What Documents to Carry When Buying a Bike in India (2026 Checklist)

Find out which documents you must carry to buy and register a new bike or scooter in India, which forms the dealer supplies, how finance changes the file, and what to check with your state RTO.

By CarCody Team

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When buying a new bike or scooter in India, carry proof of address, identity and age evidence, and the PAN card or Form 60/61 if the dealer or your state requires it. For registration, the file normally contains Form 20, the dealer’s Form 21 sales certificate, the manufacturer’s Form 22 roadworthiness certificate, valid insurance and the invoice. The exact supporting documents vary by state and by whether the dealer registers the vehicle, so confirm the local checklist before you visit.

Documents you should take to the dealer

These are the buyer-side papers most likely to be requested while preparing the sale and registration file. Keep the documents available in the form your dealer or registering authority accepts; a national list cannot replace a state checklist.

Proof of address

Address proof is central to registration because the registering authority needs the keeper’s address. Parivahan’s permanent-registration list includes proof of address, while state transport checklists can define which documents and formats are accepted. Ask the dealer which address proof is valid for the RTO where the bike will be registered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use an address that you can substantiate in the state and RTO area where you are applying.
  • Check whether the authority wants a separate identity document, date-of-birth evidence, or both.
  • Tell the dealer if the address on your identity document differs from the address where you want the registration certificate (RC) sent.

Identity and age evidence

Have the identity and date-of-birth documents requested by the dealer or RTO ready. Parivahan lists proof of date of birth, and an official state example asks for evidence of address and age. The exact combination is not uniform across India, so do not assume that one state’s list applies to another.

PAN card or Form 60/61, when applicable

Parivahan includes PAN or Form 60/61 as conditional entries in its registration list. Ask whether the requirement applies to your transaction, the vehicle’s value, or your state process. If the dealer says it is required, carry the requested form rather than waiting for the registration appointment.

Financing information

If a bank or finance company is funding the purchase, tell the dealer before the invoice and registration application are prepared. The official forms directory identifies Form 34 for recording hire-purchase, lease or hypothecation. The lender may also require signed loan papers and identity evidence; those lender-specific requirements are not defined by the central forms directory.

What belongs in the registration file

Some documents are created by the dealer or manufacturer rather than carried by you. Parivahan’s permanent-registration page lists the following core items.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Document Purpose Who normally prepares or supplies it
Form 20 Application for permanent registration Dealer or applicant, depending on the registration workflow
Form 21 Dealer’s sales certificate Dealer
Form 22 Manufacturer’s certificate of roadworthiness Manufacturer, supplied through the dealer
Valid insurance Evidence of the required insurance cover for registration Insurer or dealer-arranged insurer
Invoice Proof of the vehicle sale and transaction details Dealer
Proof of address and other supporting evidence Establishes the keeper’s details and any conditional requirements Buyer, with state-specific additions where applicable
Form 34, when financed Records hire-purchase, lease or hypothecation Applicant, dealer and financier as required by the transaction

This is a central checklist, not a guarantee that every state or transaction uses an identical paper bundle. Your dealer should identify which entries it will generate, which you must sign, and which additional documents the local RTO requires.

What each core form does

Form 20 is the application for permanent registration. Check that the buyer’s name, address and vehicle details are entered consistently before the application is submitted. Form 21 is the dealer’s sales certificate, linking the vehicle sale to the dealer. Form 22 comes from the manufacturer and certifies roadworthiness; the dealer normally supplies it as part of the registration file.

The insurance document must be valid for the registration process. The invoice records the transaction and vehicle particulars, so compare it with the application and the insurance schedule. If the bike is financed, Form 34 records the hire-purchase, lease or hypothecation arrangement. It is not a substitute for the lender’s own loan paperwork.

