A manufacturer or importer must identify the vehicle category and each system in scope, apply the relevant European Union safety rules, complete the required tests, and submit technical evidence for approval. The exact hardware or software changes depend on the vehicle, the assistance feature and the approval route.
The central framework is Regulation (EU) 2019/2144, commonly called the General Safety Regulation. It covers vehicle safety and protection of occupants and vulnerable road users. The European Commission states that the revised requirements apply to new vehicle types from 6 July 2022 and to all new vehicles from 7 July 2024; those dates are regulatory application dates, not a blanket instruction for owners of existing cars to install every listed feature.

What “adapting” means in the European context
In this context, adaptation means making a vehicle and its driver-assistance systems conform to the rules used for EU type approval. Type approval assesses a vehicle type, or in some cases a system approved as a separate technical unit, before vehicles are placed on the market. It is different from adding an aftermarket camera, radar, software package or diagnostic device to an individual car.

- What vehicle category is being approved?
- Which assistance or safety systems are fitted, optional, or required for that category?
- Does the relevant rule approve the complete vehicle, the system as a separate technical unit, or both?
Regulation (EU) 2019/2144 is the starting point for that assessment. Read the consolidated regulation at EUR-Lex and use the European Commission’s overview of vehicle safety rules at its vehicle-safety page.
Neither the regulation nor the Commission overview creates one conversion recipe for every imported car. A vehicle designed for another market might need changes to sensors, software logic, human-machine interfaces, data handling, documentation, or several of these. Another vehicle may already satisfy the applicable requirements. That determination has to be made against the specific model, equipment level, production date and approval application.

The dates above should not be used alone to decide whether a particular imported car is legal. Check the vehicle category, the type-approval status, transitional provisions and the current legal text for the application being made.

The framework lists advanced systems for all motor-vehicle categories and adds measures for particular groups. The following summary reflects the categories described in the regulation and Commission material; it does not mean that every system is fitted in every vehicle.

The precise obligation can vary with vehicle class, mass, seating or body configuration and the approval date. Treat the table as a scoping aid, not as a substitute for the applicable annexes and technical acts.
How a manufacturer or importer normally adapts a system

Classify the vehicle and approval application
Start with the vehicle category, intended market, body style, powertrain and production or approval date. Record whether the application concerns a completely new type, an amendment to an existing type, an imported vehicle or a system intended for approval as a separate technical unit. This classification determines which provisions and dates must be checked.

Build a system-by-system requirements matrix
List every relevant driver-assistance and safety feature, its hardware, software version, operating limits and driver interface. Map each item to the relevant provisions of Regulation (EU) 2019/2144 and any delegated or implementing regulation. Keep required equipment separate from optional equipment: an optional feature can still create approval obligations when it is installed on the vehicle type.

Check whether the rule is vehicle-level or system-level
Some evidence belongs in the complete-vehicle approval file. Other systems can have their own technical-unit approval process. The route affects the drawings, software descriptions, test configuration, supplier evidence and installation checks that must be submitted. Do not assume that approval of a component automatically proves the compliance of the finished vehicle; integration and installation can still matter.

Adapt the technical design where the requirements differ
Depending on the gap analysis, engineers may need to alter sensor placement, field of view, map or speed-limit data handling, warning timing, intervention logic, steering or braking coordination, driver controls, event-data storage, or diagnostic behavior. The legal material does not establish one mandatory hardware change for every vehicle. Any change must be evaluated with the complete system, including interactions with braking, steering, powertrain and the human-machine interface.

Define the test configuration and operating boundaries
Document the vehicle mass and load, tyres, software build, sensor calibration, road or test-track conditions, lighting, weather assumptions and driver actions used in testing. A result is meaningful only when the configuration and boundary conditions match the applicable procedure. If a system is approved as a separate technical unit, also document how it is installed and connected in the target vehicle.

Run the prescribed tests and retain objective evidence
Use the system-specific test procedures where they exist, retain measured results and record failures, corrective actions and regression tests. Evidence can include test reports, software and hardware descriptions, calibration records, functional-safety information, user instructions and production-control documentation. The exact evidence list is determined by the applicable approval acts and authority.

