U.S. on-highway diesel prices are built from several moving parts: crude oil, refinery processing and margins, transportation and distribution, station operating costs and margins, and federal, state, county, and local taxes. Crude oil is usually the largest single input, but it does not set the pump price by itself. EIA estimates that crude represented about 51% of monthly average U.S. retail on-highway diesel prices from 2004 through 2025.
The same forces explain why two stations—or two states—can post different prices. Taxes, distance from supply, pipeline and river access, refinery outages, inventories, local demand, station overhead, sales volume, and nearby competition all affect the delivered price. The figures and explanations below are U.S.-focused; tax rates and regional patterns do not automatically apply to other countries.

What affects diesel fuel prices?
The Energy Information Administration (EIA) groups the retail price into four accounting categories: crude oil; refining costs and profits; distribution, marketing, and retail-station costs and profits; and taxes. These categories describe the delivered price, not a promise that every cost changes at the same time or by the same amount. EIA notes that component shares vary over time and by region.
| Price component | What it covers | What can move it |
|---|---|---|
| Crude oil | The petroleum feedstock used by refineries | Worldwide supply and demand, economic conditions, geopolitical disruptions, and crude-market expectations |
| Refining costs and profits | Turning crude into diesel and other products, plus the refinery margin | Distillate demand, refinery outages, utilization, maintenance, inventories, and the diesel-to-crude price spread |
| Distribution, marketing, and retail | Moving fuel to terminals and stations, station operations, and the retailer’s margin | Distance, transport capacity, local real-estate and labor costs, station volume, suppliers, and competition |
| Taxes | Federal, state, county, and local fuel taxes and fees | Jurisdiction-specific rates, fees, and tax changes |
A useful starting point is EIA’s explanation of factors affecting diesel prices. It separates broad commodity and refining forces from the delivery and local-retail factors drivers see at the pump.

How do crude oil prices affect diesel?
Crude oil is generally the largest component of the price of diesel. It is a globally traded commodity, so its price responds to worldwide production, consumption, inventories, economic growth, shipping conditions, and expectations about future supply and demand. Because diesel is a major transportation fuel, stronger freight and industrial activity can increase demand for both crude and finished diesel.
EIA’s long-run estimate—about 51% of the monthly average U.S. retail on-highway diesel price from 2004 through 2025—shows why a sustained crude increase normally puts upward pressure on diesel. It does not mean that 51 cents of every dollar at a particular station always comes from crude. The percentage is a national, monthly estimate, and the other components can expand or contract independently.
Crude also affects diesel with a delay. Spot-market prices can change first, while a station’s inventory was purchased earlier and retail prices adjust over subsequent days or weeks. A falling crude benchmark therefore does not guarantee an immediate matching drop on a station sign.
Why can diesel rise even when crude is steady?
Refinery margins and the diesel crack spread
Refineries buy crude and sell a mix of products, including diesel, gasoline, and jet fuel. The difference between the wholesale price of diesel and the spot price of crude is commonly called the diesel crack spread. EIA uses that spread as a proxy for the refinery margin. When diesel is scarce relative to demand, the wholesale diesel price can rise faster than crude, widening the spread and increasing the refining component of the pump price.
Refinery outages, seasonal maintenance, unplanned equipment failures, or low product inventories can tighten supply. A market can therefore experience expensive diesel even without a new crude shock. Conversely, plentiful distillate stocks and strong refinery output can narrow margins and moderate prices even when crude remains elevated.

Diesel and heating oil compete in related markets
Diesel and heating oil are closely related distillate fuels and are often produced together. A surge in heating-oil demand can draw on the same broad distillate supply available to diesel buyers. International distillate demand also matters: a refinery or importer may redirect cargoes toward whichever market offers the stronger return, linking U.S. prices to conditions overseas.
Why do diesel prices vary by location?
Taxes differ by state and locality
Fuel taxes are added to the market and retail costs. EIA reported a federal on-highway diesel tax of 24.40 cents per gallon and average state taxes and fees of 35.86 cents per gallon as of January 2026. The federal figure applies nationally, while state and local totals differ and can change. County and municipal charges can create additional differences within the same state.

Distance from supply adds delivered cost
Diesel must travel from a refinery or import point to a terminal, then often by pipeline, barge, rail, or truck to a station. Costs generally rise with distance. Pipeline and river access can lower the cost of reaching some markets, while a constrained route can leave another market exposed to a local shortage.
The Gulf Coast is a major source of U.S. diesel production. Locations farther away can face higher transportation costs, especially when available pipeline, river, or terminal capacity is limited. A region may pay more even while the national crude benchmark is unchanged because the local delivered supply is harder to replace.

