What Can Trucking Companies Do When Diesel Prices Rise? A Practical 2026 Playbook

Trucking companies can respond to higher diesel prices by auditing fuel exposure, negotiating contract-specific surcharges, reducing unnecessary idling and matching idle-reduction equipment to real duty cycles. The 2026 HOS waiver applies only to eligible interstate fuel haulers.

When diesel prices rise, a trucking company has three defensible levers: recover part of the increase through contract-specific fuel surcharges, remove avoidable fuel consumption, and evaluate idle-reduction equipment against its actual routes and duty cycles. Use weekly diesel data as a reference, but do not assume a government-approved surcharge formula. The temporary federal hours-of-service waiver in effect from September 16 through December 16, 2026, applies only to eligible interstate carriers moving gasoline or diesel fuel—not ordinary freight hauls.

Start with a rapid fuel-cost diagnosis

Before changing routes, rates or equipment, establish how much of the cost increase is coming from fuel and where the fuel is being consumed. Pull at least eight to 12 weeks of records for each tractor or operating group:

As an Amazon Associate I earn from qualifying purchases.

  • Gallons purchased and average price paid, separated by state or fueling network.
  • Miles, loaded miles, empty miles and revenue miles.
  • Fuel economy by tractor, trailer type, terrain and season.
  • Engine-on hours, parked idle hours and moving hours.
  • Fuel surcharges billed, collected and passed through to subcontractors.
  • Loads or lanes whose rates cannot be adjusted without customer approval.

Calculate fuel cost per mile and fuel cost as a percentage of revenue for each lane. A fleet-wide average can hide a problem: a refrigerated route, mountainous corridor or high-idle sleeper operation may have a very different exposure from a day-cab regional run. Use the results to decide whether the first intervention belongs in contracts, dispatch, driver practices, maintenance or equipment.

Use a fuel surcharge without treating it as a government standard

What the surcharge does

A fuel surcharge is a contractual price adjustment intended to share fuel-price risk between a carrier and its customer. It can appear as a separate invoice line or as a rate component. It does not automatically reimburse every increase in the pump price, and it does not replace a review of the underlying line-haul rate.

The U.S. Energy Information Administration (EIA) publishes weekly retail on-highway diesel prices. Some shippers and carriers use those figures as the index in a surcharge schedule. EIA explicitly says it does not calculate, assess or regulate diesel fuel surcharges and cannot tell transportation companies how to calculate one. The agency also does not endorse a particular formula.

“We do not calculate, assess, or regulate diesel fuel surcharges, and we cannot tell transportation companies and freight carriers how to calculate a fuel surcharge.” — U.S. Energy Information Administration, “Diesel fuel surcharges.”

Audit the five contract variables

Every carrier should read the actual shipper agreement, rate confirmation or tariff rather than copy a schedule from another company. Check:

  1. Index: Which EIA series or other published price is used, and does it represent the geography where the truck fuels?
  2. Baseline: What diesel price is built into the base rate?
  3. Consumption factor: How many miles per gallon or gallons per mile does the agreement assume?
  4. Mileage basis: Are billable miles, practical miles, shortest-route miles or another method used?
  5. Update and applicability rules: When does the surcharge reset, and which lanes, equipment types, accessorials and subcontracted loads are covered?

An illustrative structure is “(indexed diesel price minus the agreed baseline) multiplied by the agreed fuel-consumption factor and applicable miles.” That expression is a way to understand the moving parts, not a universal industry formula. A surcharge may be capped, delayed, rounded, excluded from certain services or calculated on a different mileage basis.

When a customer rejects or delays a surcharge

  • Show the change in fuel cost per loaded mile using the contract’s own mileage and consumption assumptions.
  • Ask for a temporary addendum with a defined start date, review date and expiration or rollback rule.
  • Separate fuel recovery from other rate issues such as detention, tolls, insurance or labor.
  • Document whether the customer’s tender system accepts a separate surcharge line or requires an all-in rate.
  • Do not apply a surcharge unilaterally when the contract requires written agreement.

For spot freight, quote the fuel exposure in the all-in rate and record the assumptions internally. For dedicated or long-term work, negotiate an index and review mechanism before the next renewal rather than relying on informal promises.

Cut fuel that produces no transportation service

Attack unnecessary idling first

The U.S. Environmental Protection Agency’s SmartWay Idle Reduction material estimates that a typical long-haul combination truck that eliminates unnecessary idling could save over 900 gallons of fuel per year. That is an estimate for a typical vehicle, not a guarantee for every tractor. Actual savings depend on idle hours, weather, sleeper use, engine configuration, parking conditions and driver behavior.

Start with a written idle policy that distinguishes safety and operational idling from avoidable idling. Safety-related warm-up, extreme-weather protection, power take-off work and certain loading operations may be legitimate. The policy should explain when the engine may run, how exceptions are recorded and who reviews repeat events.

Pair policy with dispatch and maintenance

  • Plan fuel stops and breaks so drivers are not forced to idle while searching for parking or waiting for instructions.
  • Send appointment, gate and detention updates early enough for drivers to shut down safely.
  • Use engine data to identify tractors with unusually high parked-idle hours, then investigate the cause with the driver.
  • Maintain tires, wheel alignment, air systems and emissions components; mechanical faults can erase the benefit of an idle program.
  • Measure gallons per mile and idle hours together. A lower idle number with poorer moving fuel economy is not a complete success.

Set a baseline for each tractor, review results monthly and separate seasonal weather effects from genuine improvement. Avoid paying bonuses solely for low idle time if that could encourage unsafe shutdowns or uncomfortable rest.

