There is no honest single price for importing and registering a UK-spec Dodge Charger in the United States. The decisive first question is whether the exact vehicle—identified by VIN, manufacture date, model year, engine and labels—can legally clear U.S. safety and emissions rules. Only after that can you add the purchase price, UK transport, ocean freight, insurance, port charges, customs duty and fees, federal compliance work, and the destination state’s taxes, title, inspections and registration.
Use the framework below to build a go/no-go budget before paying for the car or booking shipment. Official guidance supplies a few fixed figures, but it does not establish a vehicle-specific all-in total.

What your all-in budget must include
Treat the project as a series of separate cost buckets. A low purchase price does not make a good import if the car needs expensive engineering, testing or storage, or cannot be registered in the destination state.

Label every figure in your worksheet as one of four things: a government fee, a tax or duty, a provider’s service quote, or a transport and insurance quote. That prevents an RI bond or a provisional shipping estimate from being mistaken for the final cost of the car.

The two federal tests that decide whether the project is viable
NHTSA safety compliance: the 25-year rule
For federal motor-vehicle safety rules, the relevant clock runs from the vehicle’s date of manufacture, not simply the model year. NHTSA’s current Importation and Certification FAQs state: “A motor vehicle that is at least 25 years old can be lawfully imported into the U.S. without regard to whether it complies with all applicable FMVSS.” You must be able to document the manufacture date.
A Charger that is younger than 25 years and lacks the required original U.S. Federal Motor Vehicle Safety Standards (FMVSS) certification normally needs a different route. First establish whether NHTSA has determined that the exact make, model and year is eligible for importation. Then have an active RI assess the specific VIN, required modifications, certification work and schedule. The fact that a similar Charger was sold in the United States does not automatically make a UK-specification car eligible.
NHTSA’s list of RIs, identified as current on December 18, 2025, is a directory rather than an endorsement. Providers set their own prices and may decline a particular configuration. Ask whether the quote covers engineering, parts, labor, testing, certification paperwork, storage and rework if the vehicle fails an inspection.

EPA rules are an independent gate. CBP and EPA guidance describe an age-based emissions provision beginning at 21 years from the vehicle’s original production year, but it is conditional. The vehicle must remain in its original, unmodified condition, and EPA’s guidance requires attention to the original engine and configuration, including equivalence requirements. A car can therefore satisfy NHTSA’s 25-year safety threshold while still needing to establish an EPA basis, and it can meet the EPA age provision before it reaches the NHTSA safety age.

If no certification or exemption applies, EPA requires arrangements with an EPA-registered ICI for modification, testing and certification before shipment. EPA’s instruction is explicit: “Before shipping a nonconforming vehicle or engine to the United States, importers MUST either: make arrangements with an ICI for modifications, testing, and certification, or obtain EPA pre-approval for the exemptions listed above.” A vehicle arriving without the required arrangement or a valid exemption can be seized or exported, creating storage, return-freight and delay costs in addition to the lost opportunity to register it.
Why “UK-spec Charger” is not enough information
Before you request a price, collect the VIN, model year, exact manufacture date, engine code and displacement, transmission, photographs of the driver-door safety label and emissions label, evidence of original or replacement engine parts, the UK registration and ownership documents, and a description of any modifications. These details determine which agency pathway applies and allow an RI, ICI, customs broker and DMV to quote the same vehicle rather than a generic model.

Customs duty must be confirmed for the actual classification and circumstances with CBP or a customs broker. Do not use the MPF percentage as a substitute for a duty quote. CBP’s fee guidance also makes clear that state and local sales taxes are not collected by CBP.

- Start with the landed vehicle value. Record the negotiated UK price, the currency conversion method and any pre-export inspection, repair or escrow charge. Keep the seller’s invoice and payment evidence because customs and insurance rely on declared value.
- Add origin and ocean logistics. Get written bids for collection at the UK address, export documentation, port delivery, container or roll-on/roll-off loading, marine insurance, U.S. port handling, storage allowances and inland delivery. Ask whether the quote is port-to-port or door-to-door and list every exclusion.
- Obtain a customs estimate. Give a broker the VIN, vehicle description, declared value, country of manufacture and intended entry port. Ask for the likely classification, duty treatment, MPF, manual processing charges, examination risk and brokerage fee. The duty amount is not established by the available official guidance, so a broker’s written, vehicle-specific answer is essential.
- Price NHTSA work separately from the bond. If the vehicle is under 25 years and nonconforming, ask an RI to state its acceptance decision, petition or eligibility work, parts and labor, testing, certification, storage and contingency charges. Show the 150% declared-value bond as a separate security requirement, not as an expense that pays the RI.
- Price EPA work independently. Ask an ICI whether the VIN and engine qualify for a certification or exemption. If not, request a scope covering modifications, emissions testing, certification, retesting, storage and the consequences of an unsuccessful test. Make the arrangement before the car leaves the UK.
- Price the destination state. Contact the DMV and tax authority in the state where the car will be titled. Request the current title fee, registration fee, use or sales tax, VIN verification, safety inspection, emissions test, documentary requirements and any local surcharge. A quote from another state is not a valid substitute.
The resulting spreadsheet should show a low, expected and high case for transport, storage, compliance and state charges. The evidence available here does not support a universal dollar total, so any website or seller presenting one number without the VIN, age and destination is overstating precision.

