A used-EV battery health report is evidence about a battery measured by a particular method at a particular time—not a guarantee of driving range, remaining years, safety, or warranty coverage. The first question is not “Is the number high?” It is “What exactly was measured, against which reference, under what conditions, and by whom?”
State of Health (SoH) is not yet a universally standardized quantity. SAE International’s information report J3356/2, issued September 28, 2026, addresses SoH definitions, calculation methods, influencing factors and reporting. TÜV SÜD technical expert Markus Gregor puts the practical problem plainly: “There is still no standard for determining the SoH. Because the calculation itself is not specified and defined, everyone can do it differently.”

What a battery health report actually measures
Most reports present a State of Health percentage or a related energy or capacity value. That percentage only has meaning when the report identifies the quantity and its reference point. Depending on the provider, SoH may describe usable energy, total capacity, an estimate derived from battery resistance and operating data, or a manufacturer value read from the car’s battery-management system (BMS).

Those are not interchangeable. A report that does not name the measured quantity, reference capacity, vehicle identity and test date leaves important context unresolved.

The Australian Department of Climate Change, Energy, the Environment and Water summarizes the basic purpose this way: “A battery health check will provide you the state of health (SoH) of your battery.” It does not say that SoH alone predicts every aspect of ownership.
How the number is produced
BMS readout or estimate
Some services connect diagnostically to the vehicle and report a value stored or calculated by the BMS. The Car Remarketing Association Europe (CARA-Europe) calls this its “Basic” approach and says it is not an independent assessment. A BMS reading can be useful, but you need to know whether the service is simply displaying a manufacturer value, applying its own calculation to vehicle data, or interpreting several parameters.
External or dynamic testing
CARA-Europe describes a “Premium” approach that uses an external method and stresses the battery through charging, discharging, driving or vehicle loads. This is a description of CARA-Europe’s framework, not a universal industry taxonomy. Other providers may use different hardware, algorithms, test durations and acceptance criteria.
An external test can provide evidence beyond a static readout, yet it still needs documentation. Ask what portion of the battery was measured, whether the test used usable or gross energy, how temperature and state of charge were controlled, and which assumptions converted the observations into a percentage.

Why two credible reports can disagree
Battery estimates are affected by reference capacity, temperature, recent charging and driving, depth of discharge, balancing state, data availability and the algorithm used. TÜV SÜD warns that current independent methods are not comparable. A difference of several percentage points is not automatically proof that one tester is wrong; it may indicate that the reports are measuring different things.
What does 90% battery health mean?
It means the report’s measured quantity was assessed at roughly 90% of its stated reference under that method and test condition. It does not mean the car will deliver exactly 90% of its original advertised miles on every journey, nor that 10% of a predictable service life has been consumed.
Real range depends on vehicle configuration, wheel and tire choice, speed, weather, heating or air-conditioning use, terrain, payload, traffic and charging strategy. NHTSA also notes that thermal management and temperature affect performance and that an EV battery system includes cells, hardware and software. A report’s capacity estimate is therefore one input to a range decision, not a standardized road test.
Whether 90% is satisfactory depends on your routes and charging access. A commuter who can charge at home may find that figure entirely adequate; a driver regularly covering long distances in cold weather may place greater value on every available kilowatt-hour. Use the percentage to frame questions and price negotiations, not to promise a particular trip distance.

What the report cannot establish by itself
- Guaranteed real-world range: The measured energy or capacity value is not the same as a regulated driving-cycle result under all conditions.
- Years remaining: One snapshot cannot reliably forecast future degradation or identify the date a replacement will be needed.
- Warranty eligibility: A warranty has its own definition, test process, threshold, time or mileage limit, transfer rules and exclusions.
- Whole-vehicle condition: A battery report does not certify brakes, suspension, crash damage, charging hardware, tires, software faults or flood exposure.
- High-voltage safety: A percentage does not prove that every cell, module, isolation circuit, connector and cooling component is safe.
- Direct comparability: A bare SoH percentage from one provider should not be ranked against another without matching definitions, references, conditions and scope.
How to inspect a report before buying
- Identify the exact vehicle. Check the VIN or other vehicle identifier, model year, battery variant and odometer reading. Confirm that the test date is recent enough for your transaction.
- Find the definition of SoH. Ask whether it represents usable energy, gross capacity, remaining amp-hours, resistance, a manufacturer value or a provider-calculated estimate. Ask what “new” reference was used.
- Establish the test method. Determine whether the provider only read the BMS or performed a charge, discharge, drive or load test. Ask how long the test took and what data or assumptions were applied.
- Read the conditions and limitations. Look for battery temperature, starting and ending state of charge, ambient conditions, charging power and any restrictions on the result. If these are absent, record that as a limitation rather than guessing.
- Check fault information. See whether the report lists diagnostic trouble codes, cell or module imbalance, isolation faults, thermal-system warnings or charging abnormalities. A report that does not disclose those items may not be a comprehensive fault inspection.
- Match the result to your use. Estimate your normal and worst-case routes, charging opportunities and seasonal needs. A lower percentage can still meet one driver’s needs and be unsuitable for another.
- Verify warranty terms with the VIN. Obtain the original in-service date, remaining time and mileage, capacity threshold, transferability rules and maintenance requirements in writing.
- Arrange an independent EV inspection. Government buying guidance recommends a mechanic experienced with EVs and a separate check of the charging cable and port. Ask the inspector to assess the rest of the vehicle as well as the battery report.
How to compare two battery reports
Compare the reports in a fixed order. This prevents a neat percentage from creating false precision.

