It turns work requests into assignments, exchanges maps and status data with each vehicle, tracks progress and production, and coordinates people when a vehicle reaches a limit. The fleet layer does not, by itself, prove that the vehicles are driverless: the onboard automated-driving system still performs the driving functions that its design and operating conditions allow, while human fallback duties depend on the automation level and deployment.
What autonomous fleet management means
A fleet-management system (FMS) is the coordination layer above individual vehicles. It receives a mission, transport request or production target; decides which vehicle should handle it; sends the assignment and relevant environmental data; and watches the result. In an autonomous operation, the FMS also exchanges information with an automated-driving or autonomous-haulage system (AHS) on each vehicle.

That description applies to several environments—surface mines, public roads, ports, campuses, warehouses and other controlled sites—but the details are not universal. The most specific formal definition in this field comes from surface mining. ISO 23725:2024, Autonomous system and fleet management system interoperability, defines interfaces between an FMS and an AHS. Its listed functions include real-time communication, message definitions and semantics, mine-map sharing, truck dispatching, and truck-production monitoring. It is an interoperability standard for mining, not a specification for every road-vehicle fleet.

How the systems work together
A deployment can use different software names and staffing arrangements, but the following sequence describes the core functions established by the mining interoperability model and commonly needed in other domains.
- Work enters the operations layer. A production requirement, delivery request, route plan or service call is represented as a task with a destination, timing, payload or other constraints.
- The fleet layer selects and assigns a vehicle. Dispatch logic considers vehicle availability, location, capability, battery or fuel state, payload constraints, route restrictions and current work. The exact algorithm is deployment-specific; the important function is that the assignment is made at fleet level rather than independently by every vehicle.
- Task and environment data are exchanged. The FMS sends the assignment and applicable map or operating information to the vehicle system. The systems also exchange messages whose meaning must be agreed, rather than relying on ambiguous, vendor-specific labels.
- The onboard automated-driving system executes within its limits. It performs the driving functions for which it is designed, using its sensors, computing and vehicle controls. A fleet assignment is not permission to operate outside the system’s approved operating domain, speed, weather, road, mine or traffic conditions.
- Status and telemetry return to the fleet layer. Vehicle position, task state, faults, readiness and other operational data allow the FMS to monitor progress. In mining, production monitoring is an explicit interface function; other industries may track deliveries, cycle times or service completion instead.
- The fleet coordinates changes and exceptions. If a vehicle becomes unavailable, a route closes or priorities change, the FMS can pause, reassign or sequence work. A human supervisor may monitor the operation or provide remote support, depending on the system design and applicable rules.
This is a functional pattern, not a promise that every installation has one central computer or uses the same message set. Network architecture, decision authority, redundancy and staffing must be specified for the particular operating domain.
Fleet coordination is not the same as driving automation
These two concepts are often collapsed into “autonomous vehicles,” but they answer different questions:
Recommended Free Tools
| Layer | Primary question | Typical responsibilities |
|---|---|---|
| Fleet management | What work should happen, and which vehicle should do it? | Dispatch, task sequencing, map and message exchange, progress monitoring, production or mission status, and fleet-wide reallocation. |
| Vehicle automated-driving system | How can this vehicle perform the assigned driving task now? | Perception, planning, control and execution within the system’s defined operating conditions. |
| Human operations team | What happens when automation reaches a boundary or an abnormal event occurs? | Monitoring, escalation, remote assistance or other intervention duties defined by the deployment. |
NHTSA explains that at automation Level 3, the system performs the driving task but a driver must be available to take over when requested. That means a fleet dashboard showing automated dispatch does not establish Level 4 or Level 5 operation, and it does not eliminate the fallback responsibility attached to a vehicle’s automation level. NHTSA also states that manufacturers must comply with applicable Federal Motor Vehicle Safety Standards and certify vehicles as free of safety risks. The relevant legal and technical requirements vary by jurisdiction and operating domain.