Buyer documents versus dealer and RTO documents

Confusion usually arises because “documents needed to buy a bike” can mean two different things: papers you bring to identify yourself, and forms that make up the registration application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bring these yourself

  • Proof of address accepted by the local registering authority.
  • Identity and age or date-of-birth evidence requested for your application.
  • PAN card or Form 60/61 if the dealer or state checklist makes it applicable.
  • Financing details and any signed lender paperwork requested for a financed purchase.

Check that the dealer supplies these

  • Completed Form 20 application.
  • Form 21 sales certificate.
  • Form 22 manufacturer roadworthiness certificate.
  • Valid insurance document.
  • Dealer or manufacturer invoice.
  • Form 34 and related hypothecation paperwork where a loan, lease or hire-purchase agreement is recorded.

Ask for a written list showing which items are pending. That prevents a missing dealer form from being mistaken for a missing buyer document.

Questions to settle at the document handoff

Ask the dealer to separate buyer-supplied papers from dealer-generated forms. Confirm the RTO receiving the application, the person entering Form 20, and whether the application will be submitted electronically, physically or through a dealer point under the state’s process. Request the application or acknowledgement reference once submission occurs.

Also ask which item will be used as the address proof, whether a separate date-of-birth document is needed, and whether PAN or Form 60/61 has been marked as applicable. For a financed purchase, have the dealer identify where the financier’s details appear and whether Form 34 has been signed by every party required for that transaction.

Dealer-handled registration or buyer-direct registration?

The registration route changes who enters and submits the application and whether you need to visit the RTO.

When the dealer handles registration

Parivahan’s dealer-point workflow describes dealer staff entering the application and submitting the papers to the RTO. RTO staff then inspect and approve the application or allocate the registration mark, after which the RC is printed and dispatched. In this route:

  1. Give the dealer the address, identity, age and conditional tax or PAN documents it requests.
  2. Review the vehicle and buyer details entered in the application before signing or authorising submission.
  3. Confirm that insurance, invoice, Forms 20, 21 and 22, and any Form 34 details are included where applicable.
  4. Ask for the application or acknowledgement reference and the person responsible for correcting a query.
  5. Keep the delivery receipt and any temporary-registration details until the permanent RC process is complete.

Dealer submission does not remove the RTO’s role. The authority still performs its inspection and approval functions. A dealer may therefore ask you for an additional signature or tell you that an RTO query must be answered even though you did not personally file the application.

When you submit directly

Some buyers submit through the RTO instead of using a dealer point. An official transport-department example distinguishes direct submission from dealer submission. In that situation:

  1. Obtain the local RTO’s current new-registration checklist before taking delivery.
  2. Collect the dealer-generated Forms 21 and 22, invoice and insurance, plus the completed Form 20 and your buyer-side proofs.
  3. Ask whether the vehicle must be produced for inspection and how an appointment or token is obtained.
  4. Submit the complete file, pay any assessed fees or taxes through the prescribed channel, and retain the acknowledgement.
  5. Respond to any RTO query promptly and track when the RC or registration mark will be issued.

Do not assume that a direct route uses fewer documents. It can require you to assemble and present items that a dealer would otherwise upload or submit. The RTO may also explain which state-specific supporting documents must accompany the central forms.

Cash purchase versus financed purchase

Cash purchase

For a cash transaction, the main additional issue is making sure the sale and registration details match: your name, address, vehicle identification details, invoice and insurance. Ask whether PAN or Form 60/61 is applicable and whether the state checklist asks for any extra declaration.

Financed purchase

A financed bike can carry a hire-purchase, lease or hypothecation entry. Form 34 is the official form identified for recording that agreement. Before signing:

  • Confirm the financier’s legal name and the exact hypothecation wording the dealer will enter.
  • Ask which pages require your signature and which require the financier’s authorisation.
  • Check whether the lender wants additional identity, address or income documents for its own file.
  • Verify that the loan details appear correctly in the registration application so the RC is not issued with an error.

The forms directory does not provide an individual lender’s checklist, so only the lender or dealer can confirm those extra requirements. A cash buyer should not sign Form 34 simply because it appears in a generic checklist; it is relevant when a hire-purchase, lease or hypothecation agreement is being recorded.

