How to Check Whether a Car Uses Chinese-Made Connected-Vehicle Hardware or Software

A VIN decoder and NHTSA origin reports provide useful context, but only the automaker can address the connected-vehicle suppliers and software for a specific configuration.

There is no public VIN lookup that reveals a car’s complete connected-vehicle parts list or the origin of every connectivity component. A VIN decoder and NHTSA’s country-of-origin reports can help identify the vehicle and provide broad manufacturing context, but the most useful evidence for a particular car is a written answer from its automaker about the exact model year, trim, options, and—if possible—VIN.

First decide what you mean by “Chinese-made”: a component manufactured in China, a supplier linked to China, software supplied by a covered entity, and a car assembled in China are different claims. The U.S. connected-vehicle rule focuses on specified hardware and software and particular supplier and ownership relationships; assembly location by itself does not answer the question.

What “Chinese-made” can mean

A statement that a car is or is not “Chinese-made” is too broad to settle the connected-vehicle question. It could refer to the place where the whole car was assembled, the factory where a particular electronic component was manufactured, a supplier’s corporate ownership or control, or the origin of software used in the vehicle. Those facts are related, but none automatically proves the others.

For this check, focus on the vehicle connectivity system (VCS)—the hardware used for vehicle connectivity—and the software within the scope of the U.S. rule. A supplier’s role can also matter: a company may design, develop, manufacture, or supply relevant hardware or software. The rule examines specified links to the People’s Republic of China (PRC) or Russia, including ownership, control, or jurisdiction or direction. A person’s citizenship alone does not establish that link.

  • Final assembly: where the vehicle was assembled. This is useful context, but it does not identify the origin or supplier of every connectivity component.
  • Component manufacturing: where a particular module or part was made. This does not by itself establish who designed or supplied it, or who owns or controls the supplier.
  • Supplier relationship: the legal entity and parent company involved, its role, and any relevant ownership, control, or jurisdiction relationship.
  • Software provenance: the source and supplier of software within the relevant scope, including whether the answer accounts for updates or supplier changes.

When a seller says a car is “not made in China,” ask which of these facts the statement covers. It may describe assembly alone, rather than connected-vehicle hardware or software.

It can help to separate two questions in your notes: “Where was this part made?” and “Who supplied or controlled the entity responsible for it?” One answer does not substitute for the other. Likewise, knowing that a supplier has a particular corporate parent does not, by itself, tell you where a component was manufactured or where software development occurred. Ask for each fact separately rather than treating “origin” as a single yes-or-no property.

Gather the exact vehicle details first

Before looking up the car or contacting the automaker, write down its vehicle identification number (VIN), model year, make, model, trim, and relevant options or packages. Connected modules and suppliers can vary across model years and configurations, so a statement about a model name or brand may not apply to the car in front of you.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you are shopping and do not have the VIN yet, ask for the VIN of the specific vehicle under consideration. If you are comparing cars, collect the same identifying details for each one. A meaningful comparison depends on knowing whether each answer applies to a particular VIN, a configuration, or an entire carline.

Be especially careful with answers that use a model name without a year or configuration. A response about one trim, option package, or carline may not establish what is installed in another. If the automaker cannot look up a VIN, ask what configuration details it needs to narrow the answer and whether the answer it provides covers every version of that configuration. Keep a record of those details so you can match the reply to the right vehicle later.

Check the VIN, but treat it as identification—not a parts list

  1. Open NHTSA’s vPIC VIN decoder. Enter the VIN in the official NHTSA vPIC lookup.
  2. Review the decoded vehicle information. Note the manufacturer and any manufacturer-reported details, such as equipment-plant identification where available.
  3. Save the result with the date. Keep a copy or record of what the lookup returned, so you can distinguish it from later information supplied by the automaker.
  4. Do not infer connected-component origin from the decode. The lookup is identification context, not a bill of materials for the vehicle’s telematics control unit, cellular modem, connectivity module, or software.

A decoded manufacturer or plant can help you identify the vehicle and ask better questions. It does not establish who supplied each connectivity component, where it was made, or the provenance of its software.

