Then verify its ownership and compliance records, calculate the complete landed-and-registered cost, obtain evidence of battery condition and warranty, confirm charging compatibility, and arrange an independent inspection by someone experienced with EVs.
Australia and New Zealand use different approval and registration systems. A car that is admissible in one country, or even one Australian state, is not automatically admissible in another. Eligibility depends on the precise make, model year, source market, variant, VIN and destination jurisdiction.

The checks to complete before you commit
- Identify the exact vehicle. Record the VIN, model year, variant, battery size, steering side, source country and current registration or export status. Do not rely on a model name alone.
- Confirm the legal pathway in writing. In Australia, obtain federal import approval before shipment and identify the relevant approval category. In New Zealand, establish the standards evidence and certification route for the vehicle’s source market.
- Ask who owns the car and whether money is owing. Match the VIN on the purchase invoice, export or registration documents, compliance records and the vehicle itself.
- Build a landed-and-registered budget. Include transport, storage, taxes, inspections, cleaning, possible repairs or modifications, testing, registration and insurance.
- Get battery evidence. Request a battery state-of-health report, understand how it was produced, and check the remaining warranty and transfer conditions.
- Confirm charging before purchase. Check the exact AC and DC connectors, charging limits, supplied cable and the availability of compatible home and public charging.
- Inspect the car independently. Arrange an EV-capable pre-purchase inspection covering the high-voltage system, charge equipment, body, underbody, tyres and brakes.
- Use a contract that protects you. Make any deposit conditional on satisfactory import approval, inspection, documentation and registration feasibility.
Why the exact VIN and destination matter
Imported EVs that look identical in advertisements can differ in steering position, crash equipment, software, charging hardware, radio frequencies, emissions documentation and warranty coverage. A source-market version may not have the evidence required by the destination authority, even when the same model was sold locally.
Ask the seller for the VIN before discussing a non-refundable payment. Use it to identify the build date, variant and battery configuration, and to reconcile every document. If the seller will not disclose the VIN or supplies documents with inconsistent VINs, stop until the discrepancy is resolved.

Australia: establish approval before the vehicle ships
1. Find the federal import pathway
Australia’s federal road-vehicle rules require import approval before a vehicle is imported. The Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts states: “Before you import a road vehicle into Australia, you must obtain an import approval.” Applications are made through the ROVER system, and the department describes several approval pathways, including concessional entry to the Register of Approved Vehicles (RAV).
Do not assume that an ordinary used-car purchase route exists for every EV. The appropriate category depends on the vehicle’s age, history, configuration and circumstances of import. Confirm the pathway for the precise VIN and obtain the decision or written guidance before authorising shipment.
2. Allow for the approval timetable
Current federal guidance says an import-approval application may take up to 60 business days to assess. That is a possible assessment period, not a guaranteed service time. A missing document, an incorrect pathway or a request for more evidence can extend the practical timeline. Storage and transport charges can continue while you wait.

3. Read every approval condition
Approval is not the same as registration. Conditions may require evidence of compliance, modifications, testing or entry of the vehicle into the RAV before a state or territory can register it. Ask the authority or your compliance specialist to list every condition and who is responsible for satisfying it.
4. Budget the complete Australian import
Prepare a written cost sheet before paying. Include:
- Overseas purchase price, inland transport and international shipping.
- Port, storage, customs and broker charges.
- Customs duty and GST, plus Luxury Car Tax if it applies to the vehicle and transaction.
- Quarantine inspection, cleaning or treatment required for biosecurity clearance.
- Asbestos testing or removal where required.
- Engineering work, lighting or other modifications, compliance testing and certification.
- Domestic transport, registration, number plates, compulsory charges and insurance.
Obtain written estimates for the items that depend on the car’s condition. A low auction or dealer price can be overwhelmed by compliance work, port storage or a battery repair.

5. Check the destination state or territory separately
Federal approval does not guarantee registration in your destination jurisdiction. Contact the state or territory registration authority with the VIN and approval details and ask for the current document list, inspection requirements and insurance prerequisites.