A 2025 EVS38 conference paper by Jan Willem van der Linden and Robert van Gent describes a Dutch BOVAG/VER-commissioned field study of five providers: Aviloo, Bosch, Hella-Gutmann, Mahle and Moba. The paper reports that Aviloo and Moba offered the most reliable and user-friendly solutions for market application in that study. That finding is limited to the Dutch study, its test scope and date; it is not a universal ranking for every vehicle, market or current service.
Battery warranties and legal thresholds are not the same thing
Warranty language is model-, market- and VIN-specific. The Australian government says many battery warranties run for eight years or 160,000 kilometres, while directing buyers to check the particular vehicle’s terms. Treat that as common guidance, not a promise applying to every EV.

Regulatory minima and manufacturer programs answer different questions. A vehicle can meet a legal or warranty threshold without being the right purchase for your routes, and a report percentage alone cannot make a warranty claim succeed. Ask the manufacturer or selling dealer to confirm the exact VIN, original in-service date, transfer rules, capacity test and claim procedure.

What degradation studies can—and cannot—tell you
NIST’s DCI 008, published in November 2025, summarizes literature linking battery degradation to reduced capacity and range. It identifies charging and driving patterns, depth of discharge, humidity and temperature among the influencing conditions. The document notes that literature commonly places vehicle-use end of life around 70–80% of original capacity, while also noting that an EV below that level may still meet a particular driver’s needs.
The same NIST document attributes an average annual degradation figure of 1.8% to Dnistran (2024), based on almost 5,000 EVs. That is a reported study result, not a prediction for an individual car. NIST also summarizes literature estimates of battery life spanning roughly five to 13 years depending on operating conditions. Neither range is a warranty promise or a reliable remaining-life clock for a specific vehicle.
Replacement-cost figures sometimes quoted online, including a broad $5,000–$20,000-or-more range repeated by NIST from cited online sources, are not a current price survey. Model design, pack size, repairability, labor, parts availability and whether a module or complete pack is replaced can change the bill substantially. Obtain a vehicle-specific estimate before treating replacement risk as a purchase calculation.

NHTSA says high-voltage EV work requires qualified technicians with specialized training, protective equipment and diagnostic equipment; unqualified work can cause severe injury or death. Do not open, probe or dismantle a traction battery to verify a report. A generic OBD-II reader may not expose or validate traction-battery health across vehicles, and a charging cable does not interpret SoH.

Have a qualified professional assess suspected high-voltage faults, crash damage, warning lights, charging failures or unusual heat. Flood exposure deserves separate attention: NHTSA warns that flooded EVs can present high-voltage shock and fire hazards. Check the charging port and cable, inspect for water or impact damage and ensure any warning condition is documented and resolved by an appropriately trained technician.
Make the purchase decision from the whole evidence set
Use the battery report as one row in a larger decision, alongside service records, accident and flood history, software and recall status, charging performance, remaining warranty, tire and brake condition, and an EV-experienced inspection. Then test the result against your actual use: daily distance, longest regular journey, climate, charging access and tolerance for degraded range.
The United Kingdom was still exploring standardized, consumer-accessible SoH information in a parliamentary answer dated March 30, 2026. That policy exploration does not establish that a common standard is already in force. Until definitions and test methods become more consistent, preserve the report’s method and limitations whenever you compare cars, negotiate price or make a warranty inquiry.
The practical verdict is simple: a well-documented report can reveal what a particular test found about a particular battery on a particular date. It becomes trustworthy buying evidence only when you understand that measurement, compare it cautiously, verify the warranty and combine it with a qualified inspection and your own driving requirements.