State-specific checks you should make

Registration practice is not identical across India. Parivahan marks some entries as potentially state-specific, and an official state transport example uses its own document presentation. Before travelling to the showroom or RTO, confirm:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which address proofs are accepted and whether the address must fall within that RTO’s jurisdiction.
  • Whether identity and date-of-birth evidence are separate requirements.
  • Whether PAN or Form 60/61 is applicable to your purchase.
  • Whether the dealer is authorised to submit the application at a dealer point.
  • Whether an inspection, appointment, fee payment or additional declaration is required for a direct application.
  • How the RC will be delivered and how you will be notified of a query.

Use the current state transport department or RTO instructions and ask the dealer to reconcile them with the central Parivahan list. If the two lists differ, obtain clarification from the registering authority rather than guessing. A document accepted in one state or RTO should not be treated as automatically accepted elsewhere.

Timing after you take delivery

Parivahan says the application for permanent registration should be made within seven days of taking delivery, excluding journey time. If the vehicle has temporary registration, apply before that temporary registration expires. The same guidance states that a vehicle may be driven in a public place only after registration under section 39 of the Motor Vehicles Act.

Practical handover checks

  1. Record the delivery date, because it starts the seven-day application window described by Parivahan.
  2. Ask whether the dealer has already submitted the permanent-registration application and obtain the acknowledgement.
  3. If temporary registration was issued, note its expiry date and do not allow the permanent-registration application to drift past it.
  4. Confirm the lawful arrangement for moving or riding the vehicle if permanent registration is not yet complete.
  5. Keep the invoice, insurance and submission acknowledgement accessible while the RC is pending.

State handling can affect how these steps are carried out, so confirm the current process with the dealer or transport authority. If delivery and submission occur on different dates, record both: the delivery date controls the timing described by Parivahan, while the acknowledgement helps establish when the file entered the process.

A complete preparation checklist

Before visiting the showroom

  • Identify the RTO where the bike will be registered.
  • Check its accepted address, identity and age documents.
  • Ask whether PAN or Form 60/61 applies.
  • Tell the dealer whether the purchase is cash or financed.
  • Ask whether the dealer will submit the registration file.

At the time of booking and invoicing

  • Ensure your name and address are entered consistently on the order, invoice and registration application.
  • Give the dealer the requested buyer-side proofs.
  • For finance, verify the financier details and Form 34 requirements.
  • Confirm the insurance document will be available for registration.

At delivery

  • Obtain the invoice, insurance evidence and the dealer’s registration acknowledgement or reference.
  • Ask which Forms 20, 21, 22 and, if applicable, 34 were submitted.
  • Record the delivery date and any temporary-registration expiry date.
  • Clarify who will answer an RTO objection or request for another document.

While the RC is pending

  • Keep the acknowledgement and temporary-registration information with the purchase papers.
  • Track whether the RTO has inspected or approved the file through the dealer or direct-submission channel.
  • Respond quickly if the dealer reports a query about address, age, identity, insurance or financier details.
  • Ask how and where the RC will be dispatched, and confirm the contact details used for notification.

A simple A4 document folder can help keep the invoice, insurance evidence, acknowledgements and signed forms together, but a folder is only an organisational aid, not an RTO requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common problems and how to resolve them

The dealer says your address proof is unacceptable

Do not substitute a random document. Ask which proof the local RTO accepts and whether a separate identity or age document is needed. If your address has changed, resolve the mismatch before submission so the application is not returned.

A form is missing from the dealer file

Ask whether the missing item is a buyer document or a dealer/manufacturer form. Forms 21 and 22, the invoice and insurance are normally supplied through the dealer, while Form 20 is the application. Request a corrected checklist and an acknowledgement showing what was actually submitted.

The purchase is financed but hypothecation is absent or incorrect

Contact the dealer and financier before the RC is finalised. Form 34 is used to record hire-purchase, lease or hypothecation; incorrect lender details can require a correction to the registration record.

