What Is Rally Racing? Stages, Pace Notes, and Service Parks Explained

Rally racing alternates timed special stages with public-road liaisons. Here is how pace notes, co-drivers, time controls, service parks, penalties and safety fit together.

Rally racing is a timed road competition built from two very different kinds of driving: special stages, where crews compete against the clock, and road sections (also called liaisons), where they travel between stages on public roads while obeying normal traffic laws and a rally timetable. Teams must be fast on the stages, punctual on the road sections, accurate with pace notes, and efficient whenever the regulations allow service.

The FIA World Rally Championship (WRC) provides the clearest current example, but schedules, penalties, note systems, service rules and safety procedures vary by championship and event. This guide explains the parts that determine a rally result and what the driver, co-driver and service crew are doing throughout the day.

What is rally racing?

Unlike a circuit race, a rally does not usually put every car on the same closed loop at the same time. Cars leave individually or in controlled groups and run through a sequence of timed stages laid out on real roads. Between those stages, crews drive on connecting roads and report to time controls according to an official itinerary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A rally is therefore a navigation-and-timekeeping contest as well as a driving contest. The competitive score comes primarily from stage performance, but lateness, missed controls, route deviations and other infringements can add penalties or remove a crew from classification.

The repeating rally loop

  1. The crew reports to a time control before a stage and follows the start procedure.
  2. The car runs the special stage, with its elapsed time measured from the start to the flying finish.
  3. After the finish, the crew uses a public-road section to reach the next control or stage. Road traffic laws apply.
  4. When the itinerary permits, the car enters a service park or another authorized service zone.
  5. The crew checks in at the next control and starts the following stage.

This is a simplified model. A real itinerary can also include regrouping controls, refuelling, tyre-fitting zones, remote service areas and event-specific procedures. The event road book and the current championship and supplementary regulations take precedence over any general description.

What is a special stage in rally racing?

A special stage is the part of the rally where the car’s competitive time is recorded. It may use gravel, tarmac, snow, ice or a mixture of surfaces, and it can run through forests, farmland, mountain roads or built-up areas that have been closed or controlled for competition.

How a stage is timed

FIA timing guidance defines the stage run from its start to the flying finish. The crew’s elapsed time is the basic performance number: a shorter time is better. The finish line is not necessarily a place where the driver stops. After crossing it, the car normally proceeds to a separate stop or control area where officials record the finish and give further instructions.

Stages are generally run one car at a time, with a controlled interval between starts. That spacing reduces the chance of cars meeting at speed, although an incident, obstruction or restart procedure can alter the order. Stage length, surface, weather and grip can change dramatically, so comparing a raw time from one stage with a time from another is meaningful only in the context of that event.

What counts toward the result?

Organizers add a crew’s stage times to form its running total, then apply any sporting penalties. Road-section timing is not a second race against public traffic; it checks that the crew follows the scheduled route and arrives within its permitted window. A crew that is early or late at a control can receive a penalty under the applicable regulations, even if it was fast on the stages.

Classification can also be affected by missed controls, speeding on a road section, incorrect use of tyres or safety equipment, mechanical retirement and other rule breaches. The exact penalty table is championship- and event-specific, so the official regulations should be consulted for a particular rally.

What are rally road sections or liaisons?

A road section, often called a liaison, is the public-road journey between competitive sections. It lets the event move cars from one stage to another without closing an entire region for racing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Normal road law still applies

On a liaison, the crew must obey posted speed limits, signs, traffic lights and other local laws. Drivers do not race flat-out between stages. The car may be a competition vehicle, but the road section is a controlled journey through a living community, with ordinary road users, pedestrians and changing conditions.

Time controls and the itinerary

The itinerary gives each crew a target time or arrival window for each control. At a time control, officials record the crew’s arrival and release it toward the next part of the route. The purpose is to preserve the running order and ensure that crews complete the route in a predictable way. Stopping to repair a problem, getting delayed by traffic or taking a wrong turn can therefore have sporting consequences as well as practical ones.

What do rally co-drivers say?

The co-driver reads information from the crew’s pace notes so the driver can prepare for what is ahead instead of relying only on what becomes visible through the windscreen. Calls may describe a corner’s direction and severity, a crest, junction, surface change, narrowing, jump, hazard or distance to the next feature.

The co-driver is also the crew’s timekeeper and navigator. They confirm the itinerary, monitor time controls, handle official documents and communicate changes or safety information. On a long stage, that combination of rapid verbal information and precise schedule management is as important as the driver’s steering and braking.

There is no single universal call vocabulary

FIA material supports the process of reconnaissance and route-note preparation, but it does not establish one pace-note vocabulary for every form of rallying. Teams and championships can use different corner-rating scales, abbreviations, ordering and emphasis. A call that sounds familiar in one series may mean something different in another.

The reliable way to understand a call is functionally: it tells the driver what is coming, how the road changes and what response may be needed. The driver remains responsible for controlling the car. Pace notes are advance information, not an autonomous driving system or a guarantee that the road will match the notes perfectly on the day.

How are pace notes made?