Think of the VIN result as a starting point for an inquiry, not the result of the inquiry. It can help ensure that you are discussing the correct vehicle and can provide useful context when you contact the automaker. If a lookup result is incomplete or a field is not shown, do not fill the gap by guessing. Ask the manufacturer to confirm the vehicle identity and then answer the component and supplier questions separately.

Use NHTSA Part 583 reports for broad manufacturing context

NHTSA’s Part 583 reports and the vehicle’s labeling can add context about manufacturing location and country-of-origin equipment content. Read those materials alongside the VIN information, but do not treat them as a connected-system component list.

NHTSA explains that country equipment-content percentages are reported on a carline basis and may be rounded to the nearest 5 percent. That figure is the reporting increment, not a statistic about Chinese connected-vehicle content. A carline-level percentage cannot tell you whether one particular modem, telematics control unit, or software component has a particular origin or supplier relationship.

  • Record the report or label version and the carline it covers.
  • Note assembly and equipment-content information as context, not proof about a connectivity module.
  • Do not translate a broad percentage into a claim about the vehicle’s connected-vehicle system.

For example, a broad equipment-content figure is not a way to determine whether a specific cellular modem was manufactured in a particular country. Even a number that appears precise is still a carline-level figure, and rounding to the nearest 5 percent further limits what it can show. Use the report for the context it actually provides, then seek component-specific details from the automaker.

Also keep the label and report tied to the applicable vehicle or carline. If you are considering two vehicles, make sure you are not comparing a report for one carline with a different configuration or year and treating the figures as though they describe identical equipment. These sources can inform a broader picture of the vehicle’s manufacturing context, but they do not identify each connected-system supplier.

Ask the automaker for configuration-specific information

For a particular vehicle, ask the automaker—not only a dealer or seller—for written information tied to the exact model year and configuration. If the company cannot answer at VIN level, ask it to state clearly what scope it can support. A response about an entire carline is less specific than a response tied to the vehicle’s VIN or exact configuration.

Ask for the information in distinct categories so that “made in China” does not blur manufacturing, supplier, and software questions:

  • Hardware: the VCS hardware components in scope, such as the relevant connectivity module, cellular modem, or telematics control unit; each supplier’s legal name; and the component model or identifier, if available.
  • Supplier identity and relationships: the supplier’s parent company and relevant ownership or control information, and whether any relevant entity is subject to PRC jurisdiction or direction.
  • Supplier role and locations: who designed, developed, manufactured, and supplied the relevant hardware, and where those activities occurred.
  • Software: the relevant software suppliers and whether the response covers software updates as well as the configuration as originally built.
  • Scope and timing: whether the answer applies to the VIN, a configuration, or a carline; the date it is current through; and whether it accounts for supplier substitutions or other changes.

You can adapt this request:

Please provide the connected-vehicle hardware and covered-software supplier and origin information applicable to VIN [enter VIN], model year [enter year], trim [enter trim], and options [list relevant options]. Please identify the relevant hardware and software suppliers by legal entity, their parent and relevant ownership or control relationships, and who designed, developed, manufactured, and supplied the components or software, including the locations of those activities where known. Please state whether your response is VIN-specific, configuration-specific, or carline-level; the date it is current through; and whether it accounts for software updates and supplier changes. If any information is unavailable or outside the scope of your answer, please identify that limitation.

Keep the response with the VIN lookup and applicable NHTSA materials. If the company gives only a general statement, ask which components, suppliers, activities, and time period it covers. A partial answer is still useful if its limits are clear; it is not evidence for facts the company did not address.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When you receive an answer, check whether it directly responds to each category you asked about. A supplier name without a legal entity or parent relationship may leave the ownership question unresolved. A manufacturing country without the supplier role may not explain who designed or supplied the component. And a statement about software as originally installed may not answer what is covered by subsequent updates. Rather than interpreting silence as confirmation, ask the company to mark the unaddressed points as unavailable or outside the scope of its response.

Ask for the date the answer is current through, not just the date it was sent. A response may reflect information current at one point and not account for a later supplier change or software update. Preserve any follow-up replies as well as the original answer; together, they show what the automaker confirmed and what it did not confirm.

