What Are the Levels of Driving Automation, and What Does Each Require from the Driver?

SAE’s six driving-automation levels differ by who controls steering and speed, who monitors the road, and whether the system can handle fallback. Here is what each level requires from the driver.

SAE J3016 defines six levels of driving automation, from Level 0 (no driving automation) to Level 5 (full driving automation). The practical dividing line is responsibility: at Levels 0–2, the human remains the driver and must supervise; Level 3 can drive within defined conditions but can ask the human to take over; Level 4 handles driving and fallback within its operating conditions; and Level 5 is designed for every condition in which a person could drive.

The level belongs to the driving-automation feature engaged at that moment, not necessarily to the entire vehicle. A car can have a Level 2 lane-centering feature, for example, while another feature in the same car is Level 0 or Level 1. Always follow the owner’s manual, the feature’s operating conditions and local traffic law.

What the SAE levels actually measure

SAE International’s current taxonomy, SAE J3016_202609 (displayed by SAE as September 20, 2026), classifies systems that perform part or all of the dynamic driving task on a sustained basis. It describes the roles of the human user, the driving-automation system and other vehicle systems; it is not a rating of a vehicle’s crashworthiness, reliability or legality.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The dynamic driving task includes the continuous control needed to drive: steering and lateral positioning, braking and acceleration, monitoring the roadway and responding to events. A warning or a momentary intervention is different from a system that continuously performs a portion of that task.

Four questions make the levels easier to distinguish:

  • Does the system only warn or intervene momentarily, or does it perform driving on a sustained basis?
  • Does it control steering, speed control (acceleration and braking), or both?
  • Must a person continuously supervise, respond to a transition request, or remain available for some other fallback role?
  • Under what conditions can the feature operate?

SAE’s 2021 explanatory chart uses the driver-seat question, “What does the human in the driver’s seat have to do?” Its plain-language examples are useful, but the current J3016 taxonomy is the authority for the category definitions.

At-a-glance comparison of all six levels

SAE level What the system does Human responsibility while engaged Operating conditions
Level 0 — No Driving Automation Warnings or momentary assistance; no sustained driving control Human performs the driving task Feature-specific; a warning may work in particular sensor conditions
Level 1 — Driver Assistance Sustained steering or speed control Continuously supervises the environment and performs the rest of driving; intervenes as needed Defined conditions for that assistance feature
Level 2 — Partial Driving Automation Sustained steering and speed control together Continuously supervises; remains responsible for steering, braking or acceleration whenever safety requires Defined conditions for the combined feature
Level 3 — Conditional Driving Automation Performs the driving task within its conditions Need not continuously perform the task, but must be available and respond to a takeover request or evident malfunction Operational conditions defined by the system
Level 4 — High Driving Automation Performs driving and fallback within its conditions Not needed to mitigate risk while the feature remains within scope Limited operational design domain; it cannot be assumed to work everywhere
Level 5 — Full Driving Automation Performs driving and fallback in all conditions in which a human can drive Human driving is not needed No narrower operating domain in the SAE definition

Level 0: No Driving Automation

What the feature does

Level 0 systems can warn you or provide a brief intervention, but they do not continuously perform part of the dynamic driving task. SAE examples include blind-spot warning, lane-departure warning and automatic emergency braking. Automatic emergency braking may apply the brakes in an imminent collision, yet that momentary action does not make the vehicle an automated-driving system.

What the driver must do

You perform the entire driving task: look for hazards, steer, choose speed, brake and accelerate. A warning is information, not a substitute for checking mirrors or the roadway. If an intervention occurs, you remain responsible for controlling the vehicle immediately afterward.

Level 1: Driver Assistance

One control dimension at a time

Level 1 provides sustained assistance with either steering or speed control, not both simultaneously. Adaptive cruise control is a typical speed-control example. Lane centering used on its own is a steering example. The feature may maintain a selected gap or help keep the car centered, but it does not perform the other half of driving for you.

Continuous supervision is mandatory

You remain the driver and must continuously supervise the driving environment. Keep your attention on traffic, road layout, weather and the vehicle’s behavior. You must steer, brake or accelerate whenever conditions require it, including when the system reaches a curve, a stopped object, a road marking it cannot read or a situation outside its design.

Do not interpret a long period of smooth operation as permission to look away. The system’s ability to hold speed or position does not transfer responsibility to the feature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Level 2: Partial Driving Automation

Steering and speed control together

Level 2 is the first category in which one feature can provide sustained steering and speed control at the same time. A combined lane-centering and adaptive-cruise function illustrates the distinction. It may follow a lane and maintain a gap, but the human is still responsible for supervising the environment and the feature.

The human is still driving

At Level 2, you must continually watch for hazards and be ready to steer, brake or accelerate. SAE’s chart states: “You must constantly supervise these support features; you must steer, brake or accelerate as needed to maintain safety” (SAE International, explanatory chart for SAE J3016, 2021). That sentence applies even when the vehicle appears to be handling traffic comfortably.

  • Keep your eyes and attention on the roadway rather than treating the feature as a chauffeur.
  • Monitor vehicles, cyclists, pedestrians, lane changes, road workers, weather and changing pavement.
  • Be ready to override immediately; a hands-on reminder or attention monitor does not make the system autonomous.
  • Stay within the speed, road, weather and visibility limits stated for the feature.

Level 2 does not mean the vehicle can safely operate without a driver. It means the system can control both dimensions while the human continuously supervises and remains accountable for intervention.

