Renault Group describes the Busan facility as its largest production site in Asia. Renault Group’s January 2026 description of Korea as a D- and E-segment hub and export base reinforces that direction. In practical terms, Busan can host Renault-branded products, partner-brand vehicles and future electric models under one manufacturing and logistics system.
What Busan produced in 2025
Renault Group’s 2025 plant listing reports 84,027 vehicles across five named models. The figures are plant production, not a breakdown of exports by destination.

Grand Koleos was the largest line in that list, followed by Arkana. Polestar 4 output was still comparatively small in the first listed production year, but its presence is strategically important because it demonstrates that Busan is assembling a vehicle for a partner brand as well as Renault Korea products.

That milestone is a historical total for the company and should not be confused with the 84,027 vehicles made at Busan in 2025.
Which Busan-built vehicles are tied to exports?
Polestar 4: North American and Korean markets
In a November 9, 2023 announcement, Renault Group said Polestar 4 production at the Busan plant would begin in the second half of 2025 for North America and South Korea. The agreement was reached among Polestar, Geely Group and Renault Korea Motors. The release described the target markets and planned start; it was not, by itself, proof that exports had already begun.

Later reporting by Yonhap News Agency in 2026 stated that Busan was producing Polestar 4 vehicles for export to the United States. That is the clearest reported evidence that the announced program progressed into an actual export flow. Renault Group’s 2025 plant listing records 1,080 Polestar 4 vehicles, but the available figures do not divide that total between U.S., other North American or Korean deliveries.
The distinction matters. The program confirms Busan’s ability to manufacture a partner-brand electric vehicle for an overseas market, while the published data do not establish the size, regularity or profitability of those shipments.

Renault Group’s plant history lists the start of Grand Koleos production for Latin America in 2025. That identifies Latin America as the intended destination for this production program, separate from the Polestar 4’s North American and Korean market allocation.
The plant listing records 49,052 Grand Koleos vehicles in 2025. It does not state how many went to Latin America, how many served Korea, or whether the entire production total was allocated to one destination. Therefore, the safe conclusion is that Busan began a Grand Koleos program linked to Latin American markets, not that all 49,052 units were exported there.
Arkana, QM6 and SM6: production without a published export split
Arkana, QM6 and SM6 appear in the 2025 plant totals, but the cited material does not provide comparable export volumes or destination markets for each model. They should be treated as part of Busan’s production mix rather than automatically labeled export vehicles.

This separation prevents a common error: assuming that every model built at an export-oriented plant is shipped overseas. A plant can make the same model for domestic sales, export orders or both, and the available production table does not reveal that allocation.

Busan’s expansion is easier to understand when each program is classified by what is confirmed and what remains prospective.

This table separates reported output from announcements. “Planned” does not mean operational, and a production start does not reveal export volume. The evidence supports a growing portfolio, not a guaranteed schedule of shipments.
The electrification push starts later than the current export programs
Renault Korea’s reported roadmap calls for next-generation EV production at Busan beginning in 2028 and a new model launch every year through 2029. Those are forward-looking commitments, so they should be read as targets rather than completed outcomes.
Busan city has also described an investment agreement for electric-powertrain production facilities. The English announcement is explicitly marked as AI-translated. Anyone needing the exact legal or financial wording should consult the original Korean release before quoting terms such as investment amount, facility scope or completion date.

Together, the roadmap and investment announcement indicate an effort to make Busan an electrification base, not merely an assembly site for existing combustion-engine models. They do not establish the final battery technology, annual EV capacity, supplier list, export destinations or launch names.
The Polestar 4 gives the plant an immediate electric-vehicle manufacturing role, while the 2028 roadmap points to a later phase involving Renault Korea’s next-generation products. That sequencing is significant: Busan is gaining EV experience through a partner program before the announced Renault Korea model cycle begins.

Renault Group’s 2023 announcement gave Busan an annual capacity of 300,000 units. The same group’s plant listing reports 84,027 vehicles produced in 2025. These numbers show a substantial difference between stated capability and one year’s reported production, but they cannot be turned into a precise utilization rate without confirming that the capacity and production figures use identical definitions, shifts, model mix and operating assumptions.
Capacity may represent an engineering or planning ceiling, while annual output depends on orders, model changeovers, labor schedules, supply availability and market demand. The 2025 total also combines five models with very different volumes. It is therefore more accurate to say that Busan has room between its stated annual capacity and its reported 2025 production than to claim that a specific percentage of the plant was unused.

What the expansion means for Korean-built cars
Korea becomes a platform for more than domestic Renault sales
Busan’s role is widening from producing vehicles primarily for Renault Korea’s own market to supporting several commercial programs. The Polestar 4 and Grand Koleos allocations show that a Korean plant can be integrated into a broader brand and regional strategy. This increases the range of vehicles that can legitimately be described as Korean-built, even when the badge belongs to a partner brand.
Export engineering becomes part of the plant’s identity
Building for North America or Latin America requires more than shipping a domestic vehicle abroad. Each destination can involve different certification, software, safety, emissions, charging and logistics requirements. The cited evidence does not detail Busan’s engineering changes, but the destination-specific programs demonstrate that the plant is being assigned work with international market requirements.
Partner manufacturing reduces reliance on one badge
Polestar 4 production shows how Renault Korea’s manufacturing assets can support a partner’s product strategy. If the 2028 EV roadmap proceeds, Busan could move from one partner EV program to a recurring pipeline of electric models. The durability of that role will depend on actual launches and orders, not on the roadmap alone.
Demand is an important constraint
Yonhap reported that Renault Korea’s overall vehicle sales fell 18 percent year over year in 2025 to 88,044 units. That is a company-wide sales figure, not Busan production, export volume or plant-specific demand. It nevertheless cautions against treating the export expansion as automatic: a factory can receive new programs while the wider business faces a softer market.
The sales decline also illustrates why production and sales must be kept separate. Vehicles can be built ahead of delivery, sold through different channels or allocated across countries. Without model-by-model shipment data, 2025 production cannot be used to calculate market share or export growth.
What to watch from 2026 through 2029
- Polestar 4 shipment continuity: whether U.S. exports continue at a sustained volume rather than appearing as an initial allocation.
- Grand Koleos destination mix: whether Latin American production becomes a recurring program and how it compares with Korean demand.
- EV facility execution: whether the announced electric-powertrain investment reaches construction, commissioning and production.
- 2028 EV start: whether next-generation electric vehicles begin production on schedule.
- Annual model cadence: whether the reported plan for a new model every year through 2029 results in named launches and measurable output.
- Plant utilization definitions: whether Renault Group publishes comparable capacity and production data that allow a meaningful utilization calculation.
- Destination-specific volumes: whether Renault Group or national authorities disclose exports by model and market.
Bottom line
Busan’s expansion shows Korea becoming a more important export manufacturing base within Renault Group’s network. The plant produced 84,027 vehicles in 2025, including 1,080 Polestar 4s, and it has a Grand Koleos program tied to Latin America. The stronger claim—that Busan will reach 300,000 units a year, deliver a new model annually through 2029 or generate steadily rising exports—remains unproven. Those outcomes depend on execution, demand and confirmed production volumes. For Korean-built cars, the immediate significance is clear: Busan is no longer just a domestic assembly point; it is a multi-brand platform with a growing, but still developing, international role.
