On a motorcycle or scooter helmet sold for use in India, the familiar ISI mark is the BIS Standard Mark. It indicates that the helmet is covered by a Bureau of Indian Standards (BIS) licence for conformity with the applicable Indian Standard, principally IS 4151:2015, Protective Helmet for Two Wheeler Riders, under the Helmet for riders of Two Wheeler Motor Vehicles (Quality Control) Order, 2020. The order took effect on 1 June 2021. The mark is evidence of a regulated conformity system—not an unlimited promise that a particular helmet is genuine or that its wearer cannot be injured in a crash.
ISI, BIS and IS 4151:2015: three terms that are often confused
These terms describe different parts of the same regulatory system:

| Term | Meaning | What it tells you |
|---|---|---|
| IS 4151:2015 | The Indian technical standard titled Protective Helmet for Two Wheeler Riders. | Defines the performance and construction requirements a covered helmet must meet. |
| BIS | The Bureau of Indian Standards, which administers product certification and is named as the certification and enforcement authority for the helmet quality-control order. | Assesses manufacturers, grants licences, defines licence scope and conducts subsequent surveillance. |
| ISI mark | The consumer name commonly used for the BIS Standard Mark displayed under a BIS licence. | Shows that the marked product is intended to conform to the relevant Indian Standard within the manufacturer’s licence scope. |
In practical terms, saying that a helmet is “ISI certified” usually means that the helmet bears the BIS Standard Mark under a licence for the relevant helmet variety. IS 4151:2015 is the standard being applied; BIS is the organization administering the licence; and ISI is the familiar name for the mark.

Therefore, do not assume that “2015” is automatically the newest edition in force on the day you buy a helmet. Check the current BIS standard catalogue or current licence information if the edition date matters.

Is BIS certification mandatory for motorcycle helmets in India?
For helmets within the order’s scope, yes. The Ministry of Road Transport and Highways issued the Helmet for riders of Two Wheeler Motor Vehicles (Quality Control) Order, 2020 on 26 November 2020. It came into force on 1 June 2021. The order requires covered helmets to conform to the specified Indian Standard and to bear the Standard Mark under a BIS licence issued through Scheme I of BIS conformity assessment.
The rule applies to helmets for riders of two-wheeler motor vehicles covered by the order. Goods meant for export are excluded. A helmet made only for export is therefore treated differently from a helmet supplied for the Indian market, but an export label does not make a non-compliant helmet acceptable for domestic sale or use.
The order assigns BIS responsibility for certification and enforcement. It also makes future notified versions or amendments relevant from their notification date. This is why a helmet’s current licence status and scope matter in addition to the appearance of a logo.
What BIS certification actually examines
BIS product certification is more than printing a symbol on a shell. BIS’s general product-certification explanation describes an assessment of the manufacturing infrastructure, process controls, quality-control arrangements and testing capability, together with conformity to the relevant Indian Standard. Depending on the certification arrangement, testing may use a third-party laboratory, the manufacturer’s in-house facilities, or a combination. Factory assessments and later factory and market surveillance are part of the system.

Performance areas in the IS 4151 implementation manual
BIS’s January 2019 product manual for protective helmets under IS 4151:2015 lists performance checks that include:
- Impact absorption
- Retention-system performance
- Peripheral vision
- Audibility
- Construction
- Workmanship
Those categories explain the kinds of properties the standard addresses. They are not a complete reproduction of every clause, test condition or acceptance limit in IS 4151. A helmet that carries the mark should not be advertised as having passed only one “impact test”; certification covers the applicable requirements and the licence scope.
Sampling and product varieties
The product manual’s sample guidance calls for eight helmets for all tests and says that each variety must be tested to cover that variety in a licence. “Variety” can matter when a manufacturer sells different constructions, sizes, shell configurations or other product variants under one model family. The sampling rule is certification-process information. It does not mean that every helmet leaving a factory receives every listed test individually.

What the ISI mark does not guarantee
A visible mark is not an unlimited safety warranty. It does not guarantee that a helmet will prevent injury in every crash, fit every head correctly, remain effective after a serious impact, or be genuine merely because the symbol is moulded into the shell or printed on a label.
Government consumer guidance has warned that counterfeit or non-compliant helmets can carry fake marks. The same guidance says consumers can check whether a helmet manufacturer is licensed through the BIS Care App and BIS portal. That is a manufacturer-licence check, not proof that an individual retail unit has been authenticated one by one. The cited guidance does not establish a unit-level verification process, so treat a search result, marketplace badge or seller statement as a starting point rather than conclusive proof.
Certification also does not replace fit and correct use. A helmet that is the wrong size, has a loose or damaged retention strap, is worn unfastened, or has been compromised in a crash cannot protect as designed, regardless of its certification mark.

