The control center and field staff first identify the fault, communicate with passengers, and decide whether the train can be moved safely—preferably to the nearest station. Only when movement or another controlled recovery is not suitable will responders organize a transfer to a rescue train or a tunnel evacuation.
“Driverless” describes normal operation, not the absence of people. Controllers, maintenance and operating personnel, emergency services, and station staff still manage an incident under the system’s emergency plan. As a passenger, remain on board unless authorized to leave and follow the instructions given by the operator and emergency responders.

A breakdown is a managed incident, not an automatic tunnel evacuation
When an automated train stops, the first question is not “How do passengers get out?” It is “Can the train be made safe and moved?” Federal Transit Administration (FTA) emergency-preparedness guidance identifies moving all or part of a train to the nearest station as the preferred evacuation approach where that can be done safely. A train that has stopped between stations may therefore remain closed while controllers and technicians assess it.

The exact sequence differs by operator, vehicle, tunnel and incident. A propulsion fault, loss of signaling, smoke, flooding, medical emergency and a power problem do not create the same hazards or require the same remedy.

No general rule supports a promised evacuation time. The reviewed guidance contains no universal breakdown rate or duration, and an individual delay depends on the fault, inspection requirements, track access, passenger needs and the operator’s procedures.
What happens after the train stops
1. The fault is detected and assessed
Train systems and control centers may indicate a failure, while a passenger or crew member may report a problem through the train’s communication equipment. Emergency plans are expected to cover how an incident is reported, evaluated and escalated. That does not mean every fault is identified by one automatic alarm or within a fixed number of minutes.
Controllers establish what has stopped the train, whether other trains are affected, whether smoke, fire, water or a medical emergency is present, and whether the vehicle and guideway remain safe. Maintenance and operating staff may need to inspect equipment before authorizing movement.
2. Passengers receive information
Announcements and emergency communications explain what is known and what passengers should do. Clear reporting matters: a December 23, 2024 Hong Kong Government review of an airport automated people-mover incident identified unclear procedures and weak communication and reporting as issues, and proposed improvements involving manuals, training and CCTV. That review describes one system-specific incident; it is not evidence that every automated railway has the same weakness.
Information may be incomplete at first. A useful announcement can still tell riders that the train is being assessed, whether doors must remain closed, and how to request help. If conditions change, the control center updates passengers and responders.
3. The operator chooses a recovery method
If the train can be moved without exposing passengers or responders to unacceptable risk, it is normally taken to a station. A controlled movement avoids placing people beside rails, electrical equipment, other vehicles or an unfamiliar tunnel route.

If the disabled train cannot move, a system may dispatch a rescue train and transfer passengers, or use another recovery arrangement built into its design. Such options depend on track geometry, compatible vehicles, signaling, platform locations and the ability to bring the rescue vehicle alongside safely.

Why passengers are usually told to stay on the train
Leaving a vehicle in a tunnel introduces hazards that passengers cannot evaluate from inside a stopped train. Depending on the system, the guideway may contain traction-power equipment, uneven walking surfaces, narrow clearances, ventilation shafts, switches or moving vehicles. Older automated-guideway research by the U.S. Department of Transportation specifically notes that some guideways are not safe to use as walkways.
Doors may also open onto an unsuitable side, a drop, or equipment rather than a protected path. Passengers should not force doors, climb through windows, step onto the track or follow another person out. A train that feels uncomfortable but remains structurally safe can be a safer refuge than an uncontrolled self-evacuation.
Sound Transit’s public Link light-rail instruction states: “For your safety, stay on the train!” Its underground guidance tells riders to follow operator and emergency personnel for the safest way out. That is a system-specific passenger instruction, but it illustrates the general principle: remain aboard until authorized to leave.
When a rescue train or passenger transfer is used
A rescue train can remove passengers without asking them to walk a long tunnel. The disabled vehicle must first be protected from movement, and controllers must confirm that the rescue route, power state and signaling arrangement are safe. A transfer might occur at a platform, through a controlled connection between vehicles, or by another method designed for that railway.
There is no guarantee that a second train will be available. A rescue vehicle may be unsuitable because of fire or smoke, damaged track, incompatible equipment, a blocked route, severe flooding or the need to keep emergency access clear. Accessibility also matters: responders must plan for wheelchair users, people with limited mobility, children, injured passengers and anyone who cannot use stairs.

