Tamil Nadu offers two distinct incentive frameworks for automobile investments: the general Industrial Policy 2021 and the Electric Vehicles Policy 2023. They can cover eligible auto OEMs, component plants, battery and EVSE projects through SGST reimbursements, capital or turnover subsidies, land and electricity-tax concessions, training support and other reimbursements. However, the general policy states that it was valid only until 31 March 2025, so a 2026 applicant must obtain written confirmation of the current Government Order before treating any general incentive as available. The EV policy has its own validity clause and thresholds.
Which Tamil Nadu policies apply to an automobile project?
Automobile companies should first classify the proposal by product and investment type. A conventional vehicle or component factory may fall under the Tamil Nadu Industrial Policy 2021. A project manufacturing electric vehicles, EV components, batteries, electric-vehicle supply equipment (EVSE) or charging infrastructure may instead qualify for the dedicated Tamil Nadu Electric Vehicles Policy 2023.

These are not interchangeable checklists. Each has different investment definitions, employment thresholds, subsidy elections, payment periods and land conditions. A project can also need to satisfy separate rules under MSME, land-allotment, electricity, tax and employment programmes.

Important validity warning for the general policy
The Industrial Policy 2021 says eligible investments made from 1 January 2021 can qualify, but it expressly states that the policy “will be valid till 31.03.2025.” The official investor portal page still displays the policy and repeats that date. Publication on the portal is not evidence of an extension or replacement. Before filing a new project, obtain confirmation of the operative Government Order, application window and implementation guidelines from Guidance Tamil Nadu or the responsible department.

EV policy duration
The 2023 EV policy says: “This Policy shall be valid for a period of 5 years from the date of the policy notification, or till a new Policy is announced.” The precise notification date and any later replacement are not established here, so an investor should not convert that wording into an assumed expiry date. Ask for written confirmation of the policy in force on the proposed application date.
General manufacturing eligibility and project categories
The general policy covers manufacturing projects, subject to its negative list and package-specific rules. Manufacturing projects creating employment for at least 50 people are described as eligible for incentives, but each selected benefit can impose additional conditions.
Investment is measured through eligible fixed assets (EFA). The policy divides projects as follows:

The structured investment-promotion package has a geographic filter. Mega and Ultra-Mega projects are listed for A districts; Large, Mega and Ultra-Mega projects are listed for B and C districts. A districts are Chengalpattu, Chennai, Kancheepuram and Tiruvallur. The policy places 12 other districts in B and 22 in C. Because district category changes subsidy rates and land treatment, the proposed site should be fixed before comparing incentives.

Four general investment-promotion choices
An eligible investor must select one investment-promotion subsidy option at the beginning of the project. The four routes are mutually exclusive; their headline percentages cannot be added together.

The policy text and its schedules determine eligible costs, commencement dates, claims and disbursement. A sanction is not automatic merely because a project fits an investment band.
Other support under the general policy
In addition to the elected investment-promotion route, the policy describes several separate measures. Their caps, eligible costs and timing must be checked individually:
- Training subsidy for qualifying workforce development.
- Concessional land allotment in SIPCOT parks.
- Interest subvention for specified project categories.
- Five-year electricity-tax exemption.
- Stamp-duty concessions in qualifying parks.
- Green-industry subsidy.
- Reimbursement of certification and intellectual-property costs.
- SGST refunds on qualifying capital goods where an inverted tax structure prevents use of eligible input tax credit.
EV manufacturing package: who qualifies?
The EV Special Manufacturing Package covers new and expansion projects in Tamil Nadu that manufacture electric vehicles, EV components, EVSE or EV charging infrastructure. The project must invest more than ₹50 crore in EFA and create at least 50 direct jobs. Projects below ₹50 crore are directed to the Tamil Nadu MSME Policy 2021 rather than this special package.

Specified R&D-related intangible expenditure can count toward EFA, subject to the EV policy definition and a ceiling of 20% of EFA. Keep separate schedules for land, buildings, plant, machinery and permitted intangible R&D costs so the threshold can be audited.
EV investment-promotion options
The EV policy provides four mutually exclusive investment-promotion routes. The best choice depends on whether the project earns SGST from Tamil Nadu vehicle sales, reaches the required turnover, needs an upfront capital-linked benefit or manufactures batteries.

Do not describe a company as receiving all four benefits. The routes are alternatives. Compare a cash-flow forecast for each option using the planned EFA schedule, production date, Tamil Nadu sales, turnover, jobs and product classification.

