A license plate flipper is a manual, electric, or mechanical device that switches which plate a vehicle displays or turns a plate out of view. Whether it is illegal depends on the jurisdiction: statutes expressly prohibit flippers or related plate-obscuring devices in Florida, Texas, Pennsylvania, Delaware, and Hawaii, but the rules and penalties differ. This is not a survey of every state, so check the current law where you drive and register your vehicle.
What is a license plate flipper?
A license plate flipper is a mechanism designed to change which plate is displayed or to hide a plate by turning it so the registration number cannot be seen. It can be manual, electronic, or mechanical; it does not have to be motorized to meet a statutory definition.
Some laws reach beyond physically hiding a plate. Florida’s law also covers devices designed or adapted to interfere with plate details, validation stickers, visibility from certain angles, detectability, or recording. The exact definition depends on the statute.
Are license plate flippers illegal?
There is no single answer established for every state. The official laws summarized here expressly prohibit flippers or plate-obscuring devices in five states, with different rules about possession, purchase, sale, installation, operation, and penalties. A state not listed below should not be assumed to allow one: general laws requiring visible, legible plates may apply even where a statute does not name a flipper.

Florida
Florida Statutes §320.262 covers manual, electronic, and mechanical devices designed or adapted to switch plates, flip a plate out of view, interfere with plate details or validation stickers, or interfere with recording. Purchasing or possessing a covered device is a second-degree misdemeanor. Manufacturing, selling, offering to sell, or distributing one is a first-degree misdemeanor. Using one to assist a crime or escape detection or arrest in connection with that crime is a third-degree felony. See the Florida statute, §320.262.
Texas
Texas Transportation Code §504.9465 defines a license plate flipper as a manual, electronic, or mechanical device for switching displayed plates or hiding a plate by flipping it. The official provision establishes an offense, but the source cited here does not state a penalty clearly enough to quote one. See Texas Transportation Code §504.9465.

Pennsylvania
Pennsylvania 75 Pa.C.S. §3724 prohibits possessing or operating a vehicle with a registration plate flipping device, as well as purchasing, installing, possessing one for installation, manufacturing, selling, offering to sell, or distributing one. A violation is a summary offense carrying a $2,000 fine upon conviction. See Pennsylvania 75 Pa.C.S. §3724.
Delaware
Delaware 21 Del. C. §2115(9) prohibits possessing, purchasing, installing, manufacturing, selling, offering for sale, or distributing a number plate flipping device, and operating a vehicle with one. Its definition includes switching between at least two plates or turning a plate so its registration number is not visible. Under §2116(b), a first offense carries a $50–$200 fine, 30–90 days’ imprisonment, or both. A subsequent like offense carries a $100–$300 fine, 90 days to six months’ imprisonment, or both. Hawaii
Hawaii Act 124, approved May 29, 2025, prohibits operating a vehicle with, possessing, purchasing, installing, selling, offering for sale, or distributing a defined flipping device on public roadways in Hawaii, regardless of where the vehicle is registered. Each separate violation carries a $750–$1,000 fine. The act also separately prohibits specified covers or shields intended to interfere with plate identification, with a $500–$1,000 fine per offense. A law may prohibit more than driving with a flipper installed. Depending on the jurisdiction, the prohibited conduct can include:

- Possessing or purchasing the device, even apart from vehicle operation.
- Installing it or possessing it for installation.
- Operating a vehicle with the device.
- Manufacturing, selling, offering for sale, or distributing it.
- Interfering with plate readers, cameras, recording systems, or other ways of identifying a plate.
- Using the device in connection with a separate crime, where a statute provides an enhanced offense.
These are distinct legal questions. For example, Florida specifies an enhanced felony when a device is used to assist a crime or evade detection or arrest in connection with it; that does not describe the penalty for every flipper offense.

A conventional frame does not switch or hide plates, but it still must comply with local display requirements. Florida §320.262(5) says a frame or decorative border is not an offense under that section if it leaves the plate number and upper-right validation sticker visible. That is a Florida-specific condition, not a nationwide safe harbor.

Hawaii Act 124 separately addresses certain covers or shields installed over plates when they are intended to alter or interfere with identification by law enforcement or traffic systems; the prohibition applies regardless of transparency. A cover that looks clear is therefore not proof that it is lawful. Check the rules where the vehicle is driven.
How to check the rule for your vehicle
- Identify the relevant jurisdiction. Check the law where you drive and register the vehicle. Some laws apply based on roadway use in the state, including to vehicles registered elsewhere.
- Read the current statute or official state guidance. Search for terms such as “license plate flipping device,” “plate obscuring device,” and “obscured or illegible plate.” Do not rely only on whether a law uses the word “flipper.”
- Check every type of conduct the law covers. Confirm whether it prohibits possession, purchase, installation, operation, sale, distribution, or interference with plate identification systems.
- Review the penalty and any exceptions in the same law. A provision may distinguish possession from sale or crime-related use; an exception for a frame in one state does not automatically apply elsewhere.
