Blue (left) rates health hazards, red (top) rates flammability, yellow (right) rates instability or reactivity, and white (bottom) identifies special hazards. The blue, red and yellow sections use a 0–4 degree-of-hazard scale: 0 is minimal or no hazard for that property, while 4 is the highest severity under the applicable NFPA criteria. A similar-looking DOT transport placard is a different system: it identifies the hazard class of material being shipped and may show a four-digit UN or NA identification number.

| Position and color | What it communicates | How it is rated | Typical question it answers |
|---|---|---|---|
| Left, blue | Health hazard | 0–4 degree-of-hazard rating | How severe could exposure-related harm be during an emergency? |
| Top, red | Flammability or fire hazard | 0–4 degree-of-hazard rating | How readily can the material burn under NFPA criteria? |
| Right, yellow | Instability or reactivity hazard | 0–4 degree-of-hazard rating | How likely is a dangerous chemical change or reaction? |
| Bottom, white | Special hazard information | Symbols or abbreviations, not a normal 0–4 score | Is there a special response concern, such as oxidizing behavior or unusual water reactivity? |
The National Fire Protection Association describes NFPA 704 as a system that gives emergency responders an immediate, general sense of a material’s hazards and their severity. It is a response aid, not a complete chemical profile, shipping document or substitute for incident-command procedures.
What the 0–4 numbers mean
Numbers appear in the blue, red and yellow quadrants. They express the degree of the hazard in that category, not the amount of material present. A larger number means a more severe hazard under the criteria for that quadrant; it does not mean more gallons, a higher concentration, four times the toxicity or a combined danger score.

Zero is minimal or no hazard for that property
A 0 in the red quadrant indicates minimal or no flammability hazard under the applicable NFPA definition. A 0 in yellow indicates minimal or no instability or reactivity hazard, and a 0 in blue indicates minimal or no health hazard for emergency-response purposes. “Zero” does not mean the substance is harmless in every possible circumstance. A material can still create mechanical, environmental or situational risks that the diamond does not rate.
One through three indicate progressively greater severity
Ratings 1, 2 and 3 mark increasing levels of concern. The exact thresholds are different for health, flammability and instability, so a red 2 is not directly equivalent to a blue 2. Read each number only within its own color and the current NFPA 704 criteria.
Four is the highest rating in that quadrant
A 4 is the most severe degree in the blue, red or yellow field. It is not an overall verdict that the material is “the most dangerous” substance in every respect. For example, a material could have a high flammability rating but a lower health rating, or the reverse. Emergency teams use the three ratings together with the material identity, quantity, container, location and incident conditions.
Example: blue 3, red 2, yellow 0
Read this combination as three separate statements: a relatively serious health hazard, a moderate flammability hazard and minimal instability under the applicable criteria. It is not a single score of 5, a percentage, or “three parts toxic.” The numbers do not add, average or rank facilities against one another.

Why you should not copy numbers from an SDS
Safety Data Sheets use hazard-communication categories for labeling and workplace information. Those categories are not interchangeable with NFPA 704 ratings. OSHA’s 2020 trainer guidance specifically warns against substituting HazCom 2012 category numbers for the NFPA diamond. A facility’s rating should be based on the current NFPA 704 edition and the relevant safety information for the material, not on a number copied from an unrelated SDS field.
If a diamond seems inconsistent with a container label or SDS, do not “correct” it by guessing. Treat the sign as an initial warning, identify the product through facility records or trained personnel, and let qualified responders reconcile the information.
What the white section means
The bottom white field is reserved for special hazard information. It normally does not contain a 0–4 number. Symbols and abbreviations tell responders about a specific response issue that needs attention before they choose tactics.

OX identifies an oxidizing material. Oxidizers can intensify combustion or support a fire even when they are not themselves ordinary fuels. Keep them separated from incompatible materials and follow responder procedures; do not infer that OX is a flammability score.

W with a bar means unusual water reactivity
A W symbol with a bar through it warns of unusual or dangerous reactivity with water. Water may be ineffective or may worsen the incident for a material marked this way. Untrained people should not test the warning by applying water.
Other special markings may be authorized by the applicable NFPA guidance or local practice. The absence of a white symbol does not certify that every firefighting or cleanup method is safe; responders still verify the material and consult current procedures.
NFPA 704 versus a DOT transport placard
A diamond-shaped sign on a building and a diamond-shaped placard on a truck can look alike while serving different purposes. Confirm which system you are seeing before interpreting any number.

| Feature | NFPA 704 diamond | DOT/PHMSA transport placard |
|---|---|---|
| Where it is used | Fixed facilities where hazardous materials are stored, processed or used | Qualifying trucks, railcars and intermodal containers carrying hazardous materials |
| What markings represent | Degree of hazard to support rapid emergency response at the location | Hazard class or division of the material being transported |
| 0–4 ratings | Normally present in the blue, red and yellow quadrants | Not an NFPA-style severity scale; a number may identify a class, division or material |
| Material identification | The diamond itself usually does not provide a four-digit shipping identification number | A four-digit UN or NA identification number may appear on the placard or on an adjacent orange panel or white square sign |
| Best emergency reference | Facility information, the current SDS and trained emergency personnel | The current DOT Emergency Response Guidebook after the identification number and hazard are established |
Transport placard colors and symbols designate the shipping hazard class or division. They are not a second version of the NFPA 0–4 scale. A transport incident may also involve multiple placards, package labels and shipping papers, so one sign rarely tells the entire story.