Compare idle-reduction equipment to the truck’s real duty cycle

A Federal Motor Carrier Safety Administration (FMCSA) study examined several approaches, including automatic shutdown/startup systems, auxiliary power units (APUs), battery air conditioning, electrified parking spaces, filtering devices, fuel-operated heaters, shore connections and thermal storage. The right choice depends on how many hours the main engine is actually idling and what service the driver needs while parked.

Approach What it can replace or reduce Best-fit conditions Questions before purchase Current cost or payback evidence
Automatic shutdown/startup Unattended engine idling, while restarting when configured conditions require it Tractors where engine controls and company policy permit automatic operation Is the engine and model year compatible? How are temperature, battery and safety thresholds set? Model-level cost and payback not stated in the cited sources
Diesel or alternative-fuel APU Main-engine idling for heating, cooling and auxiliary electrical loads Long-haul sleepers with regular overnight parking and substantial idle hours Will the unit fit the tractor? What maintenance, fuel supply, noise and service requirements apply? Current product prices and universal payback not stated
Battery air conditioning Engine operation for cooling during rest periods Routes with enough battery recharge time and moderate cooling demand How long will cooling last in the local climate, and can the charging system support the duty cycle? Current product prices and savings not stated
Electrified parking or shore connection Engine idling while parked at equipped locations Networks or terminals with dependable plug-in spaces How often are compatible spaces available on the actual lanes, and who pays connection fees? Site availability, costs and payback not stated
Fuel-operated heater Engine idling for cab or sleeper heat Cold-weather operations where heating is the main reason for idling Does it meet the climate requirement, and are installation and ventilation compatible? Current product prices and savings not stated
Thermal storage or related systems Some heating or cooling demand after shutdown Predictable rest patterns and a vehicle that can recharge the storage system How long does stored capacity last, and what maintenance does it require? Current product prices and payback not stated

The FMCSA study received $481,078 in fiscal-year 2015 funding. That is historical study funding, not a current equipment price, rebate or expected fleet saving.

Use a purchase gate for an APU or other device

  1. Measure the tractor’s parked-idle hours over representative weeks in hot and cold conditions.
  2. List the loads the driver needs during rest: cooling, heat, battery charging, communications or other equipment.
  3. Confirm compatibility with the tractor, engine model year, electrical system, emissions configuration and sleeper layout.
  4. Obtain the installed price, maintenance schedule, warranty terms, service coverage and expected fuel or electricity use.
  5. Compare the investment with fuel that can realistically be displaced, not with a theoretical maximum.
  6. Pilot the equipment on a small group of comparable tractors and track comfort, uptime, maintenance and idle reduction before expanding.

No source establishes a universal payback period for a particular device. A unit that works well for a high-idle sleeper fleet may be uneconomical for day cabs, short regional turns or lanes with reliable electrified parking.

Decide whether changing routes or loads makes sense

Public discussions among owner-operators sometimes ask whether drivers are “altering your normal routes or finding other alternatives” during high diesel prices. That language is anecdotal, not a representative survey, so it cannot establish how common route changes are or whether they save money.

Evaluate a proposed route change with a complete contribution calculation:

  • Additional or avoided miles and the expected gallons at that route’s real fuel economy.
  • Tolls, permits, congestion, parking, ferry costs and border or facility delays.
  • Deadhead exposure and the probability of finding a profitable backhaul.
  • Driver hours, appointment reliability and whether the change creates a service failure.
  • Revenue lost or gained from refusing a lane, repositioning equipment or changing load sequence.

Do not trade a small fuel saving for a large increase in empty miles or missed appointments. For recurring lanes, model several diesel-price scenarios and specify the price at which a different route, reload strategy or customer mix becomes preferable.

Understand the 2026 hours-of-service waiver’s narrow scope

As of the stated effective period, FMCSA’s waiver runs from September 16 through December 16, 2026. It grants temporary hours-of-service flexibility only to certain eligible interstate motor carriers and drivers transporting gasoline or diesel fuel, subject to conditions and restrictions in the agency notice.

It is not a general relaxation for freight carriers facing high diesel prices. A carrier hauling food, machinery, parcels or other ordinary freight cannot rely on this waiver merely because fuel is expensive. Confirm eligibility, covered commodities, routes, documentation and any additional conditions in the current FMCSA notice before dispatching under it. Because the waiver has a firm end date, operating procedures must revert or be updated when it expires.

A practical 30-day response plan

Days 1–7: establish the exposure

  • Freeze a baseline of miles, gallons, idle hours, surcharge terms and lane margins.
  • Identify contracts with no fuel-adjustment language or an outdated baseline.
  • Flag the tractors and lanes with the highest fuel cost per revenue mile.

Days 8–14: recover and remove waste

  • Present documented surcharge amendments to customers whose agreements permit negotiation.
  • Launch an idle policy and driver communication focused on safe, unnecessary-idle reduction.
  • Correct obvious tire, alignment, air-system and emissions problems.

Days 15–21: test alternatives

  • Screen APU, automatic shutdown, battery cooling, heater and shore-power options against actual idle hours.
  • Request installed-cost and service information for compatible equipment.
  • Model route, reload and customer-mix changes at several diesel-price levels.

Days 22–30: decide and document

  • Approve only changes with a measurable operating target and a named owner.
  • Start a controlled equipment pilot if the duty cycle supports it.
  • Update the weekly dashboard and schedule a review before the next contract or budget cycle.

Bottom line for carriers

Higher diesel prices are a margin-management problem, not a single-equipment problem. First verify what customers are contractually required to pay, then remove unnecessary engine hours and measure the result. Use EIA data as a transparent reference rather than calling it a mandated formula. Select an APU, shutdown system, battery cooling, heater, shore connection or another option only after measuring idle demand, compatibility, maintenance and driver-rest requirements. Finally, treat the 2026 fuel-hauler waiver as a temporary, restricted exception—not permission for ordinary freight operations to extend driving time.
