The Gulf Coast is the U.S. region that most consistently has the cheapest gasoline. The U.S. Energy Information Administration (EIA) says Gulf Coast prices are usually the lowest in the country, and it attributes this to two main factors: the region holds a large share of the nation’s refining capacity, and its gasoline taxes sit below the national average. The West Coast is usually at the other end of the range.
Which region is cheapest, and by how much
EIA’s annual comparison for 2025 ranks the Gulf Coast lowest and the West Coast highest among its regions. The table below sets out the figures that are published for each region and the most recent weekly reading available for the Gulf Coast.

The 2025 figures are annual averages from EIA’s review of that year’s retail prices, published in 2026. The October 2026 figure comes from EIA’s weekly regular gasoline series, which is updated every week, so it describes one week only. On that date the Gulf Coast price was about 44 cents below the U.S. average. On an annual basis, the gap between the cheapest and most expensive regions was $1.93 per gallon in 2025 ($4.32 minus $2.39). That is the difference that matters for a driver who fills up across a full year, and it is far larger than the week-to-week movement in any single region.

Why the Gulf Coast is usually cheapest
EIA gives two explanations for the Gulf Coast pattern. Both are stated in its May 22, 2026 analysis of Memorial Day prices, which says gasoline prices are usually lowest on the Gulf Coast because the region is home to more than half of U.S. refining capacity and has gasoline taxes lower than the national average.
Refining capacity close to the source
Gasoline is made at refineries, and the cost of moving it from the plant to the pump is part of what a driver pays. When a large share of refining sits in one region, the fuel is produced close to where it is sold, so it travels less far before reaching a station. EIA’s regional explanation makes the same point more generally: prices tend to be higher farther from supply because of transportation costs, and supply can come from refineries, ports, pipelines, and blending terminals. Proximity lowers those costs but does not remove every other one, which is why refining concentration explains the pattern without guaranteeing the outcome.

Lower gasoline taxes
Taxes are the second factor. EIA says Gulf Coast gasoline taxes are lower than the national average, and it lists state and local taxes among the reasons regional prices differ. Taxes are one line item among several, so a lower tax rate lowers the pump price only by that amount, all else equal.
Why the West Coast tends to be the most expensive
EIA’s explanation for the West Coast combines supply geography, taxes, and fuel rules. The agency cites four points.

Limited links to other refining centers
The West Coast has limited connections to other major refining centers. When local refineries are offline or demand rises, fuel cannot easily be brought in from elsewhere at low cost.
Tight local supply and demand
Supply and demand in the region are tight, which leaves less room to absorb disruptions.

Taxes in several states
Several West Coast states have higher-than-average gasoline taxes, which adds to the price gap.
California’s fuel specifications
California requires a special gasoline blend. EIA says relatively few refineries make that blend, and replacement supplies can take time to arrive when a refinery outage occurs. That makes California prices more exposed to outages than prices elsewhere in the region. It also means that a state with its own blend can have higher costs even when crude oil prices are unchanged.

- When the oil price card is set up, the most important thing is the environmental impact of the gas station. It is usually judged by the sight angle, the line of sight height and the line of sight that the driver passes through the gas station. Then choose the shape and quantity of the price tag
What can break the pattern
EIA’s regional explanation sums up the other forces at work in one sentence: “In addition to differences in state and local taxes, other factors contribute to regional differences in gasoline prices, including distance from supply, supply disruptions, retail competition, and operating costs.” In practice, that means the ranking is a tendency that these factors can override, as the following conditions show.
- Crude oil prices move all regions together, but a regional disruption can move one region much more than the others.
- Supply disruptions and refinery maintenance can temporarily tighten supply in a region with otherwise ample refining.
- Local demand can rise faster than local supply, for example during holiday travel or seasonal demand shifts.
- Retail competition varies by town and highway corridor, so an individual station can price well above or below its region’s average.
- Operating costs such as labor, rent, and compliance costs differ between places and feed into retail prices.
- Environmental fuel programs and restrictions on transportation and storage can add production, storage, and distribution costs, as EIA notes.
These factors explain why a Gulf Coast station can still be more expensive than a station across the country on a given day. They do not change the regional averages on which the ranking is based.
How to read gasoline price figures correctly
- Check the measure. An annual average smooths out weeks of volatility. A weekly figure reflects one week only.
- Check the grade. The weekly series cited here is for regular gasoline. Premium and diesel prices are not covered by these figures.
- Check whether taxes are included. EIA’s retail tables report prices that include taxes.
- Check the date. The October 5, 2026 figures are a dated reading and will have been replaced by newer weekly data on EIA’s page.
Outlook
In its January 20, 2026 short-term outlook, EIA expected lower gasoline prices in 2026 and 2027 as crude oil prices fell. In the same outlook it expected the Gulf Coast to remain the lowest-price region and the West Coast to remain the highest through 2027. That is a forecast made in January 2026, not a record of what happened, and forecasts of this kind can be revised as crude prices and refinery conditions change. Where the Gulf Coast advantage comes from, in brief
The Gulf Coast is cheapest because refining is concentrated there and taxes are lower than average. The West Coast is most expensive because it has fewer links to other refining centers, tight local supply, higher taxes in several states, and a costly state-specific fuel blend. For the exact figure in any given week, use EIA’s weekly series linked above, and check the grade and date before comparing numbers.
