A ship cannot use shore power with a single onboard cable. It needs a compatible shore-to-ship connection, correctly rated cables and cable handling, ship-side distribution, and coordinated protection and control. The berth must provide matching shore distribution equipment. Depending on the vessel’s load, onboard voltage and frequency, transformers, reactors or frequency converters may also be required.
The exact equipment list is an engineering result of the vessel, berth, electrical ratings and applicable national and port rules. The checklist below explains what normally belongs in the system and which details must be specified for a particular ship.

Shore power is a ship-and-port system
Shore power, also called cold ironing or shore-side electricity, transfers electrical power from a port supply to a vessel at berth so the ship can shut down some or all onboard generating sets. The system begins with the port grid and shore switchgear, passes through the shore-to-ship interface and cables, and ends at the ship’s main distribution system. IEC/IEEE 80005-1 describes high-voltage shore connection systems “onboard the ship and on shore,” while IEC/IEEE 80005-3:2025 applies the same ship-and-shore principle to low-voltage systems.
That arrangement makes compatibility essential. A ship cannot select its inlet, connector, cable arrangement or protection settings independently of the berth. Voltage, frequency, phase arrangement, earthing method, current, control signals and physical interface all have to match. European Maritime Safety Agency guidance likewise treats the cable-management arrangement and ship–shore equipment compatibility as parts of one installation.

Equipment on the shore side
Utility connection and shore distribution
The port installation receives electricity from the utility or a dedicated generation source and distributes it to the berth connection point. Typical equipment includes incoming switchgear, busbars, disconnectors, circuit breakers, metering, protection relays and distribution panels. IEC/IEEE 80005-1 includes high-voltage shore distribution within its scope; the overall system diagram in EMSA guidance extends from the grid and shore infrastructure to the ship interface.
The shore supply must be sized for the vessel’s expected hotel, cargo, ventilation, pumping and safety loads while allowing for starting currents and power-quality limits. A berth may serve different ship classes, so its switchgear and interface can be designed around a defined set of compatible voltage, frequency and current combinations rather than every possible vessel.
Shore-side transformer, reactor or converter equipment
A transformer may change the utility voltage to the voltage delivered at the connection point. Reactors can be used where the design requires controlled current, filtering or a particular grounding arrangement. If the shore frequency differs from the ship’s electrical frequency, a frequency converter is needed. The standards cover both semiconductor and rotating converter approaches.
These devices are not universal additions. Their need depends on the utility supply, the berth’s distribution voltage, the ship’s main system and the required frequency. The high-voltage standard summary specifically identifies the transformer aboard the ship as optional; it should not be described as mandatory on every shore-power installation.
Equipment at the shore-to-ship interface
Connectors, sockets and ship inlets
The interface includes the shore outlet, ship inlet, plugs, sockets or other approved connectors, plus mechanical support and interlocks. The connector pin assignment and control contacts must follow the applicable standard and edition. A recreational-boat cord, an improvised adapter or a connector selected only by voltage is not evidence of compatibility with a commercial vessel.
Interface selection has to account for electrical rating, number of conductors, phase sequence, protective earth, pilot or safety circuits, environmental protection, mechanical keying and the physical movement of the ship at berth. The berth and ship should be treated as a matched pair: a connector that fits physically can still be wrong for current, grounding, communications or interlocking requirements.

Cables and cable-management equipment
The power link requires flexible marine-rated cables or an approved fixed connection arrangement, together with a way to deploy, support, retrieve and protect them. EMSA’s system overview includes a cable-management system. Depending on the berth, this can involve reels, cranes, articulated supports, festoons, guide arms or other engineered handling equipment.

