The response depends on the truck’s automation level, its approved operating area, the type of failure, its ability to reach a minimal-risk condition, and the fleet’s emergency plan. A support specialist may coordinate with police, fire crews, roadside-recovery operators, or transportation officials, but there is no single nationwide breakdown script.
For motorists, the safe response is simple: slow down, keep away from the truck, call 911 if it creates a hazard, and follow directions from emergency personnel. Do not approach the vehicle, try to move it, connect equipment, or attempt a tow.

“Self-driving” does not describe one kind of truck
Before asking what happens during a breakdown, identify what “self-driving” means in that deployment. The term can describe systems with very different responsibilities and limitations.
Automation level and operating domain
The National Highway Traffic Safety Administration (NHTSA) describes Level 4 automation as a system that performs the driving task within a limited service area or other defined operating domain. A Level 4 truck is not necessarily designed to operate on every highway, in every weather condition, or outside a mapped route. NHTSA’s consumer explanation says that, when Level 4 is engaged, the system handles the driving tasks while occupants act only as passengers; that description applies within the system’s stated design domain.

Public-road automated-vehicle deployments remain limited to particular locations and conditions. Some vehicles described casually as self-driving still have a safety driver, a remote support function, or another person responsible for a portion of the operation. A truck may also be automated only on a highway segment and require a human to take over at terminals, urban streets, severe weather boundaries, or other transitions.
Why the distinction matters during an incident
A system that can continue driving under normal conditions may not be able to handle a failed sensor, loss of redundant power, damaged steering, a communications outage, or a road blockage. The vehicle’s operating design domain and its fallback design determine what it can do next. Neither the word “autonomous” nor a truck’s appearance tells a bystander whether it can move, whether the automated driving system (ADS) is engaged, or whether anyone is inside.
The typical incident sequence
Operators do not publish one universal script for every truck, but a safety-oriented response generally has several stages. The exact order, messages, and actions are operator- and jurisdiction-specific.

1. The system detects a problem
Onboard diagnostics and the ADS monitor sensors, computing hardware, steering, braking, propulsion, power, communications, and other components needed for the current driving task. A fault can be sudden, such as collision damage, or gradual, such as a component reporting degraded performance. The system classifies whether it can continue safely, must change its behavior, or can no longer perform the driving task required for its operating domain.
2. The truck attempts a fallback or minimal-risk condition
For covered commercial driverless operations in Texas, the vehicle must be capable of reaching a minimal-risk condition when an ADS failure leaves it unable to perform the driving task relevant to its intended operating domain. That is a capability requirement, not a promise that every truck will always stop in the same lane, reach a particular shoulder, or use a particular maneuver.
A minimal-risk condition could involve reducing speed, stopping, or remaining stationary in a location selected by the system and its operating rules. The safest achievable action depends on traffic, road geometry, available propulsion and steering, the nature of the failure, and whether the truck is carrying a load that presents additional hazards. If the truck cannot move safely, the fallback may be a controlled stop where it is rather than a trip to a preferred recovery location.

3. Fleet support is notified
The vehicle or its operating center may send an alert containing its location, direction of travel, fault state, and other diagnostic information. A support specialist can determine whether the truck is still within its operating domain, whether the ADS is engaged, and what type of assistance is appropriate. The existence of a support center does not establish that a person can remotely drive the truck or take direct control of it.
4. The support team coordinates with responders
Police, fire and rescue personnel, highway authorities, and towing or recovery contractors may need information that is not obvious from outside the vehicle. That can include whether the ADS is active, how to place the system in a safe state, high-voltage or stored-energy hazards, cargo information, and approved lifting or towing points. Communications may occur by a telephone number displayed on the vehicle, through dispatch, or through another method specified in the operator’s plan.
5. The scene is secured and the truck is removed
A disabled automated truck remains a large commercial vehicle and a roadside traffic hazard. Responders may close a lane, establish a buffer, control approaching traffic, and wait for a qualified recovery provider. Removal and towing instructions should account for the truck’s propulsion system, steering and braking status, batteries or other energy storage, cargo, and whether the ADS could re-engage.
After the incident, the operator normally preserves diagnostic data, inspects the vehicle, and determines whether it can return to service. Those maintenance and reporting steps are company procedures rather than a single federal breakdown rule.
What Texas requires for covered driverless commercial operations
Texas provides a concrete example of how a jurisdiction can turn emergency coordination into a planning requirement. The details below apply to covered commercial driverless automated-vehicle operations under Texas law; they are not a nationwide standard.

