notice, not the car’s nickname
A renewal notice is the agency’s instruction for that registration transaction. Read every line and record:
As an Amazon Associate I earn from qualifying purchases.
- Which inspection is requested and whether the notice names a STAR station.
- The registration deadline and any late-fee warning.
- The vehicle identification information, model year and fuel type shown by the agency.
- Whether the transaction is a renewal, an ownership transfer or a first registration in that state.
In California, a notice that requires a STAR inspection means the test must be performed at a STAR station. Take the notice with you so the inspector can verify the vehicle information in the state record. Do not substitute an ordinary station simply because it is closer.

“Classic,” “historic” and “antique” are often marketing or club terms, not legal classifications. Exemptions are set by the jurisdiction and can depend on the model year, fuel, registration event and official collector status.

California’s ordinary model-year exemption
California DMV and BAR currently state that gasoline-powered vehicles from model year 1975 and older do not need a Smog Check. That is a model-year rule, not a blanket exemption for every vehicle described as classic. A 1975 gasoline car and a 1976 gasoline car can therefore receive different instructions even if they are the same make and model generation.
Do not extend that rule to diesel, alternative-fuel vehicles or another state without checking the applicable agency’s guidance. If the vehicle record has the wrong model year or fuel type, ask DMV how to correct it rather than trying to persuade an inspection station to ignore the notice.
California’s collector-car route under current BAR guidance
BAR’s current collector-car guidance says California collector cars from model year 1976 and newer still require Smog Check, but a qualifying vehicle can receive an abbreviated inspection from a state Referee. The Referee—not an ordinary Smog Check station—determines whether the car qualifies.

- The car is used primarily for shows, parades, charitable functions and historical exhibitions, and for display, maintenance and preservation, rather than as primary transportation.
- The vehicle is insured as a collector car.
- It meets at least one of BAR’s listed age or vehicle-classification criteria.
- A special-interest vehicle remains unaltered from the manufacturer’s specifications.
The abbreviated Referee inspection checks tailpipe emissions, fuel-cap function and liquid-fuel leaks, while also confirming the vehicle’s qualification and collector insurance. Because ordinary stations do not have the required equipment for this procedure, booking a regular station will not replace the Referee appointment.
California’s 2026 law is not yet a self-service exemption
On September 16, 2026, the Governor announced signing SB 1392, also called Jay Leno’s Law. The announcement describes a phased Smog Check exemption for qualifying collector cars from model years 1976 through 1985. It says the limited exemption applies to cars insured as collector vehicles or driven less than 1,000 miles per year.
The announcement does not provide a complete owner application process, the effective schedule for each model year or the method by which a renewal notice will change. BAR’s collector-car page still describes the earlier requirement. Owners of 1976–1985 cars should therefore ask BAR or DMV how the law is being implemented for their specific vehicle and registration date before relying on an exemption. Keep proof of collector insurance and mileage records if either may establish eligibility.

Choose the correct inspection or correction path
| Your situation | What to do | What not to assume |
|---|---|---|
| The notice clearly requires a regular Smog Check | Book the inspection described on the notice and bring the renewal notice. | Do not treat age, club membership or a collector plate as an automatic exemption. |
| The notice requires a STAR station | Use a STAR station and present the notice so its vehicle information can be checked. | An ordinary station’s certificate will not satisfy a notice that specifies STAR. |
| The car appears eligible for California’s collector program | Contact BAR for a Referee appointment and bring qualification and collector-insurance documents. | A normal station cannot perform the abbreviated collector inspection. |
| The notice conflicts with the vehicle’s apparent exemption or facts | Ask DMV whether its record is correct and ask BAR whether a Referee appointment or another correction is appropriate. | Do not simply skip the notice while the record remains unchanged. |
| The car is being transferred or registered for the first time in the state | Ask the motor-vehicle agency which rule applies to that transaction, even if the car passed previously. | A prior owner’s certificate or another state’s exemption may not control the new event. |
What a required California inspection checks
The inspection type and vehicle year determine the exact test. BAR describes several components:
- Visual and functional checks of emissions equipment.
- An OBD-system check for most 2000-and-newer vehicles.
- A tailpipe test for pre-2000 vehicles.
A vehicle with its check-engine light on will not pass. Resolve that warning before the appointment instead of clearing the code immediately before testing; clearing it can leave the emissions monitors incomplete and does not repair the underlying fault. Ask the station what preparation it requires for the specific vehicle and test type.
Bring the DMV renewal notice and any documents BAR or DMV instructed you to provide. For a collector Referee appointment, also bring evidence of collector-car insurance and documentation supporting the vehicle’s qualifying classification. The Referee will inspect the required systems and decide whether the abbreviated route applies.
If the car fails, use the report as your repair plan
Do not guess at parts based only on a failed result. The vehicle inspection report identifies the reported deficiencies. Ask the station to explain each item, especially if the failure involves an emissions component that is original, modified or difficult to access on an older car.