There is no universal cable length, cable count or conductor size for all ships. Those values depend on the berth geometry, ship connection location, voltage and current, bending radius, movement allowance, fire and environmental requirements, and the standard used for the installation. The cable route must also prevent excessive tensile loading, abrasion, water ingress and accidental disconnection.
Equipment installed on the ship
Ship-side inlet and connection cabinet
The vessel needs an approved inlet or connection cabinet that accepts the berth’s interface and routes power into the ship. It normally contains connection terminals, switching and isolation devices, earthing provisions, pilot or safety-loop contacts, measurement and status indications, and interlocks that prevent an unsafe energization sequence.
The cabinet location matters. It must be reachable by the shore cable-handling system, protected from weather and cargo operations, and arranged so crew can inspect and isolate the connection. A vessel may have more than one connection point where the design or standard requires it.
Ship-side switchgear and distribution
After the inlet, ship-side switchgear connects shore power to the vessel’s main or designated distribution bus. This equipment includes circuit breakers, disconnectors, bus couplers, protection relays, metering and synchronization or transfer controls where applicable. The distribution system must segregate shore supply from onboard generator supply and prevent unintended parallel operation unless the design and rules explicitly permit it.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsLoads that remain energized at berth are then supplied through the ship’s normal distribution, including hotel services, pumps, ventilation, refrigeration, navigation support and cargo systems as applicable. The shore connection must be coordinated with emergency switchboards and essential services so that a fault or disconnection produces the required safe response.

Onboard transformer or reactor
An onboard transformer can adapt the shore voltage to the ship’s distribution voltage or provide galvanic separation. A reactor may be used for current control, harmonic performance or grounding requirements. The high-voltage standard summary identifies the onboard transformer as optional, so its presence must be determined from the vessel’s voltage architecture and the shore supply rather than assumed from the term “shore power.”
Onboard frequency converter
If shore electricity is supplied at a different frequency from the ship’s distribution system, the vessel needs a frequency converter or a compatible shore supply. Converters may use semiconductor power electronics or rotating machinery. Rating must cover the connected load, starting behavior, harmonic limits, cooling and fault-clearing coordination. A ship whose shore and onboard frequencies already match may not need a converter.
Protection, control and communications
Protection and switching
Protection equipment detects short circuits, overloads, earth faults, loss of phase, abnormal voltage and other hazardous conditions. Circuit-breaker ratings and relay settings must be coordinated between shore and ship so the smallest affected section trips without leaving an unsafe energized cable. Metering verifies voltage, current, frequency, power and energy during the connection.

Safety circuits and interlocking
Interlocking is what makes the connection sequence enforceable rather than dependent on memory. Typical permissives confirm that the connector is fully engaged, the cable is correctly positioned, the ship and shore breakers are in the required state, earthing is established, and the ship is ready to accept power. Interlocks should block energization when a required condition is missing.
The consolidated IEC/IEEE 80005-1 material summarizes a mandatory safety circuit and requires opening the safety loop to cause automatic opening of the ship and shore high-voltage shore-connection circuit breakers within a maximum of 200 milliseconds. That timing is specific to the cited high-voltage standard application and edition; it is not a blanket value for every low-voltage or non-standard arrangement.
Monitoring, power management and data communication
A shore-power installation monitors electrical values, breaker status, alarms, cable and connector conditions, and the availability of the shore source. Power-management controls can limit load, transfer selected buses and coordinate shore power with generators and essential services.

