There is no single outage behavior for every self-driving car. Losing a cellular or other communications link may remove data or remote support that a particular automated-driving system uses, but it does not automatically mean the vehicle loses all ability to perceive the road or control itself. The result depends on the vehicle’s automation level, operating area, onboard sensors, software, and published safety procedure. A car might continue within its design limits, request assistance, perform a limited fallback maneuver, or become unable to proceed. You cannot safely assume any one of those outcomes without vehicle-specific documentation.
Internet connectivity is only one part of automated driving
People often use “internet connection” to describe every wireless link in a vehicle. In practice, an automated-driving system can contain several separate communication paths and information sources:
As an Amazon Associate I earn from qualifying purchases.
- Cellular or other wide-area connectivity: a link to a fleet operations center, cloud service, software service, or traffic-information provider.
- Vehicle-to-vehicle or vehicle-to-infrastructure communication: messages exchanged with nearby vehicles or roadside equipment, where supported.
- Remote-assistance communications: a channel through which the vehicle can ask a human agent for advice or another form of help.
- Onboard perception and control: cameras, radar, lidar where fitted, positioning equipment, computers, braking, steering and propulsion systems that operate inside the vehicle.
NHTSA’s A Framework for Automated Driving System Testable Cases and Scenarios treats communication equipment as one category among many automated-driving inputs and components. Its failure-mode analysis includes loss of an external signal or communication-equipment failure. That framework supports a careful conclusion: a communications failure can affect functions that depend on the link, but it does not establish that every automated vehicle needs a continuous public-internet connection for basic perception or control.
For example, a car may still see lane markings and obstacles with onboard sensors while losing access to a cloud-based service. Conversely, a system may be unable to complete a trip if it needs a live connection for dispatch, route validation, geofencing, fleet coordination or human assistance. Which statement applies is an engineering and operating-policy question, not a universal property of “self-driving cars.”

What can change during a communications outage?
The practical effect is determined by what the missing link was supposed to do. A disconnected vehicle does not necessarily lose every automated function at once.
| Potentially affected function | What a lost link could mean | What is not established universally |
|---|---|---|
| Remote assistance | The vehicle may be unable to request advice or exchange status with an operations center. | That a remote human will always be available, or that the human can drive the vehicle. |
| Cloud or live traffic data | The system may lose an information source used for routing, congestion awareness or other services. | That loss of the service makes the vehicle immediately unsafe. |
| Vehicle-to-vehicle or infrastructure messages | The automated-driving system may no longer receive information delivered through that channel. | That every vehicle depends on those messages for collision avoidance. |
| Fleet or trip authorization | A robotaxi or commercial fleet may be unable to start, continue or end a trip under its operating rules. | That all operators use the same authorization or fallback policy. |
| Software or map updates | Updates and some remote diagnostics may be delayed until communications return. | That a normal outage automatically changes the vehicle’s certified driving capability. |
NHTSA’s framework says communication failures may affect whether an automated-driving system accounts for or acts on information received through those links. It does not prescribe one response for every make, model or fleet. The missing information matters: losing a nonessential convenience service is different from losing a safety-critical input or the channel required by an operator’s procedure.
Will the car keep driving, pull over or stop?
There is no source-backed answer that applies to all automated vehicles. “It will keep driving,” “it will pull onto the shoulder” and “it will stop immediately” are all overbroad claims unless tied to a specific system and situation.

Some automated systems are designed to use onboard sensing and computing for the driving task. If the lost connection is not required for the current maneuver, the system could remain capable of driving within its defined operating conditions. That does not mean it will continue indefinitely or complete every route. A change in weather, road type, map confidence, traffic situation or another fault could still trigger a transition or fallback response.
Reducing the trip or seeking a fallback state
A system may be designed to limit its activity when a required service becomes unavailable. Depending on the vehicle’s rules, that could mean declining a new trip, changing the route, asking for assistance, heading toward a designated location or executing another minimal-risk maneuver. Those are examples of possible design choices, not a universal outage sequence.