BIS’s rule expects regulated parties to conduct due diligence and keep component and supplier information. That does not mean a consumer can retrieve the information from a public VIN database, or that every automaker will provide every detail in the same format. A direct written request is still the most useful route to vehicle-specific detail, and asking the company to state the limits of its answer helps make that detail interpretable.

How to compare two vehicles fairly

Use the same evidence standard for both vehicles. A general statement for one carline should not be compared as if it were equivalent to a VIN-specific supplier response for another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
What to compare What to record Why it matters
Vehicle identity Model year, trim, options, VIN or configuration covered Suppliers and modules may differ across years or configurations.
Technology scope Which connectivity hardware and software the claim includes A statement about the whole car may not address the connected system.
Supplier identity Legal entity, parent company, and relevant ownership or control relationship A supplier’s name alone may not resolve the relationship relevant to the rule.
Supplier role and origin Who designed, developed, manufactured, and supplied the technology, and where each activity occurred These are distinct activities and can occur in different places.
Evidence quality VIN-specific, configuration-specific, carline-level, or general brand statement The scope determines how confidently the answer applies to the individual car.
Timing Date of response and coverage of updates or supplier substitutions A response may describe only the configuration or supplier information current at a particular time.
Final assembly Assembly location, recorded separately It is useful context, but not a substitute for connected-component provenance.

For a practical side-by-side review, make a separate row for each vehicle and leave a field blank when a source does not answer it. Do not treat a blank as a negative finding. Then compare like with like: VIN-specific information against VIN-specific information where possible, and equivalent coverage of hardware, software, supplier roles, and timing. If one automaker answers at carline level and the other at configuration level, note that difference rather than scoring the responses as equally specific.

There is no published prevalence percentage in the official materials described here that tells buyers what share of vehicles have Chinese-linked connected-vehicle hardware or software. A broad market estimate therefore cannot replace this vehicle-by-vehicle comparison. The useful question is not whether a vehicle belongs to a brand that has a particular reputation, but what is documented for the exact configuration and how complete and current that documentation is.

What the U.S. connected-vehicle rule does—and does not—tell a buyer

The Bureau of Industry and Security (BIS) issued a final rule in January 2025 covering specified connected-vehicle transactions involving VCS hardware and defined covered software with a sufficient PRC or Russian nexus. BIS summarizes VCS hardware import restrictions for model year 2030 and later, and import and sale restrictions for certain connected vehicles incorporating covered software for model year 2027 and later. The rule also addresses completed connected vehicles sold by manufacturers themselves that are subject to PRC or Russian ownership, control, or jurisdiction.

Those dates are part of BIS’s summary of the rule, not a simple consumer test for a particular car. Application depends on regulatory definitions, exemptions, authorizations, and transaction details. The rule’s focus is not simply where the whole vehicle was assembled: it concerns specified technology, the roles of relevant persons or entities, and defined relationships to the PRC or Russia. This explanation is general information, not a legal determination about an individual vehicle.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

BIS describes declarations of conformity, due diligence, and recordkeeping obligations for regulated market participants. Those obligations do not create a public consumer lookup that returns a complete component-origin result for any VIN. For vehicle-specific information, the buyer still needs a manufacturer response whose scope and date are clear.

The model-year dates also should not be read as a guarantee that every vehicle before those years has a particular supplier or that every vehicle after them has one. The rule applies to specified transactions and defined technology, and its operation depends on the details set out in the rule, including any applicable exemptions or authorizations. A consumer who needs to understand a particular vehicle’s regulatory status should not infer it from assembly location, model year alone, or a general brand statement.

In particular, the rule’s entity inquiry is not a shortcut based on the nationality of an individual employee or engineer. The relevant questions concern specified roles and the ownership, control, jurisdiction, or direction links described in the rule. Keep that distinction in mind if a seller or online discussion reduces the issue to a person’s citizenship or the country where a car was assembled.

