If you remove, disconnect, or defeat that system, the throttle may no longer close or open in response to engine speed. The engine can then run faster than the equipment was designed for, creating an injury hazard and possible mechanical damage. Briggs & Stratton specifically warns against running at excessive speed and against tampering with governor springs, links, or related parts to raise governed speed.
What a governor does
The governor is the link between engine speed and throttle position. When the engine is working lightly, it limits throttle opening so the engine does not accelerate beyond its governed operating range. When a load is applied, engine speed tends to fall; the governor responds by allowing more throttle so the engine can recover.

This regulation is useful on equipment such as lawn mowers, generators, pressure washers, pumps, tillers and other machines whose attachments can impose rapidly changing loads. The governor does not make the engine produce unlimited power. It keeps the engine operating within the speed range selected by the equipment manufacturer while allowing available power to follow changes in demand.

The exact arrangement is model-dependent. Briggs & Stratton identifies three broad categories—mechanical, pneumatic and electronic—but parts, spring rates, linkage routing and service procedures differ among engine families. A governor that looks familiar on one engine is not automatically interchangeable with one on another.

How speed regulation works when the load changes
When the load increases
Suppose a mower enters thick grass or a generator receives a larger electrical demand. The engine begins to slow. A functioning governor detects that change and moves the throttle toward a more open position. More air-fuel mixture reaches the engine, allowing it to produce additional torque and return toward its intended speed.
When the load decreases
When the blade leaves heavy grass or the generator load is removed, the engine no longer needs as much torque. Without regulation, the crankshaft could accelerate sharply. The governor moves the throttle toward a less-open position, limiting acceleration and helping keep the engine within the equipment’s specified speed.
Why the throttle linkage matters
The governor is a system, not just one spring. The sensing mechanism, governor arm, spring, links and throttle plate must work together. A bent link, incorrect spring, disconnected arm or incorrectly assembled part can change the engine’s response even when the governor itself has not been intentionally removed. That is why a generic adjustment method is unsafe to apply across different models.
Three common governor designs

These categories describe operating principles, not a universal parts diagram. Briggs & Stratton’s explanation of governor operation, updated April 6, 2026, describes all three approaches and emphasizes that the system maintains intended operating speed by responding to changing conditions.
Electronic governors and rev limiters are not the same thing
Electronic control can respond quickly to a changing load because a controller interprets speed information and commands an actuator. Honda describes electronic governor control on its iGX series as adjusting throttle opening to reduce speed droop when the load changes.

Honda also says a rev limiter is incorporated in the GX240–390, V-Twin and iGX families listed on its small-engine technology page. That statement applies to those named model families; it is not evidence that every Honda engine, or every small engine, has a rev limiter. A rev limiter is a separate protective or control function from the governor’s continuous throttle regulation. Do not assume that a limiter will compensate for a disconnected governor, or that a limiter permits operation above the equipment maker’s specified speed.
Why removing or bypassing the governor is risky
It removes the speed-control path
Disconnecting the arm, removing a spring, locking the throttle open or otherwise defeating the governor prevents the system from making its normal correction. The engine may still start and run, which can make the modification appear harmless, but it no longer has the intended automatic response to changing speed and load.
Overspeed can exceed the equipment design
Blade assemblies, flywheels, pulleys, pumps, alternators and other driven components are selected for the equipment’s specified operating speed. If the engine runs faster than that specification, those components are being operated outside the conditions for which the machine was designed. The available evidence does not establish one universal maximum speed, a guaranteed failure point or a percentage chance of failure; those values depend on the exact engine and equipment.
The injury warning is explicit
Briggs & Stratton’s official “In The Interest Of Safety” document states: “DO NOT RUN ENGINE AT EXCESSIVE SPEEDS, AS THIS MAY RESULT IN INJURY.” It also states: “DO NOT tamper with governor springs, governor links or other parts which may increase the governed engine speed.” Those are manufacturer safety instructions, not a statistical prediction that every modified engine will fail. They are nevertheless a direct warning against the modification.
More speed is not the same as more usable power
Raising engine speed may change how quickly an attachment turns, but it does not convert the engine into a higher-rated design. It can alter vibration, noise, heat and the loads imposed on connected equipment. The sources do not support a general claim that removing a governor always destroys an engine, nor do they support a claim that it safely increases power.

