Tesla’s 2017–2023 owner manual labels FM as “if equipped,” so the only reliable answer is to inspect and test the specific car, ideally by VIN and in person. A car can lack broadcast radio yet still play audio from Bluetooth, USB, or internet streaming. Those functions are separate, and adding a missing tuner later is a Tesla service job rather than a simple plug-in upgrade.
First, define what “no built-in radio” means
A seller’s phrase can describe several different situations. Clarify which one applies before comparing prices or deciding whether the car is suitable:

- No over-the-air tuner: The vehicle does not have the hardware needed to receive local broadcast stations.
- Tuner present but not working: The Radio source may be visible, but the car may have an antenna, tuner, wiring, software, or reception fault.
- No streaming access: The car may have a broadcast tuner, but the seller may be referring to the absence of an internet-radio service, a data connection, or an active connectivity plan.
- Seller has not checked: “No radio” may simply mean the seller did not find the correct Media Player source.
Ask the seller to answer this exact question: “Does this car lack the FM/HD/DAB tuner hardware, or is the tuner present but unavailable or not working?” Request a photograph or video of the Media Player screen as well as a live demonstration. Do not treat a listing description, trim name, country, or model year as proof of equipment.

The Tesla 2017–2023 Model 3 Owner’s Manual used for this guidance is the Australia English edition. In its Media section, Tesla describes FM with the conditional label “FM (if equipped).” That wording means the manual does not establish that every Model 3 has a tuner. It describes how the feature behaves when the hardware is fitted.

The same manual documents other audio paths independently. A connected phone can play Bluetooth audio, and a phone or USB device can provide playback through the vehicle’s media system. Tesla also explains that streaming requires a data connection, such as Wi-Fi or Premium Connectivity. These statements do not establish the equipment of a particular car, and the Australian edition should not be treated as a universal specification for every market or production configuration.
Tesla’s 2017–2023 Model 3 service documentation lists the FM/HD/DAB tuner as a separate service component. The removal-and-replacement procedure includes removing trim, disconnecting low-voltage power, disconnecting wiring connectors, and using Tesla Toolbox 3. It even instructs a technician, “In Toolbox, type ‘Tuner’ in the search field.” This is evidence of a documented service workflow, not evidence of a universally available consumer retrofit kit.
Inspect and test the exact car before paying
Perform the checks below with the vehicle stationary and with the seller’s permission. Use your own phone and, if possible, a location where local broadcast signals are normally strong.

Equipment can vary by configuration and market, so these details are needed for a VIN-specific answer.
- Open the Media Player. From the touchscreen, open the media interface and inspect the available sources. Look specifically for a source labelled Radio or FM. Do not infer that a tuner is absent merely because the current screen is showing Bluetooth, USB, or a streaming service.
- Try a local broadcast station. If Radio or FM appears, select a known local frequency. Tesla’s manual describes choosing stations and directly tuning a frequency. Listen for a stable signal while the car remains parked. Try more than one station if the first frequency is weak in that location.
- Distinguish a missing source from poor reception. A Radio source that cannot be opened, disappears, or produces no audio may indicate a fault rather than missing hardware. A single weak station does not prove the tuner is defective; building materials, terrain, and local signal strength can affect reception.
- Test Bluetooth with your phone. Pair the buyer’s phone using the car’s Bluetooth controls, select an audio track, and confirm that sound comes through the vehicle speakers. Bluetooth playback demonstrates a working phone-audio path, not the presence of an over-the-air tuner.
- Test USB playback separately. If the buyer expects to use stored music or other files, connect a compatible USB device and verify that the car recognises and plays it. This is another independent media path.
- Test internet streaming on the intended connection. Connect to Wi-Fi where appropriate and check whether the desired streaming source loads. If the buyer expects to rely on cellular access or Premium Connectivity, ask what access is included with this particular vehicle and account. A streaming test does not prove that local broadcast radio is installed.
- Save evidence. Photograph the Media Player source list, the Radio screen if present, and any error message. Keep the VIN and the seller’s written description with the purchase records.
If the seller will not allow a stationary media test, treat the radio status as unverified. Make any offer conditional on an independent inspection or a written remedy rather than assuming the feature will work after delivery.