Import and registration sequence
1. Identify the exact vehicle before paying
Obtain the VIN, manufacture date, labels, engine information, ownership documents and photographs. Confirm that the VIN on the car, UK paperwork, shipping documents and customs entry will match. A UK-specification designation by itself proves neither U.S. safety nor emissions conformity.
2. Establish the NHTSA basis
If the car is at least 25 years old from manufacture, preserve evidence of that date and use the applicable declaration basis. If it is younger, verify original FMVSS certification or have an RI confirm eligibility for that exact model year and configuration. Do not ship while this question is unresolved.
3. Establish the EPA basis
Confirm an EPA certification or a valid exemption. For the 21-year provision, verify original condition and engine equivalence. Otherwise, secure an ICI arrangement for modification, testing and certification before shipment.

4. Obtain written provider commitments
Ask the RI and ICI to identify the VIN and year in their quote, list every included task, state the expected timeline, identify who pays storage and retesting, and explain what happens if the vehicle cannot be certified. Professional listings do not imply agency endorsement.

5. File the federal entry and retain the documents
CBP identifies Department of Transportation Form HS-7 and EPA Form 3520-1 among the required import declarations. Complete the customs entry, pay assessed duty and fees, and retain CBP Form 7501 as proof of entry. CBP warns that a DMV will not register a vehicle imported without proof that an entry was filed.
6. Complete state title and registration
Give the DMV the CBP entry proof, federal compliance documents, ownership evidence, bill of sale, insurance and any required translations or inspections. Pay the state’s title, tax and registration charges and complete VIN, safety or emissions inspections. Requirements vary by state, county and vehicle age.

Shipping bids: questions that prevent surprise charges
- Is the price port-to-port, terminal-to-terminal or door-to-door?
- Which UK collection, export, handling and documentation charges are included?
- Does marine insurance cover the declared value, and what deductible applies?
- Which U.S. destination-port, terminal, exam, demurrage and storage days are included?
- Who arranges inland delivery, and what happens if the car cannot be released because an RI or ICI decision is pending?
- What cancellation, rebooking and return-shipping charges apply if federal entry is refused?
Compare bids on scope and exclusions, not just the headline freight number. No defensible shipping quote is established without the UK collection point, U.S. port, vehicle condition and timing.
Common failure points and how to recover
The seller says the car is “old enough”
Request the manufacture date, not just the model year. NHTSA’s 25-year calculation is tied to manufacture, while the EPA provision is described from the original production year. If the dates fall on different sides of the thresholds, get separate agency determinations.

A U.S.-market Charger existed that year
That fact does not prove a UK-spec VIN is eligible. Compare the actual labels, engine and configuration and obtain an RI decision for the specific vehicle.
The vehicle is already on the ship without EPA arrangements
Stop treating arrival as approval. Contact EPA and the port authorities immediately; an unarranged nonconforming vehicle may be seized or exported, and storage and return freight can accumulate.
The customs entry was made, but the DMV rejects registration
Ask the broker for the complete entry record and CBP Form 7501, then give the DMV the required HS-7 and EPA documentation, title evidence and inspection results. CBP entry proof is a prerequisite, not a guarantee that every state requirement has been met.

The RI quote is much lower than the bond amount
That is normal if the quote separates service charges from the 150%-of-value security bond. Confirm whether the bond is collateral, how it is posted, when it is released and what happens if the 120-day conformity period expires.
What to send to providers for a binding quote
- VIN and clear photographs of all identification, safety and emissions labels
- Manufacture date, model year, engine code, displacement and transmission
- Evidence of engine originality and every modification
- UK registration, title or ownership documents and purchase invoice
- Vehicle condition, running status and dimensions for transport
- Planned U.S. entry port and destination state, county and ZIP code
- Desired delivery date and whether storage is available after arrival
Send the same packet to the RI, ICI, customs broker, shipper and destination DMV. Differences between their assumptions are often the source of the largest hidden costs.
The practical bottom line
Budget this import as a conditional project, not as a simple freight purchase. First prove the exact Charger’s NHTSA and EPA eligibility; then obtain written transport, customs, RI or ICI and state quotes. The only broadly applicable published figures are the NHTSA 25-year and 120-day rules, the potential 150% conformity bond, the conditional EPA 21-year provision, and CBP’s 2026 MPF range. Everything else—including the vehicle’s duty, compliance labor, shipping and registration—depends on the VIN, declared value, route and destination state.