Minimal-risk capability
The Texas statute requires a covered vehicle to be capable of reaching a minimal-risk condition after specified ADS failures. The statute establishes the required capability, but it does not dictate one universal action such as always pulling onto the shoulder or always stopping in a travel lane.

Emergency-service interaction plan
Texas requires an emergency-service interaction plan addressing how responders can work with the vehicle’s operator. The plan must include:
- A way to contact a fleet support specialist while the vehicle is operating.
- Instructions for safely removing the vehicle from the roadway.
- Instructions for towing or otherwise recovering the vehicle.
- A method for recognizing whether the ADS is engaged.
- Information about hazards and other public-safety risks that responders may need.
In its adopted-rule explanation, the Texas Department of Public Safety wrote: “First responders require quick and immediate access to a fleet support specialist that is most efficiently provided through an easily identified telephone number prominently displayed on the vehicle.” That statement explains the Texas rule’s responder-access rationale; it is not a rule for every state or every operator.
Dates and legal scope
The Texas Department of Public Safety adopted the relevant implementation rules with an effective date of January 1, 2026. The adoption materials state a May 28, 2026, compliance date for the statutory subchapter. A truck operating elsewhere may be subject to different requirements, and a Texas requirement for a covered commercial driverless operation should not be presented as a nationwide procedure.

Several parties can have distinct responsibilities. Their involvement depends on the event and the local response system.
Fleet support specialist
The fleet’s support specialist is the main operational contact. This person can interpret alerts, identify the truck and its cargo, confirm whether the ADS is engaged, provide responder instructions, and arrange an approved recovery service. Support staff may advise or coordinate; that does not by itself mean they can steer, brake, or otherwise remotely drive the truck.
Law enforcement and transportation agencies
Police or highway personnel may protect the scene, manage traffic, document the incident, and request specialized resources. Road authorities may provide lane closures, message signs, or incident-management equipment. Their authority and procedures vary by jurisdiction.

