It is a ratio, not a count of all electric vehicles on the road. To interpret it correctly, identify which vehicles count, what the percentage is measured against, where and when the data were collected, and whether the figure describes new sales or the existing vehicle fleet.
What does EV market share mean?
Market share is the portion of a defined market attributed to a defined group over a defined period. In vehicle reporting, “EV market share” commonly describes the share of new-vehicle sales or registrations represented by vehicles that satisfy the report’s EV definition. The phrase alone does not tell you which vehicles are included or exactly what counts as the market.

A useful formula is:
Qualifying new-vehicle sales or first registrations ÷ all new vehicles in the stated market and vehicle class during the same period × 100.

That result would describe the specified new-car market for that year—not the proportion of all cars in use that were electric, nor the share of every type of vehicle sold. The example illustrates the arithmetic only; it is not a reported market figure.

Every percentage needs four pieces of context: its numerator, its denominator, its geography and its time period. It also needs a clear statement of whether the underlying measure is sales, registrations or vehicle stock. Without these details, a percentage can be quoted correctly as a number but still be misunderstood.
Does EV market share include plug-in hybrids?
It depends on the publisher’s definition. “EV” is not applied identically in every chart or dataset. Some figures count battery electric vehicles (BEVs) alone; others group BEVs with plug-in hybrid electric vehicles (PHEVs). A BEV is powered by a battery and can be charged from an external power source. A PHEV has a plug-in battery as well as another power source. The relevant point for interpreting a market-share figure is the source’s classification, not what the label seems to imply.
In its Global EV Outlook, the International Energy Agency (IEA) uses “electric car” for BEVs and PHEVs together unless it says otherwise. The IEA’s default definition excludes fuel-cell electric vehicles. The IEA also says that its new-car sales or registration figures exclude used cars. Those conventions are useful, but they should not be assumed for a different publisher’s chart.
| Label or scope | What it counts | What to check |
|---|---|---|
| BEV share | Battery electric vehicles, when the source defines the numerator that way. | Whether PHEVs and fuel-cell vehicles are excluded, and what vehicle class forms the denominator. |
| PHEV share | Plug-in hybrid electric vehicles, when the source reports them separately. | Whether extended-range plug-in models are classified with PHEVs in that dataset. |
| BEV-plus-PHEV share | Both battery electric and plug-in hybrid vehicles. | Whether the source uses “EV,” “electric car” or another label for this combined group. |
| Broad hybrid share | May include conventional hybrids as well as plug-in hybrids, depending on the report. | Do not treat “hybrid” as a synonym for PHEV. Check whether conventional hybrids are listed separately. |
For instance, the U.S. Bureau of Transportation Statistics presents hybrid-electric, plug-in hybrid-electric and electric vehicle sales as separate categories. That categorization shows why a broad “hybrid” total cannot automatically be read as a PHEV figure. If a chart combines categories, its note or methodology should say which ones.

What counts in the denominator?
The denominator is the complete group against which the qualifying vehicles are compared. A share of new passenger-car registrations is not interchangeable with a share of all light-duty vehicle sales, a share of every vehicle registration or a share of one manufacturer’s deliveries. The category named in the denominator determines the market being described.
Vehicle class
Check whether the statistic covers passenger cars or a wider vehicle class, such as light-duty vehicles. A figure for passenger cars cannot be compared directly with one that includes additional vehicle types unless the coverage is reconciled. The vehicle-class label belongs in the description of the statistic, not only in a chart legend that may be lost when the figure is repeated elsewhere.
Sales and registrations
Sales and registrations are related ways of measuring new-vehicle activity, but they are not automatically identical. A registration figure generally concerns first official registrations; sales data concern transactions reported by a source. Government registration totals and dealership sales can differ in timing and coverage. The IEA notes that some markets use retail-sales data where other registration data are unavailable. As a result, a multi-country or global series may draw on data that are not perfectly uniform across every market.
For a fair comparison, state whether the source reports sales, new registrations or a combination, and preserve any qualifications the source gives. Do not silently relabel a sales percentage as registrations, or imply that every country in a regional total was measured using the same administrative data if the source says otherwise.

New vehicles versus used vehicles
New-car sales or registration statistics exclude used cars when the source defines them that way, as the IEA does for its new-car figures. Used imports, transfers between owners and the entire population of vehicles already in use are different populations. They should not be added to or substituted for a new-sales denominator without an explicit methodology that supports doing so.
Is EV market share the same as the percentage of cars on the road?
No. New-sales share is a flow measured over an interval; vehicle-stock share is a snapshot of vehicles in operation at a point in time. A market can have a relatively high share of new sales while its electric share of all cars in use remains much lower, because the fleet includes vehicles purchased over many previous years.
The IEA’s Global EV Outlook 2026 reports that more than 20 million electric cars were sold worldwide in 2025, equal to 25% of the overall car market. In the same publication, the IEA says about 5% of the global car stock was electrified in 2025. The IEA’s electric-car category includes BEVs and PHEVs. The 25% figure is a share of new sales; the approximately 5% figure is a share of the vehicle stock. They answer different questions and are not competing estimates of one quantity.
Stock changes more slowly than new sales because it accumulates vehicles bought across multiple years. It is also affected by scrappage, exports, imports and growth in the total fleet. Those factors mean a new-sales percentage cannot simply be carried over as a current fleet percentage. Conversely, a stock figure should not be presented as though it measures what buyers chose during the latest period.

