Before paying for a used car in India, obtain the original Registration Certificate (RC), current motor-insurance certificate or policy details, a valid Pollution Under Control (PUC) certificate, signed Forms 29 and 30, and the seller’s and buyer’s required identity, address and PAN/Form 60 documents. Confirm the live checklist with the registering Regional Transport Office (RTO), because starred supporting documents, copies, fees and filing methods can vary by state. Out-of-state transfers and vehicles with finance or hypothecation entries need additional paperwork.
The complete document file to collect
A used-car transaction is not complete when you receive the keys. You need a document file that proves who owned the vehicle, that it can legally be transferred, that it is insured, and that the registering authority can process the change. Keep originals for inspection and make clear copies or scans for your records.

| Document | Who normally supplies it | Why it matters |
|---|---|---|
| Original Registration Certificate (RC) | Seller | Proves the vehicle’s recorded registration and ownership details. |
| Current motor-insurance certificate or policy details | Seller, followed by insurer transfer | Shows existing cover and starts the process of putting the policy in the buyer’s name. |
| Valid PUC certificate | Seller | Forms part of the ownership-transfer file under national guidance. |
| Signed Form 29 | Seller as transferor | Gives notice of the transfer and records vehicle, party and encumbrance details. |
| Signed Form 30 | Buyer and seller as required by the RTO | Acts as the report or application for transfer of ownership. |
| PAN or Form 60 | Seller and buyer, where applicable | Meets the tax-identification part of the transfer checklist. |
| Identity, address and, where required, date-of-birth proof | Buyer and sometimes seller | Allows the RTO to identify the parties and record the buyer’s address. |
| State-specific supporting papers | Buyer, seller or financier, depending on the item | May include an undertaking, photograph, chassis or engine pencil print, and tax-clearance certificate. |
Parivahan’s national transfer guidance marks some supporting items with an asterisk, meaning the requirement can depend on the state or registering authority. Treat the table as the core file, then obtain the RTO’s current checklist before you book an appointment or submit an online application.
Documents to obtain from the seller at handover
Original Registration Certificate
Ask for the original RC, not merely a photograph or an informal photocopy. Read the registration number, make and model, fuel type, chassis number, engine number, registration date and recorded owner details. Compare the chassis and engine identifiers on the RC with the markings on the vehicle and with the details entered on Forms 29 and 30.

If the RC is held electronically or the state uses a digital record, still ask the RTO what it accepts as the official record for transfer. Do not assume that a screenshot, downloaded card or seller-generated printout is sufficient without checking the receiving authority’s procedure.
Current insurance certificate or policy details
Collect the current insurance certificate and the policy number, insurer name, period of cover and type of policy. The seller should inform the insurer in writing about the sale, while you complete the insurer’s transfer process. The insurance record should ultimately show the same owner and address as the updated registration.
Insurance transfer is separate from the RTO ownership application. Having a valid policy in the seller’s name does not by itself make the policy record complete for you. Contact the insurer promptly after the sale and retain its acknowledgement or endorsement.
Valid PUC certificate
Obtain the current PUC certificate and check its validity date against the handover date. Parivahan includes a PUC certificate in the ownership-transfer documents. If it has expired, ask the seller to resolve the issue before handover or confirm with the RTO and testing centre what must be done before filing.
Signed Forms 29 and 30
Form 29 is the transferor’s notice of transfer. Form 30 is the report or application for transfer of ownership. Use the current versions from the official Parivahan forms index, complete every field consistently with the RC and identity documents, and follow the RTO’s instructions on signatures, duplicate copies and online uploads.
Read the encumbrance and financier sections carefully. A blank or incorrect answer can create a problem if the RC still shows a loan. The official Form 29 includes a handover statement that reads: "The Registration Certificate and Insurance Certificate have been handed over to him /her / them." Do not sign a form stating that documents were handed over until you have actually received them.