Common mistakes to avoid

  • Equating assembly country with connected-system origin. Record assembly separately and ask about the relevant hardware and software suppliers.
  • Treating a VIN decoder as a component-origin database. Use it to identify the vehicle and manufacturer-reported information, then request supplier details separately.
  • Reading a carline percentage as proof about a module. NHTSA’s country equipment-content reporting is broad and may be rounded to the nearest 5 percent; it does not identify the origin of a specific connectivity component.
  • Accepting an unscoped “not made in China” assurance. Ask whether it covers assembly, component manufacturing, supplier ownership or control, software, or all of these—and which vehicle configuration.
  • Assuming a brand-wide answer applies to every vehicle. Model year, trim, options, software updates, and supplier substitutions can change what is covered.
  • Treating nationality as the legal test. The rule’s relevant inquiry concerns specified roles and entity relationships, not an individual’s citizenship alone.

Another common pitfall is to ask a broad question and receive a broad answer. “Does this car use Chinese technology?” can mean several different things to the person asking and the person answering. Naming the hardware, software, supplier roles, and scope you want covered makes it easier to identify an incomplete response and ask a focused follow-up.

Keep a useful record of what you learn

Save the VIN lookup, the applicable vehicle label or Part 583 report, the automaker’s written response, and the date you received it. Keep any component identifiers or supplier names the automaker provides. If you later compare vehicles or receive an updated answer, you will be able to tell which vehicle and time period each statement covered.

There is no prevalence percentage in the reviewed official materials that establishes what share of vehicles have Chinese-linked connected-vehicle hardware or software. Do not use an unsupported share as a shortcut for checking an individual car; evaluate the evidence for that vehicle instead.

A compact record can include the VIN, the exact trim and options, the NHTSA lookup date, the carline and date for any Part 583 information, the automaker contact date, and the stated scope and currency of its response. Keep the original wording rather than only your interpretation of it. That makes it easier to revisit the answer if the automaker clarifies a component or gives updated information later.

Frequently Asked Questions

Can I use a VIN to find out whether a car has Chinese-made connected-vehicle hardware?

Not by itself. NHTSA’s vPIC VIN decoder can help identify the vehicle and manufacturer-reported details, including equipment-plant information where available, but it is not a complete connected-system bill of materials. Ask the automaker for supplier and component-origin information tied to the exact VIN or configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do NHTSA Part 583 percentages show whether a modem or telematics unit came from China?

No. The country equipment-content percentages are reported at the carline level and may be rounded to the nearest 5 percent. They provide broad context, not the origin or supplier relationship of a particular connectivity component.

Does a car assembled in China necessarily have Chinese-linked connectivity software or hardware?

Assembly country alone does not establish the origin of a connectivity component, the identity or ownership of its supplier, or the provenance of software. Ask about final assembly separately from the hardware and software suppliers and their roles.

What should I ask an automaker about connected-vehicle suppliers?

Ask which relevant VCS hardware and covered software apply to the exact model year and configuration; the suppliers’ legal names and parents; relevant ownership or control information; who designed, developed, manufactured, and supplied the technology and where those activities occurred; and whether the answer covers updates and supplier changes. Ask whether it is VIN-specific, configuration-specific, or carline-level and when it is current through.

Do BIS’s model-year dates tell me whether a particular car is allowed to be sold?

Not on their own. BIS summarizes hardware import restrictions for model year 2030 and later and import and sale restrictions for certain connected vehicles with covered software for model year 2027 and later. The rule’s application depends on its definitions, exemptions, authorizations, and transaction details, so those dates are not a complete legal determination for an individual vehicle.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does an employee’s citizenship determine whether the connected-vehicle rule applies?

No. The rule’s relevant inquiry concerns specified hardware or software roles and certain entity relationships, including ownership, control, jurisdiction, or direction. Individual citizenship alone does not establish the relevant link.

The Bottom Line

Use the VIN and NHTSA materials to identify the vehicle and understand broad manufacturing context, not to infer the origin of a specific connectivity component. For a meaningful answer, ask the automaker in writing about the exact configuration, hardware and software suppliers, their roles and relevant relationships, and the date and scope of its response. Keep final assembly, component origin, supplier ownership, and software provenance as separate questions.