- Have a qualified repairer diagnose the listed fault and make the necessary emissions repairs.
- Return for the reinspection route stated by the station or notice. If the notice requires STAR, use STAR again.
- Keep invoices, parts information and test results with the car’s records.
California BAR says its Consumer Assistance Program may offer repair assistance or vehicle-retirement assistance to eligible applicants. Eligibility is not automatic; ask BAR about the current program requirements after you receive the failure report.
If the failure resulted from an incorrect record, do not authorize unrelated mechanical work merely to satisfy the notice. Have DMV and BAR review the record and tell you whether a correction or Referee inspection is appropriate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Protect the renewal deadline without driving illegally
California DMV advises paying renewal fees by the due date even when a smog certificate is not yet available. Paying on time can prevent late penalties, but it does not authorize operating a vehicle that lacks the required certificate or otherwise cannot legally be driven. Arrange the inspection, correction or repair promptly and do not use payment confirmation as permission to ignore an unresolved requirement.
Keep copies of the notice, payment receipt, inspection report, repair invoices and all DMV or BAR correspondence. Those records make it easier to prove that a correction or appointment is pending if the deadline arrives first.

A practical decision sequence
- Identify the jurisdiction. Start with the state named on the registration and notice. If the car is registered elsewhere, use that jurisdiction’s motor-vehicle and emissions agencies.
- Verify the vehicle facts. Confirm model year, fuel type, VIN and the registration event. Check whether the car has an official collector classification rather than relying on informal terminology.
- Read the inspection instruction literally. A STAR designation is a location requirement; a Referee route is a different inspection process.
- Resolve conflicts before the deadline. Contact DMV about the record and BAR about unusual vehicles, collector eligibility and Referee appointments.
- Test or repair through the instructed route. Bring the notice, complete the required inspection and use the report to direct repairs if it fails.
- Finish the registration transaction. Pay fees on time, obtain the required certificate or approved correction and retain the paperwork.
Common situations and the safest response
A 1975 gasoline car receives a renewal smog notice
Under current California guidance, the model year appears to qualify for the ordinary exemption. Verify that DMV’s record shows the correct year and fuel type, then ask DMV how to correct the notice. Do not alter the record yourself or assume a station can waive the requirement.
A 1978 collector car is used only for shows
Under BAR’s current guidance, the car may be eligible for the abbreviated Referee inspection if it satisfies the use, insurance, classification and originality requirements. Contact BAR before booking a regular station. Because SB 1392 is being phased in for 1976–1985 vehicles, also ask whether the car’s model year, insurance and mileage qualify for the new exemption on the relevant date.
A 2002 classic has an illuminated check-engine light
The car is in the group for which an OBD check is generally used, and BAR says a check-engine light will not pass. Diagnose and repair the fault, complete any required drive cycle, then test. Do not rely on erasing the warning as a substitute for repair.
The car passed in another state last year
That result does not establish an exemption for a California renewal, transfer or first in-state registration. Give DMV the vehicle and transaction details and follow the California instruction on the current notice.
If the car is not registered in California
Use the same logic but substitute your own state or country’s agencies. Ask specifically about:
- Model-year and fuel-specific exemptions.
- Whether renewal, transfer and first registration have different testing rules.
- Official historic or collector classifications and required insurance.
- Whether a designated station, referee, inspection office or preapproval is required.
- How to correct an inaccurate agency record and whether fees are still due while a certificate is pending.
Do not import California’s 1975 cutoff, Referee process or 1976–1985 law into another jurisdiction. The legal answer follows the registration record and local rules, not the vehicle’s age alone.
Documents to gather before calling an agency
- The complete renewal or inspection notice.
- Registration, title or transfer paperwork showing the VIN and model year.
- Fuel-type information and any prior inspection reports.
- Collector-car insurance documentation, if claiming collector status.
- Mileage records, if relying on the 1,000-mile threshold described in California’s SB 1392 announcement.
- Photos or records showing that a special-interest car remains in manufacturer specification, when relevant.
- Repair invoices and the vehicle inspection report after a failure.
With those records, ask the agency one focused question: “What exact inspection or exemption applies to this vehicle for this registration event, and what must I submit before the deadline?” That answer is more reliable than the word “classic” on a sales listing or club form.