Fire and rescue personnel
Firefighters may respond when there is a crash, fire, trapped person, leaking fuel, damaged energy storage, or another immediate hazard. They need the operator’s hazard information before touching, opening, lifting, or de-energizing the vehicle.
Heavy-duty recovery provider
A commercial recovery contractor may perform the physical removal. The operator’s plan should identify safe attachment points, restrictions on lifting or dragging, and steps needed to prevent unintended motion. Ordinary motorists should not attempt any of these actions.
What a motorist should do when an automated truck is stopped
- Reduce speed early. Leave extra following distance and expect the truck or surrounding traffic to move unpredictably.
- Change lanes only when legal and safe. Check mirrors and blind spots; do not make a sudden maneuver to pass a stopped truck.
- Call 911 if there is a collision, fire, debris, blocked lane, or immediate danger. Give the road, direction, nearest exit or landmark, and the truck’s position.
- Follow instructions from police, highway workers, or emergency crews. They may close lanes or establish a wider buffer than a normal breakdown requires.
- Keep people and vehicles away. Do not climb into the cab, open panels, approach the trailer, attach a cable, place a jump pack, or attempt to push or tow the truck.
If there is no immediate danger, a motorist can report the stopped vehicle through the local highway incident number or non-emergency channel, but should not stop on the shoulder merely to investigate. The operator and public agencies have procedures for identifying and recovering the truck.
How different failures can change the response
| Situation | What the truck may be able to do | What responders must determine |
|---|---|---|
| Sensor or computing fault | Slow or stop in a minimal-risk condition if steering, braking, and power remain available. | Whether the ADS is still engaged, whether the vehicle can move, and whether a controlled restart is permitted. |
| Steering or braking failure | Possibly remain stationary or use only the functions that still work; a preferred shoulder maneuver may be impossible. | Traffic protection, chocking or securing the vehicle, and the approved recovery method. |
| Communications outage | Follow its programmed fallback behavior, which may not require a live support link. | How to reach the fleet through the displayed or dispatch contact and how to verify vehicle status locally. |
| Collision or cargo hazard | Stop and disable movement if the system can do so safely. | Fire, energy-storage, fuel, cargo, and roadway hazards before anyone approaches or tows. |
| Blocked route or weather outside the operating domain | Stop, reroute within approved limits, or request assistance, depending on system capability. | Whether the truck can proceed under its own control or must be recovered. |
The table describes response questions, not guaranteed behavior for a particular make, model, or fleet. Only the operator’s approved procedures and the responding authority can establish what is safe at the scene.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What is not standardized nationwide
There is no single public rule that proves every automated truck will call the same number, stop in the same place, display the same lights, or wait for the same type of technician. Company procedures can differ even when vehicles operate in the same state.
Federal Motor Carrier Safety Administration (FMCSA) material discusses roadside inspections, enforcement training, operational safety plans, and checking whether ADS components are functioning or require repair. The cited FMCSA publication stated that, at the time it was published, the Federal Motor Carrier Safety Regulations and Federal Motor Vehicle Safety Standards did not contain ADS-specific federal performance standards. That historical statement should not be treated as a definitive description of every later federal rule.

General commercial-vehicle duties still matter. A disabled truck can obstruct traffic, create a crash risk, or expose responders to hazardous energy or cargo even when no ADS-specific rule applies. Operators must therefore combine vehicle capability, commercial-vehicle safety obligations, and local emergency requirements.
Remote assistance is not automatically remote driving
NHTSA’s July 30, 2026 announcement about updated automated-vehicle technical guidance listed emergency-responder interactions, safety-management systems, remote assistance, and post-crash behavior among the topics under consideration. The announcement describes the subject areas and an update process; it does not publish a complete truck-breakdown procedure or define one control method for remote assistance.
“Remote assistance” can mean providing information, confirming a route, authorizing a response, or helping a vehicle interpret an unusual situation. Unless an operator’s technical and regulatory documentation specifically says otherwise, do not assume a remote employee can remotely steer or drive a disabled truck.

The most useful emergency plan is one that turns an unfamiliar vehicle into an identifiable, controllable hazard. Responders may need:
- The fleet’s live contact method and the truck’s unique identification.
- The truck’s exact location, direction, lane, and current operating status.
- A clear indication of whether the ADS is engaged, in fallback, or powered down.
- Instructions for preventing unintended movement before personnel approach.
- Battery, high-voltage, fuel, compressed-gas, and other stored-energy warnings.
- Cargo details, including materials that alter fire, spill, or towing decisions.
- Approved procedures for removing the truck from the roadway and towing it.
- Any hazards that are not visible from outside the vehicle.
Texas specifically requires these categories to be addressed in the emergency-service interaction plan for covered operations. Other jurisdictions may use different formats or require additional information.
Bottom line for drivers and bystanders
A self-driving truck that needs help should enter the safest condition its system and circumstances allow, alert or be connected to fleet support, and be handled under an operator emergency plan with public responders and qualified recovery personnel. Texas law illustrates the direction of current regulation: covered commercial driverless vehicles need a minimal-risk capability and plans covering fleet contact, ADS-status recognition, hazards, removal, and towing. Those requirements do not create one universal sequence for every automated truck.
For everyone else on the road, the correct action does not change with the branding or automation level: treat the truck as a serious commercial-roadside hazard, create distance, report immediate danger, and leave inspection and recovery to trained responders.