The temporary registration is close to expiry

Ask for the permanent-registration application status immediately. Parivahan says the application should be made before temporary registration expires, and lawful driving depends on the registration requirements being met.

You are asked to visit the RTO despite dealer submission

Dealer-point processing still involves RTO inspection and approval. Ask whether your presence is needed for a specific inspection, signature or query, and carry the acknowledgement and the documents identified by the RTO.

The name or address differs between forms

Ask the dealer to reconcile the discrepancy before submission. The invoice, insurance, Form 20 and buyer proofs should describe the same keeper and vehicle details. If the mismatch is discovered after submission, ask who will correct the application and whether the RTO wants a replacement document.

Questions to ask before you leave the dealer

  • Which RTO is receiving my application?
  • Who is entering and submitting Form 20?
  • Have Forms 21 and 22, the invoice and insurance been attached?
  • Does my state require any additional address, age or identity evidence?
  • Does PAN or Form 60/61 apply to this transaction?
  • If financed, has Form 34 been completed with the correct financier details?
  • What is the application reference, and who handles an RTO query?
  • What are the delivery date and temporary-registration expiry date?
  • Will I need to present the vehicle or attend an inspection?
  • How will the RC be delivered and how will a pending-document query reach me?

Bottom line

Carry accepted address proof, identity and age evidence, and PAN or Form 60/61 when applicable. Make sure the dealer or your registration file contains Forms 20, 21 and 22, valid insurance and the invoice; add Form 34 for a financed bike. Because accepted proofs and submission steps vary by state and by dealer-handled versus direct registration, verify the local checklist and the application status before riding away.

Frequently Asked Questions

What documents should I carry when buying a new bike in India?

Carry proof of address, identity and age or date-of-birth evidence, and PAN or Form 60/61 if the dealer or state checklist requires it. For a financed purchase, also take the lender information and any signed loan papers requested by the lender.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I need to carry Forms 20, 21 and 22 myself?

Usually, the dealer or manufacturer supplies these as part of the registration file. Form 20 is the registration application, Form 21 is the dealer’s sales certificate and Form 22 is the manufacturer’s roadworthiness certificate. Ask the dealer which forms it will prepare and which you must sign.

Is address proof mandatory for bike registration?

Parivahan’s permanent-registration list includes proof of address. The accepted document and whether separate identity or age evidence is needed depend on the state and RTO, so confirm the local checklist.

Can the dealer register my bike without an RTO visit?

A dealer-point workflow can have dealer staff enter and submit the application while RTO staff inspect and approve it. The exact process is state-specific, and the RTO may still require an inspection, signature or response to a query.

What extra documents are needed when buying a bike on finance?

Form 34 is the official form used to record hire-purchase, lease or hypothecation. The lender may also request signed loan documents and additional identity, address or income evidence. Only the lender or dealer can confirm that lender’s checklist.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How soon must a new bike be registered after delivery?

Parivahan says the permanent-registration application should be made within seven days of taking delivery, excluding journey time. If temporary registration was issued, apply before it expires.

Can I ride the bike while the permanent RC is pending?

Parivahan states that a vehicle may be driven in a public place only after registration under section 39 of the Motor Vehicles Act. Confirm the lawful delivery and transport arrangement with the dealer or transport authority, especially when temporary registration is nearing expiry.

What should I do if my state checklist differs from the dealer’s list?

Ask the dealer to reconcile its list with the current state transport department or RTO instructions. Because accepted proofs and additional documents vary by state, obtain clarification from the registering authority instead of guessing.

The Bottom Line

Before paying or taking delivery, confirm your accepted address, identity and age proofs, any PAN or Form 60/61 requirement, and whether the dealer or you will submit the file. Check Forms 20, 21 and 22, valid insurance, the invoice and Form 34 where finance applies. Record the acknowledgement and act within Parivahan’s stated seven-day window.