How the three audio options differ

Use this distinction when negotiating. Someone who mainly wants news and local traffic may need a functioning broadcast tuner. Someone who always carries a phone and drives where data coverage is reliable may be satisfied with Bluetooth or streaming. Those are different requirements, so the same car can be acceptable to one buyer and unsuitable to another.
Can the radio be added later?
Do not buy a tuner-less Model 3 on the assumption that an inexpensive aftermarket module will make it equivalent to a factory-equipped car. Tesla’s service procedure treats the FM/HD/DAB tuner as a vehicle component that requires trim removal, low-voltage power disconnection, wiring work, and Tesla Toolbox 3. The procedure shows that technicians can service a tuner; it does not establish that every Model 3 configuration accepts the part, that a replacement part is available in your region, or that Tesla will perform a retrofit.
The service manual cited here covers 2017–2023 Model 3 vehicles. It is not proof of compatibility with later years, other Tesla models, or every regional configuration within those years. It also provides no universal parts price, labour estimate, or retrofit package. Tesla may need to inspect the VIN, determine the original configuration, and confirm whether the required hardware, wiring, software configuration, and regional approvals are available.
If broadcast radio is essential, ask Tesla Service for a written assessment before purchase. Provide the VIN and ask three separate questions:

- Is the tuner hardware installed in this vehicle?
- If it is installed, what diagnostic work is needed to restore operation?
- If it is not installed, does Tesla offer a compatible retrofit for this exact VIN and market, and what parts, labour, software, and warranty terms would apply?
Do not use the service-manual instruction to search for “Tuner” in Toolbox as a DIY procedure. Toolbox 3 and the associated disassembly work are intended for a service workflow, and the low-voltage system and trim can be damaged by incorrect handling.
Check connectivity separately from the tuner
Internet streaming is a different purchase consideration. Tesla states that streaming requires a data connection, for example Wi-Fi or Premium Connectivity. Confirm how the buyer will obtain that connection after the sale:
- Will the car normally use home, workplace, or mobile-hotspot Wi-Fi?
- Will the buyer depend on Premium Connectivity, and is access currently available to this vehicle or account?
- Are the buyer’s usual routes covered by a dependable data service?
- Does the desired streaming source work in the buyer’s country and on the car’s current software?
A car that streams successfully while connected to a seller’s phone hotspot may still be inconvenient for daily use if the buyer does not plan to provide that connection. Conversely, the absence of an active streaming session at the viewing does not prove that the broadcast tuner is missing. Test and record the two systems independently.

Warranty and modification questions
Warranty coverage cannot be determined from a generic Tesla webpage alone. Tesla states that the warranty supplied with the vehicle controls, and that coverage depends on the vehicle’s own terms, mileage, age, region, and sale context. Current North American general warranty information should not be applied automatically to an older Model 3 or to a vehicle sold in another country.

Review the vehicle’s own Specs & Warranty information, service records, delivery documents, and any warranty booklet or electronic terms supplied for that VIN. If ownership is changing hands through Tesla, complete the official ownership-transfer process where applicable; Tesla says the new-vehicle warranty follows the vehicle when an ownership transfer is performed through Tesla.
Modification coverage deserves special attention. Tesla’s pre-owned warranty document excludes some hardware or software changes needed to access externally supplied media features, including streaming, radio, or satellite media. Before authorising any tuner installation, replacement, coding change, or third-party media modification, ask Tesla or the selling provider to state in writing whether the work is covered and whether it could affect other warranty claims.