Level 3: Conditional Driving Automation

A conditional handoff changes the supervision rule

Level 3 performs the driving task while its defined conditions are met. Unlike Levels 1 and 2, the human does not have to continuously perform the driving task in the same way. However, the human must be available to respond to a request to intervene or to an evident system malfunction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is a conditional handoff, not a permanent transfer of responsibility. When the system issues a takeover request, you must be able to perceive it, understand the situation and resume control. The request may occur because the road, weather, traffic, sensor performance or another condition has left the feature’s operating domain.

What you can and cannot infer

  • You may be permitted to redirect attention under the feature’s instructions while it is operating within its conditions, but you must remain able to take over when requested.
  • A Level 3 feature is not automatically capable of every road, speed, weather or traffic situation.
  • If the system reports a malfunction or asks you to intervene, do not assume it will safely continue indefinitely.
  • The exact warning timing, response window and permitted secondary activities are vehicle-specific; consult the owner’s manual.

Level 4: High Driving Automation

Automation and fallback inside a defined domain

Level 4 performs the driving task and the fallback needed to reach a minimal-risk condition within its defined operational conditions. If the feature is operating inside that scope, a human driver is not needed to mitigate risk. SAE’s 2021 chart summarizes Levels 4 and 5 by saying, “These automated driving features will not require you to take over driving” (SAE International, explanatory chart for SAE J3016).

That statement applies to the feature’s defined conditions. A Level 4 system may be limited to a particular service area, roadway type, speed range, weather condition or other operational design domain. It is therefore wrong to describe Level 4 as a car that can drive anywhere.

When the domain ends

The system must manage the situation within its design, which can include completing the trip, stopping safely or otherwise reaching a minimal-risk condition. The vehicle may refuse to engage, restrict speed or exit the automated mode before leaving the domain. What happens at the boundary depends on the implementation and the instructions given to occupants.

Level 5: Full Driving Automation

The broadest SAE category

Level 5 is defined as driving automation under all conditions in which a human driver could operate. It is not restricted to a narrower operational design domain. Human driving is not needed for the system to perform the driving task or fallback.

A capability definition, not a consumer-vehicle claim

Level 5 describes the top category in the taxonomy; it does not establish that current consumer vehicles offer it. A vehicle advertised with advanced assistance is not Level 5 merely because it can handle a highway or a parking maneuver. Classification depends on the engaged feature and its actual operating conditions.

Why a vehicle can have more than one level

SAE levels apply to the feature engaged in a particular instance. A single vehicle can contain Level 0 warnings, a Level 1 speed-control feature and a Level 2 combined assistance feature. If you turn off the combined feature and use only adaptive cruise control, the active function may fit Level 1 even though the vehicle also has a Level 2 capability.

Read the feature name, engagement limits and driver-monitoring instructions in the manual rather than assigning one permanent level to the badge or model. Marketing names are not substitutes for SAE categories.

How to identify the responsibility you have right now

  1. Identify the engaged feature. Check the instrument display or owner’s manual to determine whether you activated a warning, one-dimensional assistance, combined assistance or an automated-driving mode.
  2. Check what the system controls. Determine whether it controls steering, speed, or both. Steering alone or speed alone points to Level 1; both together points to Level 2 when the feature provides sustained control.
  3. Read the operating conditions. Note road type, speed, lane markings, weather, visibility, traffic and geographic or service-area limits.
  4. Find the supervision instruction. “Keep your eyes on the road” and similar language indicates continuous supervision. A takeover-request procedure indicates a conditional handoff. A Level 4 design should state that fallback is handled within its domain.
  5. Plan for the feature to disengage. Keep a clear view, a safe following distance and the ability to take control whenever the manual requires it.

Common mistakes about the six levels

“Level 2 means the car is autonomous.”

No. Level 2 can control steering and speed simultaneously, but the human continuously supervises and remains responsible for safety.

“If the car warns me, it must be Level 1.”

No. Warnings and momentary interventions are Level 0 examples. Level 1 requires sustained assistance with either steering or speed control.

“Level 3 lets me sleep or ignore a takeover alert.”

No. Level 3 requires you to be available and respond to a takeover request or evident malfunction. The handoff obligation is part of the definition.

“Level 4 can drive anywhere.”

No. Level 4 is highly automated only within its defined operating conditions. A narrower domain is the distinction between Level 4 and Level 5.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The level tells me whether use is legal.”

No. SAE J3016 is a functional taxonomy, not jurisdiction-specific legal permission. Laws, licensing rules, insurance requirements and permitted uses vary by location and can change. Check local authorities and the vehicle’s instructions before relying on an automated feature on public roads.

What to check in the owner’s manual

  • The exact feature name and the conditions required for engagement.
  • Whether the system controls steering, speed, or both.
  • Driver-monitoring requirements and what counts as an adequate response.
  • Takeover-request alerts, expected response procedure and what happens if you do not respond.
  • Weather, visibility, road-marking, road-type, speed and geographic restrictions.
  • How to disengage the feature and regain full control.
  • Warning messages that indicate a sensor obstruction, system fault or loss of operating conditions.

These instructions govern the particular vehicle. The SAE level explains the role relationship; it does not replace the manual’s limits or emergency procedures.

The practical bottom line of the taxonomy

Levels 0 through 2 leave the human as the driver, with Level 1 assisting one control dimension and Level 2 assisting both. Level 3 performs driving conditionally but requires a human who can take over on request. Level 4 performs driving and fallback without human risk mitigation inside its defined domain. Level 5 removes that domain limitation and covers all conditions in which a human could drive. The safest interpretation is always feature-by-feature: identify what is engaged, know its conditions and follow the responsibility the system assigns you.
