They are separate legal or voluntary programs with different approval methods, test procedures and coverage. In the United States, DOT means the manufacturer certifies that the helmet complies with Federal Motor Vehicle Safety Standard (FMVSS) No. 218; the National Highway Traffic Safety Administration (NHTSA) does not approve each helmet before sale. UN Regulation No. 22, including the ECE 22.06 series, is an international type-approval system. Snell is a voluntary certification program with its own standards.
Read the marking on the actual helmet, match the precise model and standard version to the seller’s description, check the law where you will ride, and choose a fit and coverage style that suits you. A sticker alone is not proof that every helmet has been tested by NHTSA or that one certification is universally safest.

What a motorcycle helmet certification actually tells you
A certification mark answers a limited question: whether a specific helmet has been represented as meeting a particular set of requirements under a particular system. It does not establish a universal ranking among DOT, ECE 22.06 and Snell, and it cannot tell you whether the helmet fits your head or provides the coverage you want.
Compare certifications on five separate axes:
- Where you will ride and where the helmet is sold: local law determines which approval is legally relevant.
- How approval is obtained: DOT uses U.S. manufacturer self-certification with government compliance testing; UN Regulation No. 22 uses type approval; Snell operates a separate voluntary program.
- The exact version: FMVSS No. 218, UN Regulation No. 22 and its amendment series, and Snell M2025D or M2025R are not interchangeable labels.
- What is tested: similar test names do not mean identical procedures, impact locations or thresholds.
- The actual helmet: the manufacturer, model designation and approval mark must match the product you are buying.
NHTSA also cautions that half and open-face helmets have no chin guard and provide only some protection. Certification cannot substitute for deciding how much of your head and face you want covered.

What does DOT certified mean on a motorcycle helmet?
For helmets sold in the United States, DOT refers to compliance with FMVSS No. 218, the federal motorcycle helmet standard. The manufacturer certifies that its helmet conforms to the standard. As NHTSA explains in its consumer guidance, “NHTSA does not approve helmets, or any other motor vehicle equipment, instead relying on a self-certification process.” See NHTSA’s helmet guidance.
NHTSA selects some helmets for compliance testing after they reach the market. If a tested product fails, the agency can pursue corrective action and a formal recall. Therefore, “DOT certified” does not mean NHTSA individually tested or pre-approved every helmet bearing a DOT label.
The three FMVSS No. 218 performance areas
The NHTSA technical report Evaluation of Motorcycle Helmet Test Procedures describes three types of FMVSS No. 218 performance tests:
- Impact attenuation: evaluates how the helmet limits transmitted impact forces.
- Penetration: evaluates resistance to an object breaking through the protective shell and liner.
- Retention-system testing: evaluates whether the helmet stays secured on the head during the specified procedure.
The report notes that these test types had remained largely unchanged since the standard’s first publication in 1973. Its newer work evaluates the feasibility and repeatability of modified procedures and other tests; it is not a finding that one certification is categorically safest.
How to inspect a genuine DOT label
NHTSA says the required label is on the rear exterior of the helmet and identifies the manufacturer or brand, the precise model designation, “DOT,” “FMVSS No. 218,” and “CERTIFIED.” Compare every part of that label with the model information supplied by the manufacturer or seller.

Older certified labels made before May 13, 2013, may simply read “DOT.” That historical wording matters when evaluating a used or older helmet, but an abbreviated mark on a new product should be treated cautiously. NHTSA specifically warns that novelty helmets and counterfeit DOT labels exist.
What is UN Regulation No. 22 and ECE 22.06?
UN Regulation No. 22 is a separate international type-approval system for protective helmets and visors used by motorcycle and moped riders. It is not another name for DOT. The approval process, marking and legal effect come from the United Nations regulation rather than from the U.S. manufacturer’s self-certification framework.

The United Nations Economic Commission for Europe says that series entered into force in 2021 and added requirements including oblique-impact testing and additional impact points, while also updating earlier procedures. The regulation and its approval provisions are available in the UN Regulation No. 22, Rev. 5, 06 series document.
What to look for on an ECE-approved helmet
Inspect the approval mark on the helmet itself rather than relying on a retailer’s shorthand such as “ECE approved.” The mark should correspond to the applicable UN Regulation No. 22 approval information and the helmet’s exact model. Keep the product documentation that identifies the approval, especially when buying across borders.
An ECE 22.06 approval does not automatically satisfy U.S. legal requirements, and a DOT label is not an ECE-style type-approval mark. Whether either marking is accepted depends on the jurisdiction where the helmet is sold and used.