Extra checks for a Tesla pre-owned purchase
For a Tesla pre-owned vehicle, request the inspection report and vehicle-history material that apply to the actual sale. Tesla’s pre-owned support material says its Certified Pre-Owned vehicles pass an inspection. A support page surfaced in the available material refers to a 119-point inspection, but inspection programs and wording can vary by region and may change. Confirm the current local terms in the documents for the car rather than relying on a number from another market or date.
Ask whether the inspection explicitly tested the Media Player, Radio source, speakers, antenna reception, Bluetooth pairing, USB playback, and connectivity. If the inspection only confirms general vehicle condition, arrange a separate media test. A certification label should not be treated as proof that a particular optional tuner is installed unless the vehicle documents identify it.

Use the radio issue in the purchase decision
Compare the asking price with the buyer’s actual need, not with an assumed factory specification. The available evidence does not establish a standard repair price or a universal retrofit cost, so do not subtract an invented amount from the seller’s price. Instead, use one of these decision paths:
Choose the car without a tuner
This is reasonable when the buyer has tested Bluetooth or USB playback, has dependable data access for streaming, and does not require local broadcast reception. Record that the car was purchased with no confirmed over-the-air tuner so the equipment description is unambiguous.
Condition the purchase on a working tuner
Make the sale dependent on a successful Radio test or on a written repair commitment that identifies the VIN, scope of work, completion date, and warranty. Do not accept “it probably just needs an update” without a diagnosis.
Walk away pending a Tesla assessment
Use this option when the seller cannot explain the equipment, the Radio source is faulty, or the buyer depends on broadcast radio and has no reliable alternative. A VIN-specific Tesla assessment is more useful than a generic claim that all Model 3 cars can or cannot be retrofitted.
Questions to send the seller before viewing
- What is the VIN, model year, country of first registration, and current mileage?
- When you say “no built-in radio,” do you mean no FM/HD/DAB tuner, a tuner that does not work, or no streaming subscription?
- Can you send a photograph of the full Media Player source list?
- Does a Radio or FM source appear when the car is stationary?
- Can you tune and play a local station during the viewing?
- Can I pair my own phone and test Bluetooth audio?
- Can I test USB playback and the internet connection I expect to use?
- Has the tuner, antenna, wiring, or Media Player ever been repaired or modified?
- What warranty document applies to this VIN, and are any media modifications excluded?
- If the radio is absent or defective, will you obtain a Tesla Service assessment before the sale?
Written answers help prevent a disagreement in which the buyer expected FM reception while the seller meant that the touchscreen could play music from a phone.
Common mistakes to avoid
- Assuming all Model 3 cars have identical equipment: The manual’s “if equipped” wording is a direct warning against that assumption.
- Using Bluetooth as a proxy for radio: Phone audio can work even when no broadcast tuner is installed.
- Using streaming as a proxy for radio: Streaming depends on data and is not local over-the-air reception.
- Assuming Premium Connectivity supplies a tuner: Connectivity provides a data path; it does not prove that FM, HD, or DAB hardware is present.
- Ordering parts before a VIN check: The service procedure does not establish universal fitment, price, or availability.
- Relying on a generic warranty page: The vehicle’s own warranty terms, region, age, mileage, and sale type control.
- Accepting an undocumented modification: A change intended to add externally supplied media features may fall under a warranty exclusion.
- Testing only at home Wi-Fi: A streaming demonstration may not reflect the buyer’s normal driving conditions.
Bottom line for a buyer
A Tesla Model 3 described as having “no built-in radio” must be verified as an individual vehicle. Inspect the Media Player for Radio or FM, tune a local station, and test Bluetooth, USB, and internet streaming as separate functions. Treat Tesla’s FM “if equipped” wording as a reason to check the car, not as a model-wide specification. If broadcast radio is essential and the tuner is missing or defective, obtain a VIN-specific Tesla Service assessment and written warranty treatment before paying. The documented tuner procedure proves that the component is serviceable; it does not promise a simple, affordable, or universally supported retrofit.
