For a VIN governed by U.S. requirements, the 11th position identifies the manufacturing plant. The most reliable way to decode a particular vehicle is to enter its complete VIN in the National Highway Traffic Safety Administration’s (NHTSA) VIN decoder and read the Plant Information section.
The result is manufacturer-submitted decoding data, not an independent inspection of the vehicle. If the plant or country is missing, unclear or inconsistent with the car, confirm it with the manufacturer.

What a VIN can tell you about build location
A vehicle identification number contains several layers of identification. For large-volume manufacturers, characters 1 through 3 form the World Manufacturer Identifier (WMI). The WMI identifies the manufacturer and vehicle type. It is not, by itself, a dependable answer to “Which country assembled this car?”
Under the U.S. VIN requirements described by NHTSA, position 11 identifies the plant of manufacture. The manufacturer assigns the plant code and supplies the information needed to decipher it. Because plant codes are manufacturer-specific, there is no universal position-11 code list that works for every make.

NHTSA’s official decoder combines the VIN with data submitted by the manufacturer. When records are available, its Plant Information section reports the plant and country for that individual VIN. NHTSA states on its decoder page: “The information displayed through this decoder is reported by the manufacturer.” The agency directs questions about that information to the vehicle manufacturer.
Which VIN characters matter?
Characters 1–3: the World Manufacturer Identifier
The first three characters are the WMI for a large-volume manufacturer. NHTSA’s interpretation of the U.S. rule quotes the regulation this way: “The manufacturer identifier uniquely identifies the manufacturer and the type of motor vehicle.” That wording describes who made the vehicle and what type it is; it does not promise that the WMI states the final assembly country.
A vehicle built outside the United States can, in circumstances discussed by NHTSA, carry a U.S.-assigned WMI. U.S. regulation did not require the WMI to identify the actual country of manufacture in that situation. Therefore, treating the first character as an infallible country code can produce a wrong answer.

Position 11: the manufacturing plant
For the U.S. VIN format, the 11th position is the plant-of-manufacture field. The code is chosen by the manufacturer, so the same letter or number can mean different plants for different manufacturers. Use a decoder that has the manufacturer’s deciphering information rather than relying on a generic chart copied from an unknown source.
Positions 12–14 for low-volume manufacturers
NHTSA’s New Manufacturer’s Handbook describes a special arrangement for a low-volume manufacturer. It may use the numeral 9 in the third character of the WMI, with positions 12 through 14 completing the manufacturer identifier. In that case, reading only characters 1–3 can be especially misleading because part of the manufacturer identification appears later in the VIN.
| VIN area | What it identifies | What it does not prove |
|---|---|---|
| Characters 1–3 (WMI, large-volume manufacturers) | Manufacturer and vehicle type | The final assembly country for every vehicle |
| Position 11 | Manufacturer-assigned plant code under U.S. VIN requirements | A universal plant meaning shared by all makes |
| Positions 12–14 in the low-volume arrangement | Additional manufacturer-identifier information when the third WMI character is 9 | A stand-alone country code |
| NHTSA decoder Plant Information | Plant and country reported for the specific VIN, when available | An independent physical inspection |
How to find your car’s assembly plant by VIN
- Get the complete VIN. Use the full sequence shown on the vehicle and its official paperwork. Do not enter only the first three characters or a shortened VIN; those characters cannot identify the plant for a specific car.
- Open NHTSA’s VIN decoder (vPIC). The decoder documentation lists version 3.63, updated August 16, 2025. Interfaces and manufacturer records can change, so read the live result rather than relying on an old screenshot or saved lookup.
- Enter the VIN exactly. Check every character before submitting. A single transcription error can return a different vehicle or no plant result.
- Find “Plant Information.” When the manufacturer has supplied the relevant data, this section identifies the plant and country associated with the VIN.
- Record the wording, not just a country guess. Save the plant name, country and any qualification shown by the decoder. The plant entry is more specific than inferring a location from the WMI.
- Escalate an uncertain result. If the section is blank, gives an unfamiliar code or conflicts with the vehicle documentation, contact the vehicle manufacturer. NHTSA says the displayed data is manufacturer-reported and directs users to the manufacturer for further questions.
Why the first digit does not reliably tell you the country
Many VIN guides present the first character as a regional or country clue. That can be a useful orientation, but it is not a final assembly determination under the U.S. interpretation cited by NHTSA. The WMI’s legal function is to identify the manufacturer and vehicle type. NHTSA’s interpretation specifically discusses a foreign-built vehicle using a U.S.-assigned WMI and explains that the WMI was not required, in the circumstances described, to identify the country of manufacture.