Stopping is not one specific maneuver
“Stop” can mean stopping in a travel lane, stopping at a safe roadside location, completing a controlled parking maneuver or reaching a preplanned safe area. The safest action depends on road geometry, traffic, available shoulders, weather and the vehicle’s remaining capabilities. Without operator-specific evidence, an article cannot responsibly promise that a disconnected vehicle will stop in a particular place.
What an occupant should do
If a vehicle displays a connectivity or automated-driving warning, follow the owner’s manual and the vehicle’s explicit takeover instructions. A lower-level driver-assistance system may still require an attentive human to steer, brake or take over. Do not assume that a warning means you should exit in traffic, and do not assume that silence means the system is unaffected. If the vehicle requests immediate control, the person responsible for driving must respond as instructed and in accordance with local law.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesRemote assistance is not automatically remote driving
The phrase “remote assistance” covers several different arrangements. A human may confirm a proposed action, provide guidance, authorize a deviation, or—in some designs—perform remote manual driving. Those functions have different safety implications and should not be treated as synonyms.
Waymo’s published model
In a February 17, 2026 explanation titled Advice, not control: the role of Remote Assistance, Waymo says its agents respond to requests initiated by the Waymo Driver. The agents provide advice, and the automated system decides whether to accept or reject that advice. Waymo states: “Our service does not rely on remote drivers.” That is a description of Waymo’s own service, not a rule for every automated-driving operator.
The same publication reports approximately 70 Remote Assistance agents on duty worldwide at any given time and a fleet of 3,000 vehicles. Those are Waymo’s company-reported figures as of that February 17, 2026 publication; they are not industry-wide totals and do not measure how often other fleets lose connectivity.

The broader range of possible roles
NHTSA’s 2026 National AV Safety Forum overview describes remote assistance as a range that can include confirmation, guidance, permission for a deviation and remote manual driving. It also identifies latency, cybersecurity and the remote operator’s situation awareness as safety challenges. A person watching a video feed is not equivalent to a driver sitting in the vehicle with direct sensory cues, immediate control and responsibility for the surrounding scene.
| Remote role | What the human may do | Why the distinction matters |
|---|---|---|
| Confirmation | Approve or verify a proposed system action. | The vehicle remains responsible for executing the maneuver. |
| Guidance | Suggest a route, interpretation or next action. | The automated system may accept or reject the suggestion. |
| Deviation permission | Authorize an exception to a normal route or rule within the operator’s procedure. | Authorization is not the same as direct steering or braking. |
| Remote manual driving | Send direct driving commands from outside the vehicle. | Latency, communications reliability, cybersecurity and limited situation awareness become central safety issues. |
If the communications link is down, an operator using advice-based assistance may be unable to receive the vehicle’s request. A system built around remote manual control could face a different dependency. Only the operator’s technical and safety documentation can identify which case applies.
Automation level changes the answer
“Self-driving” is used for products with very different responsibilities. NHTSA’s consumer guidance distinguishes driver assistance from automated driving and places systems on levels that describe who performs the driving task and under what conditions.
| Automation context | Human responsibility | How an internet outage should be interpreted |
|---|---|---|
| Driver assistance, including Level 2 features | The driver must remain engaged and attentive and be ready to steer or brake. | Do not wait for a remote operator; follow the vehicle’s takeover warning and operate it as a human-driven car when required. |
| Higher automation in a defined service area | The automated system performs the driving task only within its operational design domain and procedures. | Connectivity requirements and fallback actions are operator-specific. |
| Level 4 automated driving | The system can perform the driving task within limited service areas and conditions. | NHTSA says these systems are not available for consumer purchase; a robotaxi’s outage policy cannot be generalized to a privately owned car. |
| Level 5 concept | Automation would operate everywhere a human could drive, if such a system were deployed. | NHTSA’s consumer context does not establish consumer availability or a common communications-failure response. |
A marketing label is not enough to determine the result. Check the vehicle’s actual automation level, the roads and conditions it supports, whether an occupant must monitor it, and what the manufacturer or fleet operator says about communications loss.