What symptoms can indicate a governor or linkage problem?
Speed that races, hunts, stays wrong under load or fails to respond normally deserves attention. The symptom alone does not identify the failed part. It could involve the governor mechanism, a spring or link, throttle movement, or another engine or equipment issue. Because arrangements vary, avoid bending the arm, stretching a spring or changing the linkage based on a generic internet diagram.

- Failure to recover under load: identify whether the engine is using a mechanical, pneumatic or electronic system before attempting service.
- Surging or hunting: treat it as a control or engine-performance symptom, not proof that the governor should be removed.
- Loose, bent or missing linkage: do not substitute a spring or link by appearance alone; match the part to the exact model and type.
How to approach a speed problem safely
- Record the identification numbers. Find the engine model, type and code or serial information, plus the equipment manufacturer and model. The engine model by itself may not identify the correct linkage or governed setting.
- Stop modifying the control system. Do not defeat the governor to test whether the machine has more power. Do not run an engine that is visibly overspeeding.
- Obtain the correct manual. Briggs & Stratton Energy Solutions provides a model-number lookup for manuals and illustrated parts lists. Honda provides owner and operator manuals by engine model. Use the procedure written for that exact engine and equipment combination.
- Compare the assembly with the parts information. Check the governor arm, spring, links, throttle connection and any retaining hardware against the illustrated parts list. A missing or incorrectly placed component can change speed control.
- Follow only model-specific adjustment instructions. Some engines provide an adjustment procedure; others require a particular replacement assembly or service method. Do not infer a setting from another engine that uses the same-looking spring.
- Use qualified service help when the procedure is unclear. Briggs & Stratton directs users to dealers for more in-depth service. A dealer or qualified small-engine technician can identify the system and verify operation without relying on an improvised governor setting.
Replacing a damaged governor part
If inspection shows a broken spring, link, arm or other governor component, identify the exact engine model and type before ordering anything. Use the manufacturer’s parts list and the part number specified for that configuration. The available manufacturer information does not establish that a particular replacement part fits all engines, and retail availability can change.
After a repair, the relevant question is not whether the engine can be made to rev higher. It is whether the governor and throttle return to the operating behavior specified for the equipment under changing load. If the manual calls for a speed check or a particular service tool, follow that instruction rather than estimating speed by ear.
Common misconceptions
“The governor is only an unnecessary restriction.”
It is a control system intended to keep speed stable and within the equipment’s design range. Removing it removes that control; it does not merely remove an obstacle to free power.
“Every small engine uses the same governor.”
No. Mechanical flyweight, pneumatic air-vane and electronic systems are all used, and even two engines with the same broad design can have different links, springs and procedures.

“A rev limiter makes governor removal safe.”
Honda’s rev-limiter statement is limited to the GX240–390, V-Twin and iGX families it names. It does not establish that every engine has this feature or that a limiter replaces normal governor operation.
“A faster engine will always make the machine work better.”
Speed changes can place connected components outside their specified operating conditions. The manufacturer warnings address injury risk; the available sources do not provide a universal performance benefit or a quantified failure rate.

Is the governor the same as the throttle?
No. The throttle controls how much air-fuel mixture enters the engine. The governor senses speed or airflow and commands the throttle through a linkage or actuator so that engine speed responds appropriately to load.
Can I adjust a governor myself?
Only if the manual for the exact engine and equipment gives a service procedure and you can follow it precisely. A generic adjustment is not safe because spring force, linkage geometry and target speed differ by model.

Does a governor problem mean the engine must be replaced?

What should I do if my mower or generator suddenly races?
Stop operating it and consult the correct engine and equipment manual. Record the model and type numbers, inspect only as the manual permits, and seek dealer or qualified-technician service if the cause is not clear.
Are electronic governors universally better than mechanical ones?