Use precise wording: “one in four new cars sold globally in 2025” for the IEA’s 25% sales-share finding, not “one in four cars on the road.” Reserve terms such as “share of the fleet,” “vehicle-stock share” and “share of cars in use” for a measure whose denominator is the existing vehicle stock.
Why can two EV market-share figures disagree?
A difference between published percentages does not, by itself, show that one source is wrong. First check whether the sources are measuring the same group in the same place and period. A change in any one of those boundaries can produce a different, valid percentage.
- Powertrain scope: Determine whether the numerator is BEV-only, PHEV-only or a BEV-and-PHEV combination. Check how the source classifies extended-range plug-in models and whether it includes fuel-cell vehicles.
- Denominator and vehicle class: Compare passenger cars with passenger cars, or the same broader vehicle class with itself. Check whether the denominator is all new registrations, retail sales, another defined market or a manufacturer’s deliveries.
- Geography: Confirm that the figures cover the same country, region or global market. For a regional total, check whether the country coverage is consistent.
- Time window: Compare like with like: calendar year with calendar year, month with month, or year-to-date with the same year-to-date interval. Note whether one result is preliminary and another revised.
- Vehicle status and data type: Check whether the numbers refer to new vehicles, used imports or vehicles in operation, and whether the source uses sales, first registrations or a stated mix of data.
- Counts as well as percentages: When available, compare qualifying vehicle totals and the overall market total alongside the share. This helps show whether the percentage changed because qualifying sales changed, the total market changed, or both.
The European Alternative Fuels Observatory’s EU dashboard labels new passenger-car registrations and market share, while the U.S. Bureau of Transportation Statistics separates gasoline vehicles, conventional hybrids, PHEVs and EVs in its sales categories. These are examples of why the label, market boundary and comparison group are part of the statistic itself. A dashboard’s filter settings and definitions matter just as much as the headline number.
Can market share rise when EV sales fall?
Yes. A share is a ratio, so it can rise when the qualifying-vehicle count increases, when the total market in the denominator shrinks, or when both change. It can also fall even if qualifying sales rise, if the total market grows faster. A percentage alone does not reveal which of these occurred.

Consider a purely hypothetical market in which qualifying EV sales remain at 20,000 while all new-vehicle sales fall from 200,000 to 160,000. The share rises from 10% to 12.5% even though the EV count has not increased. If both the numerator and denominator fall, the direction of the percentage depends on how quickly each changes. This is why a report should give counts alongside share whenever those counts are available.
The same caution applies when comparing a percentage across years or markets. A higher share is a larger portion of that defined market, but it does not necessarily mean a larger number of EVs sold. The underlying totals are needed to answer the volume question.
How to read and report an EV share accurately
Before quoting a figure, turn its chart label into a complete sentence. That process makes hidden assumptions visible and helps prevent new-sales share from being mistaken for fleet share.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →- Name the numerator: Say whether the qualifying group is BEVs, PHEVs or both. If the source uses “electric car” as a defined combined category, state that scope when it matters.
- Name the denominator: Identify all new passenger cars, all new light-duty vehicles or whichever market the source actually uses. Do not widen the class in your wording.
- State place and period: Include the country or region and the exact interval—such as a month, year-to-date period or calendar year—rather than leaving them implied by a page title or chart filter.
- Call the measure what it is: Use “sales share” for sales, “new-registration share” for registrations, and “fleet” or “vehicle-stock share” for vehicles in use. Preserve a source’s qualification if it uses a combination or a substitute data series.
- Add counts where supplied: Report the qualifying-vehicle count and, if available, the total-market count. This gives readers context that a percentage cannot provide by itself.
- Compare only aligned figures: If scope, geography, period, data type or denominator differs, explain that the figures measure different things instead of ranking them as if they were directly comparable.
A clear sentence based on the IEA’s 2025 global finding would identify more than 20 million BEV-and-PHEV electric cars sold worldwide during 2025 and say that they represented 25% of the overall car market, attributing the result to the IEA’s Global EV Outlook 2026. It should keep the separate approximately 5% global car-stock figure labeled as a stock measure, not blend the two into one claim.
Which figures are useful examples?
| Measure | Reported value | What it describes |
|---|---|---|
| Global electric-car sales in 2025 | More than 20 million | Sales volume, as reported by the IEA in Global EV Outlook 2026; the electric-car category includes BEVs and PHEVs. |
| Share of the overall global car market in 2025 | 25% | New-sales market share, as reported by the IEA in Global EV Outlook 2026; it is not a share of all cars in use. |
| Share of global car stock electrified in 2025 | About 5% | Vehicle-stock share, as reported by the IEA in Global EV Outlook 2026; it measures the fleet, not that year’s sales. |
Use the report’s publication year for attribution and the year of the data in the claim. The IEA’s 2026 publication reports 2025 activity; saying simply “the 2026 market share” would blur the observation period and publication date. These are global figures and should not be used as estimates for an individual country.
What wording prevents common misreadings?
- Prefer “BEV share of new passenger-car registrations in [market] during [period]” when that is the actual scope.
- Prefer “BEV-and-PHEV share of new car sales” when the source counts both plug-in types.
- Say “share of the vehicle stock” when the denominator is cars in operation.
- Avoid using “hybrid” alone when the intended category is PHEV; conventional hybrids may be counted separately.
- Do not describe a regional or global figure as country-specific, or call a sales figure a registration figure unless the source supports that wording.
In short, “EV market share” is not a complete statistic until its vehicle definition, denominator, geography, time window and data type are clear. The most reliable reading keeps those boundaries attached to the percentage whenever it is repeated.