PAN or Form 60 material
Parivahan’s list includes PAN for the seller and purchaser, or Form 60 where applicable. Ask the RTO whether it wants copies, originals for verification, or a particular declaration. Names and addresses on these documents should match the transfer application or be explainable through accepted proof.
Identity, address and date-of-birth proof
Prepare the buyer’s accepted identity and address proof and, where the RTO asks for it, date-of-birth proof. Acceptance rules are local: an RTO may specify which documents, formats, copies or self-attestations it accepts. Ask the registering authority before submission rather than carrying an unsuitable document to an appointment.
Checks to complete before you pay
Match the vehicle, RC and seller
- Read the RC owner name and compare it with the seller’s identity proof.
- Match the registration number, chassis number and engine number to the physical vehicle.
- Check that the model and fuel description are consistent with the car you are buying.
- Ensure Forms 29 and 30 use the same spellings, registration number and technical identifiers as the RC.
- If someone other than the recorded owner is selling, require documentary authority that the RTO will accept before paying.
Do not rely on possession of the car as proof of ownership. The transfer application is built around the recorded registration and the transferor’s details.
Resolve hypothecation or finance entries
Look for a financier or hypothecation entry on the RC. If one appears, ask for the financier’s release or consent and confirm the applicable RTO process for terminating hypothecation and transferring ownership. Parivahan’s forms and index recognise financier consent and related hypothecation forms.
Do not treat a seller’s statement that the loan is repaid as sufficient. The finance entry must be dealt with in the official records. Ask who will obtain the financier’s document, when it will be issued and whether the RTO requires the financier’s presence, signature or a separate application.
Recommended Free Tools
Confirm fees, taxes and tax clearance
The prescribed transfer fee and any applicable motor-vehicle tax are determined under the rules used by the registering authority. Parivahan lists tax-clearance material as potentially state-specific. Obtain the amount and payment method from the destination RTO, and keep the receipt or online transaction reference with your file.

Write down the handover
Keep a signed sale and handover record stating the parties, vehicle registration number, date and time of delivery, amount paid, documents delivered, and any agreed responsibility for fees or repairs. There is no single national private-sale agreement format established by the transfer checklist, so use a clear record as evidence of what the parties agreed. Give both sides a copy.
How Forms 29 and 30 fit together
The forms are the central ownership-transfer paperwork for an ordinary private sale. The seller’s notice and the buyer’s application should describe the same transaction. Inconsistencies in names, addresses, dates or vehicle identifiers can result in a query or rejection.
- Form 29: completed by the transferor to notify the registering authority of the transfer. It includes vehicle and party details and a statement concerning encumbrances.
- Form 30: used by the transferee to report or apply for the transfer. The RTO may require signatures from both parties or additional copies.
- Financier section: complete it where a loan or hypothecation is recorded and attach the required consent or release.
- Copies and execution: follow the current RTO instruction on duplicate sets, self-attestation, photographs and online scans.
Download the current forms through Parivahan’s official forms index rather than reusing an old form saved from an earlier transaction. State portals can change the fields or submission sequence even when the underlying national form number remains the same.

Same-state and out-of-state transfers
| Case | National guidance deadline | Extra issue to plan |
|---|---|---|
| Vehicle registered in the same state as the buyer’s destination RTO | Form 30 application within 14 days of transfer | Confirm local appointment, upload, fee and copy requirements. |
| Vehicle registered outside the destination state | Application within 45 days of transfer | Application is accompanied by Document A and Document B, with NOC-related requirements. |
Same-state purchase
For a vehicle already registered in the same state, Parivahan says the transferee’s Form 30 application should be made within 14 days of transfer. The exact filing route can be online, at the RTO, or a combination of both. Confirm whether the seller must attend, whether originals are inspected, and how the receipt is issued.
Out-of-state purchase
For a vehicle registered outside the state, Parivahan states that the application should be made within 45 days and accompanied by Document A and Document B. Document B concerns an NOC from the registering authority or specified evidence that an NOC application was made and no communication was received. The precise documents, tax calculation and re-registration steps depend on the original and receiving authorities.
Before fixing the delivery date, ask both authorities about the original registration authority’s NOC position, the receiving RTO’s re-registration process, road-tax payment, inspection and any required forms. An out-of-state transfer can involve more travel, waiting and tax than a same-state transfer, so confirm those obligations before paying the balance.