VicRoads says an imported vehicle less than 30 years old must be right-hand drive to be eligible for Victorian registration. For the relevant Victorian pathways, it also requires a roadworthy certificate, a RAV VIN record and VIN marking. Those are Victorian requirements; do not treat them as a national Australian rule or assume another jurisdiction uses the same thresholds.
6. Quote insurance before committing
Give insurers the VIN, import status, modifications and intended use. An imported or grey-market variant may be assessed differently from a locally delivered model, and repairable-write-off or parts availability issues can affect cover. Obtain confirmation of available cover and any conditions before the deposit becomes non-refundable.
New Zealand: prove standards, then complete entry certification
1. Establish the source-market evidence
NZ Transport Agency Waka Kotahi (NZTA) requires evidence that a used import meets the applicable vehicle standards before it can be registered for road use. The evidence categories include ownership documents, emissions and frontal-impact standards, fuel-consumption information, braking and electronic-stability-control standards, and overall standards requirements. Additional rules apply to some source countries, so the evidence for a vehicle from one market may not satisfy the route for another.
Ask NZTA, an entry-certification provider or a customs professional to confirm the exact evidence required for the VIN, model year, source country and variant. Keep copies of certificates, manufacturer letters and export records; replacing missing evidence after arrival can be difficult and expensive.

3. Plan the border and certification sequence
The normal process involves border inspection by an Approved Inspection Organisation, entry certification, and registration and licensing if the EV will be used on New Zealand roads. Customs and the Ministry for Primary Industries also have roles in import clearance. A shipping agent or customs broker can explain the current border paperwork, but you remain responsible for checking that the vehicle itself meets the requirements.
4. Include New Zealand ownership checks
For a dealer purchase, verify that the dealer is registered. For a private purchase, use the current government guidance for stolen-vehicle checks and the Personal Property Securities Register to identify money owing. That guidance was last updated on 24 June 2021, so confirm current procedures and fees with the relevant agencies before relying on an old checklist.
5. Confirm registration and licensing costs
Ask the entry-certification provider for a written estimate that separates inspection, certification, registration, licensing and any remedial work. A vehicle that clears the border can still need repairs or documentation before it is accepted for road use.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsBattery condition: obtain evidence, not reassurance
Request a state-of-health report
State of health (SOH) compares the battery’s present condition or performance with that of a new battery and is commonly expressed as a percentage. Ask for the report before inspection, including the test method, date, mileage, usable capacity and any recorded faults. The Australian Government advises buyers to ask the seller or dealership for a battery-health report and says an independent check may be preferable.
A dashboard range estimate is useful context but is not, by itself, an independent battery assessment. Range changes with temperature, speed, tyres, payload, software and driving history. Have an EV specialist interpret the report and check for cell imbalance, isolation faults, abnormal degradation or charging restrictions where the test equipment permits.
Check warranty terms and transferability
Request the original battery warranty in writing. Confirm:

- √ Charging Standard: Type 2 IEC 62196-2
- √ Charging Power: 7kW, Single phase
- √ Input/Output Voltage: 230~250V AC
- √ Rated Current: 32A
- √ Cable Length: 5m
- the start date and remaining time and distance;
- the SOH threshold or failure conditions that trigger coverage;
- whether the warranty transfers to a subsequent owner;
- whether servicing must have been performed in a particular network;
- whether the warranty applies to this source-market variant in Australia or New Zealand; and
- which dealer or manufacturer can process a claim locally.
Australian Government guidance says many EV battery warranties last around eight years or 160,000 km. That is general guidance, not a promise for a particular imported car. The same guidance says EV batteries are expected to last 13 years or more, but expected life does not establish the condition of the battery you are buying.

Review service and repair support
Obtain scheduled-service records, software-update history and invoices for collision or high-voltage repairs. Ask local EV workshops whether they can access parts, diagnostic systems, technical information and safety equipment for the precise variant. Support for a locally sold model does not prove support for an imported configuration.
Charging compatibility: a plug that fits can still be the wrong system
Identify both ports from authoritative vehicle data
Record the exact AC inlet, DC fast-charge inlet, maximum AC rate, maximum DC rate and any regional communication requirements. In Australia’s government EV guidance, Type 2 is the common AC connector, CCS2 is the main faster DC system and CHAdeMO is an alternative DC system used by a limited selection of vehicles. Network availability varies by plug and location.
Do not infer compatibility from a photograph or from a seller’s statement that “it charges everywhere.” Compare the VIN-specific manual or manufacturer documentation with the plugs used on the routes you expect to drive. A physical fit does not prove that the car and charger can communicate, deliver the intended power or meet local safety requirements.
Check the cable and adapters
Inspect the supplied cable for cuts, heat damage, bent pins, water ingress and unreadable ratings. If the vehicle accepts Type 2 AC and no usable cable is included, a Type 2 EV charging cable may be suitable after confirming the connector design, current rating and vehicle compatibility. An adapter should never be treated as a universal solution, particularly for DC fast charging; confirm its use in the manufacturer’s documentation for the exact variant.

