What Determines Petrol Prices—and How Fuel Price Changes Affect Drivers

Petrol prices reflect more than crude oil. This guide explains every major component, why prices vary by location and season, and how to calculate the direct effect of a fuel-price change on your budget.

The price on a petrol (gasoline) station sign is the end result of several costs, not a direct readout of crude oil. Crude is often the largest and most volatile component, but refining, transport, storage, station operations, taxes, fuel specifications, supply disruptions and local competition can all move the number independently.

That is why prices can rise while crude is flat, differ sharply between nearby regions, or fall more slowly than wholesale markets. The exact mix depends on the country, tax system, fuel grade and local supply chain.

The four parts of a pump price

For the United States, the Energy Information Administration (EIA) groups the retail price of regular gasoline into four major components. The same supply-chain logic applies elsewhere, although taxes, units, blending rules and retail arrangements differ.

Component What it covers Why it changes
Crude oil The raw material purchased by refiners Global supply and demand, production outages, geopolitical risk, inventories and transport access
Refining Converting crude into petrol and meeting the required fuel specification Refinery outages, maintenance, capacity, margins, blend components, seasonal formulas and local specifications
Distribution, marketing and retail Moving fuel through pipelines, ships, trains, trucks and terminals, then operating and supplying a station Freight and storage costs, station overhead, local competition, land costs, payment fees and retailer pricing decisions
Taxes and fees Federal, state, provincial, municipal or other fuel charges Jurisdiction, tax changes and whether a charge is per unit, percentage-based or included elsewhere in the chain

These components do not move together. A crude-price decline can be offset by a refinery outage or a tax increase; a local shortage can raise pump prices even when the international oil market is calm.

Why crude oil matters so much

Crude oil is usually the largest single element in the cost of petrol, and it is traded in a global market. Changes in expected production, consumption, inventories, shipping access or political risk can alter crude benchmarks quickly. Refiners then pay more or less for their feedstock, influencing wholesale petrol prices.

Crude’s percentage of the pump price is not fixed. It changes with the crude quotation, the exchange rate in countries that import oil, the type of crude a refinery can process and the other costs in the local market. When crude is cheap, taxes and fixed operating costs make up a larger share of each litre or gallon. When crude jumps, its share expands.

Crude is also only one link in the timing chain. A station may still be selling fuel bought under an earlier wholesale contract, while a new shipment has already become more expensive. Retail prices therefore do not always change on the same day, or by the same amount, as a crude benchmark.

What refining adds to the price

Refineries separate and chemically transform crude into petrol, diesel, jet fuel and other products. The refining portion of the price reflects energy, labour, maintenance, financing and compliance costs, plus the refiner’s margin. Margins rise when petrol demand is strong or usable refinery capacity is tight, and fall when supply is plentiful.

Outages and maintenance

Planned maintenance removes capacity temporarily. Unplanned fires, equipment failures, storms or power problems can remove it without warning. If an affected region cannot readily import replacement petrol, wholesale and retail prices can rise rapidly even if crude has not moved.

Fuel formulas and blend components

Petrol is not one identical product. Seasonal rules can require different volatility characteristics, and some areas require special formulations to reduce emissions. Refiners may need particular blend components, including ethanol, whose availability and cost affect the finished product. A refinery that can make ordinary petrol may not be able to supply a suddenly constrained local specification.

How distribution and station operations affect the sign price

After refining, fuel generally moves to a terminal and then to stations by pipeline, ship, rail or road tanker. Each hand-off adds transport, storage, insurance, testing and handling costs. A market far from refineries or pipelines can face higher delivered costs and fewer alternative suppliers.

Retailers also pay rent, wages, electricity, equipment-maintenance and card-processing costs. A station with a convenience store may use fuel pricing to attract customers, while another may protect a larger margin. Prices can differ on opposite sides of the same town because of traffic patterns, nearby competitors, wholesale contracts, opening hours and available storage.

Large advertised discounts or loyalty offers can change what a particular customer pays without changing the underlying wholesale price. Compare the posted cash or card price on the same basis when assessing a local difference.

Taxes: the part that varies most by jurisdiction

Taxes are usually more stable than crude and refinery margins, but they can create large, persistent differences between locations. Some systems charge a fixed amount per litre or gallon; others also apply a sales or value-added tax, so the tax changes with the pre-tax price.

United States figures

The EIA’s current explanation, accessed in 2026, lists a federal motor-gasoline tax of 18.40 cents per gallon: an 18.30-cent excise tax plus a 0.1-cent Leaking Underground Storage Tank fee. The EIA reported average state taxes and fees of 33.55 cents per gallon in January 2026. Those figures describe the United States and should not be converted into a universal petrol-tax rate.

Canada and other markets

Natural Resources Canada describes Canadian pump prices as including federal and provincial taxes, with municipal taxes in some places. The rates and the way they are displayed vary by province and municipality. In the United Kingdom and other countries, fuel duty and consumption taxes can be combined with VAT or comparable charges. Always check the national and local rules before comparing a per-litre price with a US per-gallon figure.

Why prices can change when crude is stable

A pump price responds to the balance between available petrol and demand for it, not to crude alone. The following events can move the retail market independently or temporarily overwhelm a crude trend.

Refinery or pipeline disruption

A refinery outage reduces nearby supply. A gasoline pipeline interruption can delay deliveries to several terminals at once. If inventories are low, wholesalers bid for replacement cargoes and prices can move within hours.

Weather and other emergencies

Hurricanes, floods, freezing conditions, fires and power failures can shut production, block roads or prevent trucks from loading. A storm can also increase demand for fuel before landfall as households and emergency services fill tanks.