IEC/IEEE 80005-2:2016 covers data interfaces and step-by-step communication procedures for monitoring and control in high- and low-voltage shore connections where communication is required. The data link is therefore part of the engineered interface, not an optional consumer networking feature. Its signals and sequence must agree between the berth and the vessel.
How high-voltage and low-voltage systems differ
The voltage class changes the applicable standard, equipment ratings and installation approach. The following scopes come from the cited standards and should be used as a starting point, not as a substitute for a vessel-specific design review.
| System | Published scope | What it covers | Important limits |
|---|---|---|---|
| HVSC — IEC/IEEE 80005-1 | High-voltage shore connection systems, ship and shore; 2019 edition with a 2022 consolidated amendment page | Shore distribution, ship connection and distribution, interface equipment, transformers or reactors, converters, protection, control and safety functions | The standards publisher says practical application is expected for ships requiring 1 MVA or more or ships with a high-voltage main supply. Low-voltage systems are outside Part 1. National, port and owner requirements may add conditions. |
| LVSC — IEC/IEEE 80005-3:2025 | Low-voltage shore connection systems for ships requiring up to 1 MVA while at berth | Shore and ship systems, interface equipment, transformers or reactors, converters, protection and control | Scope includes three-phase systems rated 250 A and above at nominal 400–1,000 V AC. It excludes inland navigation vessels, HVSC and systems operated by ordinary persons. |
The 1 MVA figures are scope descriptions, not a stand-alone equipment-selection rule. A ship’s actual maximum demand, onboard switchboard voltage, shore voltage and frequency, fault level, cable arrangement and jurisdiction determine the design. A vessel near the boundary should be evaluated against the complete applicable standard and local rules rather than classified by a single number.
What must be specified before equipment is ordered
A competent marine electrical designer should establish the following information for both ends of the connection:
- Ship maximum and typical berth load, including motor starting and transient demand.
- Ship main-distribution voltage, frequency, earthing arrangement and fault-current capability.
- Berth nominal voltage, frequency, available current, short-circuit level and protection philosophy.
- Whether voltage transformation, frequency conversion, reactors or galvanic separation are required.
- Connector type, pin assignment, number of cables, cable length and cable-management method required by the selected standard and berth.
- Ship inlet location, cable route, bending radius, environmental exposure and mechanical loads.
- Breaker ratings, relay functions, interlock logic, emergency shutdown behavior and safety-loop timing.
- Monitoring points, metering accuracy, alarm handling and the data-communication interface.
- Requirements from the flag administration, classification process, port authority, utility and shore-supply operator.
Public summaries of the standards do not establish a universal connector model, cable count, cable length, transformer rating, converter rating, breaker selection or relay setting. Those values require the vessel’s electrical data, the berth specification, the full applicable standard and a qualified design review.

- Confirm readiness. Verify that the berth supply is available, the ship is within the approved operating envelope, the cable route is clear and the required shore and ship personnel are in place.
- Position and inspect the cable system. Deploy the engineered cable-management equipment, check connectors, protective earth, locking devices and visible cable condition, and confirm that no cable is carrying unapproved mechanical load.
- Make the physical connection. Engage the approved shore outlet and ship inlet completely. The interface’s mechanical and electrical interlocks should confirm correct engagement.
- Complete the safety and communication checks. Establish the pilot or safety circuit, exchange required status signals and verify permissives, voltage, frequency, phase sequence and earthing conditions.
- Close the designated shore and ship breakers. Use the prescribed sequence so the cable is not energized before the interlocks and protection checks are satisfied.
- Transfer the load. Move the approved ship loads to shore power under the power-management procedure. Keep generators connected or disconnected only as the vessel’s operating plan permits.
- Monitor the operating state. Watch current, voltage, frequency, power factor, alarms, temperatures, breaker status and cable condition throughout the berth stay.
- Disconnect in the reverse-safe order. Transfer loads as instructed, open the ship and shore breakers, prove the cable is de-energized, release the connector and stow the cable-management equipment.
Common design mistakes and how to avoid them
Choosing equipment from voltage alone
Matching nominal voltage does not prove that current rating, frequency, phase order, earthing, connector pin assignment, protection or communications will work. Obtain the complete berth interface specification and compare it with the vessel’s single-line diagram.
Assuming every ship needs a transformer or converter
These components are conditional. Confirm the utility and ship frequencies, voltage classes, grounding method and harmonic requirements before adding them. Conversely, do not omit them when the two systems are incompatible.
Treating the cable as a generic extension lead
Commercial shore cables are part of a managed high-energy system. Cable construction, length, number, bending, support, environmental protection and handling equipment must be selected together with the berth and ship connection points.
Recommended Free Tools
Ignoring the shore installation
An onboard retrofit can fail operationally if the ports the vessel visits do not offer a matching voltage, frequency, connector and control interface. Survey intended berths before finalizing the ship equipment.
Using a summary as the compliance decision
Standard summaries identify scope and major functions, but compliance depends on the applicable edition, amendments, authority requirements and the full technical text. Confirm the final design with the flag administration, classification body, port and qualified electrical engineer.
Bottom line for a vessel owner
Plan shore power as an integrated ship-and-berth project. The minimum functional building blocks are a compatible connection interface, managed power cables, ship-side switchgear and distribution, shore-side distribution, and coordinated protection, interlocking, monitoring and control. Add transformers, reactors or frequency converters only when the voltage, frequency, grounding or power-quality design calls for them. Before procurement, freeze the berth compatibility matrix and have the complete installation checked against the applicable IEC/IEEE standard and local maritime requirements.