The distinction matters because a company can have a manufacturer identifier assigned in one jurisdiction while assembling vehicles in another. The plant field exists to provide the more precise, manufacturer-controlled location. Even then, the decoder’s answer reflects the information the manufacturer submitted; it is not a government inspection of where parts were sourced or where every assembly operation occurred.
Ways to identify build location compared
| Method | Specificity | Evidence source | Main limitation |
|---|---|---|---|
| Read the first VIN character | Broad WMI clue | General interpretation of the WMI | Does not guarantee final assembly country |
| Read characters 1–3 | Manufacturer and vehicle type | WMI assignment | Not a stand-alone plant lookup; low-volume makers may extend the identifier to positions 12–14 |
| Inspect position 11 | Plant-code level | Manufacturer’s assigned code under U.S. requirements | Code meanings differ by manufacturer and require deciphering data |
| Use NHTSA’s VIN decoder | Specific vehicle; plant and country when available | Manufacturer-submitted records in vPIC | Records may be incomplete or require manufacturer confirmation |
| Ask the vehicle manufacturer | Case-specific clarification | Manufacturer records and support | Response method and detail vary by manufacturer |
What to do when the decoder result is missing or confusing
The Plant Information section is blank
A blank field does not prove that the car has no identifiable assembly location. It means the decoder did not return plant information for that VIN from the data available to it. Recheck the complete VIN, then ask the manufacturer for clarification.
The result names a country but not a plant
Use the country entry as the decoder’s reported result, but do not invent a plant name from a general WMI chart. Plant-level decoding depends on the manufacturer’s submitted information. The manufacturer can explain whether a plant name was omitted, grouped under a corporate facility or represented by a code.

The result conflicts with the car or paperwork
First verify that the VIN was entered without a transcription error and that the vehicle identification numbers match across the vehicle and documents. If the discrepancy remains, retain the decoder output and contact the manufacturer. NHTSA’s decoder page identifies the manufacturer as the source of the displayed data, so the manufacturer is the appropriate authority for correcting or explaining a record.
The VIN is not for a U.S.-regulated vehicle
The position rules discussed here are tied to the U.S. regulatory framework. Other countries, historical VIN formats, vehicle classes and manufacturer systems may use different requirements or data conventions. Do not apply the U.S. position-11 explanation to every VIN worldwide without checking the applicable jurisdiction and manufacturer information.
Understanding the U.S. regulatory scope
NHTSA’s handbook, interpretation and 49 CFR § 565.15 describe the U.S. requirements for VIN sections and plant identification. They support a practical rule for vehicles covered by those requirements: characters 1–3 identify the manufacturer and vehicle type for large-volume manufacturers, while position 11 identifies the plant of manufacture.

That rule has boundaries. It does not establish that every country assigns VIN characters identically, that every historical vehicle follows the current pattern or that a WMI is an independent certificate of final assembly. It also does not say where individual components were made, where the vehicle was designed or where the last owner registered it. The plant field addresses the manufacturing location encoded for that VIN.
Examples of how to interpret common questions
“Does my first VIN digit tell me where the car was built?”
It may provide a broad WMI clue, but it is not conclusive. Check the complete VIN in the NHTSA decoder and read Plant Information.
“What does the 11th digit mean?”
For a U.S.-regulated VIN, position 11 is the manufacturer-assigned plant code. Its meaning is specific to the manufacturer, so decode it with manufacturer-backed data.
“Can I determine the plant from a WMI list?”
A WMI list can help identify the manufacturer and vehicle type. It cannot reliably replace the individual-VIN lookup for plant and country, particularly when a manufacturer operates multiple plants or uses special low-volume identifiers.
“Why does the decoder say the information is reported by the manufacturer?”
Because that is the nature of the database record. NHTSA displays the manufacturer’s submitted decoding information; it does not claim that the agency independently inspected the vehicle’s assembly history. Questions about an unexpected result should go to the manufacturer.
A practical checklist
- Use the complete VIN, not only its first three characters.
- Treat the WMI as a manufacturer-and-vehicle-type identifier, not a guaranteed assembly-country code.
- Check position 11 for the U.S. plant code.
- Use NHTSA’s vPIC decoder for the individual VIN.
- Read the Plant Information section and preserve the exact plant and country wording.
- Remember that low-volume manufacturers may use a 9 in the third character and positions 12–14 to complete the manufacturer identifier.
- Confirm unclear, missing or contradictory results with the vehicle manufacturer.
- Apply these rules only within the U.S. regulatory context unless the relevant jurisdiction and manufacturer specify otherwise.
The dependable answer to “Where was this car built?” comes from the plant information decoded for the complete VIN, not from guessing a country from the first character. The VIN provides a structured lead; the manufacturer-backed plant record provides the vehicle-specific location.