Reconnaissance before competition

Before timed competition, crews conduct scheduled reconnaissance runs over the stages, subject to the event’s speed limits, number of passes and other restrictions. The driver describes the road while the co-driver records and organizes the information into the crew’s chosen note system.

They look for the features that affect speed and positioning: corner direction and tightness, braking references, crests, dips, junctions, surface transitions, roadside hazards, likely cuts, water, mud and places where the road narrows. Notes are not simply a description of every metre; they are a prioritized stream designed to arrive early enough for the driver to act on it.

Route-note crews and late corrections

Where regulations permit, a separate route-note crew may revisit a stage shortly before competition and report changes or corrections. This can matter after rain, snow, maintenance work, fallen branches or other changes between reconnaissance and the rally. Whether route-note crews are allowed, what they may do and how their information is delivered depends on the regulations for that championship and event.

Why notes can never remove uncertainty

Reconnaissance occurs before the competitive run, while the stage itself may be affected by weather, dust, ice, ruts, standing water, debris or a car that has stopped ahead. Drivers therefore combine the notes with what they can see and feel. The notes improve anticipation; they do not make a changing road predictable in the way a permanent circuit can be.

What happens at a rally service park?

A service park is a scheduled area where the team can work on the rally car. It appears in the itinerary, and officials use controls at the entry and exit to enforce the permitted service period. Team members may inspect, repair, clean, refuel where the rules and facility allow, change tyres and adjust setup, but they must work within the service regulations and the time assigned.

The service clock

Service is not an unlimited pit stop. The itinerary normally gives a defined duration, and the crew must report to the exit control in accordance with the rules. A repair that takes too long can cost road-section time or incur a penalty; a rushed repair can leave a fault unresolved. Teams therefore prepare parts, tools, tyres and personnel before the car arrives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For the 2026 FIA World Rally Championship, the service-park vehicle speed limit is 30 km/h. That is a WRC regulatory limit, not a universal number for every rally. The FIA also announced that the 2026 WRC midday service duration would be 30 minutes, reduced from 40 minutes. Other services, events or championships can use different durations.

What the crew does in a short service

  • Inspect the car for damage from the previous stage.
  • Replace or repair components identified by the driver or engineers.
  • Change tyres and check pressures according to the event’s rules and strategy.
  • Check fluids, brakes, suspension, steering, lights and bodywork.
  • Review stage information, weather and the next tyre or setup decision.
  • Record work and clear the car for the next control before the service window closes.

Some events use remote service or tyre zones away from the main park. Those areas restrict what tools, personnel and parts may be used, so a team must plan reliability and spares around the entire itinerary rather than assuming a full workshop is always nearby.

How a rally result is built

Part of the event What the crew does How it affects classification
Special stage Drives the competitive route at maximum sustainable speed within the rules. Elapsed stage time is added to the rally total.
Road section (liaison) Travels on public roads, follows the itinerary and obeys normal traffic law. Early, late or missed-control problems can produce penalties.
Time control Checks the crew’s arrival and running order at a specified point. Recorded times determine whether the schedule was followed.
Service park or service zone Team repairs, checks and prepares the car within the permitted window. Service infringements or lateness can be penalized; successful work protects stage performance.

The winner is not necessarily the car that sets the fastest time on one stage. It is the crew with the best overall classified total after all stage times and applicable penalties are accounted for.

Why rally safety is unusually demanding

A rally stage may be controlled for competition, but it is still a changing real-world environment. The FIA describes the course as passing through a “living environment which changes in each stage of the same rally.” Weather, surface grip, animals, debris, parked vehicles and spectator movement can all alter the risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Officials monitor speed in relation to the obstacles on the stage and use marshals, barriers, spectator zones, medical response and communication systems to manage incidents. A roadside location that looks clear to a spectator is not automatically safe: sight lines, escape routes and the possibility of a car leaving the road determine where viewing is permitted.

What spectators should do

  • Use only designated spectator areas and follow marshal instructions immediately.
  • Stay behind barriers or outside prohibited zones, even if other people move closer.
  • Never stand on the outside of a corner, below a crest, in a braking area or in an escape path.
  • Leave room for emergency vehicles and obey stage-closure announcements.
  • If a car stops or crashes, do not enter the course unless officials direct you to help.

How a rally differs from other motorsport formats

Rally’s defining difference is the alternation between timed special stages and regulated public-road travel. Circuit racing keeps competitors on a purpose-built track, usually in repeated laps, with pit stops concentrated in one facility. Rallycross and other short-format off-road events use closed circuits and simultaneous racing. A rally instead spreads competition across a route, making reconnaissance, navigation, co-driver communication and schedule compliance central skills.

Even within rallying, the format changes. Surface, stage length, number of runs, service access, tyre rules and route-note permissions can differ between the WRC, national championships and one-off events. Treat WRC procedures as a concrete example, not a universal rulebook.

What to check before following a particular rally

  • Read the event’s itinerary and road book for the exact stage, liaison and control sequence.
  • Check the current championship regulations and supplementary regulations for timing and penalties.
  • Confirm service duration, speed limits, refuelling rules and any remote-service restrictions.
  • Find out whether reconnaissance limits or route-note crews apply.
  • Use the official spectator-safety map and obey all marshal instructions on the day.
