It did not make every recall or repair free: the court order allowed authorized Fisker dealers to charge market rates if the liquidating trustee determined funds were insufficient for specified remediation.
How the recall-repair payment process worked
The key date was the plan’s effective date, not the date the bankruptcy case began. The plan became effective on October 17, 2024, according to a later Fisker Liquidating Trust quarterly operating report. TechCrunch’s October 16, 2024 account described the labor process as follows:

These routes applied to qualifying recall work, not automatically to all service. The court’s confirmation order said that, if the trustee determined available funds were insufficient for specified remediation of Stop-Sale Holds, “authorized Fisker dealers are permitted to perform recall-related services and other ordinary repairs and shall be permitted to charge existing vehicle owners market rates for such repair services.” The language is in paragraph 107 of the U.S. Bankruptcy Court for the District of Delaware’s October 16, 2024 confirmation order, Case 24-11390, Document 722.
Who handled claims after confirmation?
The court approved Matthew Dundon as liquidating trustee and provided for the liquidating trust on the plan’s effective date. The trustee—not a continuing Fisker automaker—was the relevant claims channel described for owner-paid labor reimbursement. The sources available here do not establish whether a particular repair qualifies, whether an individual claim can still be filed, or what deadlines and current submission instructions apply. Owners should consult official trust instructions before preparing a claim.

What an owner should do now
- Check the vehicle’s recall status by VIN. Use NHTSA’s current recall lookup rather than relying on a general completion figure or an old service record.
- Ask the service provider about authorization and payment before booking. Confirm whether it is authorized for the relevant recall, whether it will submit a labor claim, and whether any owner charge may apply.
- For past out-of-pocket labor, verify the trust’s current claim rules. Keep repair invoices and payment records, but do not assume a reimbursement claim remains open or will be approved.
What the published recall numbers do—and do not—show
NHTSA’s quarterly report for recall 24V405, “Incorrectly Displayed Warning Lights/FMVSS 135,101,” lists 6,864 vehicles in the population and 6,800 remedied in its 2025 second-quarter entry. Fisker Group Inc. is identified as the manufacturer, and the report gives June 11, 2024 as the start of owner notification. The report was updated August 1, 2025. Those figures describe one recall campaign’s reported population and remedies for that reporting period; they are not a current count of every open Fisker Ocean recall and do not establish the status of any specific VIN.

In its October 16, 2024 report, TechCrunch said American Lease agreed to pay an additional $2.5 million over five years to take control of Ocean cloud services, with the Fisker Owners Association receiving access to relevant data and support services. That was a description of the deal at the time, not confirmation that those services remain operational today.