What information moves between the fleet and each vehicle?
Interoperability is more than connecting two networks. The systems must agree on what each message means, when it is valid and what happens if it is late, incomplete or rejected. ISO 23725:2024 identifies several categories for surface-mining interfaces:
| Information or function | Why the fleet needs it | Questions to ask in another domain |
|---|---|---|
| Real-time communication | Dispatch and status decisions depend on timely exchange rather than occasional batch uploads. | What latency, availability, clock synchronization and loss-of-connection behavior are required? |
| Message definitions and semantics | A common meaning for states, commands, acknowledgements and faults prevents two systems from interpreting the same message differently. | Are the data model, versioning, error codes and acknowledgement rules documented? |
| Map sharing | The vehicle needs an operational representation of roads, work areas, restrictions or mine geometry relevant to its assignment. | Who owns map updates, how are temporary closures distributed, and how is an outdated map detected? |
| Dispatching | The FMS can assign trucks or other vehicles to work and coordinate their sequence. | Can the system express priorities, deadlines, payload limits, charging stops and safe holds? |
| Production or mission monitoring | Operations staff can see whether assigned work is progressing and whether output matches the plan. | Which events count as started, completed, aborted or needing review? |
Telemetry is not automatically a safety case. A position feed may be useful for supervision while still being too slow or incomplete for a particular protective function. Requirements for safe task execution, interface timing and failure responses must be agreed by the responsible system suppliers and operators.
What a remote operator does
“Remote operator” can describe several different jobs, so the operation should state the authority and control available to that person. Monitoring means observing status, alarms, video or other data and escalating according to procedure. Remote assistance is narrower than direct control.

SAE International and the Automated Vehicle Safety Consortium’s 2023 best practice describes remote assistance as guidance, suggestions or recommendations delivered to a vehicle from a remote location without direct control. An assistant might clarify an ambiguous situation, provide information about a route or approve a recovery step while the vehicle retains control of driving. That is not the same as remote driving, in which a remote human directly controls vehicle motion.

BSI Flex 1886 v2.0, published September 30, 2024, provides systems guidance for safe and effective remote operations in public roads and spaces. It addresses safety and security for remote monitoring, driving and assistance, as well as the information that should be available to remote operators. It is guidance, not evidence that every fleet uses the same role, staffing ratio or control arrangement.
Questions to settle before deployment
- Is the person observing, advising, authorizing a maneuver or directly driving?
- Can one operator support several vehicles, and what happens when two need help at once?
- What data—vehicle state, route, sensor view, communications health and nearby hazards—must be presented before a decision?
- What is the safe response if the link fails, the operator becomes unavailable or the vehicle cannot follow the advice?
- Which actions require a second person, local worker or physical recovery team?
Operating domain changes the architecture
There is no single “autonomous fleet” design that can be transferred unchanged between a mine and a public street. Compare the environment before comparing software.
| Operating domain | Characteristics that shape fleet management | Evidence or standard boundary |
|---|---|---|
| Surface mining | Truck dispatch, mine-map exchange and production cycles are central. Routes and work areas may be controlled by the operator. | ISO 23725:2024 is specifically relevant to FMS–AHS interoperability here. |
| Public roads | Mixed traffic, changing road rules, vulnerable road users, weather and jurisdictional approvals affect both vehicle behavior and remote support. | BSI Flex 1886 v2.0 focuses on remote operations in public roads and spaces; it does not define every vehicle’s approval. |
| Campus, port or warehouse | Geofenced routes, local right-of-way rules, loading processes and interaction with workers often dominate dispatch and exception handling. | Requirements must be established for the specific site; the mining standard should not be assumed to apply. |
Safety, regulation and cybersecurity boundaries
Fleet coordination is one part of a safety case, not a substitute for one. UNECE’s Framework Document for Automated/Autonomous Vehicles (UPDATED), published in February 2022, sets an intergovernmental safety vision, guidance for vehicle-regulation working parties and a program of activities. It is a framework, not a description of one product or fleet.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesASSP describes ANSI/ASSP Z15.1 as guidance for organizational policies, procedures and management processes for vehicle-operation risk. ASSP also describes a supplemental report on safe management and operation of partially and fully automated vehicles. These materials address organizational controls; they do not by themselves certify a particular vehicle or dispatch platform.

