For most riders seeking the widest potential access to natural-surface trails, begin with a Class 1 electric mountain bike whose motor is rated at no more than 750 watts. Class 1 provides assistance only while you pedal and stops assisting at 20 mph. That combination is a cautious starting point, not a universal permission slip: the land manager can restrict e-bikes, limit which classes are allowed, or close individual routes.
Before buying, identify the exact trails you plan to ride, find the current rule or map from the responsible agency, then match the bike’s class label, rated wattage, propulsion method and assistance cutoff to that rule. A traditional bicycle being legal on a trail does not automatically make an e-bike legal there.

The direct answer: Class 1 and 750 watts or less
The Bureau of Land Management (BLM) defines an e-bike motor limit of 750 watts (one horsepower). Under the BLM’s class definitions, Class 1 and Class 2 assistance ends at 20 mph, while Class 3 pedal assistance ends at 28 mph. If trail access is your priority, Class 1 is the most conservative general starting point because it operates only when you pedal and has the lower cutoff used by many access decisions.

“Most conservative” does not mean “always legal.” BLM authorized officers may approve Class 1, 2 or 3 e-bikes on non-motorized roads and trails through local planning or implementation decisions. Other federal, state, county and municipal managers use their own orders and maps. Treat the 750-watt figure as the BLM definition’s ceiling, not as a guarantee that every 750-watt bike can use every bicycle trail.

How the three e-bike classes differ
| Class | How assistance works | Assistance cutoff | BLM motor limit | What it means for trail riding |
|---|---|---|---|---|
| Class 1 | Pedal-assist only; the motor helps while you pedal | 20 mph | No more than 750 watts | Best general starting point when seeking potential access to natural-surface trails, subject to the route’s rule. |
| Class 2 | Pedal-assist plus motor propulsion without pedaling (throttle-capable behavior) | 20 mph | No more than 750 watts | May be excluded where a manager allows only Class 1. |
| Class 3 | Pedal-assist only | 28 mph | No more than 750 watts | The higher assistance cutoff can lead some trail systems to exclude it. |
The class, wattage and speed figures above follow the BLM’s 2020 rule and current e-bike FAQ. The recommendation to start with Class 1 is an access-oriented judgment based on the agency’s site-specific approach and examples in which selected non-motorized trails opened to Class 1 while other classes remained excluded; it is not a nationwide legal rule.
Why motor wattage matters—and what it does not tell you
Motor power is one of the specifications a trail rider must verify, but wattage alone does not determine legality or riding quality. For BLM purposes, the relevant limit is a motor rated at no more than 750 watts. A bike can meet that number and still be prohibited on a particular route, while a route may allow a class that your chosen bike does not meet.
Read the manufacturer’s stated rated motor power, not an assumed peak figure, and keep the specification available if a ranger or land manager asks what you are riding. Also verify the class label and the assistance cutoff. A bike advertised simply as an “e-mountain bike” does not tell you whether it is Class 1, Class 2 or Class 3, nor whether its throttle or speed behavior complies with the local order.

The BLM ceiling is expressed as 750 watts, equivalent to one horsepower. No universally optimal wattage within that ceiling has been established, and no authoritative market statistic identifies one class as universally most popular or best. Choose within the legal limit based on the route’s permitted class and the assistance behavior you can use there.
Match the class to the type of trail access you need
Class 1: the access-first choice
Class 1 requires pedaling and stops helping at 20 mph. That lower-speed, pedal-assist-only behavior is why it is the sensible first category for riders who want the greatest chance of finding permitted natural-surface routes. It also keeps the motor from propelling the bike when you are not pedaling, which matters on routes whose rules distinguish pedal-assist bicycles from throttle-capable models.
Class 1 still requires a local check. Some managers permit it only on named roads or trails, and some close individual segments. Buy Class 1 when the routes you actually intend to ride list Class 1 as allowed, or when the manager has not yet made a blanket authorization and you are prepared to verify each trip.

Class 2: useful throttle behavior, narrower access in some places
Class 2 can provide motor propulsion without pedaling and cuts off at 20 mph. That throttle-capable behavior can be useful for starting from a stop or managing a technical section, but it is also a common reason a route that permits Class 1 does not permit Class 2. Do not assume that the identical 20-mph cutoff makes the two classes interchangeable; the propulsion method is a separate part of the definition.
Class 3: higher speed, potentially fewer trail options
Class 3 is pedal-assist only but continues assistance to 28 mph. The higher cutoff may suit paved connectors or jurisdictions that expressly authorize Class 3, yet some natural-surface systems exclude it. Select Class 3 only after the specific land manager’s rule confirms that class on the routes you plan to ride. A Class 3 label does not become Class 1 merely because you ride slowly.
Trail access is decided locally
BLM’s framework illustrates the difference between a class definition and an access decision. The rule allows authorized officers to approve classes on non-motorized roads and trails through later planning or implementation decisions. Riders must follow those local restrictions. E-bike access is therefore route-specific, and a conventional bicycle designation is not automatic e-bike authorization.