- Premium Material: Crafted from premium EVA material, our car seat side gap filler boasts a combination of wear-resistant, softness&durability. Maintenance is effortless, simply rinse and wipe to quickly clean the dust and debris in corners and crevices
- Identify the automation function. Determine whether you are dealing with a driver-assistance feature, a limited-area automated service or another system. Confirm who is legally and operationally responsible for driving.
- Define “connection.” Ask whether the warning concerns cellular service, a fleet link, map data, vehicle-to-infrastructure communication, positioning corrections or a remote-assistance channel. These are not interchangeable.
- Find the operating-domain limits. Note the approved roads, speeds, weather, lighting and service area. A system can be capable in one domain and require a fallback outside it.
- Read the outage procedure. Look for the exact published response to loss of communications: continue, slow, reroute, request assistance, pull over, stop or transfer control. If the documentation is silent, treat the outcome as unknown rather than filling the gap with assumptions.
- Check the human role. Establish whether an occupant must monitor the road, whether an agent only advises, and whether any remote-control function exists.
- Separate temporary loss from a wider fault. A brief signal interruption, a failed communications module, unavailable map service and loss of onboard sensors can produce different responses.
- Use current documentation. Software, service areas and safety procedures can change. Verify the version and date of the owner information or operator safety page that applies to the vehicle in question.
Common misconceptions and why they fail
“No internet means no perception.”
Onboard sensors and computers may continue to perceive and control the vehicle even when a communications path is unavailable. Whether they can do so safely for the current trip is system-specific.
“A remote driver will always take over.”
Some systems use human assistance for advice or authorization, and some designs may contemplate direct remote control. Waymo’s published service explicitly says it does not rely on remote drivers. Never assume a person can take over unless the operator documents that capability and the communications path is available.
“The car will automatically pull to the shoulder.”
A shoulder may be unavailable, unsafe or outside the system’s approved maneuver set. The exact fallback may depend on traffic, road geometry and remaining vehicle functions.
“A signal booster or hotspot fixes the problem.”
Generic connectivity equipment is not shown by the cited sources to restore a proprietary automated-driving connection or provide a safe substitute for the vehicle’s designed behavior. Adding hardware cannot replace an operator’s certified communications architecture or outage procedure.

Why outage procedures are a safety-engineering problem
A communications loss is one failure among many that engineers analyze. The important question is not simply whether a signal disappears, but what information or support disappears with it and what the vehicle can still verify locally.
- Latency: even an available link may introduce delay between a vehicle request, human response and system action.
- Cybersecurity: a remote channel must resist unauthorized commands, tampering and impersonation.
- Situation awareness: a remote agent may have incomplete views, sensor limitations or delayed context compared with someone inside the vehicle.
- Graceful degradation: the system must define which capabilities remain usable when one input fails.
- Human-machine authority: procedures must specify whether the automated system can reject advice, who authorizes a deviation and who is responsible for a direct command.
NHTSA’s 2026 forum discussion identifies these issues as challenges for remote assistance. It is a discussion context, not a binding universal procedure. The absence of a common rule is why vehicle-specific documentation matters more than a simple “online versus offline” label.
What is known—and what is not
Established points are limited but useful:
- Communication equipment and loss of external signal are recognized automated-driving failure modes in NHTSA’s scenario framework.
- A communication failure can affect information or support delivered through that channel.
- Waymo describes an advice-based Remote Assistance service initiated by its automated system and says it does not rely on remote drivers.
- NHTSA says Level 2 driver-assistance features require an engaged, attentive driver, while Level 4 automation is limited to service areas and is not available for consumer purchase.
- NHTSA’s 2026 forum overview identifies latency, cybersecurity and remote-operator situation awareness as remote-assistance concerns.
What has not been established is an industry-wide statistic for how often internet outages occur in automated vehicles, a universal response such as “always stop” or “always continue,” or a common architecture used by every operator. Any article or sales claim that supplies those missing details without identifying a specific vehicle and procedure is making the evidence broader than it supports.

Bottom line for drivers and passengers
Losing an internet or communications connection does not have one guaranteed result. It can remove a data source, fleet service or human-assistance channel while leaving onboard driving functions available; it can also trigger restrictions or a fallback response if that link is required by the system’s design. Remote assistance may mean advice rather than control, and a consumer driver-assistance feature is not equivalent to a limited-area robotaxi. For a real vehicle, use the exact warning, owner instructions and operator safety documentation, and treat any unconfirmed outage behavior as unknown.