Regional supply structures are not interchangeable
West Coast fuel markets are relatively isolated from other U.S. markets and are supplied largely by refineries within the region. If a major refinery goes offline, importing replacement diesel can be costly and slow. EIA identifies both this supply structure and higher taxes—particularly in California—as reasons West Coast prices often exceed prices in other regions. The size of the difference varies with the specific outage, inventories, transport options, and tax levels.
Stations have different costs and competitive conditions
Two stations a few miles apart can buy from different suppliers and face different wholesale contracts, real-estate costs, labor costs, credit-card expenses, maintenance requirements, and environmental-compliance costs. Their customer mix also matters. A truck stop with heavy diesel volume can spread fixed costs across more gallons and may post a lower price than a small service station with fewer diesel sales. Nearby competitors, traffic patterns, opening hours, and the station owner’s pricing strategy add another layer of variation.
Why is diesel more expensive in some states?
There is no single nationwide reason. A state’s ranking can reflect its tax burden, distance from major refining centers, access to pipelines and terminals, refinery reliability, local inventories, and station-level competition. A high-tax state can have a higher baseline even when its wholesale market is calm. A lower-tax state can still experience a temporary spike if a pipeline, terminal, or refinery problem constrains supply.
For a fair state comparison, compare the same week, the same on-highway diesel definition, and prices before drawing a conclusion. Then separate the difference into four checks: taxes and fees; distance and transport access; local refinery, terminal, or inventory conditions; and station operating costs, volume, and competition.
Why do diesel prices rise in winter?
Diesel demand is relatively steady because freight and commercial transport operate year-round, but distillate demand has seasonal additions. Heating-oil consumption usually increases in fall and winter, drawing on related refinery output. Agricultural work can create seasonal diesel demand in particular regions as planting and harvest activity changes.

Winter does not automatically make diesel more expensive everywhere. The effect depends on the severity of heating demand, weather, inventories, refinery availability, imports, and transportation capacity. Global distillate demand can amplify or offset U.S. seasonal pressure.
Why is diesel sometimes more expensive than gasoline?
Diesel and gasoline are different products made in the same refining system, so their prices respond to different balances of supply and demand. Diesel can become more expensive when freight demand is strong, heating-oil demand tightens distillate supplies, refinery outages reduce diesel output, or distillate inventories are low. Taxes also differ by jurisdiction and can change the retail comparison.
The relationship can reverse when diesel supply is abundant or gasoline demand and margins are unusually strong. A simple comparison of crude prices cannot explain the gap; compare each product’s refining margin, inventories, seasonal demand, taxes, and distribution costs.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should you interpret diesel-price percentages?
EIA’s component breakdown is a methodology, not a station’s internal income statement. The agency defines crude oil as the monthly average composite refiner acquisition cost. It estimates refining costs and profits as the difference between the spot price of diesel and that crude cost. Taxes are a monthly national average of federal and state taxes. Distribution and marketing costs and profits are calculated as the difference between the retail survey price and the other components. The definitions are described in EIA’s Gasoline and Diesel Fuel Update methodology.

EIA states that when spot prices rise first, the refining component can appear larger while distribution and marketing appears smaller; when retail prices catch up, the split changes. Do not treat one month’s percentages as permanent, universal, or a direct accounting of a particular station’s finances.

What did the September 2026 market show?
EIA’s September 18, 2026 analysis reported that tight global distillate supplies and elevated crude prices had pushed diesel prices higher in recent months. It recorded a U.S. weekly retail diesel average of $6.29 per gallon for the week ending September 14, 2026—the highest nominal price since EIA began the series in 1994 and, after inflation adjustment, the highest since 2022. That is a dated historical observation, not the price on October 13 or a promise about prices after the report.
The same analysis linked tight global supplies to reduced refining activity in Russia, China, and the Middle East. U.S. distillate production averaged 5.1 million barrels per day from January through August 2026, the most for that period since 2019. U.S. refinery utilization was 97% for the week ending September 11, 2026, while distillate inventories were 15.8 million barrels—13% below the 2021–2025 seasonal average—for that same week. These figures describe the conditions in that report and should be read with their stated dates.

How to compare two diesel prices correctly
- Match the product and date. Compare on-highway diesel with on-highway diesel, and use the same week or day. Do not mix a weekly average with a one-station quote from another date.
- Check taxes. Identify federal, state, county, and local taxes or fees that apply at each location.
- Map the supply route. Consider the nearest refinery, terminal, pipeline, river, import route, and available trucking capacity.
- Look for disruptions. Check whether a refinery outage, terminal problem, maintenance period, low inventory, or constrained transport route is affecting the local market.
- Compare the stations themselves. Note diesel sales volume, truck-stop versus small-station format, ownership, overhead, supplier, traffic, and nearby competition.
- Separate crude from margin changes. If crude moved little but diesel jumped, investigate the crack spread, distillate inventories, and refinery availability rather than blaming crude alone.
- Allow for lag. Retail signs may respond after wholesale and spot prices, so a station can temporarily move differently from a benchmark.
How do diesel prices affect freight surcharges?
Carriers commonly use diesel prices in fuel-pricing formulas, but each company sets its own fuel-surcharge method. EIA explains the general practice and its limits in Diesel fuel surcharges. A posted surcharge therefore cannot be inferred from a single national pump average without knowing the carrier’s base rate, adjustment schedule, mileage formula, and reference price.