Insurance transfer after the sale
Insurance has its own deadline and paperwork. IRDAI says the buyer can have the policy transferred when the seller informs the insurer in writing and the buyer completes the insurer’s process. Registration and insurance should be in the same name and address.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →IRDAI’s 14-day statement specifically concerns ownership transfer of a comprehensive or package policy: the transfer should be recorded within 14 days from the transfer for own-damage claims to remain payable under that policy. That statement is not a general market statistic and should not be extended to every policy type. Check the current terms and process directly with the insurer, including what applies to third-party-only cover.
- Obtain the policy certificate and note the policy number and expiry date.
- Have the seller notify the insurer in writing about the sale.
- Submit the buyer’s transfer request and required identity, address, RC and sale documents.
- Obtain written confirmation or an endorsement showing the updated owner and address.
- Keep the insurer’s acknowledgement with the RTO receipt.
Step-by-step transfer workflow
- Inspect the RC and vehicle together. Match registration, chassis and engine details before negotiating the final payment.
- Check the recorded owner and finance status. Resolve an ownership mismatch or hypothecation entry before treating the deal as ready to close.
- Collect the handover file. Take the original RC, current insurance details, valid PUC, signed Forms 29 and 30, PAN/Form 60 material and the required identity and address proofs.
- Ask the destination RTO for its live checklist. Confirm starred documents, duplicate copies, photographs, pencil prints, tax clearance, fees and whether submission is online or in person.
- For an out-of-state vehicle, obtain NOC guidance first. Clarify Document A, Document B, re-registration, tax and inspection requirements with both authorities.
- Record the transaction. Sign a handover or sale record, note the delivery date and time, and retain payment evidence and copies of every submitted document.
- File Form 30 within the applicable period. Use 14 days for the same-state case and 45 days for the out-of-state case under Parivahan’s national guidance, while following any current RTO instructions.
- Complete insurance transfer. Do not leave the policy indefinitely in the seller’s name; submit the insurer’s request and keep its confirmation.
- Save receipts and acknowledgements. Keep the RTO application number, payment receipt, NOC correspondence, financier release and insurer endorsement until the updated records are issued.
State-specific documents and filing differences
The national list is a baseline, not a promise that every RTO requests identical paperwork. Parivahan’s starred entries can include a purchaser undertaking, passport photograph, chassis or engine pencil print and tax-clearance certificate. A state transport page, such as Haryana’s ownership-transfer guidance, illustrates why the vehicle’s registering jurisdiction must be checked directly.
Ask the RTO these questions before filing:
- Which identity and address proofs are accepted, and must copies be self-attested?
- Are Forms 29 and 30 required in duplicate, and do both parties have to sign each copy?
- Is an appointment or physical inspection required?
- Which tax-clearance or financier documents apply?
- Can the transfer be completed through the VAHAN 4.0 citizen-services route, or must the application be presented at the RTO?
- What fee, tax and payment receipt must accompany the application?
Common failure points and how to prevent them
The seller supplies only scans
Ask the seller to produce the original RC and the documents required for inspection. A scan can help you review details before meeting, but it should not replace the original or the authority’s accepted digital record.
Names or addresses do not match
Stop and identify the discrepancy before signing. Ask the RTO which correction, affidavit or supporting proof it accepts; do not alter a form simply to force a match.
Free tools Windows power users keep installed
One-click scans. No signup required.
Finance is described as closed but remains on the RC
Require the financier’s release or consent and complete the RTO hypothecation process. Keep the release with the transfer application.

The PUC or insurance has expired
Do not assume the transfer application will cure an expired document. Confirm with the RTO and insurer what must be renewed and obtain documentary proof.
The deadline is missed
Contact the registering authority immediately and ask how it handles a late Form 30 application, additional fees or explanations. Keep evidence of the transfer date and any correspondence.
An out-of-state NOC is unclear
Get written instructions from the original and receiving authorities before moving the vehicle or paying the final amount. Document B has a specific NOC-related role, but the exact evidence and workflow must be confirmed for the transaction.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhat to keep after filing
Maintain a digital and paper folder containing the signed sale or handover record, payment proof, RC copy, Forms 29 and 30, PUC, insurance certificate and transfer acknowledgement, PAN or Form 60 copies, identity and address proofs, financier release, NOC correspondence, tax receipts and RTO application number. Keep the seller’s contact details until the RC and insurance records show the completed transfer.
The practical test is simple: you should be able to show what vehicle changed hands, who transferred it, when the transfer occurred, which authority received the application, how finance was cleared and when insurance was put into the buyer’s name. If any of those links is missing, pause the transaction and obtain clarification from the relevant RTO, financier or insurer.