How to check whether a helmet maker is currently licensed
Use the official BIS channels rather than relying on a logo alone. The government consumer notice specifically identifies the BIS Care App and BIS portal as the places where consumers can check whether a manufacturer is licensed. Interface names can change, and the notice does not publish a complete click-by-click procedure, so use the following as a practical verification sequence:

- Record the maker’s exact legal name. Copy it from the helmet label, packaging or invoice. Do not rely only on a shortened brand name.
- Open the BIS Care App or BIS portal. Use the official BIS service, not an unofficial directory or a retailer’s screenshot.
- Search the manufacturer or licence information. Match the spelling and corporate name shown in the result with the name printed on the helmet and packaging.
- Check that the licence is current. A licence that is suspended, cancelled or otherwise no longer valid should not be treated as current certification.
- Read the licence scope. Confirm that it covers protective helmets of the relevant standard and the variety or product description corresponding to the helmet you are considering.
- Compare the physical details. Check the model or variety description, manufacturer identity and other identifying information against the listing and packaging. If they conflict, pause the purchase and ask BIS or the manufacturer for clarification.
This process checks the manufacturer’s licensing status and scope. It does not establish that a particular online listing, used helmet or loose second-hand unit is authentic, unused or undamaged.
What to inspect on the helmet before buying
Once the manufacturer’s licence is checked, inspect the product itself. A sensible checklist is:
- Mark and identifying information: Look for the BIS Standard Mark and the manufacturer, model or other required identification on the helmet or its label. A mark that is blurred, misspelled, easily removed or inconsistent with the packaging deserves scrutiny.
- Licence match: Ensure the maker shown in the BIS result is the same legal manufacturer named on the product, not merely the importer, retailer or distributor.
- Condition: Reject a helmet with cracks, crushed liner sections, damaged shell, loose trim or a frayed, cut or malfunctioning strap.
- Retention system: Fasten the strap and adjust it so the helmet stays stable without painful pressure. The retention system is one of the performance areas addressed by IS 4151.
- Fit and coverage: The helmet should sit level, cover the intended head area and remain stable when you shake your head or move the helmet by hand. Do not choose a loose size because it feels cooler or is easier to put on.
- Visibility and hearing: The standard includes peripheral-vision and audibility considerations. Make sure the helmet does not obstruct your ability to see traffic or hear important road sounds when worn correctly.
- Purchase records: Keep the invoice, packaging and model information. They help resolve a licence-scope or authenticity dispute later.
How to compare two compliant helmets
The ISI mark is a baseline conformity signal, not a ranking system. If two helmets are within the relevant BIS licence scope, compare the factors that affect real-world use:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Current licence and scope: Verify the exact maker and variety rather than assuming every model from a licensed company is covered.
- Fit: A correctly sized, stable helmet is preferable to a nominally certified helmet that moves on your head.
- Shell and coverage style: Choose coverage appropriate to your riding conditions and risk tolerance; do not infer protection from marketing names alone.
- Retention hardware: Select a strap and buckle that you can fasten securely every ride and operate with your gloves if necessary.
- Comfort and intended use: Ventilation, weight, noise and visor arrangements affect whether you will keep the helmet properly fastened and wear it consistently.
- Additional standards: If a manufacturer claims compliance with another independently verifiable standard, check that claim separately. An additional label is not, by itself, proof that one helmet is superior to another.
Enforcement figures: useful, but tied to their dates
A government consumer notice published in July 2025 reported the following snapshots:
Best Value
- High Resistance ABS Shell With Micrometrically Adjustable Strap
- Meets or Exceeds FMVSS-218 and DOT Safety Standards
- Helmet Liner / Cheek Pads are Lightweight, Soft and Easily Removable and Washable
- Sleek and Lightweight Design Reduces Wind Noise
- Modular Flip-Up Function Anti-Scratch, Anti-Fog and Wide View Clear Visor
| Measure | Reported figure | Time reference |
|---|---|---|
| Manufacturers holding valid BIS licences for protective helmets | 176 | As of June 2025 |
| Helmet samples tested | More than 500 | Financial year 2024–25 |
| Search-and-seizure operations | More than 30 | Financial year 2024–25 |
| Non-compliant helmets seized in one Delhi operation | More than 2,500 from nine manufacturers | Operation reported in the July 2025 notice |
These are dated enforcement snapshots, not 2026 totals and not a count of every helmet sold in India. They demonstrate why checking a current licence is worthwhile: non-compliant products have been found in enforcement activity even though genuine licensed products are required to carry the Standard Mark.
Common mistakes and what to do instead
“The logo is present, so the helmet is genuine.”
Counterfeiters can reproduce marks. Verify the manufacturer in the BIS Care App or portal and compare the licence scope with the helmet’s identifying details.
“Any helmet from a licensed company is covered.”
Licences have scopes and varieties. Check the specific product description rather than extending the licence to every model, size or construction sold by the company.
“The 2015 date proves this is the latest rule.”
The order names IS 4151:2015 but applies later versions or amendments notified by BIS from their notification date. Confirm the current standard status when the edition matters.
“Certification means the helmet will prevent injury.”
Certification addresses conformity with defined requirements. It cannot promise an outcome in every crash, and it cannot compensate for poor fit, an unfastened strap or prior impact damage.
“A retailer badge is the same as BIS verification.”
Retailer claims and marketplace badges are not substitutes for checking the manufacturer’s licence through the official BIS channels. Keep the product and packaging details so you can compare them with the official record.
Bottom line for riders
For a helmet sold for covered two-wheeler use in India, look for the BIS Standard Mark (commonly called the ISI mark), verify that the manufacturer has a current BIS licence covering the relevant helmet variety, and then judge fit, retention, condition and coverage. The mark connects the product to IS 4151 requirements and BIS oversight; it is not, by itself, proof that an individual helmet is authentic or a guarantee of injury-free performance.