Test charging before purchase
- Use a known-compatible AC charger and verify that charging starts without repeated resets.
- Check the displayed power and whether the vehicle reaches its expected AC limit.
- If the car supports DC charging, test an appropriate fast charger and record the connector, start time, power curve and any error message.
- Inspect the inlet lock, seals and pins after charging, and check for overheating or unusual noise.
- Confirm that your home electrical installation can support the intended charger and that public chargers on regular routes use a compatible system.
Some Australian charging services require a smartphone app or account. Include network sign-up, payment and mobile coverage in your practical plan rather than discovering those requirements on a trip.

Physical and safety inspection
Arrange an independent inspection before the deposit becomes unconditional. Tell the inspector that the car is imported and provide the VIN, battery report, service records and any approval documents. Agree the scope in advance; a generic used-car inspection may not include high-voltage diagnostics.
- High-voltage system: scan for current and historic faults, inspect visible cables and shielding, and check for evidence of water or crash damage.
- Battery enclosure: look for impact, corrosion, deformation or signs of disassembly.
- Charging hardware: test the AC and DC inlets, locking mechanism, cable and charge-port seals.
- Brakes and tyres: measure tread and brake condition; EVs can have low brake use but still suffer corrosion or seized components.
- Underbody and body: inspect lifting points, structural repairs, flood evidence, corrosion and poorly repaired imports.
- Safety equipment: check airbags, seat belts, warning lights, driver-assistance sensors and any market-specific equipment.
- Interior and controls: verify that the instrument cluster, navigation, language, key fobs, heating and demisting systems work in the destination climate.
Obtain a written report with photographs, fault codes, estimated repairs and a clear statement of what was not tested. Use serious findings to renegotiate only when the legal and insurance consequences are understood; otherwise walk away.
Use a landed-cost worksheet, not the advertised price
| Cost or risk area | What to verify |
|---|---|
| Purchase and export | Invoice, payment terms, export documents, inland transport and seller fees |
| Freight and storage | Shipping method, marine insurance, port handling, demurrage and destination transport |
| Taxes and border charges | Customs duty, GST, Luxury Car Tax where applicable, customs brokerage and biosecurity charges |
| Compliance work | Approval fees, standards evidence, asbestos testing or removal, cleaning, modifications and certification testing |
| Registration | State or territory registration in Australia, or New Zealand entry certification, registration and licensing |
| Ownership and use | Insurance, charging equipment, immediate servicing, tyres, brakes and software or navigation changes |
| Contingency | Storage delays, missing documents, failed inspections, battery or charging repairs and exchange-rate movement |
Keep quotations, receipts and approval correspondence together. If a seller insists on a quick deposit before you can obtain a VIN-specific cost estimate, treat that pressure as a risk rather than a discount.
How to compare two imported EVs
Compare the cars on evidence, not on badge, advertised range or purchase price. Use the same questions for each vehicle:
| Comparison axis | Questions to ask |
|---|---|
| Legal certainty | Is the federal Australian pathway or New Zealand standards route identified for this VIN, and what evidence is still missing? |
| Total cost | Which car has the lower landed-and-registered cost after taxes, compliance, transport, inspection and insurance? |
| Battery | What is the independently verified SOH, and how much transferable warranty remains? |
| Charging | Do the AC and DC ports match your home equipment and regular public routes? |
| Support | Can local technicians obtain parts, diagnostics and manufacturer assistance for this exact variant? |
| Documentation | Are ownership, service, accident, export and compliance records complete and internally consistent? |
| Inspection | Which defects were found, what do they cost to repair, and could they affect approval, safety or insurance? |
A car with a slightly higher purchase price can be the better buy if its approval route, battery evidence and local support are clear. Conversely, a cheap import with uncertain paperwork or an incompatible fast-charge system can be unusable or uneconomic.
Red flags and what to do next
- No VIN before payment: pause the transaction; eligibility cannot be checked accurately without the exact vehicle identity.
- “Approval is guaranteed” without a written pathway: ask the relevant Australian or New Zealand authority to confirm the route for the vehicle.
- Only a dashboard range screenshot: request a dated SOH report and independent battery assessment.
- Warranty described as “international” with no terms: obtain the written transfer and market-coverage conditions.
- Unknown connector or adapter promised later: identify the AC and DC systems from the vehicle documentation and test charging.
- Incomplete ownership or export records: stop until entitlement, VIN consistency and any finance interest are resolved.
- Seller discourages inspection: make the inspection a contract condition or choose another vehicle.
- Costs supplied as one unexplained total: demand itemised shipping, taxes, compliance, registration and insurance estimates.
If approval is refused, documentation cannot be reconciled, or the inspection reveals unsafe high-voltage or structural damage, do not ship or complete the purchase merely because money has already been spent. Recovering a deposit is usually easier than correcting an ineligible import after arrival.