How Snell M2025D and M2025R differ
The Snell Foundation runs a separate voluntary certification program. Its 2025 motorcycle standards are not government regulations, and “Snell certified” is incomplete unless the specific version is identified.
In its April 25, 2024 explanatory cover, the foundation describes two finalized standards:
- M2025D: intended mostly for helmets that also need to meet requirements such as DOT and JIS.
- M2025R: intended for helmets that also meet ECE R 22-06, as well as DOT and JIS.
Snell says both standards add oblique-impact tests. The foundation explains that two programs are needed largely because it considers ECE R 22-06 incompatible with previous Snell motorcycle-headgear standards. That is Snell’s explanation of its program design, not an independent declaration that one regulatory system is universally superior. Read the foundation’s M2025 explanatory cover for the stated relationship between the two versions.
Snell’s label transition dates
Snell stated that certification testing to M2025D and M2025R began with the April 25, 2024 publication. Its transition schedule listed August 1, 2024, as the effective date for M2025 labels and April 1, 2025, as the end of production for M2020-labeled helmets. Those dates describe the foundation’s schedule; they do not prove that a particular retailer’s current inventory carries a given label. Verify the marking on the helmet and the current listing.
DOT, ECE 22.06 and Snell compared
| Program | Approval or certification mechanism | Test information supported by the official material | What the mark does not establish |
|---|---|---|---|
| DOT / FMVSS No. 218 | U.S. manufacturer self-certification; NHTSA conducts compliance tests on selected helmets and can recall failures. | Impact attenuation, penetration and retention-system tests. | NHTSA pre-approval of every helmet, a universal safety ranking, or suitability for another country’s law. |
| UN Regulation No. 22, 06 series (ECE 22.06) | International type approval under UN Regulation No. 22. | The 06 series added oblique impacts and additional impact points and updated earlier procedures. | Automatic compliance with U.S. law or identical procedures to FMVSS No. 218. |
| Snell M2025D | Voluntary Snell Foundation certification program. | Snell describes added oblique-impact tests; D is mainly paired with helmets also meeting requirements such as DOT and JIS. | Government approval or proof that every M2025D helmet is legal in every jurisdiction. |
| Snell M2025R | Voluntary Snell Foundation certification program. | Snell describes added oblique-impact tests; R is intended for helmets also meeting ECE R 22-06, DOT and JIS. | Interchangeability with M2025D or a universal “best” rating. |
The table shows why a shared word such as “impact” cannot be used to assume that two programs have identical test setups or pass criteria.

How to choose a certified helmet without being misled
- Start with the riding jurisdiction. Identify the law that applies where you will ride and where the helmet is being sold. Do not assume that an approval accepted in one country is accepted in another.
- Inspect the physical label. For a U.S. helmet, look at the rear DOT label and confirm the manufacturer or brand, exact model, DOT, FMVSS No. 218 and CERTIFIED wording. For an ECE helmet, inspect the UN Regulation No. 22 approval mark. For Snell, identify M2025D or M2025R rather than accepting an undated “Snell” claim.
- Match the label to the product. Compare the model designation, shell version and documentation with the seller’s listing. A certification claim for a similar-looking helmet does not certify every helmet in a product family.
- Check for counterfeit or novelty markings. Treat a decorative sticker, a vague online phrase or a novelty helmet as a warning sign. NHTSA specifically advises consumers to watch for fake DOT labels.
- Choose coverage deliberately. A full-face design, modular design, open-face design and half helmet do not expose the same areas. NHTSA notes that half and open-face helmets lack a chin guard and provide only some protection.
- Fit the helmet before judging the certification. The shell should sit level, remain stable when you move your head and provide the coverage you intended. A recognized label cannot correct a loose, incorrectly shaped or damaged helmet.
- Recheck current information for cross-border purchases. Amendment status, available models, recalls and local rules can change. Use current agency and foundation information before relying on an old listing.
Common mistakes and what they mean
“DOT approved by NHTSA”
This wording is inaccurate when it suggests advance government approval. The DOT system relies on manufacturer certification, followed by NHTSA compliance testing of selected products. Say that the manufacturer certifies compliance with FMVSS No. 218 instead.
“ECE and DOT are the same standard”
They are separate systems. UN Regulation No. 22 is a type-approval regulation, while DOT is a U.S. self-certification requirement. A helmet may carry more than one mark, but each mark still refers to its own program.
“All Snell helmets meet the same requirements”
Snell’s M2025D and M2025R have different intended relationships to other standards. Always identify the version and read the manufacturer’s exact certification information.
“The most labels must mean the safest helmet”
Multiple marks can show that a helmet has been assessed under multiple programs, but they do not eliminate questions about fit, coverage, model identity or local legality. There is no evidence here for a universal winner.

What the latest U.S. labeling figures do—and do not—show
A 2026 Federal Register notice from the U.S. Department of Transportation estimated that 3,600,000 motorcycle helmets are manufactured annually for the notice’s labeling-burden calculation. That is an agency estimate for paperwork analysis, not a measure of retail sales or proof that 3.6 million helmets passed a government test.

The same notice estimated printing and material costs of $0.42 per helmet. That is a labeling-cost estimate, not a helmet price or measure of protective value.
NHTSA’s 2026 test-procedure report describes a study involving six helmet models tested in six test types. Those numbers describe that study’s sample and procedures, not the total number of models NHTSA tests each year.
Where to verify a claim
For U.S. requirements, start with NHTSA’s consumer helmet guidance and its current testing or recall information. For ECE 22.06, use the applicable UN Regulation No. 22 text and approval provisions. For Snell, consult the foundation’s M2025D and M2025R explanatory document. The UNECE also describes the broader road-safety role of its helmet standard in its statement on global use, available at UNECE’s road-safety page.