Prepare the approval documents and conformity controls
Commission Implementing Regulation (EU) 2024/1721 provides approval-document templates for intelligent speed assistance and other listed systems. It supports a disciplined documentation package, but it does not replace the underlying tests or prove compliance by itself. Ensure that the approved configuration matches production vehicles and that changes are controlled after approval.

Submit to the competent approval authority and manage changes
The manufacturer or importer submits the technical package through the relevant type-approval process. If hardware, software, calibration, sensor suppliers or operating limits change later, determine whether the change requires an amendment, new tests or a new approval. Keep the approval record, production checks and field-service information aligned.
Example: adapting intelligent speed assistance
Intelligent speed assistance (ISA) illustrates why “European adaptation” cannot be reduced to installing a speed-sign camera. Delegated Regulation (EU) 2021/1958 lays down detailed test procedures and technical requirements for type approval of ISA systems and for approval of those systems as separate technical units. The regulation is available at EUR-Lex.
An ISA workstream therefore has to establish how the system obtains and interprets speed-limit information, communicates the information to the driver, responds within its defined operating conditions, and records or reports the required technical details. The approval team must test the specified behaviors and document the installed configuration. A generic navigation update or aftermarket warning device is not, on the evidence available here, a substitute for that approval process.

Implementing Regulation (EU) 2024/1721 supplies templates for the approval documentation. The templates help standardize the information presented to an authority, while the delegated regulation supplies the technical and testing framework for ISA. They serve different purposes and should not be treated as interchangeable.

How UN Regulation No. 171 fits in
UN Regulation No. 171 concerns approval of vehicles with regard to Driver Control Assistance Systems. The EU-published text gives an entry-into-force date of 22 September 2024 and notes that the original UN/ECE text is the authentic text with legal effect under international public law. Consult the published text at EUR-Lex.
UN Regulation No. 171 can be an additional approval instrument where its scope applies, but it does not replace the General Safety Regulation. A compliance plan should identify both instruments when relevant, then determine which provisions govern the vehicle, the assistance system and the specific approval application.
Does an existing car need an ADAS retrofit?
There is no single EU retrofit procedure established by the cited material. The General Safety Regulation is structured around type approval and requirements for new vehicle types and new vehicles. It does not instruct every owner of an older car to add all listed systems.
For an existing vehicle, separate these questions:
- Is the car already type-approved for the market and equipment configuration in question?
- Is the proposed change a repair, replacement with an equivalent part, software update, modification or new safety system?
- Would the modification affect braking, steering, lighting, communications, vehicle security, emissions or another regulated function?
- Does the national registration or inspection authority require additional approval for that modification?
The answer can differ by country, vehicle and modification. An aftermarket camera, radar, steering actuator or OBD device may improve a driver’s information, but the available sources do not establish that it makes a specific car EU-compliant or grants type approval.
Common mistakes in adaptation projects
- Applying one checklist to every vehicle. Requirements differ by category and system. Build the matrix from the actual approval scope.
- Confusing the two main dates. 6 July 2022 concerns new types, while 7 July 2024 concerns all new vehicles under the Commission’s overview.
- Treating a component certificate as complete-vehicle approval. Installation, integration and production conformity may still require evidence.
- Assuming a software-only change is automatically simple. A software update can alter warnings, interventions, data recording or test results and may require reassessment.
- Using a generic calibration report. Calibration evidence must correspond to the approved sensor arrangement, software build and test configuration.
- Claiming that UN Regulation No. 171 replaces EU law. It is a separate international approval instrument with its own scope.
- Promising owner retrofit compliance. No universal aftermarket kit or retrofit route is established by the cited official material.
Information needed for a model-specific answer
A precise adaptation plan requires more than the car’s make and model. Gather the vehicle identification and category, model year and production date, intended EU country, existing type-approval documents, installed ADAS features, software and sensor versions, proposed modifications, and the authority or inspection process involved. The applicable legal text and approval authority should then be checked for that exact configuration.
Costs, calibration steps, country-specific registration practice and whether a particular vehicle can be retrofitted are not determined by the framework alone. They depend on the vehicle, system, evidence burden and jurisdiction. An importer should obtain a written scope from the responsible type-approval authority before committing to hardware or software changes.