How to read a sign safely, step by step
- Establish the setting. Is the sign attached to a tank, building, storage area or process unit, or is it mounted on a vehicle or freight container? A fixed location points toward NFPA 704; a moving shipment points toward DOT requirements.
- Orient the diamond. Blue is on the left, red is at the top, yellow is on the right and white is at the bottom. Do not rotate the sign mentally and assign colors by position alone.
- Read blue first for immediate exposure concerns. Note the health rating, then consider whether smoke, vapor, liquid contact or contaminated clothing could expose people.
- Read red for fire behavior. The red number indicates how readily the material can burn under NFPA criteria. It does not tell you how large the fire is or how much product is present.
- Read yellow for reaction potential. A higher yellow rating signals greater concern about chemical change, decomposition or a hazardous reaction under the relevant conditions.
- Check white symbols before choosing tactics. OX and the barred W can change how responders approach fire suppression, isolation and water use.
- Find the material identity. Use facility signs, container markings, shipping papers or trained personnel. The diamond is intentionally a rapid overview, not a full inventory or treatment guide.
- Follow the appropriate response reference. For a transport incident, trained responders identify the UN/NA number and consult the current DOT Emergency Response Guidebook. For a facility incident, responders use the site’s emergency plan, current SDS information and NFPA criteria.
What the red number really tells you
People often ask, “What does the number in the red diamond mean?” It rates flammability or fire hazard: the material’s tendency to ignite and burn under the NFPA definitions. A red 4 is the highest flammability degree in that system; a red 0 is minimal or no flammability hazard for the rated conditions.
The number is not a live measurement of the fire at the moment you see the sign. It does not indicate flame height, temperature, the size of a vapor cloud or the distance at which a person is safe. Ventilation, confinement, temperature, ignition sources, quantity and container damage can change the incident even when the posted rating is unchanged.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common mistakes and how to avoid them
- Treating the three numbers as one score: Keep health, fire and instability as separate ratings. There is no NFPA total.
- Assuming a 4 means instant death: Four is the highest degree for one property, not a prediction of the outcome of every exposure.
- Reading the sign as a quantity indicator: The numbers do not show tank size, concentration, mass or volume.
- Using HazCom categories as NFPA ratings: SDS and workplace label categories follow a different framework.
- Assuming every diamond is NFPA 704: Vehicle placards use transport classifications and may carry UN or NA numbers.
- Ignoring the white field: OX and a barred W can be operationally important even though they are not numbers.
- Relying on an old chart: NFPA criteria can change by edition. Use the current edition and current facility information.
- Approaching to get a closer look: Smoke, vapors, leaking containers and downwind exposure can be dangerous before a sign can be read clearly.
What drivers and bystanders should do near a hazmat sign
Most motorists will encounter these markings at a fuel or industrial property, or on a truck after a collision. The sign is useful for communicating a warning, but it is not permission to enter a restricted area or attempt a rescue.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Keep a safe distance and stay upwind and uphill when possible; do not walk through smoke, vapor or runoff.
- Call emergency services, give the exact location and describe whether the sign is on a fixed facility or a vehicle.
- From a safe position, report visible colors, numbers, symbols, placard wording and any four-digit UN or NA number. Do not delay the call to obtain a better view.
- Do not touch packages, open valves, move a damaged vehicle or apply water or an extinguisher unless trained responders direct you.
- Follow evacuation or shelter instructions. A low NFPA number does not make a damaged container safe, and a high number does not by itself specify the correct evacuation distance.
Limits of the diamond
NFPA 704 is deliberately concise. It does not replace an SDS, shipping paper, inventory, exposure limit, evacuation plan, medical advice or incident command. It also does not describe every environmental effect, chronic exposure issue, container pressure hazard or incompatibility.

Ratings apply to the material and criteria used to assign them, while real incidents involve conditions such as heat, confinement, mixing, weather and damage. Emergency organizations therefore combine the diamond with verified product identification, site plans, monitoring and current response guidance.
“This standard presents a simple, readily recognized, and easily understood system of markings (commonly referred to as the ‘NFPA hazard diamond’) that provides an immediate general sense of the hazards of a material and the severity of these hazards as they relate to emergency response.” — National Fire Protection Association, NFPA 704 Standard Development page, accessed October 18, 2026.
A practical memory aid
Remember blue-health, red-fire, yellow-reaction, white-special. Then remember that the upper three fields run from 0 to 4, with 4 the highest severity for that specific property. Finally, check the context: a fixed-facility NFPA diamond communicates response severity, while a transport placard communicates the class of a shipment and may include a UN or NA identification number.
That sequence prevents the most dangerous interpretation errors: mistaking a rating for a quantity, treating a DOT class as an NFPA score, or overlooking a special-hazard symbol. When an actual release or fire is involved, use the sign only as an initial clue and follow trained emergency-response procedures.
