What New York City actually authorized
On August 22, 2025, New York City announced its first permit for autonomous-vehicle testing. Waymo could operate up to eight Jaguar I-PACE vehicles in defined parts of Manhattan and Downtown Brooklyn, but a trained autonomous-vehicle specialist had to remain behind the wheel and be ready to take control.

New York City’s announcement explicitly said the approval did not authorize an autonomous for-hire operation under Taxi and Limousine Commission rules. Waymo’s Annabel Chang described the permit as groundwork for eventually bringing the service to New Yorkers, not as a launch of rides.
What the testing program required
NYC Department of Transportation’s program requires an operator to be present and able to assume control whenever the automated system is operating. Applicants also need approval from the New York State Department of Motor Vehicles, an NYC DOT permit, the program’s $5,000 annual permit fee, and monthly and narrative data reports. TechCrunch reported that New York’s testing framework also required a $5 million insurance policy and trained operators. A company seeking to carry passengers for hire would additionally need a TLC license.

Why a driverless Waymo could not launch under that framework
New York State’s one-hand-on-the-wheel requirement is the central legal barrier. It presumes a human driver is operating the vehicle, which is incompatible with a robotaxi that has no driver in the front seat. The city permit could therefore support supervised evaluation, but it could not override state law or TLC rules governing for-hire vehicles.
A broader state legalization proposal was withdrawn in February 2026. An active Senate bill, S10473, proposes a fully autonomous-vehicle pilot in Albany and Rensselaer counties until July 1, 2028; its geography excludes New York City, so it does not authorize Waymo rides in the five boroughs.

Waymo’s NYC timeline
- June 18, 2025: Waymo said it had applied to NYC DOT to test autonomous Jaguar I-PACE vehicles in Manhattan with a human safety operator.
- August 22, 2025: The city issued its first autonomous-vehicle testing permit, covering up to eight Waymo vehicles in specified areas of Manhattan and Downtown Brooklyn.
- February 2026: Reporting said the proposed broader state legalization plan had been withdrawn while Waymo remained authorized to test.
- March 31, 2026: The permit period listed by NYC DOT ended.
After that date, the available documentation does not establish a renewal, a new city permit, or a commercial NYC launch.
Why New York City is a demanding test environment
TechCrunch characterized New York as unusually difficult for automated driving because vehicles must negotiate dense traffic, delivery vehicles, buses, bicycles, pedestrians and complicated street interactions in close quarters. Waymo had already driven and mapped Manhattan manually in 2021 using retired Chrysler Pacifica test vehicles, but those vehicles were not operated autonomously.

That distinction matters: mapping and supervised testing can prepare a system for local conditions without giving the public a way to summon a driverless car.
What a Waymo ride looks like in cities where the service operates
Waymo says its Driver has accumulated more than 200 million miles of real-world driving experience. The company also said it had completed more than 10 million rides in five major U.S. cities. Those are company-reported figures and do not indicate that service is available in New York.

In an operating market, riders use the Waymo app to choose a destination, receive directions to a pickup point, unlock the vehicle with the app and ride with up to four passengers. Whether that workflow can be offered in NYC depends on state authorization, city permits and TLC licensing that were not provided by the 2025 testing approval.

How to recognize a genuine NYC launch
A future announcement should be more than a testing update. Look for all of the following:

- A New York State legal framework that permits a vehicle to operate without a human driver.
- A NYC DOT authorization covering passenger or for-hire service rather than evaluation only.
- TLC licensing and operating rules for the service.
- A Waymo app geofence that actually allows New York City trip bookings.
- Clear information about service boundaries, hours, safety reporting and whether a human specialist remains in the vehicle.
Until those conditions appear, Waymo’s New York effort is best understood as a regulatory beachhead and supervised test program—not an NYC robotaxi service that riders can book.
