On February 12, 2026, Administrator Lee Zeldin said the agency’s final rule repealing federal vehicle greenhouse-gas standards also ended the off-cycle credits associated with start-stop systems. That removes a federal incentive; the cited EPA materials do not say automakers must remove the technology or that drivers must disable it.
What did the EPA change about start-stop systems?
The change concerns regulatory credits, not a direct prohibition on the equipment. The EPA’s February 12, 2026 announcement described ending incentives for start-stop systems as part of a broader final rule. The agency’s rule page says the rule rescinded the 2009 greenhouse-gas Endangerment Finding and repealed subsequent federal greenhouse-gas standards for highway vehicles and engines.
- Credits and incentives: The final rule eliminated the off-cycle credits associated with start-stop systems.
- A technology ban: The cited EPA materials do not state that start-stop systems are banned.
- Cars already on the road: The materials do not call for removing or disabling installed systems.
- Other emissions rules: EPA says traditional air-pollutant regulations were unaffected by the final rule.
So, “the EPA changed start-stop technology” is shorthand for a change in how the federal rule treated the systems—not a reported redesign requirement for cars.
What is engine start-stop technology?
EPA defines an engine idle stop/start system as one that shuts off the engine when the vehicle is stopped, then automatically restarts it when the driver releases the brake and/or presses the accelerator. The feature is intended to avoid running the engine while the car is stationary.

Some systems have a switch to disable the feature. In assessing credits, EPA considered whether the system’s predominant operating mode was on; one basis was that it defaulted to on each time the key was turned on. How much were the historical start-stop credits?
EPA’s 2023 Automotive Trends Report recorded start-stop off-cycle credit values from 1.5 to 4.4 grams per mile (g/mi). These were regulatory credit values, not a promise that every vehicle would reduce real-world emissions by that amount. The value depended on system details, including whether another technology could keep heat circulating to occupants at low ambient temperatures while the engine was off. Some systems did not qualify.

What did Lee Zeldin say about batteries and environmental benefits?
In the February 12, 2026 announcement, EPA Administrator Lee Zeldin said: “Not only do many people find start-stop annoying, but it kills the battery of your car without any significant benefit to the environment.” That is Zeldin’s stated view; the cited EPA materials do not independently establish the full claim that start-stop systems damage batteries or provide no significant environmental benefit.
EPA’s 2025 Automotive Trends Report says vehicles with stop/start systems generally use a larger alternator and an enhanced low-voltage battery. That describes equipment differences, but does not by itself show that the systems damage batteries. The report is available from EPA’s Automotive Trends page.

What remains unchanged?
The final rule’s treatment of start-stop credits should not be confused with a repeal of every vehicle emissions rule. EPA specifically says traditional air-pollutant regulations were unaffected. The change described in the agency’s announcement is part of its action on federal greenhouse-gas standards for highway vehicles and engines.
