The familiar story tying the label to a 1947 rally and an American Motorcycle Association statement is disputed.
What “one percenter” means
“One percenter” is a cultural label associated with outlaw motorcycle clubs and riders who identify with that scene. U.S. government sources also use “One Percenters” when discussing outlaw motorcycle gangs, or OMGs. Those terms describe a particular subculture and law-enforcement category; they are not interchangeable with motorcycle clubs or riders in general. The U.S. Attorney’s Office for the Eastern District of Wisconsin provides a government explanation of the terminology.
“Outlaw motorcycle gang” is a law-enforcement classification, while “one percenter” can also be a self-identification. Government agencies discuss serious crimes in connection with particular gang investigations and classifications. That does not establish that every motorcycle club is a criminal organization or that every person affiliated with a club has committed a crime.
Where the term came from—and what remains uncertain
The familiar story says the label emerged after a 1947 California motorcycle rally, when the American Motorcycle Association supposedly distinguished law-abiding motorcyclists as 99% and outlaws as 1%. The Royal Canadian Mounted Police repeats this conventional account in its 2018 explanation of outlaw motorcycle gangs, and the U.S. Attorney’s Office gives a similar version.

That attribution is disputed. The Oxford Bibliographies overview of outlaw motorcycle clubs says the AMA has denied making the statement. The available historical account does not establish who first used the exact wording, when it was first recorded, or whether the AMA issued a written statement. Treat the 99% and 1% figures as part of a commonly repeated origin story—not as an authenticated quotation, a measured share of riders, or a current statistic.
What the 1% patch does—and does not—tell you
The 1% diamond is a visible sign of one-percenter identity in that subculture. It may indicate affiliation or identification, and the peer-reviewed 2014 review in the Western Journal of Emergency Medicine describes it as a badge of honor within the culture.

- It can signal: an association with, or identification with, one-percenter culture.
- It cannot establish by itself: that the wearer committed a crime, that a particular club has criminal ties, or what legal status applies to the person.
- Its absence proves little: the same review cautions that not wearing a 1% patch does not rule out criminal ties or strong club loyalties.
Other patches, colors, and club symbols should not be treated as having one universal meaning. Their significance can depend on the club and place; the 1% diamond alone does not decode a person’s conduct or a group’s legal status.

When an agency identifies a specific outlaw motorcycle gang or describes an investigation, keep the claim attached to that agency, group, case, and date. An allegation is not the same as a conviction, and a classification is not proof that every member committed a crime. For example, federal descriptions in the FBI/National Gang Intelligence Center’s 2015 National Gang Report and the Department of Justice’s outlaw motorcycle gang gallery are dated agency materials, not a current census or evidence about every club or individual.