Moab example: a dated local decision
On February 27, 2026, the BLM Moab Field Office announced that selected Moab trail systems and 12 additional trails would open to Class 1 e-bikes beginning March 1, 2026. The announcement covered seven trail systems plus those additional trails; it was a local decision with an effective date, not a national count or nationwide opening. The local Moab page also identifies trails that remain closed to e-bikes. This example shows why a rider must read the current route list rather than rely on a general BLM statement.
California State Parks example: permissions by unit and route
California State Parks publishes permissions by park unit and route. Its policy says Class 1 may be allowed in state recreation areas by order, while Class 2 and Class 3 are not allowed on trails there, and it lists specific locations where permissions apply. That policy is an example of a state system making a class distinction; it does not establish the rule for parks in another state or for federal land.

Check a trail before you buy or travel
- Name the land manager. Determine whether the route is managed by the BLM, a state park agency, a county, a city, a national forest or another authority. The manager’s identity determines where the controlling rule is published.
- List the exact routes. Record trail names, access roads, connector segments and alternate lines. A single trail system can contain both open and closed segments.
- Open the current official map, order or trail page. Look specifically for e-bike language and the permitted class. Do not stop at a page that says “bicycles allowed.”
- Check effective dates and closures. A local decision may begin on a stated date, as the Moab Class 1 opening did on March 1, 2026, and individual trails may remain closed.
- Compare the rule with the bike. Confirm the class label, rated motor power, pedal-assist or throttle behavior and assistance cutoff. If any specification is unclear, ask the manufacturer or dealer for written details before purchase.
- Recheck shortly before riding. Managers can change designations through new orders, planning decisions or seasonal closures. Save the official page or map you relied on for that trip.
Buying checklist for a trail-focused e-bike
| Specification to verify | What to look for | Why it matters |
|---|---|---|
| Class | Explicit Class 1, Class 2 or Class 3 designation | The route may authorize one class and exclude another. |
| Rated motor power | 750 watts or less where the BLM definition applies | 750 watts (one horsepower) is the BLM motor limit. |
| Propulsion method | Pedal-assist only, or throttle capability | Class 2’s no-pedal propulsion can disqualify it on Class 1-only routes. |
| Assistance cutoff | 20 mph for Class 1 or 2; 28 mph for Class 3 | The cutoff is part of the class definition and may affect access. |
| Documentation | Manufacturer specification sheet or label | Lets you verify the bike against the manager’s rule instead of relying on marketing language. |
If a listing gives only a battery voltage, torque figure or a vague “high-power” description, it has not answered the class-and-wattage question. Request the rated motor power and legal class before paying. If the seller cannot identify them, choose a different model whose specifications are explicit.

Common mistakes and how to avoid them
Assuming 750 watts means access everywhere
The wattage limit addresses the BLM definition; it does not override a local prohibition. Fix this by checking the route’s official order or map and confirming the permitted class.
Confusing Class 1 and Class 2
Both stop assistance at 20 mph under the BLM definitions, but Class 2 can propel the bike without pedaling. Fix this by checking for a throttle or other no-pedal propulsion and selecting Class 1 when the route requires pedal-assist-only operation.
Buying Class 3 for speed and discovering a trail restriction
Class 3’s 28-mph cutoff can be outside a trail system’s authorization even though the bike is pedal-assist only. Fix this by confirming Class 3 permission on every intended route before purchase.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Relying on an old map or a neighboring jurisdiction’s rule
Moab’s 2026 opening and California State Parks’ unit-specific policy demonstrate that permissions vary by place and date. Fix this by checking the current page published by the actual land manager immediately before the ride.
A practical decision framework
- If access uncertainty is your biggest concern: start by searching for a Class 1 bike rated at no more than 750 watts, then verify each trail.
- If you need throttle propulsion: consider Class 2 only where the official route rule explicitly allows it.
- If you need assistance to 28 mph: choose Class 3 only where the manager expressly permits that class; expect fewer eligible natural-surface routes in some systems.
- If your routes cross jurisdictions: apply the strictest rule on each segment, because a class allowed at one trailhead may be excluded after a boundary or connector.
What to carry and verify on ride day
- The current official trail map, order or page showing your route’s e-bike permission.
- The bike’s class and rated-power information, available on the frame label, manual or specification sheet.
- A route plan that avoids any segment listed as closed to e-bikes.
- An understanding that permission applies to the designated class and route, not to every e-bike that happens to resemble a conventional bicycle.
For the title question, the defensible starting specification is therefore a Class 1 electric mountain bike with a motor rated at 750 watts or less. The final choice is made by the intersection of that specification and the current rule for the exact trail, not by the class label or wattage in isolation.