- Stamp-duty relief for qualifying land obtained from government agencies, plus back-ended relief for qualifying private land.
- Concessional terms for government-estate land and a specified private-land subsidy in C districts.
- One-year employer EPF reimbursement for new jobs, capped at ₹48,000 per Tamil Nadu-resident employee.
- Green-industry support and reimbursement of eligible product-certification and intellectual-property costs.
- Five-per-cent interest subvention for qualifying term loans, subject to project-category ceilings.
- An additional capital subsidy under the MSME policy for eligible EV-component and charging-infrastructure manufacturers.
- Increased loan-interest support for qualifying medium manufacturers borrowing from TIIC.
The MSME and TIIC measures require their own eligibility checks. Confirm the current policy text and operating orders before placing any of these amounts in a financial model.
Support for an existing engine-vehicle company switching to EVs
An existing internal-combustion-engine automotive company moving workers onto an EV production line may use the policy’s up-skilling support. It covers up to 10% of the existing workforce working on that EV line. For Tamil Nadu residents, training support is ₹4,000 per worker per month for six months. The rate is ₹6,000 per month for the specified women, transgender, disability and SC/ST categories. Maintain employee residency, category, training attendance and EV-line assignment records for the claim.

Headline rates are only a starting point. A project-level assessment should compare these variables:

- Location: A, B or C district classification affects subsidy rates, land terms and some special concessions.
- Project status: New project and expansion rules can differ, especially for EFA and employment baselines.
- Product: OEM, component, battery, advanced chemistry cell, EVSE and charging infrastructure are not treated identically.
- EFA and schedule: The investment period, commercial-production date and instalment period determine when cash is received.
- Employment: Direct jobs, Tamil Nadu residency and the committed number can change eligibility or the rate.
- Revenue mix: SGST reimbursement depends on qualifying Tamil Nadu sales, while turnover subsidy depends on annual project turnover and its EFA cap.
- Land source: Government-agency land, SIPCOT land and private land can trigger different stamp-duty or subsidy treatment.
- Policy window: A project must fit the validity and application rules of the Government Order in force when it applies.
Practical application sequence
- Define the project: Document the product, manufacturing process, new or expansion status, proposed district, land source, EFA, investment period, commercial-production date and direct-job commitment.
- Classify the policy: Test the project against the general manufacturing framework and, if it is an EV, battery, EVSE or charging project, the EV Special Manufacturing Package.
- Validate the policy status: Obtain written confirmation of the current Government Order, live guidelines and application window. This step is essential for the general policy because its published validity ended on 31 March 2025.
- Build separate benefit models: Calculate SGST, fixed-capital, flexible-capital and turnover routes independently. For EV projects, model the four EV routes independently and include instalment timing.
- Check non-cumulative rules: Mark the elected investment-promotion route and list supporting measures separately so the same expenditure is not counted twice.
- Prepare evidence: Assemble land documents, EFA invoices, employment plans, Tamil Nadu residency records, product classifications, tax projections, production milestones and financing documents.
- Seek a project-level assessment: Submit the facts to Guidance Tamil Nadu and the relevant state departments or agencies, then obtain a sanction or eligibility confirmation before committing the incentive value to the investment decision.
Common mistakes and how to avoid them
Treating a published policy as automatically open
An online copy can remain available after its stated validity date. Use the current Government Order and written departmental confirmation, not the web-page presence alone.

Adding mutually exclusive subsidies
General and EV investment-promotion options are elections, not a stack of percentages. Compare them on the project’s expected cash flow and choose the route permitted by the sanction.
Using total project cost instead of EFA
Thresholds and percentages refer to eligible fixed assets, with special rules for permitted R&D intangibles. Exclude costs that the applicable policy does not recognise.
Ignoring district boundaries
A site near a boundary can fall into a different district category after the final address is established. Confirm the legal location before relying on an A, B or C rate.

The EV policy states an objective of ₹50,000 crore in EV-manufacturing investment and 1.5 lakh new jobs. Those are Government of Tamil Nadu policy objectives, not evidence that a particular company has been approved or paid.
Bottom line for automobile investors
Tamil Nadu’s published rules can materially reduce the cost of an automobile, component, EV, battery or charging project, but the value depends on the site, EFA, jobs, product, sales and timing. The EV package offers clear thresholds and four alternative subsidy routes. The general Industrial Policy 2021 contains broad incentives but states a 31 March 2025 end date. Treat every figure as a policy-described benefit until the current Government Order, operating guidelines and project-specific sanction confirm that it is claimable.
