What Is Included in an Electric Scooter’s On-Road Price in India?

An electric scooter’s on-road price combines the location-specific ex-showroom amount with insurance, applicable taxes and registration fees, optional extras, and any incentives actually applied. Here is how to read and compare the quote.

An electric scooter’s on-road price is the amount you should expect to pay to register and take delivery in a particular location—not simply the advertised ex-showroom number. It normally starts with the scooter’s ex-showroom price, then adds applicable insurance, road tax or cess, registration and related government fees, plus any separately accepted accessories or services. Eligible discounts or EV incentives are subtracted only when they are actually applied to your quote.

There is no single nationwide formula or fixed surcharge. The exact total depends on the scooter and variant, your registration state and city, the insurance cover selected, current incentive rules and the dealer’s itemized charges. Ask for a written, line-by-line quote before paying a booking amount.

Ex-showroom is the starting point, not the final bill

“Ex-showroom” describes the manufacturer’s displayed vehicle price before several costs associated with putting the scooter on the road. The label is not perfectly standardized across manufacturers, so confirm what the quoted figure includes.

For example, TVS’s official iQube pricing page describes its ex-showroom figure as including the charger and GST, while listing other components separately. A separate TVS page for the Bengaluru Orbiter states that its effective ex-showroom price excludes road taxes, insurance, registration and other charges. Those are manufacturer-specific examples, not a rule that every electric scooter uses the same inclusions.

When a website shows a low “starting at” amount, check three things immediately:

  • Whether the figure is for the exact battery, trim and software variant you want.
  • Which equipment and taxes the manufacturer has included in the displayed ex-showroom amount.
  • Whether the figure is tied to a particular city or registration location.

The number that matters for your budget is the current, location-specific on-road quote for your chosen variant.

The line items normally found in an on-road quote

Not every quote will contain every line, and a dealer may combine or label items differently. Use the following as a checklist and ask the seller to explain anything missing or bundled.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Ex-showroom scooter price

This is the base price of the scooter as presented by the manufacturer. Confirm whether GST, the charger, the standard battery and other equipment are included. If the quote says “effective ex-showroom,” ask whether a discount or incentive has already been deducted and request the undiscounted figure as well.

2. Insurance premium

Insurance is usually shown separately. The premium depends on the policy type, the insured declared value, add-ons, location and insurer. Compare the coverage—not only the rupee premium. Ask whether the quote includes only the legally required third-party cover or also own-damage protection, roadside assistance, battery-related coverage and other add-ons.

Do not treat a historical government premium schedule as a current comprehensive quote. The Ministry of Road Transport and Highways issued a 2022 notification with specified third-party premium schedules for two-wheelers and electric vehicles. That dated notification does not establish what your complete insurance policy should cost today.

3. Road tax, road-safety tax or cess

State and local rules determine whether an electric scooter attracts a road tax, a road-safety tax, a cess or an exemption. The applicable amount can vary by registration jurisdiction and vehicle classification. The quote should identify the charge and the authority or rule under which it is collected.

4. Registration and RTO-related fees

Registration charges can include an RTO registration fee and, in some quotes, a smart-card or registration-certificate fee. The amount and terminology depend on the registering authority. Verify that the registration location on the quote matches your address and intended use; a quote prepared for another city may not be transferable.

5. Eligible EV incentive or purchase discount

EV incentives are conditional. NITI Aayog’s e-AMRIT material describes purchase incentives as direct discounts on EV cost and lists registration-fee exemption among possible incentive types. That does not mean every scooter, buyer or state receives the same benefit.

Before relying on an incentive, confirm:

  • The exact scheme and its validity date.
  • Whether your state and registration address qualify.
  • Whether the scooter model and variant are eligible.
  • Whether you meet buyer or use-case conditions.
  • Whether the benefit is deducted in the dealer quote, claimed later or reflected through a fee exemption.

The quote should show the incentive as a clearly identified discount or adjustment. Do not accept an unexplained “subsidy” deduction that lacks a scheme name or eligibility basis.

6. Accessories and services

Accessories, extended service packages, protective equipment, delivery services and other extras should be listed separately from mandatory vehicle and government charges. A helmet is a useful question to ask about: a government procurement specification for TVS iQube scooters mentions ISI-marked helmets alongside the scooters, but that document is not a universal retail inclusion policy. Ask whether a helmet is included at no extra cost, optional, or priced separately.

7. Handling or delivery charges

Some manufacturer price pages display a handling charge. The available evidence does not establish that every handling or delivery fee is legally compulsory in every jurisdiction. Request the dealer’s written basis for the line, ask whether it is optional, and check current local rules before accepting it. It should never be hidden inside an unexplained lump sum.