ISO 23725:2024 has an explicit scope boundary: cybersecurity methods are outside the standard, and specific requirements for safe execution of assigned tasks depend on additional information agreed between the FMS and AHS suppliers. An organization evaluating interoperability therefore needs separate answers for identity and access management, network segmentation, software updates, logging, incident response, fail-safe behavior and supplier responsibilities. Do not treat conformance with the interface standard as proof that those controls exist.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to evaluate an autonomous fleet-management approach
Use the following sequence when reviewing a platform, integration or operating plan. It keeps a compelling demonstration from obscuring the safety and interoperability details that determine whether the system can run reliably.
- Define the operating domain. Record the site, road type, traffic mix, weather, map boundaries, speed, hours of operation and jurisdictions. A claim made for a closed mine cannot automatically be applied to public roads.
- Draw the responsibility boundary. Identify which component dispatches, which component drives, which person monitors and who must act when a task cannot be completed.
- List every interface. Request the task, map, telemetry, state, fault, acknowledgement and update message definitions, including versioning and loss-of-communications behavior.
- Document automation and fallback. For each vehicle, state the automated functions, operating conditions, handover rules and minimum human availability. Use the applicable regulatory terminology rather than calling the fleet simply “driverless.”
- Separate remote roles. Mark monitoring, remote assistance and remote driving as different capabilities. Specify authority, training, workload limits, escalation and recovery procedures.
- Test abnormal operations. Exercise stale maps, blocked routes, duplicate assignments, unavailable vehicles, sensor faults, degraded networks, conflicting priorities and an operator who cannot respond.
- Close the safety and security gaps. Map regulatory obligations and organizational risk controls to evidence. Add cybersecurity requirements and safe-task requirements that are outside the stated scope of ISO 23725:2024.
- Measure the outcomes that matter locally. Define completion, delay, intervention, availability, safety events and production metrics before deployment. The sources cited here establish functions and guidance, not a universal percentage improvement in savings, safety or adoption.
Common misconceptions and failure modes
“The fleet manager drives the vehicle.”
Usually, it assigns and supervises; the onboard automated-driving system executes the driving task. A design may add remote driving, but that must be identified explicitly because it changes control, staffing and safety requirements.
“A live dashboard means the operation is autonomous.”
A dashboard can display telemetry without proving that tasks are being performed automatically or that the data is sufficient for a safety function. Check the actual authority of each command and the conditions under which a person must intervene.

“Remote assistance and remote driving are interchangeable.”
They are not. Assistance provides guidance or recommendations without direct control under the SAE/AVSC distinction. Direct remote driving requires a different control path, latency analysis, operator qualification and recovery design.
“One interoperability standard covers safety and cybersecurity.”
ISO 23725:2024 covers specified FMS–AHS interface functions for surface mining, while expressly excluding cybersecurity methods and leaving detailed safe execution requirements to supplier agreement. Additional controls and evidence are necessary.
“A mine architecture can be copied to a road fleet.”
The operating domain determines maps, traffic assumptions, remote-operation needs, regulation and fallback. Public-road guidance and vehicle regulations introduce conditions that a controlled industrial site may not have.
What is established—and what is not
The established concept is an operational layer that dispatches work, exchanges defined information with automated vehicles and monitors mission or production progress. The formal mining reference is ISO 23725:2024, edition 1, published August 2024. NHTSA’s automation descriptions clarify that human fallback remains relevant at Level 3, while UNECE, BSI, SAE/AVSC and ASSP provide broader framework or process guidance.
Those sources do not establish a universal fleet architecture, a standard staffing model for remote operators, or a reliable numerical benefit for savings, safety, adoption or deployment scale. Such claims require a named operator, defined conditions and published evidence. Treat them as local performance questions, not inherent properties of autonomous fleet management.
