But no public source here provides a complete, current rulebook for every chapter. The details below are specific to a 2019 Dutch court ruling and U.S. investigations, so they should not be treated as universal rules for all members today.
How the club’s rule structure is described
In a 2019 civil proceeding, the Central Netherlands District Court said the Hells Angels had “World Rules” and “World Meetings.” It described those meetings as controlling matters affecting the club and its charters, with authority to reverse decisions made at lower levels. Rules or amendments could be submitted regionally, nationally or globally, according to the court’s account. The court’s announcement also discussed clothing, patches and websites as expressions of the organization’s use of its name.
The FBI’s account of a North Carolina investigation, published in 2013, characterized the group it investigated as having a “highly organized hierarchical chain of command governed by extensive written rules.” That is an agency description of that investigation, not an independent survey of clubs worldwide. The FBI account should be read in that context.
What is known about membership and patches
In its North Carolina case account, the FBI said membership in the group it investigated was limited to white males who owned an American-made motorcycle, required more than a year of association, and reserved the three-piece patch for full members. Those are findings attributed to a particular investigation reported in 2013; they do not establish timeless or globally uniform membership criteria.

Separate evidence shows that written materials can exist at both global and local levels. In a 2019 Modesto investigation, ATF said investigators found World Rules, local charter rules, meeting minutes, membership information and agreements. ATF’s announcement concerns an indictment and investigative materials; it is not proof that every alleged act occurred. The agency’s release notes that defendants are presumed innocent unless proven guilty.
How rule breaches and enforcement have been described
The Central Netherlands District Court’s 2019 explanation stated: “Breaching the rules can lead to a fine or expulsion.” That is the court’s description in its Dutch case, not a guarantee that every chapter uses the same penalties or applies them consistently.

A U.S. Department of Justice case release offers a separate, specific example. On 24 January 2023, the U.S. Attorney’s Office for the Eastern District of California reported that a Solano County member had pleaded guilty to firearms offenses. The release also recounted a 2021 investigation into a beating at a Vallejo clubhouse and said victims were beaten over perceived infractions of club rules. The DOJ account describes one case; it does not show that all rule violations are handled in the same way.
Where the legal findings apply
On 29 May 2019, the Central Netherlands District Court ruled that Hells Angels Motorcycle Club Holland was to be dissolved and prohibited. The court also prohibited the worldwide organization from undertaking activities in the Netherlands. That finding applies to the Netherlands and the proceeding before that court; it is not a worldwide ban.

What a public account can—and cannot—establish
The available official accounts support the existence of formal rules, hierarchical decision-making and controls around membership and club insignia in the particular cases they describe. They do not establish a complete current list of rules, how every charter handles them, or how consistently any rule is enforced. A definitive “every rule” list would go beyond what these sources show.

Penguin Random House lists the book in paperback and hardcover editions; its product page identifies ISBN 9780679603313 for a listed edition.