A simple way to read the total

For budgeting, use this conceptual formula:

On-road quote = ex-showroom amount + applicable insurance + applicable tax and registration charges + accepted extras − discounts or incentives actually applied.

This is an explanatory framework, not a universal billing template. A dealer may combine certain government fees, and an incentive may remove a fee rather than appear as a negative line. The written quote controls what you will pay.

What a properly itemized quote should show

Ask for a quote that separates the following fields. If a field does not apply, it should be marked “not applicable,” not silently folded into another amount.

Why two dealers can quote different on-road prices

Different registration jurisdictions

Tax, cess, registration fees and exemptions are linked to the registration location. Two buyers ordering the same scooter in different cities can therefore receive different totals. Even within one state, the registering RTO can affect administrative fees or the process used.

Different insurance coverage

One dealer may quote basic third-party cover while another includes own-damage protection and add-ons. The second quote can be higher without being worse value. Compare the policy schedule and exclusions before comparing premiums.

Different treatment of incentives

A manufacturer or dealer may display an effective ex-showroom price after an eligible benefit, while another quote shows the gross price and lists the benefit later. Put both quotes on the same basis: before incentive and after incentive, with the eligibility assumption written down.

Optional packages added by default

Accessories, extended warranties, maintenance plans, protective kits and delivery services can be preselected in a dealer system. Ask for a version with optional items removed, then add back only what you want.

Timing and price revisions

Online prices and printed quotes can become outdated after a manufacturer price revision, a tax-rule change or an incentive deadline. Check the quote date and ask how long the price is valid.

How to compare two electric-scooter quotes correctly

  1. Match the vehicle. Use the same make, model, battery, variant, colour and equipment. A base model and a long-range version are not comparable even if their names are similar.
  2. Match the location. Enter the same registration state, city and RTO. A city-specific manufacturer page is more useful than a national “starting price” banner for this comparison.
  3. Normalize insurance. Compare policy type, term, insured value, deductibles and add-ons, not just the premium line.
  4. Separate mandatory and optional costs. Remove accessories and services temporarily so you can compare the vehicle-and-government total.
  5. Check incentive treatment. Confirm that both quotes either include or exclude the same scheme benefit, and record who is responsible if eligibility is rejected.
  6. Challenge unexplained charges. Ask for the basis of handling, delivery or administrative lines and request a revised quote if the explanation is unclear.
  7. Confirm the final payment schedule. The amount due at booking may differ from the total on-road amount. Obtain receipts and written terms for cancellation, refund and delivery.

Questions to ask before you pay

  • What exactly is included in the ex-showroom figure for this variant?
  • Is the charger included, and are there any charging accessories priced separately?
  • Which insurance policy is being quoted, and what does it cover?
  • What road tax, cess or registration exemption applies at my RTO today?
  • Which EV incentive has been applied, and what happens if my application is rejected?
  • Is the helmet included or optional, and is it ISI-marked?
  • Can I remove any accessory, service package or handling line?
  • When does this quote expire, and can the dealer change the amount before delivery?
  • Which charges are payable to the government and which are payable to the dealer?

Common mistakes and how to avoid them

Budgeting from the headline price

A “from” price may omit insurance, registration and local taxes. Start your budget with the on-road quote for your address, not the banner price.

Assuming an EV is exempt from every charge

Some jurisdictions provide incentives or registration-fee exemptions, but eligibility and duration vary. Obtain confirmation for the exact model and location.

Accepting a single lump sum

A lump-sum quote makes it impossible to identify an optional accessory, an incorrect tax or a duplicated fee. Require line items and written explanations.

Comparing insurance by price alone

A cheaper premium may provide narrower protection. Read the policy details and compare like for like.

Treating a procurement specification as a retail promise

The government document mentioning ISI-marked helmets supports asking the question; it does not prove that every retail electric scooter includes a helmet.

Using old online figures

Rules and prices change. Confirm the quote date, incentive status and registration charges immediately before placing the order.

When the quoted total looks wrong

  1. Ask the dealer to reissue the quote with the exact variant and registration address.
  2. Request separate values for ex-showroom, insurance, tax or cess, registration, incentives and extras.
  3. Check the insurer’s policy schedule and the government-fee description.
  4. Remove optional accessories and services, then recalculate the payable amount.
  5. Verify the incentive scheme and your eligibility with the relevant state or manufacturer channel.
  6. Do not pay an unexplained difference until the revised written quote matches the receipt and payment schedule.

The most reliable answer for any specific scooter is its current, itemized manufacturer or dealer quote prepared for the buyer’s registration location. Use the ex-showroom figure to understand the vehicle price, but use the on-road total to decide whether the purchase fits your budget.