Inventory levels and delivery timing

Low inventories leave less protection against a sudden outage. A delayed tanker or a congested terminal can create a local shortage even when national supply looks adequate. Conversely, full tanks and weak demand can hold prices down despite a modest crude increase.

Seasonal demand

Driving typically increases during holiday and summer travel periods in many markets. Refineries may also switch to more expensive seasonal specifications. The combination of stronger demand and a narrower blend requirement can lift prices before crude changes.

Currency movements

Countries that buy crude or finished petrol in another currency can see local prices change when exchange rates move. A stable dollar-denominated crude price can therefore produce a higher or lower domestic price.

Why petrol costs more in one region than another

There is no single explanation for a geographic price gap. Compare the markets on several axes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Tax treatment: Different federal, state, provincial or municipal charges can remain in the price regardless of retailer efficiency.
  • Supply access: A region connected to multiple refineries, pipelines, ports or terminals has more sourcing options than an isolated market.
  • Fuel specifications: Special low-emission or seasonal formulas may cost more to produce and transport.
  • Transport distance: Trucking fuel over long distances adds freight and storage costs.
  • Station economics: Rent, wages, business rates, card fees and operating hours vary by location.
  • Competition: Dense clusters of stations can compress margins; a remote station with few alternatives may charge more.
  • Demand and inventories: Tourist areas, commuting patterns and local stock levels can create temporary premiums.

Compare prices using the same grade, tax treatment and unit. A regular-petrol price in one region is not a fair benchmark for premium fuel in another.

Fuel grades and octane can add a noticeable premium

Higher-octane petrol is made for engines designed to resist knock at higher compression or boost. It is not automatically better for an engine that only requires regular fuel. The vehicle handbook or fuel-filler label is the authority for the minimum grade.

In the EIA’s 2025 US national annual averages, midgrade cost about 57 cents per gallon more than regular, and premium cost about 93 cents more than regular. These are annual national averages for grade differences, not a guaranteed markup at every station or a figure that applies outside the United States.

Using a higher grade than required generally raises the fuel bill without a corresponding benefit. Some vehicles specify premium for full performance; follow that requirement rather than assuming all cars should use it.

How to calculate the direct effect on a driver’s budget

For the fuel bill itself, use a simple multiplication:

Direct change = price change per unit × units purchased during the period

  1. Choose a comparison period, such as one month or one year.
  2. Measure the change in the local price per litre or gallon. Keep the unit and currency unchanged.
  3. Count the litres or gallons actually purchased in that period.
  4. Multiply the two numbers. A rise of 10 cents per gallon multiplied by 40 gallons equals a direct increase of $4.

For a litre-based market, a 10-cent-per-litre increase multiplied by 150 litres means $15 in the same currency. The result changes with driving distance, vehicle fuel economy, traffic, weather, towing and the amount of fuel carried into the period. It is a household fuel-cost estimate, not a forecast of the wider cost of living.

How fuel changes can affect other household costs

Higher petrol prices can influence delivery charges, public-transport fares, taxi prices, agricultural costs and the prices of goods moved by road. The size and timing of those effects depend on contracts, fuel surcharges, competition and how much fuel is used in producing or transporting each product. The direct arithmetic above should not be presented as a quantified estimate for those broader effects.

Understanding the lag between wholesale and retail prices

Petrol passes through several inventories before a driver buys it. A retailer may have fuel purchased at an earlier price, while the replacement load is priced differently. Competition and local sales volume can make a station adjust quickly or wait until its next delivery. As a result, a falling crude market does not guarantee an immediate or equal fall at every pump.

When monitoring a change, record the same station, grade, payment method and time of day. A single sign can reflect a temporary promotion or a delivery-cycle decision rather than the whole regional market.

Practical ways drivers can respond

  • Use the grade specified for your vehicle: Paying for premium when regular is approved adds cost without a proven need.
  • Compare like with like: Check the same grade, unit, taxes and payment conditions across nearby stations.
  • Combine trips and maintain tyres: Reducing unnecessary kilometres lowers fuel purchased regardless of the posted price.
  • Track your own consumption: Record litres or gallons and distance; your actual bill depends on usage more than a national average.
  • Plan around predictable travel: Holiday demand and remote-route availability can make a small price difference more consequential.
  • Treat price apps and open-data proposals cautiously: Coverage, update frequency and legal status vary by country. A UK road-fuel review discussed a possible open-data scheme for individual forecourt prices; that discussion does not establish a universally available current service.

Common misconceptions

“Crude fell, so every station should cut prices immediately.”

Retail inventory, delivery timing, refining margins, taxes and local competition can delay or offset a crude-price move.

“Taxes explain every regional difference.”

Tax is important, but supply access, specifications, freight, station overhead, competition and inventories can be equally decisive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“One national percentage split applies everywhere.”

Component shares change over time and by region. A US breakdown cannot be applied unchanged to Canada, the UK or another market.

“Premium fuel always improves performance.”

Higher octane helps when the engine is designed or calibrated to use it. It is not a universal upgrade for vehicles approved for regular petrol.

What the historical data can—and cannot—tell you

A US Department of Energy fact sheet charted monthly average regular-gasoline prices across all areas from January 2000 through September 2020. It identified crude oil as the largest and most volatile component and taxes as the most stable in that historical window. The chart is useful for illustrating relative volatility, but it is not a current component split and should not be treated as one.

The bottom line for drivers

Petrol prices are assembled from crude, refining, distribution and retailing, and taxes. Supply disruptions, fuel specifications, seasonal demand, inventories and local market conditions can move each part on a different schedule. To estimate your own exposure, multiply the local price change by the quantity you buy; to explain a regional difference, examine the entire supply chain rather than blaming crude oil or tax alone.