The FTA guidance supports movement to the nearest station where feasible but does not establish a universal ranking for every system. Incident commanders weigh the trainway’s safety, station proximity, rescue-train availability, egress design, hazards, accessibility and responder access together.
How a tunnel evacuation is organized
If passengers must leave between stations, evacuation is an operation controlled by staff and emergency responders, not a passenger decision. The plan must identify a safe destination and protect the route before anyone exits.
Power and vehicle protection
Traction power may need to be removed, isolated or verified safe. Other trains may have to be stopped or rerouted. Staff secure the disabled vehicle and establish who has authority to open doors and release passengers.
Route, lighting and ventilation
Responders check the designated walkway or egress path, emergency lighting, signs, clearances and access points. Ventilation strategy can be critical during a fire or smoke event. Some tunnels use specific airflow and extraction arrangements; passengers should not assume that moving in a particular direction is safest.
Passenger assistance and crowd control
Staff organize the order and pace of movement, keep people away from hazards and assist passengers who need additional support. Emergency plans address passenger care, crowd control and communications as well as the physical exit. Follow the group leader or responder rather than splitting off to seek a shorter route.
Responder access and destination
Firefighters, medical teams and railway personnel need a clear path to the train and to the street, station or other safe area. The destination may be a platform, a cross-passage, a shaft, a service access point or street level, depending on the tunnel design. An apparently nearby exit may not be the authorized one.

Who helps when there is no driver?
Automated operation removes the onboard driving task; it does not remove operational responsibility. A typical response can involve:
- Control-center staff: monitor train movements, communicate with the vehicle, protect surrounding service and coordinate decisions.
- Operating and station personnel: provide announcements, reach the train when safe, manage doors and passengers, and support transfers or evacuation.
- Maintenance and engineering teams: diagnose equipment, assess whether movement is possible and make the vehicle or infrastructure safe.
- Fire and emergency services: manage fire, smoke, medical, rescue and hazardous-environment risks under a joint plan.
- Specialist accessibility and passenger-care staff: help people who cannot use stairs, walk long distances or communicate easily during an emergency.
Preparedness guidance expects training and exercises for these functions. A driverless train is therefore monitored and supported by a larger system even when no operator is seated in the cab.
What a passenger should do
- Stay inside the vehicle. Keep doors closed and remain where staff can account for you unless an immediate danger or an authorized instruction requires movement.
- Use the train’s communication method. Report smoke, fire, injury, a medical condition or another urgent hazard through the emergency intercom or the method identified by the operator.
- Listen for specific instructions. Note whether staff tell you to remain seated, move within the train, prepare for a transfer or leave through a particular door.
- Prepare without self-evacuating. Keep aisles clear, take essential medication if it is immediately available, and help children or companions while leaving room for responders.
- Follow the designated route if told to leave. Move as a group, use handrails, stay behind the lead responder and do not touch rails, cables or equipment.
- Report to the instructed destination. Do not return for luggage or re-enter the train until railway or emergency personnel declare it safe.
These steps do not replace the current instructions of a particular operator. Local procedures govern door operation, emergency exits, mobility assistance and where passengers assemble.

Emergency performance is designed at system level. The relevant features can include emergency communications, lighting and signage, ventilation, marked exit paths, power isolation, cross-passages, access for fire services and arrangements for passengers with disabilities.
The U.S. Access Board describes automated guideway transit as automated or driverless people-mover vehicles and addresses the accessibility framework that applies to such systems. The public summary of the American Public Transportation Association’s passenger-emergency-systems standard covers communications, emergency lighting and signage, ventilation and exit-path marking; it does not establish which equipment is installed on any particular train.

APTA’s emergency-egress and accessibility standard summary lists its current Rev. 1 as published January 17, 2025. A standards summary is design guidance, not a passenger instruction manual or proof that every tunnel has the same walkway, lighting or ventilation arrangement.

What recent exercises and reviews show
Exercises are used to test coordination before an emergency occurs. In a May 8, 2026 Auckland Transport announcement about City Rail Link emergency testing, Interim CEO Stacey van der Putten said: “But planning for unlikely events is essential. Train crew and station staff need to be prepared and ready to work alongside emergency services to help customers safely evacuate to street level if an incident were to occur.” Dave Woon of Fire and Emergency New Zealand said the exercises provide a chance to put plans, procedures and specialist training for the underground environment into practice.
That announcement demonstrates planning and rehearsal, not a measured breakdown outcome or a guaranteed evacuation performance. Likewise, a review of one airport people mover cannot be generalized to all driverless tunnel systems. The safest expectation is that each operator’s current emergency plan controls the response.
Common misconceptions
“Driverless means nobody can help.”
False. Control, maintenance, station and emergency personnel manage the incident even when the train has no driver.
“A stop means everyone must walk out.”
False. A stop triggers assessment. Moving the train to a station is generally preferred when safe.
“Every tunnel has a walkway.”
False. Some automated-guideway configurations are unsafe for walking, and the authorized egress route depends on the infrastructure.
“The train can always be remotely restarted.”
Not established. Some faults may permit a controlled reset or movement; others require inspection, a rescue vehicle or evacuation.
“A rescue train will always arrive.”
Not established. Availability depends on equipment, route condition, power, signaling and the nature of the incident.

How to find the applicable instructions
Before traveling, check the current emergency and accessibility information published by the transit operator serving your route. The system-specific page is more authoritative than a generic description because it identifies that operator’s emergency intercom, accessible evacuation arrangements and passenger instructions. On the day of an incident, announcements from the control center and directions from uniformed staff or emergency responders take priority.
